82 To cope with the forecasted increasing power demand, the Power Development Plan (PDP) was revised by the Ministry of Energy as PDP 2010: third revision (2012-2030). The themes of PDP 2010 substantially focus on the adequacy of power system to enhance various infrastructure development projects in accordance with the National Economic and Social Development Plan. The PDP 2010: third revision (2012-2030) is also in line with the Alternative Energy Development Plan (AEDP) (2012-2021) and the 20-Year Energy Efficiency Development Plan (EEDP) (2011-2030) approved by the National Energy Policy Council (NEPC) on November 30, 2011 and endorsed by the Cabinet on December 27, 2011. Important issues of the PDP 2010: third revision (2012-2030) are as follows: 1. The forecasted power demand results approved by the Thailand Load Forecast Subcommittee (TLFS) on May 30, 2012 are adopted within the following frameworks: - The projected Thai Gross Domestic Products (GDP) and projected Gross Regional Products (GRP) estimated by the Office of National Economic and Social Development Board (NESDB) on November 29, 2011, covering the economic stimulation policies and flooding effects at the end of 2011. - The approved 20-Year Energy Efficiency Development Plan (EEDP) (2011-2030) proposed by the Ministry of Energy. 2. Energy supply security takes into account the fuel diversification and appropriate power reserve margin level. 3. Clean energy and efficient utilization, including the Alternative Energy Development Plan (AEDP) (2012-2021), the 20-Year Energy Efficiency Development Plan (EEDP) (2011-2030), and cogeneration system are to be promoted. 1.1 Chana Combined Cycle Power Plant Block 2

Thepowerprojectofatotalcapacityof800MWusingnaturalgasasfuelislocatedintheareaoftheexistingChanaPowerPlant,ChanaDistrict,SongkhlaProvince.TheprojectreceivedapprovalfromtheCabinetonFebruary22,2011andapprovalonenvironmentalimpactassessmentfromtheNationalEnvironmentBoardonMay4,2011.Thisprojecthasaninvestmentcostof22,434millionBaht.TheconstructoristheConsortiumofSiemensAktiengesellschaft,SiemensLimited,andMarubeniCorporation.TheconstructionstartedinDecember2011,anditisexpectedtocompleteinApril2014.

1.2 Wang Noi Combined Cycle Power Plant Block 4

Thepowerprojectof800MWcapacityusingnaturalgasasfuelislocatedintheareaoftheexistingWangNoiPowerPlant,WangNoiDistrict,AyutthayaProvince.TheprojectwasapprovedbythecabinetonFebruary22,2011,withenvironmentalimpactassessmentapprovedbytheNationalEnvironmentBoardonSeptember27,2010.Thisprojecthasaninvestmentcostof21,747millionBaht.TheconstructoristheConsortiumofSiemensAktiengesellschaft,SiemensLimited,andMarubeniCorporation.TheconstructionstartedinDecember2011,anditisexpectedtocompleteinApril2014.

1.3 Preparation for the North Bangkok Combined Cycle Power Plant Block 2

AsthepowerdemandofthecountryhasbecomehigherthanthepowerforecastwhichwasusedasthebasisinthepreparationofthePDP2010:thirdrevision(2012-2030)coupledwiththedelayinIndependentPowerProducerprojects(IPPs)andtherenewableenergyprojectsoftheSmallPowerProducers(SPPs-Renewable)resultinginaninabilitytosupplyenergytothesystemasplanned,thepowerreservein2014willbe9.7percentlowerthanthestandardlevel.Inanattempttosolvethisproblemasamatterofemergency,theprojectofNorthBangkokCombinedCyclePowerPlantBlock2withatotalcapacityof800MWandtobelocatedinthenorthernareaoftheexistingNorthBangkokpowerplantwasproposedtotheCabinet.TheprojectreceivedtheapprovaloftheCabinetonNovember30,2010andisexpectedtobeabletosupplypowertothecommercialsystemby2015.

