The University of Potsdam, a young and dynamic uni-versity founded in 1991, has earned itself a reputation as one of the leading competence centers for gover-nance and the public sector. A survey by the German Association for Political Science has rated the University of Potsdam one of the three most influential German uni-versities and research institutions in the area of policy research and administrative sciences. The Center for Higher Education Development ranks the Masters and PhD programs offered here among the very best in Europe.

These programs include:

Reflecting its growing strengths, the University has de-fined “Public Policy and Management“ as one of its Focus Areas originally initiated by several pro-fessors at the University’s Faculty of Economic and Social Sciences, whose participation in va-rious national and international research and consultancy projects has provided the impetus for its development.

Against this background, the “Potsdam Center for Policy and Management“ (PCPM) sets out to promote advanced study and research as well as academic training projects for mid-career professionals and executives who work at the interface between politics and administration.

The objectives of the PCPM are:

• The professional coordination and management ofinterdisciplinary programs and projects in the three key areas of Education and Training, Research and Con-

sultancy

• The provision of expertise for curricula, research andadvanced policy advice based on comparative analy-

sis of public management and governance and the principles of “good governance“

• The development of an international network of aca- demics, experts and practitioners committed to public affairs

The “PCPM Research and Teaching“ division includes research, undergraduate and postgraduate programs as well as a doctoral program. Postgraduate and externally funded programs are coordinated and operated by the “PCPM Executive Education“ division at the University-owned non-profit UP Transfer GmbH.

Governments and public institutions all over the world are being increasingly challenged to provide high-quality services and to respond swiftly and more closely to citi-zens’ needs. The complexity of organizational and policy change requires professionals to have a new understan-ding of public service issues and a broad range of skills. Particularly in developing and transition countries, public administration requires decision-makers with interdiscip- linary skills who are capable of solving problems in management and communication, thereby helping to drive public administration reform.

Broader than the conventional curriculum for public administration studies and law, the interdisciplinary pro-gram incorporates the study of global public policy, public administration, public management, geogovernance, international political economy, and business management skills. The program takes a multidisciplinary approach and draws on the expertise of faculty members from the disciplines of Political Science, Public Administration, So-ciology, Public Management, Business Administration, Economics, Public Finance and Law. Students are encouraged to reflect on public management issues through a wide range of perspectives.

Designed to meet the demand for well trained ma-nagerial staff, the curriculum content of the post- graduate Master of Public Management (MPM) program, offered since 1999, is divided into three specialization streams:

• The specialization in Public Policy and Administration(PPA) is designed to equip public sector professionalswith the analytical and practical skills required to meetsociety‘s need for improved efficiency and effective-

ness in public management.

• With a similar orientation, the Global Public Policy (GPP)specialization provides the framework to meet thechallenges of managing public policies that transcendnational borders.

• The specialization in GeoGovernance (GG) provides ascience-based additional qualification for professio-

nals working at the interface of administrative and environmental policy. Students will be able to under- stand the complex interactions between natural change processes and critical social and political- administrative processes, and develop leadership skills

that will equip them for a rapidly changing, globalized environment.

Public Policy and Administration (PPA)

As public administration is modernizing world-wide, the demand for qualified executive and managerial staff is increasing. The complexity of organizational and policy change requires professionals to have a new understan-ding of public service issues along with a broad range of skills. Particularly in developing and transition countries, public administration requires decision-makers with inter-disciplinary skills who are capable of solving problems in management and communication, thereby helping to achieve public administration reform.

The specialization in “Public Policy and Administration“ within the MPM program offers professionals academi-cally sound, practice-oriented training for public policy and management. The stream combines business ma-nagement with social sciences perspectives and prepa-res participants for interdisciplinary approaches to con-ceptual assessment, implementation, and the adaptation of international management models to the specific circumstances of the public sector.

Stream courses will focus on instruments and techniques of financial, HR and quality management in public sector organizations. Students will be able to describe, analyze and apply relevant management and policy instruments to typical public sector decision problems, assess their function and impact, and identify their strengths and weaknesses.

