• Group of 2 fully unbundled Electricity TSOs in EU (TOP 5 in EU)
• Networks: Belgium (Elia Transmission)North-East Germany (50 Hertz Transmission)
• > 28 GW of RES integrated• Listed on Euronext (BEL20)

The Elia Group in a nutshell
21st century = low-carbon generation interacting with high efficiency demand
The European Union pursues this objective with a set of main legislative tools:
• Electricity Directive 96/92/EC• Opening of the electricity market & Separation of generation / networks activities
• 3rd Legislative Package for the Internal Market in electricity (2009) • Further unbundling, focused on Transmission
• ENTSO-E* and ACER** (Network codes, 10 year network development plan, etc.)
• Directive for Renewable Energy Sources (2009) • Legislative support for RES
• National Renewable Energy Action Plans
• Energy Infrastructure package (2013)• Legislative support for Transnational Transmission Assets of EU Common Interest
• ENTSO-E / EU coordinated grid development, Faster authorization for construction
* ENTSO-E : European Network of Transmission System Operators for Electricity ** Acer : Agency for the Cooperation of Energy Regulators

European Transmission challenges
Huge flows all over Europe Thousands of small units

Onshore
Today
2020: 230 GW
2030: 400 GW
Wind share of demand: 2010 = 5,3% 2020 = 23% 2030 = 36%

40 GW
150 GW
190 GW 250 GW

Necessity to
• Invest in flexible generation and demand
• Invest in adequate Transmission capacity
• Make the design and operation of the grid “smarter”
• Develop highly liquid balancing market
Fast increasing share of Renewables Energy Sources
• Large centralized generation far from the consumption area
• Small decentralized units to be integrated at lower tension level

European experience:
• TSOs are more and more seen as accountable for power system performance
• Grid and Market design, development and operation are dedicated activities
• Fast growing RES share conclusively changes the power sector
Some practical observations:
• Attractive, Stable and long term Regulatory framework and remuneration = a prerequisite
• Need for TSO incentives to integrate state of the art, fast evolving, technologies
TSOs and DSOs are KEY to achieve any Energy policy