2. Renewable Energy Power Plant Development

Inresponsetothestrategyinrenewableenergydevelopment(2008-2013)oftheMinistryofEnergyandtheconditionintherenewableportfoliostandard(RPS),5percentofrenewableenergypowerplantdevelopmentwouldbeconductedin2011.Therearethe89.7MWrenewableenergypowerplantprojectswhichcostatotalof5,948millionBahtconsistingofthefollowing.

4. Clean Coal Technology Power Project

TheCleanCoalTechnologyPowerProject,anextensionprojectofKrabiPowerPlant,islocatedintheareaofexistingKrabiPowerPlant,KlongKananSub-district,NueakhlongDistrict,KrabiProvince.Beingapowerplantofatotalcapacityof800MWwhichhasbeenincorporatedinthePDP2010:thirdrevision(2013-2030)usingimportedcoalasfuel,theprojectisexpectedtobecompletedby2019.

TheEnvironmentalHealthImpactAssessment(EHIA)ofthepowerplantandtheloadingpierconstructionforthisprojecthavebeenconductedbyaconsultantfor12months(May2012-May2013).

5. Replacement of Mae Moh Power Plant, Units 4-7

InresponsetoEGAT’spolicyinincreasingtheefficiencyinpowergenerationwhiledecreasingtheproductioncost,afeasibilitystudywasconducted,revealingthatitisappropriatetoconstructanewlignitepowerplantofatotalcapacityof600MWtoreplacetheexistingMaeMohPowerPlant,Units4-7.TheresultofthefeasibilitystudywassubmittedtothePermanentSecretaryofEnergyonDecember20,2012tobefurthersubmittedforapprovaloftheCabinet.ItisexpectedthatthenewunitswillbeabletosupplypowertothecommercialsysteminJanuary2018.Meanwhile,theexistingMaeMohPowerPlant,Units4-7havecontinuedtheirnormaloperationduringtheconstructionofthenewpowerplants.

6. Nuclear Power Plant Project

OnMay3,2011,theCabinetendorsedtheresolutionoftheNationalEnergyPolicyCommittee(NEPC)topostponethedevelopmentofNuclearPowerPlantfor3yearsfromtheoriginalscheduleof2020to2023duetotheradioactiveleakincidentofthenuclearpowerplantinJapan.

Transmission System Development and Expansion Projects TransmissionsystemplanninganddevelopmentisoneofEGAT’smainresponsibilitiesandhasbeencontinuouslyconductedtocopewiththerisingdemandinenergyandtoefficientlyinterconnectthedomesticpowerplantsandthepowerplantsintheneighboringcountrieswiththeEGAT’spowersystemtoensurethesecurityandthereliabilityinthepowersystem.Furthermore,inpreparingfortheincomingASEANEconomicCommunity(AEC)intheyear2015,astudyonASEANregionalelectricinterconnectionsystemisbeingconductedbyEGAT.

1. Bulk Power Supply for the Greater Bangkok Area Project, Phase 2 (BSB2)

TheBSB2isasuccessiveprojectoftheBSB1.BSB2comprisesseveralsubprojectsinvolvingtheconstructionofnewtransmissionlinesandtheupgradeofexistinglinestotaling89.025circuit-kilometers,installationoftransformerstotaling9,600MVAandvoltagecontrolequipmenttotaling384.0MVAr.Thisprojecthasaninvestmentcostof9,170millionBaht,anditsscheduledcompletiondateisin2015.

2. 500 kV Transmission Line Project for Power Purchase from IPP Projects in the Eastern Area

ThistransmissionsystemprojectinvolvestheconstructionofmaintransmissiongridsystemtoreceiveelectricpowerfromtheIPPprojects,whicharesituatedintheeasternregionofThailand(alongtheGulfofThailand).Theprojectconsistsoftheconstructionof500kVdouble–circuitlines,totalingapproximately159kilometersdistance,fromPluakDaengSubstationtoNongChok-WangNoiJunction(3rdand4thcircuits).TheprojectwillenhancesystemreliabilityandaccommodatefuturegridconnectionofthenewIPPprojects.This4,985millionBahtprojectwasscheduledforoperationin2012.AsofNovember2012,theprogressoftheprojectwas99.54percent.

