1. SAFEGUARDS AND SECURITY TRAINING PLAN 1.0 Purpose

This Security Training Plan serves as the planning document to establish programs that ensure all U. S. Department of Energy (DOE) Portsmouth/Paducah Project Office (PPPO) employees who are assigned safeguards and security (S&S) tasks and/or responsibilities are trained to a level of proficiency and competence that ensures they are qualified to perform their assigned duties. 2.0 Scope

This plan includes a training needs analysis of the PPPO security organization training program. The key security personnel for PPPO are the Facility Security Officer (FSO) and senior security specialists located at the three sites. PPPO also conducts its own S&S Training Program for its other employees. 5.0 Responsibilities The PPPO Security organization develops and implements the S&S programs in the following areas: Program planning and management including the site security plan, risk

assessments/vulnerability assessments; survey, review and self-assessment programs; foreign ownership, control or influence; facility clearance and registration; S&S training program; S&S awareness program; and incidents of security concern;

Personnel security including access authorizations; and control of classified visits; Physical protection including access controls and badging; Information security including classification programs; technical surveillance

countermeasures (TSCM); Operations Security (OPSEC) and classified matter protection and control (CMPC);

Materials Control and Accountability; and Unclassified Visits and Assignments by Foreign Nationals All specialized S&S training for PPPO will be completed through the auspices of DOE-authorized resources, including but not limited to DOE Oak Ridge, Security & Emergency Management and the National Training Center (NTC) in Albuquerque, New Mexico. To determine the training needs of each individual PPPO security personnel, the FSO in coordination with the PPPO Contractor Program Director will: Conduct a job needs analysis for each personnel position requiring a security clearance.

This job needs analysis will identify, describe, and document major tasks and skills requirements for specialized security tasks. Positions that are similar may be grouped into a single “job” for the purpose of this analysis.

Identify any specialized training needed. The content of this training must be consistent with the knowledge and skills required to perform S&S tasks and/or responsibilities.

Verify any specialized training already received by individual staff members. Identify the appropriate source(s) of any additional training needed by each individual. Develop an annual training plan to meet those needs. This plan should incorporate the

allocation of necessary resources.

6.0 Training Needs Analysis

6.1 Annual Training Plans

The PPPO Security organization completed a Training Needs Analysis (TNA) (see Appendix A). Current position descriptions were reviewed and compared to training records of incumbent security personnel to determine what training is required in the following key S&S positions or responsibilities:

The FSO will utilize the TNA to prioritize and schedule training for the PPPO security personnel.

The annual training plan must be approved by the Official Designated Federal Security Authority (ODFSA).

6.2 Training Delivery

The PPPO Security Organization develops the initial and annual security briefings. Training is provided to PPPO security personnel via a variety of approaches, including off-site classroom instruction (for more specialized DOE training), on-site classroom instruction, web-based training, and reading materials. The PPPO FSO, in coordination with the PPPO Contractor Program Director, will identify the training approach that represents the best value for DOE in terms of timeliness, effectiveness, and cost-effectiveness.

6.3 Training Goals and Objectives

The goal and objective of the PPPO Security Training Program is to establish programs that ensure that all personnel are trained to a level of proficiency and competence to make certain they are qualified to perform their S&S tasks and responsibilities.

The training of the FSO as well as the training of the Senior Security Specialists has been evaluated and the following list of the training is recommended:
