The Prime Minister was informed that the Interest Free Loan Scheme, a poverty alleviation initiative of the present government, has been recognised worldwide as one of the most effective tools in fighting menace of poverty and enabling the poor earn a decent livelihood. The meeting was aended among others by Dr. Amjad Saqib, Chairman Steering Commiee PMIFL, Qazi Azmat Isa, CEO PPAF, Ms. Simi Kamal, Sr. Group Head Grants Operations and senior officials. The project will benefit over 3500 people. ARE 2018 awards were announced on eve of 4 th Alliance for Rural Electrification (ARE) Energy Investment Forum held in Catania, Italy recently. In collaboration with IFAD and Government of Pakistan, PPAF is implementing a National Poverty Graduation Programme (NPGP) in 372 Union Councils of 21 districts across Pakistan. KfW and NEC tomonitor LACIP-IIShaheen Akhter - LACIP

KfW hired the services of NEC as monitoring consultant for LACIP-II. The NEC with the help of district-specific teams comprising the experts of institutional development, gender, engineering and livelihood will support LACIP and its POs in design, monitoring of activities and assess the outcome results. In the past, NEC has rendered various consultancy services for PPAF including monitoring of LACIP-I for two years.

Ms. Simi Kamal, Senior Group Head, Grants Operations and Ms. Fahmina Puri, Manager, Institutions received Khadija Tul Kubra Awards in recognition of their support to women with disabilities. Women Parliamentary Caucus (WPC) and Special Talent Exchange Programme (STEP) organised the first-ever Khadija Tul Kubra Awards in Islamabad to celebrate contributions of women with disabilities and those who have been instrumental to support women with disabilities and their struggle for rights. The chief guest on this occasion was Minister for Information and Broadcasting, Ms. Maryam Aurangzeb, who said that the biggest challenge in the way of empowering Persons with Disability (PWDs) is the social mindset. She stressed for collaborative effort of the government and the individuals to bring about the required change. Women with disabilities are Pakistan’s largest over-looked minority. A 2012 research report gave a total of over two million women living with disability in Pakistan. Many live in poverty and suffer discrimination, exclusion, inequality and prejudice.

Q : What’s new in the PPAF MIS?A: A very inclusive management information system is now in place. The current management information system is unique as it manages data at multiple levels through integrated design. It is much easier for PPAF team to keep and retrieve information according to geographical location, programme intervention, and financials. Along this MIS team recently invented various reports portals for PPAF main programmes and capacitated partner organisations to report more precisely. This includes Portfolio at Risk (PAR), Outstanding Loan Portfolio (OLP), Ageing, Portfolio to counter check repeated beneficiaries, Overdue, GIS district mapping, PSC bands and the development of Recovery Module.

Q : How did PPAF engage POs in MIS implementation?A: MIS team fully engaged all partners with the support of PPAF Units for their technical issues and capacity building. We trained them out and took them onboard by timely responding to their queries. Most of the partner organisations are reporting regularly and efficiently thus making the PPAF MIS timely and relevant. MIS team ensures the facilitation to each unit and partners for any technical support.

Q : What is your future strategy for MIS?A: The future strategy is to expand the PPAF MIS and to develop it as a complete information system. From household to village, and further to UC and district levels. We have also been requested by POs to create an interface that would allow the POs to use this MIS for their complete portfolio, for both PPAF and other programmes. The opportunity to develop this kind of system would strengthen the role of PPAF as the main apex development sector organisation.

PPAF and International Trade Centre (ITC) have signed MoU for developing framework for cooperation for poverty reduction in rural areas of Sindh and Balochistan. Under the MoU, PPAF will provide technical input based on its research, experience and expertise of working with the grassroots communities. ITC will provide support in developing Small and Medium Enterprises (SMEs) and creating gender inclusive employment and income opportunities by linking them with the global markets. Qazi Azmat Isa, CEO PPAF and Mr. Rob Skidmore, Chief, Sector and Enterprise Competitiveness Division of Enterprises and Institutions, ITC signed an MoU at PPAF Office.

