POST-CONFERENCE REPORT CRISIS MANAGEMENT CONFERENCE 2017 6 to 7 November 2017, Seoul INTRODUCTION 1. The Crisis Management Conference 2017 (CMC2017) was held in Seoul from 6 to 7 November 2017. The Seoul Metropolitan Fire and Disaster Headquarters (SMFDH) hosted the conference on the theme of Development Direction of Future-oriented Disaster Management. The four sub-themes for the Conference are: a. Various Approaches to Disaster Management: Private, Government, Social organizations, International cooperation b. Smart Disaster Management System Utilizing Future Technology c. Updating Disaster Management Strategies in Response to Changes in the Environment d. Approach to Crisis Analysis and Collecting Information Using Big Data 2. About 120 people from 9 cities participated in the conference. Participating cities included 8 members cities of the Network for Crisis Management(Seoul, Jakarta, Kuala Lumpur, London, New Taipei, Singapore, Taipei, Tokyo) and 1 observing city (Brussels). The list of participants can be found in [Annex 1] 3. The 2 day events consist of a plenary session on 6 Nov 2017 and site visits to disaster related facilities and a Seoul culture tour on 7 Nov 2017. The detailed programme can be found in [Annex 2] SUMMARY OF OPENING CEREMONY AND PRESENTATIONS (PLENARY SESSION) Opening remarks by Mr. Jung Moon Ho, Commissioner of SMFDH, and Welcome speech by Mr. Lee Je Won, Deputy Mayor, and Congratulatory Remarks by Mr. Joo Chan Sik, Chief of Urban Safety and Construction Committee. 4. Mr. Jung Moon Ho, Commissioner of SMFDH, announced the beginning of the CMC 2017. He welcomed participants from different cities of the world and thanked the participants for their presence. He stressed the need to reduce risk amid rising risk factors such as weather disasters, urbanization, etc. and noted that all member cities should cooperate with each other through sharing the experiences and examples of disasters. Global safety ceremony is a unified performance using a mosaic on the stage. The CMC 2017 was matched to the Seoul logo “I · SEOUL · U” and it means there is CMC between you & I for urban safety. Keynote speech by Kim Chan Oh, Professor of Seoul National University of Science & Technology and by Ms. Ana Cristina Thorlund, Program Action Officer in UNISDR 6. The first keynote speech “Prospect of National Disaster Management System in Korea” by Mr. Kim Chan Oh, Professor of Seoul National University of Science & Technology, focused on the national disaster management system and the challenges of national disaster preparedness through the cooperation and training of relevant agencies based on the crisis management manual.

POST-CONFERENCE REPORT CRISIS MANAGEMENT CONFERENCE 2017

6 to 7 November 2017, Seoul

INTRODUCTION 1. The Crisis Management Conference 2017 (CMC2017) was held in Seoul from 6 to 7 November 2017.

The Seoul Metropolitan Fire and Disaster Headquarters (SMFDH) hosted the conference on the theme of Development Direction of Future-oriented Disaster Management. The four sub-themes for the Conference are: a. Various Approaches to Disaster Management: Private, Government, Social organizations,

International cooperation b. Smart Disaster Management System Utilizing Future Technology c. Updating Disaster Management Strategies in Response to Changes in the Environment d. Approach to Crisis Analysis and Collecting Information Using Big Data

2. About 120 people from 9 cities participated in the conference. Participating cities included 8

members cities of the Network for Crisis Management(Seoul, Jakarta, Kuala Lumpur, London, New Taipei, Singapore, Taipei, Tokyo) and 1 observing city (Brussels). The list of participants can be found in [Annex 1]