Global Public Policy (GPP)

Meeting the challenges posed by the internationalization of policies and economies as well as the changing demands of citizens, requires political and economic leaders to re-think their roles and act appropriately. Increased economic and political interdependence worldwide has meant that events and decisions in one part of the world can have

significant repercussions in others. Public policy issues (e.g. protection of refugees and of the environment) are becoming increasingly “transnationalized” and require joint management by governments, the private sector, and the citizens concerned. At the same time, globaliza-tion had a considerable impact on the ability of national governments to deal with what were previously purely “domestic” policies. These trends may give rise to new problems in governance, but eventually may also lead to better government.

Today’s rapidly changing international policy environ-ment not only requires the need for public sector and non-profit professionals to have a new understanding of international cooperation in public policy, but also to have stronger interpersonal and communication skills, both political and managerial. Our specialization in “Global Public Policy” takes an interdisciplinary approach to successfully address the challenges of global interdepen-dence and how to be prepared for them.

Building on the core curriculum of the Master of Public Management (MPM) program, the Global Public Policy stream extends the management training to the subject area of global public policy. Faculty members and stu-dents will work together on the analysis and design of international policies and options for implementation. Students will receive a solid overview in international po-litics, international development and international organi-zations and draw on the latest approaches taught by the faculty members and experts invited from international organizations.

MPM Global Public Policy graduates will be able to analy-ze policy problems beyond the nation state and contribu-te effectively to the design and formulation of “real world” policies that deal with cross-border problems.

GeoGovernance (GG)

Countries all over the world are increasingly challenged by the devastating impacts of climate change and natural disasters. Dealing with these issues in a timely, effective and efficient manner requires – probably more than ever before – better public administration and better gover-nance, i.e. a highly capable and professional workforce as well as sound public sector management. Moreover, as evidenced quite clearly in global environmental poli-cies, tackling these challenges requires a more coordi-nated approach and thus an improved capacity for policy management beyond the public sector and the nation state.

A better understanding of the vulnerability, coping capacity and inherent uncertainty of the Earth are a prerequisite for scientists, public policy-makers and policy implementers alike. Without it, strategies to ensure sustainability at the local, national and global level are bound to fail. The MPM GeoGovernance stream aims to identify key features of policy-relevant, scientific knowledge and the fundamental institutional requirements to translate this knowledge into effective political strategies. The central aim is to reduce pressure on the Earth, reduce social vulnerability, increase the adaptive capacity of public administrations as well as communities, and to enhance societal resilience towards geohazards.

The GeoGovernance stream offers students a scientifi-cally rigorous, postgraduate qualification for professio-nals working at the interface of administrative and envi-ronmental policies. Students will be able to understand the complex interactions between natural change proces-ses and core social and political-administrative proces-ses, and develop leadership skills that will equip them for a rapidly changing globalized environment.

GeoGovernance is an initiative of the University of Potsdam’s focus research areas “Earth Sciences” and “Public Policy and Management”. It was founded as part of the “Potsdam Research Cluster for Georisk Analysis, Environmental Change and Sustainability” (PROGRESS) which comprised several large projects of the University of Potsdam, jointly with the German Research Center for GeoSciences (GFZ), the Potsdam Institute for Climate Impact Research (PIK), the Institute for Regional Deve-lopment and Planning (IRS) and further partners.

The MPM Program is a postgraduate mid-career 12-month full-time Master’s program taught in English. Launched in April 1999, it was the first of its kind in Germany. The program features a series of preparatory workshops, modules in communication, research and management skills, several extracurricular activities, as well as a stu-dy tour. Courses typically involve a combination of short presentations given by the students, case studies, exer-cises, examinations and term papers. The final evaluati-on is based on a weighted average of course grades, the grade awarded for the Master‘s thesis and its defense.