Mutual cooperation for developing a frameworkRaabiya Babar – C&M

With its vision “Restoring Hope, Securing the Future, Ending Poverty,” PPAF believes in its mission to “reduce poverty through a strategy that layers value-driven social mobilisation of vulnerable communities and households, with investments in assets, skills, basic services and infrastructure, and access to finance, that improves their quality of life.”PPAF developed its first results framework for the organisation’s work as a whole, in 2012, and this was aligned with the UN’s Millennium Development Goals. In 2015, the MDGs were replaced with the Sustainable Development Goals (2015-2030), a set of 17 goals along with targets, strategies and indicators for all developing countries to track their progress on ending poverty. PPAF was also going through a shi� at this time, and in 2016 its microfinance operations were shi�ed out into a new company, the PMIC, which meant that PPAF began to focus purely on grant-based operations, including interest-free loans. This meant it was time for a review of PPAF’s Results Framework. Based on multiple consultations with PPAF staff, a review and revision of the results framework was carried out by QARD Group in line with the new SDGs. In 2017, senior management, using this review, finalised a set of 9 goals for PPAF. These are linked and contribute to certain SDGs. QARD Group is now working to prepare a full results framework which includes indicators, means of verification and assumptions/risks. This results framework will be in place until 2025, and achievements against the goals and targets set in the framework will be measured every two years.

Training on Solar Home Solution and Solar Water Pumping SystemShahzad-ul-Haq – HRE

HRE & PPR Unit jointly conducted a training session in Que�a on Solar Home Solution and Solar Water Pumping System, which was a�ended by implementing partner BRSP, YO, PIDS, BRDS and HDF. The training session was focused on designing of solar water pumping system and solar home solution, operation maintenance and quality control. The participants observed and noted various technical details and participated in solar system designing so�ware tools.

Have gender equality initiatives at PPAF brought about changes?PPAF’s approach ensures gender equality, inclusion and women’s representation not only at organisational level but also at partners and community levels. The organisation policies strongly support gender equity at its workforce that resulted into a very high women representation within staff and in the board of directors. Gender Commi�ee was formed in 2013 to ensure that gender equity and equality are core commitments within PPAF’s work environment as well as across our projects and programmes. Such initiatives have outshined PPAF to achieve various awards such as Global Diversity and Inclusion 2017 & 2018, IFAD Gender Award-2014 for Asia Pacific Region and Dawood Global Foundation Award in 2015.

What change have you perceived up till now among PPAF communities?

PPAF is continuously supporting, encouraging & empowering women through its inclusive approach. Using the SDGs as the overall goals, results framework of PPAF is transforming lives at community level. Achieving more than 50 percent of women representation within all the interventions has proved our commitment to SDG 5 i.e. Achieve gender equality and empower all women & girls. The annual Amtul Raqeeb Awards for enterprising and courageous women from PPAF supported communities has demonstrated that every count of women, ma�ers. Behind these counts, there are wonderful stories of the women’s work that speaks for them. There are empirical evidences that PPAF’s interventions have not only improved the economic but also the social empowerment of women. Effective women’s participation in the decision-making process is also increased even in remote areas.

What should PPAF do next about women’s inclusion and achieving SDGs?

PPAF should continue to practicing core values of inclusion and participation in its true spirit to contribute maximum for achievning SDG 5. Inclusive integrated interventions will help creating an enabling environment for women. Moreover, PPAF should create awareness on the legislations that protect women rights at the grassroots level in all provinces.

Assistance for Afghan refugees Zartasha Niazi – C&M

PPAF and United Nation Refugee Agency (UNHCR) launched a pilot programme to provide a sustainable livelihood opportunities to Afghan Refugee’s residing in Pishin and Swabi. The collaboration between both the institutions ensures mutual cooperation and provides support for joint ventures to graduate the poor, especially refugees living in extreme poverty zone. The signing ceremony was a�ended by UNHCR Representative of Pakistan, Ms. Ruvendrini Menikdiwela and Qazi Azmat Isa, CEO PPAF along with other officails of both the organisations.