3. Transmission System Expansion Project No. 11 (TS.11)

TheTS.11,asuccessiveschemeoftheTS.10consistsoftheconstructionoftransmissionlinestotalingapproximately1,922.7circuit-kilometersdistance,12newsubstations,andtheinstallationoftransformersof14,575MVAandvoltagecontrolequipmentof1,741.2MVAr.AsofNovember2012,theoverallprojectachieved70.88percentprogress.Theprojecthasaninvestmentcostof23,000millionBaht,anditisscheduledtobeonlinein2014.

4. Transmission System Development for the Power Purchase from IPPs

Thistransmissionsystemprojectistoaccommodatethepowerpurchasefrom4awardedIPPpowerplants,totalinginstalledcapacityofapproximately4,400MW.Theinvestmentcostoftheprojectis7,985millionBaht.Progressofeachsub-projectsisasfollows:

4.1AsofNovember2012,thetransmissionsystemsub-projectforthepowerpurchasefromtheGheco-OnePowerPlantProjectreached95.32percentprogressandwouldbeduein2012.

4.2Thesub-projectforthepowerpurchasefromtheNationalPowerSupplyPowerPlantProjectiscurrentlypendingduetothepowerplantrescheduling.

4.3Thesub-projectforthepowerpurchasefromtheGulfJPUTPowerPlantProjectiscurrentlyintheprocessoflandacquisition.Itisplannedtobeinservicein2014.

4.4Thesub-projectforthepowerpurchasefromtheGulfJPNSPowerPlantProjectreached20.97percentprogress.Itisexpectedtobecompletedin2014.

5. Transmission System Development for the Power Purchase from Theun Hinboun Expansion Hydroelectric Power Plant Project

ThistransmissionsystemprojectisintendedtoaccommodatethepowerpurchasefromTheunHinbounExpansionHydroelectricPowerPlantProjectinLaoPDR.Theprojectincludestheconstructionofanew230kVNakhonPhanom2Substationandthetransmissionlineswithatotaldistanceofapproximately108circuit-kilometers.This665millionBahtprojectisscheduledtobecompletedin2013.AsofNovember2012,theprogressoftheprojectwas96.77percent.

6. Transmission System Development for the Power Purchase from Hongsa Lignite-Fired Thermal Power Plant Project

ThisprojectisintendedtoaccommodatethepowerpurchasefromHongsaLignite-FiredThermalPowerPlantProjectinLaoPDR,whichwillsupply1,473MWofpowertoThailand.Thistransmissionsystemprojectconsistsof500kVtransmissionlinesfromMaeMoh3Substation

toThai/Laoborder(NanProvince)andothertransmissionsystemexpansioninnorthernareawithatotallengthofapproximately1,192circuit-kilometers,anewsubstation,andtheinstallationoftransformersof1,150MVA.Thescheduledcompletiondateofthis21,160millionBahtprojectisin2014.AsofNovember2012,theprogressoftheprojectwas3.13percent.

7. Transmission System Development for the Power Purchase from Nam Ngum 3 and Nam Theun 1 Hydropower Plant Project

ThistransmissionsystemprojectistoaccommodatethepowerpurchasefromNamNgum3andNamTheun1and/orotherpotentialprojectsinLaoPDR.Theprojectconsistsofthenew500kVtransmissionlinesNamPhong2-Chaiyaphum2-ThaTakoconnectedtoBanNaBong(LaoPDR)-UdonThani3-NamPhong2(currentlyoperatingat230kV)formingthe500kVBanNaBong-UdonThani3-Chaiyaphum2-ThaTakolineincluding230kVChaiyaphum2-Chaiyaphumlinewithatotallengthofapproximately728circuit-kilometers,anewsubstation,andinstallationoftransformersof4,000MVA.This17,550millionBahtprojectisnowintheprocessofengineeringdesignandisscheduledforoperationinDecember2016.