Successful participants will be awarded a “Master of Pub-lic Management“ (MPM) with one of the three specializa-tions: Public Policy and Administration (PPA), Global Pu-blic Policy (GPP) and GeoGovernance (GG). The MPM core faculty members include professors from the Univer-sity of Potsdam and high-profile interna-tional scholars from countries such as Belgium, Switzerland, the United States and the United Kingdom. Some faculty members come straight from consulting projects or government of-fices to share their hard-learned lessons about bridging theory and practice.

In September 2005, the postgraduate program in Public Policy and Management received accreditation without restrictions from the European Association for Public Administration Accreditation (EAPAA), an international accrediting body for management education in the public sector. MPM’s entry into a premier group of Euro-pean public administration schools was the culmination of a rigorous evaluation process that covered, inter alia, an extensive self-evaluation, detailed discussions about all aspects of the program and, at the final stage in April 2005, an external peer review and site visit by a group of experts and scholars.The program was reaccredited by EAPAA in 2012.

The full-time MPM Program covers two semesters of courses, including a study tour and a Master’s thesis. Participants are expected to enroll in five compulsory courses (three Joint Foundation Modules; two Stream Foundation Modules) and choose two Specialization Mo-dules.

The program’s curriculum is divided into thematic mo-dules. The diagram below shows the formal structure

Introductory Phase

The introductory phase is designed to break the ice be-tween participants as well as to recognize and interna-lize the need for change by challenging preconceptions concerning public management and sharing views and experiences. The introductory phase features:

• An Intercultural Training Seminar to discuss, amongstother things, strategies for intercultural understan-ding

• An introductory workshop by the program manage-ment to further explain the core concept as well asthe curriculum of the program and to assess partici-pants’ expectations

• A Campus tour and introduction to the University’sservice facilities such as the library, the languagecenter or the center for sports

• Assistance with administrative matters, such as re-gistration, enrolment, etc.

Phase 1

The regular semester starts with a sound introduction to the broad spectrum of Public Policy and Management. Four compulsory modules introduce the participants to the core academic concepts and theories.

A cognitive context is first created in the two Joint Foun-dation Modules. In “Foundations of Public Management” participants are introduced to the state-of-the-art debate and current trends in New Public Management, Multi-level Governance and Public Policy-Making. They go on to look at management challenges which are concerned with public management at the interface of public admi-nistration and other sectors. The second joint compulsory module “Professional and Management Skills” assesses

the different attitudes and skill levels of participants and helps them improve their communication, research and management skills.

Participants are also enrolled in two Stream Foundation Modules, depending on the Specialization Stream they have chosen.

A fifth course will be chosen as a Specialization Module from the Elective and Stream Modules.

Phase 2

The assignment phase extends the module’s coursework beyond the classroom: reflecting upon course material (partially based on group work), completing exercises and giving presentations in a classroom setting will now be followed by researching and writing term papers. Par-ticipants are required to apply the principles of effective academic and professional writing skills as some paper assignments include academic essays as well as execu-tive summaries and policy papers. The compulsory Stu-dy Tour (Supplementary Studies module) usually takes place at the end of the first semester in March.

Phase 3

Having been introduced to a substantial amount of con-cepts, theories and empirical knowledge in the first part of the program, participants are now asked to reflect on a chosen topic of practical relevance in their professional field. The research work on the thesis starts with the The-sis Colloquium towards the end of the first semester and intensifies during the spring and summer months. The thesis should demonstrate a candidate’s ability to apply academic methods and theories to a given topic chosen from the wider area of Public Policy and Administration, Global Public Policy or GeoGovernance. The candidate must show the ability to work independently within set time frames. The thesis is typically 15.000 words in length and will be examined by the thesis supervisors who are appointed by the examination board.

Phase 4

The second semester is dedicated to further specialization and gain of deeper knowledge in Public Policy Analysis. Students enroll in the Joint Foundation Module „Introduction into Applied Policy Analysis“ and usually choose one of the elective Specialization Modules to deepen their understanding of areas they began studying in the first semester. These courses provide opportunities to build on the cognitive foundations laid

in Phases 1 and 2 and also gives them the chance tosupplement their research on their Master’s Thesis topic. The students should choose a maximum of three modules to be able to allocate more time to the Master’s Thesis research and tutoring sessions.

