2.0.0 Cable Construction Features
This Specification generally covers following types / sizes of
L. T. Cables used in network in Mumbai Discom area (mostly
under-ground) or any Project site (mostly over-ground) :

The L. T. Cables shall be suitable for laying under-ground
(buried, with chances of flooding by water) or for laying on
racks, in ducts, trenches, conduits, and so on. Purchaser to
state specific usage / requirement (refer Annexure-D). ®
Description of each item mentioned in the Specification (the
text, BOQ, GTP or Site Specific Requirement) shall be
followed, along with IS : 7098 – Part 1.
2.1.1 Conductor Aluminium conductor Electrolytic Grade Stranded Aluminium Conductor
Grade : H2 / H4 (hard-drawn) as per IS: 8130 / 84
Shape of Cables i) Stranded Compacted Circular :

2.1.2 Insulation a) Extruded XLPE (Cross-Linked Poly-Ethylene)
Insulation
b) Entire XLPE Insulation shall be coloured
(pigmented), as per phases / neutral, as given below

i) For 3.5-core and 4 -core cables :
Colour : red, yellow, blue, black
ii) For single-core cables : Colour : natural (non-pigmented)
2.1.3 Core Identification a) As per Cl.10 of IS 7098 Part-1.
b) Also refer Cl. 2.1.2 (Insulation) and the GTP.
2.1.3A Core Binding Tape Core binding tape shall be with 50 % overlap.
2.1.3B Filler Fillers, where applicable, shall be of non-hygroscopic
material, compatible with the temperature ratings of the
cable and shall have no deleterious effect on any
component of the cable
2.1.3C Binding Tape over Laid-up cores
Thickness of this tape shall not be construed as part of the thickness of Inner Sheath.
2.1.4 Inner Sheath (common
covering) a) Extruded Inner Sheath of PVC type ST-2 (IS 5831), for
multi-core Cables.
b) Colour - Black
c) Shape over the inner sheath shall be circular. Ovality
check shall be carried out, as applicable.
d) If Cable is 1-core, then there shall be no inner
sheath. However, then in place of inner sheath, there
shall be a protective barrier, of type depending on
whether the 1-core Cable is with armour or un-
armoured, as per manufacturer’s
standard.
2.1.5 Armour a) i) Armour shall be as per cable codes as indicated in the table in the beginning
ii) However, as per IS, if the diameter below armour is
upto & including 13 mm, the armour shall be
:Galvanised Steel Round Wire, as applicable.
b) Single core cables of standard sizes of 500 sq. mm.
and 630 sq. mm., are normally used between Distribution
Transformers and L.T. Panels in a sub- station. Hence,
these single-core sizes shall be without armour (un-
armoured).
[ Note : Armouring, if required for 1-core Cables, it
shall be of Aluminium round wire H4 grade. ]
Area of Coverage of armouring shall be 90 % minimum. (Armour coverage percentage calculation shall be submitted.)
2.1.5A Binder Tape Rubberised Cotton Tape (desirable)
2.1.6 Outer Sheath a) Extruded outer sheath of PVC (Poly-Vinyl Chloride)
compound, conforming to the requirement of ST-2
type compound (ref. IS : 5831), with anti-termite
and anti-rodent properties.
b) Shape of the completed cable over the outer
sheath shall be circular
c) Ovality check shall be carried out.
d) Colour :
Yellow - For Multi-core cables
e) Black - For Single-core 500 / 630 sq. mm.)
f) The Outer Sheath shall be embossed with :
1. The voltage designation (1100 V)
2. Type of construction / cable code
(example : A2XFY)
3. Manufacturer’s Name or and Trade mark 4. Number of Cores and nominal cross-sectional
area of conductor
5. The drum progressive length of cable at
every metre, starting from zero for every drum.
Colour filled in in the progressive marking shall be with
proper contrast as follows :
i) Black colour shall be used for marking in case
of cables with Yellow colour for the outer
sheath.
ii) White colour shall be used for marking in case
of cables with Black colour for the outer
sheath.

