DEPARTMENT  CHAIR  AND  FULL  PROFESSOR  (tenured),  Computer  Science  Department,  Morgan  State  University.  Baltimore,  MD.      Co-­‐Director,  NSA-­‐Approved  Center  of  Excellence  in  Cyber  security  Education,  Morgan  State  University.      Developed  with  colleagues  proposals  for  online  Master’s  and  Certificate  Courses  in  Data  Science  that  when   implemented   is   expected   to   generate   annual   revenue   of   about   $1  million   for   the   university.  Created  two  new  faculty  positions.  Developed  new  curriculum  for  undergraduate  courses.  Got   two   new   tenure-­‐track   faculty   positions   for   the   Department.   Obtained   $200K   gift   from   the  Thurgood   Marshall   Foundation   of  Microsoft   software   for   upgrading   Department   computing   labs.  Obtained  $53K  from  the  Provost  and  $67K  from  the  Dean  to  upgrade  Department  Computing  labs.

FULL  PROFESSOR  (tenured),  Department  of  Electrical  Engineering  and  Computing  Systems  (formerly,  School  of  Computing  Sciences  and  Informatics),  College  of  Engineering  and  Applied  Science,  University  of  Cincinnati,  Cincinnati,  Ohio.    DEPARTMENT  CHAIR  of  the  School  of  Computing  Sciences  and  Informatics  during  September  2009-­‐August  2012.  Graduate  Program  Director,  2011-­‐2012.  (Also,  secondary  faculty,  Biomedical  Engineering.)  Since  July  1,  2013,  the  unit  has  merged  with  the  Electrical  Engineering  unit  and  is  now  called  the  Department  of  Electrical  Engineering  and  Computing  Systems.      

Joined   the   University   of   Cincinnati   in   Fall   2009   as   the   Department   Head   of   Computer   Science  Department.   In   that   capacity,   involved   with   a   number   of   spectacular   innovative   changes,  including:    

• Develop  and  execute  mission-­‐focused,   outcome-­‐oriented  budget   strategies.   Responsible   for  the  preparation  and  management  of  the  department  budget.  

• Increase   the  undergraduate   student  enrollment  by  75%   by  a  number  of  aggressive  outreach  activities   including  meeting  prospective   students   and   their  parents  on  a   regular  weekly  basis.    

• Increase  the  graduate  student  enrollment  by  30%  by  establishing  contacts  with  the  Cincinnati  office  of  the  Northrop  Grumman  (third  largest  defense  contractor  in  USA)  to  enroll  30  of  their   employees   this   year   in   the   Computer   Science   Masters   program   with   focus   on  Information   Security.   This   industry-­‐academic   collaboration   was   reported   in   the   Wall  Street  Journal  and  in  local  newspapers.  Also,  the  GE  would  send  30  of  their  employees  to  do  MS  in  Computer  Science  from  Fall  2012.    

• Increase  the  current  research  funding  level  of  the  School  by  40%.    

• Successfully  completed  the  ABET  Accreditation  process  in  October  2011  for  my  School.  Earlier,  led   the   School’s   efforts   for   over   a   year   to   prepare   the   Self-­‐Study   report   for   the  Computer  Science  and  Information  Technology  degree  programs  for  the  ABET  visit.  

• Establish  contacts  with  the  Bioinformatics  group  of  the  Cincinnati  Children’s  Hospital,  and  give  secondary  faculty  appointments  to  them,  and  introduce  several  new  graduate  courses  in  Bioinformatics  in  the  Department.    

• Plan  a  new  Master  of  Engineering  program  in  Information  Technology.    

• Initiate   new   contacts   with   local   IT-­‐related   industry   and   explore   funding.   For   example,  Northrop-­‐Grumman   has   now   agreed   giving   two   scholarships   to   our   Department  worth  $10K  each,  and  TCS  has  given  support  to  our  annual  summer  camp  for  local  high  school  students.    

• Coordinate  the  smooth  merger  of  the  IT  Department  with  the  CS  Department  to  form  the  new  School  of  Computing  Sciences  and  Informatics  (of  which  I  was  the  Founder  Director)  that

took  place  in  July  2010.    