Phase 5

The second assignment phase provides students with a period of reflection on course material, group work and group presentations, exercises and cases by writing term and policy papers or case studies.

Phase 6

The final phase of the thesis is its evaluation based on the oral defense. The thesis is presented and discussed in front of the thesis committee.

Study Tour to Bonn and Brussels

One of the essential parts of the MPM curriculum is a one-week Study Tour to Bonn and Brussels where the group will visit several national and international institu-tions. Through meetings with representatives, students gain interesting insights into the daily work of the respec-tive institutions and will analyze it from a public policy and management perspective.

The Study Tour will cover the main interests of all three Streams and is often conducted under a specific topic.

Essentially, the Study Tour equips students with a real-life understanding of institutions‘ work and provides them with excellent networking opportunities.

The MPM Program is an integral part of the Faculty of Economic and Social Sciences (FESS) at the University of Potsdam. The FESS was founded in 1991 and now includes 32 professorships in the fields of Business Administration, Economics, Politics and Administrati-on as well as Sociology. Its reputation is based on ex-cellence in research, teaching and policy advice. More than 3,000 students are enrolled at the FESS. The MPM Program office is based at Campus Griebnitzsee, one of the three campuses of the University of Potsdam. The MPM Program is directed by three full professors of the FESS: Prof. Dr. Isabella Proeller; Prof. Dr. Werner Jann; and Prof. Dr. Harald Fuhr (see below), who are formally responsible for the content and quality of the program.

MPM Staff

Responsibility for the program management lies with PCPM Executive Education at the UP Transfer GmbH. While the directors have overall responsibility for the program content and quality, the program coordinator is responsible for the management of the program. The program coordinator’s office is supported by a program assistant as well as student assistant and works in close cooperation with the Head of Executive Education. The program coordinator acts as the first point of contact for participants, lecturers and partner organizations.

Dr. Thomas Gebhardt, Head of Executive Education

Stefanie Uhde studied Political Sciences (Diplom) at the University of Potsdam and the University of Limerick (Ireland). From 2011 until 2013 she worked as a Postgraduate Programme Administrator at City University London and as Executive Assistant to the Vice President of Teaching at SRH Hochschule Berlin. Stefanie Uhde joined the PCPM as scientific coordinator for PROGRESS and MPM in July 2013.

Thomas Gebhardt is Head of „Executive Education - Public Policy and Management“ at UP Transfer GmbH, the non-profit knowledge transfer firm of the University of Potsdam. He has been co-designing and managing an increasing number of international Master, mid-career and executive programmes in close cooperation with the Potsdam Center for Policy and Management (PCPM). Thomas holds a Master‘s degree in Sociology from the New School for Social Research, New York and a doctorate from the Free University Berlin. He is a trained systemic coach and associate of the German Federal Association of Executive Coaching (DBVC). Recent consultancy assignments include work for German International Cooperation (GIZ), the German Foreign Office (AA) and the Robert Bosch Foundation.

In the MPM Program, recognized academics and practice- oriented economists, sociologists, political scientists and experts in public administration and public policy are dedicated to providing a cosmopolitan and stimulating environment for international students. The program‘s faculty has included professors from the University of Potsdam and regularly contracts visiting lecturers from other universities and research institutions in Germany and abroad. A number of other experts, including practi-tioners from German Ministries and institutions such as the World Bank or the German International Cooperation (GIZ) have also taught in the program.

The resident faculty is made up of full professors mainly from the Faculty of Economic and Social Sciences at the University of Potsdam. They teach both compulsory and optional courses on a regular and continuous basis.

