PPDR From Regulation to StandardizationPPDR From CEPT/ECC to 3GPP and ETSI
• The adoption of ECC Decision (16) 02 by CEPT/ECC has been an important achievement for Broadband PPDR
• But this was only the first step.
• PPDR with new regulation necessitates now Standardization of new 3GPP 700 MHz and 450 MHz bands for PPDR at 3GPP and then at ETSI.

Made a joint contribution for getting a standard on European PPDR bands that request new or modified 3GPP band classes:

Proposals made in joint contribution at RAN4#80 meeting in August:
Proposal 1: A new work item to introduce new LTE frequency bands and to include the technical conditions as approved in ECC Decision (16)02.Proposal 2: Proposed approach for minimizing RAN4 and RAN work: not to create a new LTE band allocation but Modify Band 68 3GPP specifications to include UE emissions levels for BB-PPDR in 698 703 MHz (uplink) / 753 758 MHz (downlink):• Introduce the new -42dBm/8MHz requirement into 3GPP specification using a new NS signaling value• Update the UE to UE coexistence table in 3GPP TS 36.101 to include the European band plans, for the use of Band 68 in Europe.Proposal 3: Introduction of high power UEs for the band 450.5 456.0 MHz (uplink) / 460.5 466.0 MHz (downlink) and 452.0 457.5 MHz (uplink) / 462.0 467.5 MHz (downlink)) into 3GPP specification.

Agreement at RAN4#80 meeting for taking into account requirements from ECC Dec (16) 02 In the frame of Work Item TEI14 (Technical enhancements and Improvements – Release 14)
But Terminals manufacturers do not want to change their products
– With a shifted “band 28 standard” filtering, protection below 694 MHz, when used in band 698-703 MHz, is only 25 dBm / 8MHz
– Enhanced protection (-42 dBm / 8 MHz) would then mean
– A-MPR mechanism: power reduction enabled when a specific signaling is received from the network
– Consequence: strongly reduced coverage in considered areas

Band 68 – Current status in 3GPP TS36.101 (UE RF requirements)
• Frequency Band 68 definition: 698 – 728MHz (uplink) / 753 – 783 MHz (Downlink)• Protection to Digital TV: -25dBm / 8MHz
– Achieved when the network broadcasts in the System Information Block (SIB) a “NS” value that is associated with additional spectrum requirements (-25 dBm in this case)
– Allowance given to the UE to reduce its maximum output power to meet the additional spectrum requirements: A-MPR (additional Maximum Power Reduction)

Out of Band Emission is limited by Power Amplifier performance
Power Amplifier Models are showing performance in most degraded conditions
So a reasonable assumption is:
if -30 dBm / 8 MHz is met in extreme conditions, - 42 dBm / 8 MHz should be met in normal conditions
So the protection should be enhanced from -25 dBm / 8 MHz to -30 dBm / 8 MHz only
With Power Reduction mechanism (A-MPR): impact on coverage should then be limitedAdditional filtering would solve the problem without applying Tx Power reduction

Band 68 with European requirements – Expected performance
• It is expected that with a current Band 68 filter an A-MPR value of roughly 1,5 dB could be reached for fulfilling the -30 dBm / 8 MHz limit in extreme conditions and the -42 dBm/8 MHz in normal conditions
• This would restrict coverage by approximately 15 %
• Additional filtering (e.g. FBAR filter) would solve the problem without applying Tx Power reduction
• There would be no impact on coverage
• Both technical solutions would be allowed by the future standard• “Different solutions“ means “different performance”, “different usages” and
also “different market sizes” and “different costs”
• Contributions to be made at RAN4#80bis and RAN4#81 meetings

450 MHz band: Actions at RAN4 and RAN
It is planned to submit Work Item Descriptions (WID) to 3GPP RAN for 450 MHz band fulfilling requirements of ECC Decision (16) 02
Since there are 2 bands in 450 MHz:450.5-456.0 MHz (uplink) / 460.5-466.0 MHz (downlink)452.0-457.5 MHz (uplink) / 462.0-467.5 MHz (downlink)
It will be considered if both bands, or at least the 2nd one can be included in Band 31 Work Item tasks
In addition, it is planned to submit a WID on High Power UEs (37 dBm) in these two bandsIt’s a bit challenging but it can be noted that a similar kind of request (31 dBm) exists in
Band 14 (in LTE Release 11) and that EE has made also a similar request for ESMCP.

Frequency Regulation for PPDR: What’s Next
• CEPT/ECC has made the choice of “LTE and its evolutions”
• LTE is evolving, PPDR will embed progressively these evolutions
• Broadband LTE is offering high speed data (including video)• NB-IoT is an opportunity in the frame of 3GPP for offering efficiently very low
data rates for new IoT services for PPDR (data from sensors in the field)• A Standardization & Regulation evolution to a Mixed BB LTE / NB-IoT approach
could lead to an attractive solution integrating PPDR services• Direct Mode is also to be taken into account
• This is evolution from 4G to 5G
• Frequency Regulation will have to follow 3GPP evolution track