2.1.7 Sealing of Cable end Both ends of the cable shall be sealed with PVC Cap.
After fixing, the PVC cap shall be filled with P.
U. (Poly-Urethane) Compound through a cut provided in
the cap. Further, a Heat Shrinkable cap (H. S. cap) shall
be shrunk over the PVC cap to fully prevent any water
seepage through the cable end
(even though dipped in water).
3.0.0 Manufacturing Process for XLPE Insulation
a) Sioplas b) Dry cure / Gas cure
Testing & Inspection Tests shall be carried out in accordance with IEC /
ASTM / IS standards. a) Type Test
1) Cables must be of type tested quality. TTRs
(Type Test Report) shall be submitted for the
type, size & rating of cable offered along with
bid.
2) If the manufacturer’s lab is accredited by govt. /
authorised body, then it shall beacceptable for
type testing
3) Type test on one cable drum of each rating and
type, from first lot, shall be conducted at Govt.
approved / Internationally accredited labs.
4) Refer Annexure-C for Special Tests to be
carried out on Outer Sheath of FRLS Cables,
where applicable.
b) Routine Tests
1. Measurement of Electrical Resistance
(Conductor Resistance Test)
2. High Voltage Test,
with power frequency AC voltage, at room
temperature.
3. Measurement of Insulation Resistance (I.R.) c) Inspection
1. The Buyer reserves the right to witness all tests
specified on completed cables.
2. The Buyer reserves the right to inspect cables at the
Sellers works at any time prior to dispatch, to prove
compliance with the specifications.
3. In-process and final inspection call intimation shall be given in advance to purchaser
i) Acceptance test : ii) Shall be conducted as per Cl.15.2 of IS 7098 Part-1
for each lot of cable. iii) Ovality check over the cores and over the
completed Cables, as applicable. iv) Refer Annexure-C for Special Tests to be carried out
on Outer Sheath of FRLS Cables, where applicable.
v) Test certificates : Three sets of complete test certificates (routine & acceptance tests) need to be submitted along with the delivery of cables.
Drawing, Data & Manuals Refer Annexure – A also To be submitted along with

a) Cross-section drawing of cable :
Cross-Sectional Drawing shall show every feature of
construction, including the thickness / diameter over
every layer. This drawing shall also indicate the
embossing of text to appear over the outer sheath,
giving type/size, etc. of the cable, drum no./lot no.,
sequential marking over every meter (marking to
start from zero for every drum), font sizes to be used,
additional text, if any, etc. Also, Drum details,
markings to be made on both sides of the drum, and
so on.

b) Completely filled GTP
c) Type Test Report (TTR) Complete Cable Catalogue and Manual along with the bid.
After award of contract Within 15 days, the seller has to submit four sets of

Manufacturer shall be required to take prior approvalfrom AEML (Engineering & Procurement) for any short length supply
b) Manufacturer shall not be allowed to put two cable pieces of different short lengths in same cable drum.
Packing, Shipping, Handling
& Storage
a) Packing i) Both the ends of the cables shall be properly sealed
to prevent any deterioration of the cable, due to
ingress of water, etc.
ii) Cable starting end shall project, outside the
completely wound cable, by sufficient length
enabling verify cable details, including the starting-
end length marking. ®
iii) Similarly,both ends of the cable shall be saddled
/ secured to the drum properly to prevent any
damage to the ends any time. ®
iv) Before putting on wooden planks, protective
covers (thick plastic sheets, etc.) shall be secured
over the wound cable, to avoid any abrasion by
wooden planks, over the outer sheath of the cable.

v) After providing the protective covers, the cable
drums shall be finally closed by wooden planks
(with saddles), without leaving any gaps between
the planks; i.e. 100 % covering
shall be ensured. ® b) Drum Identification
markings Direct markings (i.e. text painting through stencils, etc,)
shall be done on the drums, instead of attaching labels,
which may be misplaced/lost over a period of time. ®

Steel / wooden drums, as per relevant IS / IEC.
i) Wooden drums shall be with M.S. spindle plate with
nut-bolts.
ii) Spindle Plate hole diameter : ®
for 25 / 50 sq.mm. cable drums : 80 mm dia. for
150 / 300 sq.mm. cable drums : 110 mm dia.

10.0.0 Deviation a) Deviations from this specification are only
acceptable where the Seller has listed in his
quotation the requirements he cannot, or does not,
wish to comply with and the Buyer has accepted, in
writing, the deviations before the order is placed.
b) In the absence of a list of deviations, it will be
assumed by the Buyer that the Seller complies
fully with this specification.