Prof. Dr. Harald Fuhr

Prof. Dr. Werner Jann

Harald Fuhr has been Professor of International Politics at the University of Potsdam since 1997. Since 1999, he has been Co-Director of the Master of Public Management (MPM) Program and is currently Spokesperson for the DFG Research Training Group „Wicked Problems - Contested Administration“ at the University of Potsdam. Prior to his position in Potsdam, he worked as Sr. Public Sector Management Specialist at the World Bank, Washington, D.C. (1993-1997) and was a principal author of the World De-velopment Report 1997: „The State in a Changing World“. A political scientist and economist by training (University of Konstanz), he has taught at York University, Toronto, Canada and carried out numerous assignments as a consultant for the Federal Ministry for Economic Co-operation and Development (BMZ), GIZ, the World Bank and the UNDP. His current research activities focus on governance issues in deve-loping countries, international development and climate change.

Werner Jann has held the chair of Political Science, Administration and Organization at the University of Potsdam from 1993 to 2015, and is now Seniorprofessor at the University. After his academic education and postdoctoral work at universities in Berlin, Edinburgh, Speyer and Berkeley, he worked as Head of the Schleswig-Holstein Think Tank (Denkfabrik Schleswig-Holstein) in the Prime Minister’s Office of the Federal State of Schleswig-Holstein in Kiel from 1989 to 1993. He was President of the European Group of Public Administration (EGPA) from 2001 to 2004, Vice-President of the International Institute of Administrative Sciences (IIAS) in Brussels until 2016, and has been a member of several national and international reform commissions, amongst others from 2002 to 2010 of the "Committee of Experts on Public Administration" (CEPA) of the United Nations, New York. Prof. Jann is Co-Director (with Harald Fuhr and Isabella Proeller) of the MPM Program and was Director of the PCPM until 2015.

Prof. Dr. Eric Kearney

Eric Kearney is Professor of Leadership, Organizational Behavior, and Human Resource Management at the University of Potsdam. He received his diploma in psychology from the Freie Universität Berlin and his doctorate in management from the Technische Universität Berlin. His research examines ways in which leadership, team composition and team processes contribute to team and organizational innovation and effectiveness. Eric Kearney‘s work has been published in leading scientific outlets such as the Academy of Management Journal, the Journal of Applied Psychology, Organization Science, Leadership Quarterly, and Organizational Research Methods. He has taught at numerous universities in Germany and abroad (e.g., Freie Universität Berlin, Technische Universität Berlin, Humboldt-Universität Berlin; Justus Liebig Universität Gießen; RuhrUniversität Bochum; Jacobs University Bremen; Universidad Autónoma de Mad-rid; Central European University Budapest; Purdue University; FGV Rio de Janeiro).

Prof. Detlef Sprinz, PhD

Andrea Liese holds the chair of International Organizations and Policies since 2010. Her main research interests are international institutions and norms, international organizations, transnational human rights and development politics as well as governance in areas of limited statehood. She is member of several advisory boards and research groups, e.g. the German Research Foundation sponsored research pro-gram (SFB 700) on „Governance in Areas of Limited Statehood“.

John Philipp Siegel is professor of public administration and management, at the HAW Hamburg, and temporary co-chair of public and nonprofit management at the University of Potsdam.Previously, he worked as a research assistant at the Institute for Public Services and Tourism at the University of St. Gallen, as a Visiting Researcher at the Georgetown Public Policy Institute at Georgetown University in Washington, DC and as a post-doctoral researcher at the University of Potsdam. Before the start of his professorship, John Siegel was a Project Manager at the Bertelsmann Foundation.His work and interest areas include administrative reforms, (New) public management, strategic management and performance management in the public sector.

Isabella Proeller is Chair of Public Management at the University of Potsdam and Co-Director of the MPM Program. She holds a Degree in Business Management and Law from the University of St. Gallen and the École Supérieure de Commerce de Paris, and a doctorate from the University of St. Gallen. Isabella Proeller is Deputy Editor of the International Review of Administrative Sciences. Her research work and publications focus on the fields of New Public Management, International Public Management, Performance and Strategic Management.