8. Transmission System Development in the Area of Loei, Nongbua Lamphu, and Khon Kaen Provinces for the Power Purchase from Lao PDR Project

ThistransmissionsystemprojectistoreceivetheimportedelectricpowerfromtheXayaburiHydroelectricPowerPlantProjectinLaoPDR,whichwillsupplypowerof1,220MWtoThailand.Theprojectinvolvestheconstructionof500kVdouble-circuittransmissionlinesfromThai/LaoBorderinLoeiProvincetothenewLoei2SubstationandthenewKhonKaen4Substation,withthedistanceofapproximately52and173kilometers,respectively.Thisprojectconsistsof450circuit-kilometersoftransmissionlines(onlyinThaiTerritory),twonewsubstations,andtransformersof1,000MVA.This12,060millionBahtprojectisplannedforcompletionin2017.

9. Transmission System Development for Chana Power Plant Block 2 Project

Thisprojectisanewtransmissionsystemprojecttoreceive800MWpowerfromEGAT’snewChanaPowerPlantProject,Block2.Itcomprisestheconstructionof230kVChana-ChanaJunction-KhlongNgaetransmissionsystem,withatotaldistanceof90circuit-kilometersandtheconstructionandexpansionof2existingsubstations.AsofNovember2012,theprogressofthis1,290.50millionBathprojectwas3.48percent,andthescheduledcompletiondateoftheprojectisin2014.

Thisprojectconsistsoftheconstructionof500kVtransmissionlinesfromWangNoiPowerPlant,Block4-WangNoi,withatotaldistanceof1.2circuit-kilometers.AsofNovember2012,the68millionBathprojecthaditsprogressof19.27percentandisplannedtobecompletedin2013.

11. Transmission System Expansion and Renovation Project, Phase 1: Substation

Thisprojectinvolvestheimprovementand/orreplacementofagedsubstationequipmentandcontrolsystemsof15substationsandothermiscellaneoustransmissionsystemexpansion.This3,815millionBahtprojectisnowintheprocessofengineeringdesignandisscheduledforoperationin2015.

12. New Transmission System Interconnection Project between Su-ngai Kolok Substation (EGAT) and Rantau Panjang Substation (TNB)

ThisnewinterconnectionsystemprojectisintendedtostrengthenenergysecurityandreliabilityinNarathiwatProvincebyallowingformoreimportedpowerfromMalaysiaviathenewtransmissionsystemandpromotethecooperationbetweenThailandandMalaysia.Theinvestmentcostoftheprojectis535millionBaht.Theprojectisplannedtobeinservicein2014undertheconditionthattheconstructionprocesscanbecommencedonlyaftertheInterconnectionAgreementbetweenEGATandTenegaNasionalBerhad(TNB)isachieved.

13. Main Transmission System Expansion Project for Power Purchase from SPP Cogeneration Power Plant, based on Request for Proposal 2010

Thisprojectinvolvestheconstructionofnew230kVlineslinkingAyutthaya4andSiKhiu2Substations,improvementofrelatedtransmissionlineswiththedistanceof482circuit-kilometers,anewsubstation,theinstallationoftransformersof2,650MVA,andothermiscellaneousimprovementoftransmissionsystem.Theinvestmentcostoftheprojectis10,610millionBaht.Theprojectisnowintheprocessofengineeringdesignandisscheduledforoperationin2015.

14. Transmission System Expansion and Renovation Project, Phase 1: Transmission Line

Thisprojectinvolvesthereplacementandupgradeofagedtransmissionlinesandtheirrelatedequipmentof15lineroutesandothermiscellaneoustransmissionsystemexpansion.This9,850millionBahtprojectisplannedtobecompletedin2014-2016.

