LDBE Participation RequirementsThis IFB has a 20% Local Disadvantaged Business Enterprise (LDBE) participation requirement. Summary of Solicitation• Procurement Method: Invitation For Bid (sealed bidding)• Estimate: $1,000,000.00 ‐ $5,000,000.00 • Price Breakdown will be requested to the lowest bidder• Performance Period: 400 days from Notice to Proceed• Anticipated Contract Award: April, 2018• Contract Type: Firm fixed‐price• Self‐Performance Requirement, Section VII, Contract Provision 44: 20%• Payment & Performance Bonds ‐ MWAA will reimburse reasonable and customary bond

costs upon proof of payment (Section V, Solicitation Provision 22). Bond costs are not to be included in the bid amount.

• Liquidated damages are set at $1,050.00 per day of delay in completion.• The Owner Controlled Insurance Program details can be found in the solicitation

Section VII, Contract Provision 20‐ This contract is covered by the Aviation Owner Controlled Insurance Program (OCIP) and participation by the contractor and subcontractors is required. OCIP coverage, as described in Contract Provision 20 is provided by the Authority at no cost to the contractor.

Contract Scope• Project consists of construction services associated with the Terminal A

– Southwest Airline Ticket Counter and BHS (Baggage Handling System) at Ronald Reagan National Airport (DCA).

• The project includes the following:

• 1. Installation of Checked Baggage Inspection System (CBIS)

• 2. Construction of a new baggage handling system.

• 3. Oversized baggage freight lift.

• 4. Construction will also include new gypsum board partitions, concrete masonry walls, concrete foundations.
