Middle City has seen an increase in complaints about housing code violations in Poorville, the most disinvested neighborhood in the city. The Middle City government wants to do a study to find out why this is happening and what to do about it. But they figure residents would scoff at another government study that would probably be seen as just a way to avoid action. They have heard about this practice called participatory research, and want to try it. They have also heard that doing participatory research often involves residents, community workers, academics, students, and even funders. They have heard that you are experts in participatory research and want your advice on which of these groups to involve and in what ways.