ThisprojectisintendedtoaccommodatethepowerpurchasefromXepian-XenamnoyHydropowerPlantProjectwhichhasthegeneratingcapacityof3x130MWandanyadditionalpowerfromotherpotentialprojectsfromtheSouthernLaoPDR.Theprojectconsistsoftheconstructionofnew500kVtransmissionlinesfromThai/LaoBorder(UbonRatchathani)toUbonRatchathani3(newsubstation)withthedistanceof90kmandrenovationoftherelevanttransmissionsystemwithatotalof440circuit-kilometerlines(inThaiterritoryonly),anewsubstation,andinstallationoftransformersof400MVA.This7,300millionBahtprojectisexpectedtobecompletedin2018.

2. Transmission System Expansion and Renovation Project, Phase 2

Thisprojectinvolvestherenovationandexpansionof19substations,11transmissionlines,andothermiscellaneoussystems.Theprojecthasaninvestmentcostof21,900millionBahtandisscheduledtobecompletedin2015-2017.

3. Transmission System Improvement Project in the Eastern Region for System Security Enhancement

Theprojectconsistsoftheconstructionoftransmissionlineof358circuit-kilometers,2newsubstations,andinstallationoftransformersof4,000MVA.This12,000millionBahtprojectisscheduledforoperationin2019.

4. Bulk Power Supply for the Greater Bangkok Area, Phase 3 (BSB3)

Theprojectcomprisestheconstructionandrenovationof27circuit-kilometertransmissionlines,2newsubstations,installationof4,200MVAtransformers,andvoltagecontrolequipmentof288.0MVAr.Theinvestmentcostofthisprojectis12,100millionBaht.Theprojectisplannedtobeinoperationin2018.

Research and Development In2012,EGATinstigatedtheresearchanddevelopmentroadmaptobeusedasaframeworkinsupportingandpromotingtheresearchforthedevelopmentofgenerationsystemandpowersalestogetherwiththeenvironmentalprotectionwithparticipationofthecommunityandthesustainablewell-beingofthecommunityinthevicinityofEGAT’spowerplants.Atpresenttheroadmapisbeingreviewedbeforetheimplementation.

EGAThascontinuouslysupportededucationalinstitutions,outsideresearchinstitutions,anditsownresearchanddevelopmentunitintheresearchanddevelopmentprojects.In2012,EGATfunded33newresearchanddevelopmentprojectswhichwere11projectsmorethantheprecedingyear.From2006uptopresent,158researchanddevelopmentprojectshavebeenfundedbyEGATwiththetotalamountof1,001.26millionBaht.

Inaddition,EGATincooperationwiththeThailandResearchFundhasprovidedsupportonaco-fundingbasis.Bythis,morechannelsareprovidedforresearcherstousetheirabilityforthecountrydevelopment.

In2012,21EGAT-fundedprojectswerecompleted.Amongtheseprojectsarethefollowing:

• Development of Photovoltaic Floating Plant with Water Weighted Tracking System

Realizingthatthedevelopmentofphotovoltaicfloatingplantwithwaterweightedtrackingsystemmayhelptosolvetheproblemofinstallationspaceandbelievingthatinstallationofphotovoltaicplantonthewatersurfacewhichhaslowertemperaturethanthegroundsurfacewillhelptoupgradetheefficiencyofthesystemastheefficiencyofthesystemwillbecomelowerwiththehighertemperature,aresearchanddevelopmentonphotovoltaicfloatingplantwithwaterweightedtrackingsystemwasconducted.Theaimoftheprojectwastoprepareamodelofphotovoltaicfloatingplantwithwaterweightedtrackingsystemandtostudytheimpactofthesystem.

Afloatingplantequippedwith30.24kWsolarcellswhichcouldrotateinaccordancewiththedirectionofthesuntogetherwithweightedtrackingequipmentwasdesignedandconstructedbyEGAT.ThetestofthephotovoltaicfloatingplantwasconductedatthereservoirofSrinagarindDaminKanchanaburiProvince.