Detlef F. Sprinz is a Senior Scientist with the Research Domain “Transdisciplinary Concepts & Methods” of PIK—Potsdam Institute for Climate Impact Research, Germany, and a Professor with the Faculty of Economic and Social Sciences at the University of Potsdam, Germany. He holds a Ph.D. and a M.A. in Political Science from the University of Michigan, Ann Arbor, MI, USA, and an M.A. (“Diplom-Volkswirt”) in Economics from the University of the Saarland, Saarbrücken, Germany. His areas of research and publications encompass long-term policy, inter/national institutions & the evaluation of their performance, European & international environmental policy, and modeling political decisions. Detlef Sprinz has taught international relations, international environmental policy, and social science methodology at the Universi-ty of Michigan, Ann Arbor, MI, USA; the University of Oslo, Norway; the University of Potsdam, Germany; in the joint MA program in International Relations (MAIB) of the Free University Berlin, Humboldt Univer-sity of Berlin, and the University of Potsdam; as well as in the MPM program.

Kerstin Altherr

Prof. Dr. Geert Bouckaert

Kerstin Altherr is a lawyer by training and has completed her legal traineeship specializing in public and administrative law. She has been a coordinator for "Executive Education - Public Policy and Management" at UP Transfer GmbH (the non-profit knowledge transfer firm of the University of Potsdam) since 2008, developing and organizing customized short-term programs with national and international partners (i.a. the Thai Office of the Civil Service Commission, the European Fund for the Balkans, GIZ), in particular on public sector reform. She has developed and conducted trainings, workshop modules and simulations for public sector executives focusing on communication skills and leadership, as well as team building/team work and networking. She is trained in mediation as a method of negotiation and conflict resolution.

Geert Bouckaert is professor at the Public Governance Institute at the KU Leuven University in Leuven, Belgium since 1994, where he was Director from 1997 till 2012. He was President of the European Group of Public Administration (EGPA) from 2004 till 2010. Currently, he is president of IIAS, the International In-stitute of Administrative Sciences. He served as an advisor to several European governments. Among his numerous books and articles is the influential publication: „Public Management Reform. A Comparative Analysis“ (Oxford University Press: 2011), written with co-author Christopher Pollitt. Geert Bouckaert has been a Visiting Professor to the MPM Programme at the University of Potsdam since 2001.

Dr. Thomas Gebhardt

Thomas Gebhardt is Academic Manager of the PCPM and Head of „Executive Education - Public Policy and Management“ at UP Transfer GmbH, the non-profit knowledge transfer firm of the University of Pots-dam. Before joining the University of Potsdam in 1999, Thomas worked as a Research Fellow at the Cen-ter for Social Policy Research (ZeS) of the University of Bremen. Thomas holds a Master‘s degree from the New School for Social Research, New York (1993), a doctorate in Sociology from the Free University Berlin (1997) and has received deep-systemic training (Artop, Berlin; Simon, Weber and Friends, Berlin). Thomas is „Associate Coach“ of the German Federal Association of Executive Coaching (DBVC). Recent consultancy assignments include work for German International Cooperation (GIZ), the German Foreign Office (AA), the Federal Ministry of the Interior (BMI) and the Bosch-Foundation.

Dr. Thomas Hickmann

Thomas Hickmann is a Post-Doctoral Researcher and Lecturer at the Chair of International Politics. In 2014, he obtained his doctoral degree from the University of Potsdam in the field of Global Climate Governance. Prior to this, he studied Public Administration at the University of Potsdam and the University of Copenhagen. His research mainly deals with global environmental and development politics, particularly with the role and function of transnational actors in world politics, the impact of new modes of governance on public-administrative systems in developing countries, and the interplay of international bureaucracies with sub- and non-state actors.