• Craft   new   documents   for   the   new   School   (such   as,   Bylaws,   Workload   Policy,   Recruitment,  Promotion  &  Tenure  Policies)  and  get  it  approved  by  the  faculty.      

• Promote  and  interdisciplinary  research  among  the  faculty  and  seek  external  funding.    

• Form   and   organize   the   Industrial   Advisory   Board   for   the   continuous   assessment   of   the  undergraduate  and  graduate  programs.  

Ø In   the   capacity   of   the   Graduate   Program   Director,   I   have   also   handled   the   management,  admission  and  outreach  activities  of  the  PhD,  MS  and  M.Eng.  programs  of  the  Department.

FULL  PROFESSOR  (tenured),  CANADA  RESEARCH  CHAIR,  TIER  1  Concordia  University,  Montreal,  Quebec,  Canada  at  the  Concordia  Institute  for  Information  Systems  Engineering  (CIISE),  Faculty  of  Engineering.      • The  Canada  Research  Chair  is  a  very  prestigious  endowed  chair  in  Canada  funded  by  the  federal  

Canadian  Government.  It  comes  with  an  endowment  of  Canadian  1.4  million  dollars.  There  were  only  two  such  Canada  Research  Chairs,  Tier  1  in  the  College  of  Engineering,  Concordia  University.    

 • The  Canada  Research  Chair  program  was  instituted  in  the  year  2000  to  establish  research  

professorships  in  various  universities  in  Canada  to  attract  and  retain  the  best  talents  from  all  over  the  world  and  promote  world-­‐class  research  and  technology  development  in  Canada.    Canada  Research  Chair,  Tier  1  is  for  “outstanding  researchers  acknowledged  by  their  peers  as  world  leaders  in  their  fields”  and  the  Tier  2  Canada  Research  Chairs,  tenable  for  five  years,  are  for  exceptional  emerging  researchers.    

 1999  –2004  

PRINCIPAL  SCIENTIST  and  GROUP  MANAGER,  Panasonic  Information  and  Networking  Technologies  Laboratory,  Princeton,  NJ  (Took  a  leave  of  absence  from  University  of  Nebraska-­‐Lincoln  during  8/99–8/01).    

In  this  world-­‐class  industrial  research  center,  I  was  the  unit  Head  of  a  vibrant  research  group  (some  of  my  staff  were  alumni  from  top  universities  such  as  Princeton,  Carnegie-­‐Mellon,  Stanford,  University  of  Pennsylvania).  The  unit  also  had  several  student  summer  interns  from  leading  universities  like  Princeton,  Columbia,  New  York  University,  Rutgers  University  etc.  (one  of  them  from  Princeton  University  is  now  an  IEEE  Fellow),  and  also  some  visiting  academics.    

 • I  planned  and  coordinated  the  research  activities  of  the  group,  managed  its  budget,  and  

interacted  with  the  topmost-­‐level  management  in  the  company  directly  up  to  the  President.  I  also  hired  a  number  of  staff  including  contract  programmers.    

 • I  coordinated  the  collaborative  research  activities  and  contracts  awarded  by  the  company  to  a  

number  of  universities  including  the  MIT  Media  Lab,  Rutgers  University,  New  York  Polytechnic  University  and  the  New  Jersey  Institute  of  Technology  (NJIT).  I  attended  industrial  affiliates  meeting  at  a  number  of  universities  including  the  Princeton  University.    

 • I  served  as  the  Member  of  the  Advisory  Boards  of  the  Technology  Research  Center  of  Rutgers  

University,  and  of  the  New  Jersey  Institute  of  Technology.

 ADJUNCT  PROFESSOR,  McGill  University,  Medical  Faculty,  Department  of  Obstetrics  &  Gynecology,  Montreal,  Canada.    Performed  interdisciplinary  collaboration  with  a  team  of  medical  doctors  to  develop  an  early  detection  scheme  for  ovarian  cancer  from  ultrasound  images  using  techniques  of  image  analysis  and  pattern  recognition.  This  is  part  of  the  DOVE  (Detecting  Ovarian  Cancer  Earlier)  project  of  the  McGill  University,  Canada.