Promoting tourism in AJ&KPPAF signed MoU with Azad Jammu and Kashmir Tourism Department for promotion of environment friendly tourism development in Azad Jammu and Kashmir. Both organisations jointly agreed to coordinate efforts for the improvement of tourism activities and services in AJ&K as a pilot project in Neelum Valley. Qazi Azmat Isa, CEO PPAF and Ms. Midhat Shahzad, Secretary Tourism & Archaeology Government of Azad Jammu and Kashmir signed an MOU in Muzaffarabad.

Faisal Munawar – MIS

Orientation to POs onPMIFL MIS’s newly developed features

MIS team visited POs in Karachi and Hyderabad i.e. AMRDO, SSF, HANDS and OCT to orient them on the new features and reports developed in MIS. Detailed sessions were conducted with the POs staff which were acknowledged and appreciated by them. In addition, presentations on PPAF core MIS’s working, its operational flow, integration with other modules, GIS coverage/mapping and pilot testing of PPAF’s mobile monitoring application were delivered to POs’ senior management. They highly appreciated PPAF’s work and floated the idea that it would be a great support to POs if the same kind of technical services and facilities could be rendered for POs for their complete portfolio in addition to PPAF sponsored programmes.

Football Tournament in SwatPPR programme areas are highly sensitive and conflict affected zones. In order to cope with the issue, the youth is being used as an effective tool to promote peace and harmony in PPR supported districts. The Youth (boys and girls) are being engaged to promote peace and pluralism (sports, negotiations skills, debate competition, art and music events, technical skills and gender champions) is creating an enabling environment for harnessing social potential for area development. LASOONA with active participation of LSO/VOs/Cos members conducted a football match at Kabal Sports Ground in union council Bar Aba Khel, Swat. The match was played between Inter College Football Club Kabal and Degree Students Football Club, in which a large number of community members and students participated and enjoyed the match. The participants were excited and their enthusiasm motivated the players. The members of Hamqadam LSO distributed medals and trophies among the winners.

NPGP Team immersion visit to Nagar Parkar

A 5 member’s team of NPGP conducted immersion visit with a Hindu community of Nagar Parkar, district Tharparkar, Sindh to learn and understand the lifestyle of these ultra-poor and different developmental issues prevailing in the desert. During the visit, immersion team met with community institutions, teachers, religious leaders, doctors and the labourers. The community

institutions were struggling for welfare of these poor community people strained of financial resources. The team members spent two days and one night with the community members and witnessed the impact of PPAF’s LEED programme interventions. It was a great learning to witness how small interventions can have such positive impact on the lives of ultra-poor families. Through

PPAF’s funding from 2011-15, the community members continued their struggle and managed to increase their livestock, pe�er engines on the well contributes in onion and other vegetable production, the skilled females with embroidery and tailoring are now supporting their families financially.

HR participated in a Job Fair in Islamabad for Persons with Disabilities organised by Livelihood Center for Disability and Development Program (LCDDP) Pakistan. The core purpose was to engage in such a unique Job Fair was to directly interact with the disabled students/alumni from across Pakistan and identify possible resources with exceptional motivation. Ms. Fahmina Puri – Manager-III and Ms. Rafea Ahmed, Management Executive - HR represented team PPAF. This opportunity was significantly used to raise awareness amongst the students regarding the opportunities to learn at PPAF and to encourage them to enter professional environment.

PPAF organised 7th Amtul Raqeeb Awards to acknowledge the exceptional contribution of women in PPAF supported community institutions across Pakistan in order to mark International Women’s Day 2018. This year the award highlighted the work of seven women champions for making themselves heard and bringing positive transformation not only to their lives but also to the lives of communities they come from. While receiving the awards the awardees share their stories and appreciated PPAF for the enormous support in transforming their lives and making them believe on their strengths. Ms. Rabhat Jameel (Bajuar Agency), one of the award winners admired PPAF initiatives for taking measures to improve women access to health care centers by providing the facilities in basic health units and reducing child mortality rate.