Prof. Dr. Kristine Kern

Prof. Dr. Kristine Kern (Leibniz Institute for Research on Society and Space, IRS) holds degrees in Public Administration and Economics and a Ph.D degree in Political Science from the Freie Universität Berlin. She worked at the FU Berlin (1991-1999), Berlin Social Science Center (WZB) (1999-2005), the University of Minnesota (USA) (2005-2007), Södertörn University (Sweden) (2007-2008), Wageningen University (The Netherlands) (2008-2012), and the University of Potsdam (2012-2016). Her current research interests focus on Environmental Governance, in particular on climate and energy governance, sustainable cities and regions, and marine governance.

Anne Hodgson

Prof. Dr. Thurid Hustedt

From Washington DC, Anne received her MA in Political Science and History from the University of Kons-tanz and worked as an exhibitions coordinator in Dresden and Singen before becoming a freelance Eng-lish trainer, translator, and writer in 1998. She currently gives language and intercultural skills seminars for Lufthansa Flight Training, the Fritz Haber Institute of the MPG, and Management Circle. She consults to a range of industries, fields, and publishers, and teaches presentation and writing skills to postgraduate students of science and the humanities. Recent publication: Basis for Business C1 Course Book. Publis-her: Cornelsen Verlag (Feb. 2014).

Thurid Hustedt is Guest Professor at the Otto-Suhr Institute für Political Science at the Freie Universität Berlin (FU). Prior to this she was a researcher in public administration and public policy at the Research Training Group WIPCAD at the Faculty of Economics and Social Sciences, University of Potsdam. She holds a Master degree in Public Administration and a Ph.D. from the University of Potsdam. Her research focuses on comparative public administration, the relationship between politics and bureaucracy and comparative climate policies. She has been teaching at undergraduate and graduate levels as well as to various audiences in executive education courses. Before joining WIPCAD, she was a member of the PROGRESS research association since December 2009.

Prof. Dr. Nicole Küchler-Stahn

Nicole Küchler-Stahn is professor of Economics, particularly Public and Nonprofit Management at the Frankfurt University of Applied Sciences in Frankfurt am Main. She holds a degree in Russian Literature and Linguistics and a doctorate in Economics from the University of Mannheim. During the time of her Ph.D. she worked part-time as a research assistant at the Chair of Public and Nonprofit Management of the University of Potsdam. Before the start of her professorship Nicole Küchler-Stahn worked as manager at a German consulting company. She and her team specialized on projects related to public budgeting and accounting reforms. Her research work and publications focus on the fields of New Public Manage-ment especially Public Finance and Accounting.

Dr. Günther OldenbruchDr. Günther Oldenbruch, who lives near Bonn, studied in Paris and Köln. The research for his doctoral thesis led him for one year to India. He is an expert in development cooperation. After starting his career with the German Development Institute (DIE), he worked for many years for the German Foundation for International Development (DSE) as Head of the Area Orientation Centre (The German government’s Training Institute for experts and volunteers and their families being posted to work in developing coun-tries). In this capacity he travelled to very many countries all over the world. In 1999, he was elected Chair-man of the Bonn Chapter of the Society for International Development (SID). His teaching assignments have also included courses for the German Foreign Ministry and the University of Constance. To-day his other courses in Potsdam cover the topics of “German Technical Cooperation” and “NGOs and Civil Society in Development Cooperation.” His courses at the University of Applied Sciences in Kehl refer to the “Development Cooperation of the EU” and “Intercultural Competence in Development Cooperation.”

Prof. Taylor Schildgen, PhD Taylor Schildgen is a W2 professor in Section 5.1 (Geomorphology) at the GeoForschungsZentrum (GFZ) Potsdam with a joint appointment at the University of Potsdam. Her research over the last 7 years (sup-ported by the Alexander von Humboldt Foundation, the DFG, and the European Science Foundation) has focused on understanding the development of topography through time in Central Anatolia (Turkey) while unraveling the links to deep Earth processes, and exploring links between climate change and erosion in the Central Andes of Argentina and in East Africa.

