APPENDIX

PRASARBHARATI CERTIFICATEPRACTICAL TRAINING COURSES FOR STUDENTS

Introduction

1. Practical Training is a much desired part of the curriculum ofprofessional courses, which often gets neglected due to lack of suitablefacilities with educational/ professional institutes. Prasar Bharati seeks toencourage and assist students, especially of Journalism & MassCommunication, who have Electronic Media as one of their subjects andEngineering, in getting hands on experience of Programme Production forRadio and/ or Television, Broadcast Engineering and Newsroom Operations inits training institutes and Stations/ Kendras by conducting such short term'Practical Training Courses' for students of Govt/ AICTE accredited institutions.which would culminate in the award of a Prasar Bharati certificate. In order toretain some market value for this certificate, high standards, a rigorous anddetailed curriculum and quality instructional staff are extremely necessary.

2. There is a need to distinguish between Internship and Practical Trainingcourses. Prasar Bharati's Policy on Internship has been issued vide Office OrderNo. 239/2014/PPC dated 30.09.2014, issued from file No. A-10/162/2014-PPC.Internship is designed to provide opportunities to select students andgraduates of media related courses to intern in its organization and gainexperience of actually working on production of programmes for Radio and/or TV in AIR and DO. It is planned to be project based with selections beingdone based on merit and production proposal forwarded for consideration ofPrasar Bharati.

3. Practical training on the other hand is limited in its scope and duration,in that, it will provide On the Job Training to students during their holidays.

4. VANI Certificate courses are not covered in this policy and will continueas hithertofore. However fee fixation should be done as laid in this policy.

5. As an ongoing practice, students of AICTE approved EngineeringColleges visit local TV and Radio stations to fulfil syllabus requirements ofpractical training in the field of Electronics and Communications. These visitstake place in consonance with the vacations of the colleges. While these cango on, such activities should not be construed as sufficient to award PrasarBharati Certificate. AIR &00 Stations/ Kendras may continue to entertain such,requests and issue completion certificates. A fee of Rs. 1000/week+ taxes maybe charged from candidates. Such activities should be for a maximum periodof 4 weeks.

Objective

5. The IPractical Training Courses' scheme of Prasar Bharati envisagesreputed media educational/ training institutes entering into agreements withthe NABM for providing practical training with NABM, RABMs, Capital AIRStations, Doordarshan Kendras, NSDand DD News for a period not exceedingsix weeks for their students. Thiswill enable students studying relevant coursesto actually get hands on experience of real-life Programme Production,Broadcast Engineering and Newsroom Operations. It will be in line with thebroad objectives of Prasar Bharati of informing and educating the public.

Implementation Outline

6. The training courses will be implemented as follows:-

(a) NABM Delhi will be responsible for co-ordinating andimplementing this scheme for Programme Production andBroadcast Engineering. NSD and DD News will be responsible forcoordinating the training in respective spheres of activity.

(b) NABM Delhi will design the following standard Practical Trainingmodules:-

I. Radio and new media programme production in AIR (4 weeksduration).

II. Television and new media programme production InDoordarshan (4weeks duration).

III. Combined Practical Training of Radio and Television with newmedia programme production in both AIR and Doordarshan(4weeks duration).

IV. Certificate level Training for the benefit of engineeringstudents should be for a maximum period of sixweeks.

(c) Scheduling and Content of the modules, mentorship, list of AIRStations and DDKswhere such training can be done, the numberof students who can be given opportunities, will be worked out indetail by NABM Delhi. Minimum and maximum number ofstudents who can be accommodated per batch should beclearly indicated by the selected Stations and approved byNABM.

(d) Only capital AIR Stations, DDKs,major AIR Stations and high powerinstallations which have all infrastructural facilities for the conductof such training should be included in the list of training centres.

(e) RABMs will, for this purpose, function under Regio,nal TrainingCommittees (RTCsJ. The RTCs will have the Head of RABM,Programming and Engineering Heads of the Capital Station/DDKas members and the senior-most officer will function as theChairman of the RTC.

(f) The RTCswill be specifically responsible for approving the instituteswith whom agreements will be entered into for sponsorship oftrainees.

(g) RABMswill send details of the institute, along with the approval ofthe RTCs,to the NABM Delhi which will be the Nodal Authority forsigning the agreements.

(h) A common format for the agreements will be formulated byNABM Delhi and approved by Prasar Bharati.

(i) Preference for providing training opportunities will be given toinstitutes in the following order:-

I. Central/State Government Universities, Colleges and Institutes.

II. Institutes which are accredited with the AICTE.

(j) Trainees will be assigned by the RABMs in consultation with, and tothe AIR Station or Doordarshan Kendra concerned, in a mannerand number which does not in any way adversely impact thenormal functioning of the Station or Kendra.

(k) The fees to be charged from each participant for differentmodules which are designed within the frame work mentionedabove are given in the table below. Certificates for such courseswill be given by NABM/RABM

(I) DG NSDand DG (N&CA) are requested to follow similar paymentterms to ensure uniformity within Prasar Bharati.

(m) Prasar Bharati will not be responsible for providing transport, boardor lodging, or meals to any trainee. However, as part ofhospitality, tea and snacks can be provided on the Opening dayand after the voledictorv function.

(n) NABM Delhi will prescribe a common feedback format to be usedby the RABMs for evaluating the quality of the trainingprogramme by the participants. Changes in the content,duration, type of trainees can be contemplated after one year ofimplementation of this policy and some experience having beengained.

(0) A standard template will be prescribed by NABM, Delhi for thecertificate to be given to each trainee on successful completionof the training, on behalf of Prasar Bharati. It is important that thecertificate is given to only those candidates who havesuccessfully and sincerely completed their training as per rigorousNABM standards.

(p) Regional NABMs will submit quarterly information to the NABMDelhi in a prescribed format for compiling and analyzing the dataon implementation of the training programme.

(q) Overall training policy will be reviewed by Prasar Bharati after ithas been implemented for two years.

(r) Honorarium of RS.l,500/- per week may be paid to the personsactually taking classes and demonstrations and functioning asbatch coordinator. The concerned Head of Office should ensurethat this is paid to only those staff member(s) who are activelyinvolved in training activities.

(s) Training material to be provided will be made by the Stations/Kendra as per the guidelines of NABM/RABM. An expenditure ofmaximum of RS.l00/- candidate may be incurred by HOO.

Applications

7. Though applications from individual students of institutes mentioned atPara 6(i) above may be entertained, endeavour should be to tie upagreements with such institutes. The entire application process should be webbased. Sample of information page from the Institute of Telecom Technologyand Management is attached for reference and designing of web basedinf rmation cum application page by NABM.