Fromthetest,itwasfoundthatthesolarcellusingthetrackingsystemcouldproducemoreelectricalpowerthanthefixedinstallationby28percentandhadhigherperformanceratioofapproximately16.86percent.Regardingtheimpactontheenvironment,therewasnoeffectonthewaterqualityintheinstallationarea.Thequalityofthewaterinthereservoirstillcompliedwiththestandardofsurfacewater.

Fromtheresultoftheresearch,EGATwassurethatthephotovoltaicfloatingplantwithwaterweightedtrackingsystemcouldbeeffectivelyusedinanyotherreservoirs,whichcouldreducethelanduseasaninstallationareaaswellastheconstructioncost.

• Development of Sodiumborohydride Production Processes for Hydrogen Generation and Storage Purposes

TheEGAT-fundedR&Dprojectondevelopmentofsodiumborohydrideproductionprocessesforhydrogengenerationandstoragepurposesfocusesonthestudyofthegenerationofhydrogenintheformofsolventanditsstorageatlowpressure,whichissaferandcheaperthanthehigh-pressurestorage.Thisstudycanleadtothedevelopmentofanewsourceinenergyproductioninthefuture.

Amodelsystemdevelopedinthelaboratorycouldgeneratehydrogenfromthechemicalreactionbetweensodiumborohydrideandwaterwiththeuseofamixtureofcobaltandruthenium-coatedaluminawhichwasalsodevelopedfromthisresearchasareactor.

Itwasfoundthatthesodiumborohydridecouldalsobeproducedfromsodiumhydroxideatnormalpressure.Theresultcanberegardedasanearlystageoffindingappropriatemethodstoproducesodiumborohydrideinalargeamountusinglocalrawmaterials.

ThisprojectisamongseveralR&DprojectssupportedbyEGATinanattempttoacquirenewenergysourceswhichareenvironmental-friendlyandsuitableforthecommunitysoastoprovidethemwithanotheropportunitytolearnandkeepabreastofnewtechnology.

• The Study and Development of Boiler Water Circulation Control Process for Reliability and Optimization Case Study of Mae Moh Power Plant, Unit 11

Theprojectwasastudyandanalysisoftheappropriaterateofwatercirculationinaboilerbymeansofaninvertertocontrolthefrequencyoftheelectricitysuppliedtothemotoroftheboilerwatercirculatingpump(BWCP)tocorrespondtothecirculationofthewaterintheboiler.

TheresultofthestudyofMaeMohPowerPlant,Unit11,canbeappliedwithotherpowerplantstosavetheenergyinthepowerproductionprocess.

• Development of Condition-Based Maintenance for Calcium Carbonate Slurry Pump in Flue Gas Desulfurization System at Mae Moh Power Plant, Units 4-7

Presently,twodesulfurizationsystemsareavailableatMaeMohPowerPlant,Units4-7.AsystemisforuseofUnits4-5,andtheotherisforUnits6-7.Intheoperation,calciumcarbonateissuppliedtotheburningsystemtocausereactionwithsulphurdioxidebythe24-houroperationofthecalciumcarbonateslurrypumptopreventthehardeningofcalciuminthe2kmlongtube.Itwasfoundthattheamountof200cubicmetersperhourofcalciumcarbonatecomingfromthepumpandreturningtothestoragewasexcessiveandrequiredalotofenergy.Moreover,motorpumptripsoccurredseveraltimesresultinginthereducedstabilityoftheproductionsystem.

Theresultofthestudyrevealedthattheinstallationofaninverterandcontrolequipmentcouldsave1,613,529kWh/yearwhilereducingthecarbondioxideemissionfromtheenergyproductionprocessby936ton/year.Moreover,themotorpumptripproblemcouldbereduced.Theinvertercouldcontributetothesoftstartofthecalciumcarbonateslurrypumpandreduceitsmaintenancecost

Theresultofthestudycanbeappliedwithothercalciumcarbonateslurrypumpswhichhavesimilarworkingprocess.