Prof. Alexander Murdock, PhD

Alexander Murdock is Emeritus Professor of Not for Profit Management & Leadership and Head of the Centre for Government & Charity Management at London South Bank University. Alex has extensive professional knowledge and experience across both charity and public/ not for profit sectors and nati-onal boundaries. He has extensive teaching experience across business and management at under-graduate and postgraduate level (Potsdam, Paris Sorbonne, Arizona State University among others). He possesses successful Board level and organizational development experience in social service and social enterprise with senior level management and professional career. His research interests include Social Innovation in Social Enterprise and Third sector organizations successful in austerity, food banks in comparative context ( Europe, US. UK), Public policy in the overlap between private, public and third sector and International and comparative research in social enterprise and public and public//not for profit management and Values based leadership.

Dr. Kerstin LeitnerKerstin Leitner worked for 30 years for the UN system (1975 - 2005). She published her memoirs under the title „When only the Sky is the Limit“ in 2013. They will also be published in German in 2016. After her retirement she taught at the Freie Universität in Berlin classes in political science about the evolution of the UN and China respectively. She is a member of several NGOs, such as the German Association for the UN, and Transparency International. In addition she served until April 2016 as the chair of a national commission on environmental health and she is a member of the presiding panel of the German Associ-ation for the UN.

Dr. Markus Seyfried

Markus Seyfried is Research Fellow at the Chair for Political Science, Administration and Organisation at the University of Potsdam. His research activities are focused on independent administrative bodies, anti-doping policies and quality assurance in higher education. Furthermore he participated in several research projects as data analyst. His general research interests are: supreme audit institutions, public broadcasters, universities, statistics and social science methodology.

Dr. Charlotte Streck

Dr. Charlotte Streck (Dr. jur. Dipl. nat.) is founder and president of Climate Focus and a former Senior Counsel with the World Bank in Washington, DC. Charlotte serves as an environmental policy and climate change advisor to numerous governments, private companies, foundations, and non-for-profit organizations and is actively involved in shaping the debate on a future climate regime as well as on mitigation and adaptation policies. She sits on several boards, advisory, investment and editorial panels, is a former lead counsel for climate change with the Center for International Sustainable Development Law with McGill University, affiliated with the law school of the University of Edinburgh, and an adjunct lecturer at Potsdam University.

Susanne Weber-Mosdorf

Susanne Weber-Mosdorf is a German national and studied Economics, Legal Sciences and Politics, as well as Administrative and Management Sciences, specializing in Public Law and Financial Sciences at the University of Konstanz. This was followed by work experience at the Council of Europe in Strasbourg and advanced studies in Management Sciences at the Ecole Nationale d‘Administration in Paris, before commencing a career in the higher German civil service.Her professional appointments include several positions in industry as well as regional and federal government where she held - among other responsibilities - portfolios ranging from Environment and Transport to Finances, Social Affairs and Culture. Susanne Weber-Mosdorf served four years as Ma-yor of Kirchheim in Southern Germany and a further four years as Permanent Secretary of State and Vice-Minister at the Ministry of Family Affairs, Women, Further Education and Art in the federal state of Baden-Württemberg. After several years of senior-level experience in the private finance sector and before joining WHO, she was Director-General of the Federal Ministry of Health and Social Security in Berlin. Her remit in this appointment covered a variety of international themes, including health and social policy in international organizations, analyses of international health and social security systems, international trade policy and WTO-related matters, humanitarian and disaster relief assistance as well as international legal af-fairs. It was during this time that Susanne Weber-Mosdorf was also the Head of the German delegation at the World Health Assembly and the WHO Regional Committee for Europe. She held the function of Assistant Director-General of WHO between 2006 and 2011.

Ina Radtke

Ina Radtke is a research fellow of the Research Training School “Wicked issues and contested administration (WIPCAD)” at the University of Potsdam. She holds a B.A. in Social Sciences and Philosophy from the University of Leipzig and a M.A. in Political Science from the University of Potsdam. Her main research interests include implementation and organization theory, policy and organizational change as well as immigration and integration policy.
