Since 2008 VOLB has been working with AECOM, our engineering firm, to develop the plans for:

1) the Lower Lions Bay Water Line Replacement Project 2) the Potential Underground Wiring Project.

The water lines are about 50 yrs old.

Underground Wiring Project Assumption

1) BC Hydro, Shaw and TELUS utilities would share a common trench and all be underground wired at the same time.2) This will create an economy with in the project.

Since Spring 2009, VOLB has been working with BC Hydro to submit a Beautification Grant by

September 30, 2010.

This submission has been completed, the Grant award will be announced by January 31, 2011.

This potentially is up to a 1/3 Grant of the estimated cost of the Hydro portion of this project. BC Hydro

projects costs at approx. $500,000.

Since June 2009, VOLB has been working with Shaw Cable regarding a Community Grant.

Shaw has confirmed a contribution of:

a) to the public portion of $109,250b) to the private portion on a Shaw customer base of $51,300

Since Fall 2009, VOLB has been working with TELUS regarding project funding.

TELUS Contribution:

a) Cost of cable material on public property, 50% rebate.

b) Efficiencies in combining utilities of up to 30% saving on labour and repaving of the public cut asphalt.

Meter Base Location Options

There are two options for the meter location.

Meter Base on the houseBC Hydro installs the cable (in customer installed and owned duct – 3” minimum)

Meter Base is located on private property near the street. Customer installs private cable to house from the meter base.

Meter Base located away from the house. BC Hydro cable MUST be in a 3” duct to the Meter Base.

After the Meter Base the customer MUST use private cable. It can be in a duct or a special type of cable can be directly buried.

Shaw Summary:

The Municipality of The Village of Lions Bay with partnership with others utilities is undertaking a beautification project to remove all existing utilities aerial plant and replace it with the new underground plant.

These include Lions Bay Avenue, Cloudview Place, Seaview Place including Park Marina.

Our assumption is a common trench to supply and install Shaw’s new underground plant.

Contractor Cost: 1) We expect savings when BC Hydro/TELUS/Shaw conduit is placed by the same contractor at the same time on the same tender.

2) Does not include the cost to punch a pipe under the railway since cost savings are possible when utilities are placed jointly.

3) When the public portion of the job is tendered, an optional separate cost can be requested from the contractor for the private property portion. Due to the efficiencies of scale in doing the 62 lots at the same time as the public portion, we expect the cost to be lower than each homeowner arranging for their

own contractor.

Shared area costs on Public Land:$15,000 per property

Private Portion Costs:Option One – Underground wiring from to your home

$3,000 to $10,000 per property *Option Two – Installation of a private pole, overhead wires from the road to your home **
