4. PROGRESS REPORT 3rd QUARTER ENDING OF DECEMBER 2010, WDPSCA LAWNGTLAI DISTRICT.
Expenditure sanction of Rs.84.73/- lakhs was obtained as below:-
(a) Administration - 1.95 lakhs (b) Honorarium - 5.54 lakhs ( WDT/Secretary W.C) (c) Corpus Fund - 4.90 lakhs (d) Monitoring and Evaluation - 1.20 lakhs (e) Works - 71.14 lakhs TOTAL - 84.73 lakhs Out of these fund for works (Rs.71.14) and Monitoring and
Evaluation (Rs.1.20) amounting to Rs.72.34 lakhs are not yet drawn. As such no works are taken up yet under WDPSCA till date.

5. PROGRESS REPORT 3rd QUARTER ENDING OF 2010 ATMA LAWNGTLAI
DISTRICT

During the 3rd quarter ending 31st December 2010, 2 Nos. of SHG
are formed under ATMA viz, Daifim SHG Lungpher „S‟ and SHG ATMA,
Lawngtlai Block, Chawnhu. A sum of Rs. 10,000/- each were given to
them as a seed money. In an effort to multiply this seed money both the
SHGs cultivate Onion (Var. Matahari) at Lungpher and Chawnhu
respectively. Below are some of the photos depicting their activities.
Besides these, exposure visit within state was conducted during
October 2010 at Champhai via N.Vanlaiphai wherein within state training
was also conducted at KVK, N.Vanlaiphai. The team was led by Pu
H.Lalbiaknia, AEO.

ISOPOM LAWNGTLAI DISTRICT
The following activities are taken up during the 3rd quarters
(1) Training on Cultivation and Production technology on Oil
Palm was conducted at 4 places viz, Sihtlangpui, Chawngtelui, Diltlang
and Lawngtlai at the cost of Rs.1.05 lakhs i.e. 0.2625 lakhs per training.

(2) Half Moon terraces are constructed in an area of 3.5 Ha. Some of
the beneficiaries are
1) Pu L.Dosanga, Lawngtlai – IV - 0.5 Ha.
2) Pu C.Lalnunzira, Diltlang - 0.5 Ha.
3) Pu Thangbika, Paithar - 0.5 Ha.
4) Pu Lalhmangaihkima,Lawngtlai Bazar - 0.5 Ha.
5) Pu Sangmuana, Mampui - 0.5 Ha.
6) Pu Chuankhupthanga, M.Kawnpui - 0.5 Ha.
7) Pu Ramzauva, Ngengpui - 0.5 Ha.
Another 1.5 Ha. will be covered within February,2011. With this
the total hectarage for construction of half moon terraces will come
to 5 Ha. with an expenditure of Rs. 1.03 lakhs @ Rs.0.206 lakhs
per Ha.

(3) A total fund of Rs.0.75 lakhs was received for construction of 3 Nos. of
Waters Harvesting Structure @ Rs.0.25 lakhs per no. Out of these 2 nos. of
Water Harvesting Structure are already constructed. The beneficiaries are:
1) Pu T.T. Nohmung, Ngengpui
2) Pu Rohlua, M.Kawnpui

8. NLUP : As an initial step, launching of NLUP was had at Chawngte on 14th January 2011. A total of 100 beneficiaries received the first installment @ Rs.20,000/- each. Our Department was allotted with 24 beneficiaries and the amount distributed comes to Rs.4,80,000/- (Rupess four lakh eighty thousand)only. List of recipients

RKVY : Comprehensive District Agriculture Plan (C-DAP) in respect of Lawngtlai
District was already prepared and submitted. An outlay of Rs. 620.47 lakhs was envisaged
in the plan in respect Agriculture Department, Lawngtlai District.
9. Constraints and Strategies.
A no of constraints are encountered which hinder progress of
development works within Lawngtlai District. These are:-
(i) Poor Communication problem.
(ii) Inadequacy of field staffs.
(iii) Ethnic and cultural diversity
(iv) Lack of conveyance.
(v) Poor out put capacity of the people.
(vi) Political influence.
In order to boost up production in the District efforts are underway to
take up cultivation of Paddy rice in areas where M.I. Department has
constructed M.I projects at 14 locations.

It was also planned that WRC farmers will be led to cultivate winter
vegetables like Field pea, Cabbage , Cauliflower , Tomato, French Bean etc,
by harnessing of these irrigation waters.
After harvest of these Rabi crops, the land will be utilized again for
cultivation of rice paddy and the course will follow the crop plan cycle.
10. Best Practices/ Innovation etc. :
The prevailing best practices within Lawngtlai District is the
double cropping system in respect of Paddy rice. The practice consist of
wetting of rice seeds in a gunny bag for about 3 days and then packed with a
wild Banana leaves for about 3 days in the month of November. The seeds then
began to sprout. The sprouted seeds are then broadcasted in the prepared
nursery. When the seedlings are about 2 inches. high water is admitted in the
nursery and the seedlings are maintained for about 1 month in the nursery.
Then they are transplanted in the main field at a spacing of 10 inches No. of
seedlings per hill are usually 4-5 Nos. Again water is admitted in the field as
per conventional method. On ripening stage water is drained out of the field.
Harvesting is done from 15 of May after which the Field are plough again for
cultivation of Kharif paddy rice. It is practised at Mautlang, Chamdur area,
Devasora, Chhotaguisury etc. The productivity is 200 tins per Ha. equivalent to
20 qtls. per Ha. The variety usually cropped are IRI which is called “Silchar
Buh” as reported by the local farmers. The variety is not very palatable.
This year as many as 110 Nos. of farmers from Chhotaguisury;
Nghalimlui, Devasora „N‟, Golasury and Fangfarlui take up this double
cropping practice. These farmers are all NWDPRA beneficiaries.