3. The 2 day events consist of a plenary session on 6 Nov 2017 and site visits to disaster related facilities

and a Seoul culture tour on 7 Nov 2017. 7. Ms. Ana Cristina Thorlund, program action officer in UNISDR (United Nations International Strategy for Disaster Reduction) gave a keynote speech on “Sendai Framework for Disaster Risk Reduction 2015-2030”. She has announced a development agenda aimed at reducing the number of actual deaths caused by disasters until 2030, with the introduction of the Sendai framework that aims to the global disaster risk mitigation. 8. As an observing city for the CMC 2017, Mr. Philippe de Wergifosse, Captain of Brussels Fire Brigade, made a presentation on the subject of “The Decision Making Process within Crisis Management”. He focused on decision making process using a sociocratic approach to crisis management. 9. Mr. Roslan Wahab, Deputy Chief Commissioner of Malaysia Civil Defence Force, presented on “Empowering The Community Preparedness”. The presentation showed how the utilizing regional participants to prepare for disaster in the community lead to a positive effect. 10. Mr. Chen Tsung-Yueh, Deputy Commissioner, and Mr. Chang, Yi-Hong, Senior Technical Specialist in New Taipei Fire Department, shared the disaster management policies and cases of New Taipei with the participating cities in hopes of building a safer city. Their subject of presentation was “Implementation and Execution of Disaster Management Policies in New Taipei City” 11. The subject of presentation by Mr. Hirofumi Shimizu, Deputy Chief of Tokyo Fire Department was “Disaster Preparedness by the Tokyo Fire Department”. He introduced the Tokyo Fire Department's disaster preparedness policy on self help, mutual help and government help. Based on the provisions of the earthquake, various policies have been introduced such as personal safety regulations for self/ mutual help, participation in disaster drills, education, developing fire fighters’ abilities and cooperation with volunteer groups. 12. Mr. Nobuaki Arai, Deputy Director for Planning and Coordination in Tokyo Metropolitan Government, presented on “Improvement of Disaster Management Based on Relief Activities Following the 2016 Kumamoto Earthquake” He explained the danger of a major earthquake that directly hit the capital and announced lessons learned from Kumamoto earthquake(M7) experience, and the direction of future initiatives. Presentations by participating cities on the sub-theme : Smart Disaster Management System Utilizing Future Technology 13. Mr. Hong Jin Hee, Team manager of 4th Future Industry Task Force in The Seoul Metropolitan Fire and Disaster Headquarters (SMFDH), presented the core technology of the 4th industrial revolution and the major 7 projects currently underway by the SMFDH: 1) loT based disaster sign monitoring & Automated Call System(ACS) 2) Reception through automatic voice recognition 3) Smart image sharing platform 4) Patient information intergration system 5) Restructuring seoul fire safety map 6) incorporation of digital traffic control system 7) Information Strategy Planning(ISP). His topic was “Technologies of the 4th Industrial Revolution in Disaster Management”. 14. In order to meet the rising expectations of the people with limited numbers, Mr. Eric Yap, Commissioner of Singapore Civil Defence Force, emphasized the importance of changing disaster management frames, stressing the use of technology and empowering local communities on the topic of “Emergency Response Strategies for Future Operations.”

Mr. Kazuhiko Shinada, Senior Assistant Director in Tokyo Metropolitan Police Department, started his presentation “Rescue and Relief by Utilizing a System for Early Assessment of Damage and Coordinating with Other Agencies” by elaborating on the recent earthquakes that occurred in Japan and how they use systems to quickly grasp the damage and conduct rescue operations in cooperation with relevant organizations. Presentations by participating cities on the sub-theme: Updating Disaster Management Strategies in Response to Changes in the Environment 16. Dr. Subejo, S.H., M Si, Head of Jakarta Fire and Rescue Department shared the challenges of emergency management in Jakarta and their fire prevention strategies such as enforcement, community engagement and leveraging on technology for data collection during his presentation on “Fire Emergency Response and Risk Reduction Plan.” 17. Mr. Peter Critchell, Deputy Assistant Commissioner of London Fire Brigade, presented on “London Terror Attacks – Disaster Management Strategy.” He described a step by step response strategy based on the scale of incident to ensure response and recovery from emergency and emphasized the interaction of the environment, pubic, first responders, organization to reduce risk by showing cases of the London terror attacks. Presentation of the Annual Report by Secretariat of the Network for Crisis Management (Tokyo Metropolitan Government) 18. Ms. Tomomi Inoue, Director for Project, International Affairs Division from Tokyo Metropolitan Government and secretariat of the network, reported on the framework of the network with emphasis on human resource development, knowledge sharing, and information exchange. She shared on the annual achievements of the network: namely through the conduct of CMC 2017, participation of member cities in joint drills, rescue techniques training in Tokyo and USAR course in Singapore. She also reported New Taipei and London have become new members cities of the network, and then announced that New Taipei would be the next host city for Crisis Management Conference in 2018. Address by Next Host City 19. Mr. Chen, Tsung-Yueh, Deputy Commissioner of New Taipei Fire Department expressed their deepest appreciation and thanks to the Tokyo Metropolitan Government for selection New Taipei as the next host city. He also took the opportunity to invite all the participants to New Taipei next year for the Crisis Management Conference 2018. Chairperson’s Summary and Closing Remarks 20. Mr. Jung Moon Ho closed the session by highlighting the necessity of utilizing advanced technology for disaster management and the learning points from each of the presentations. He hoped that the Network for Crisis Management would extend further. At the end of the session, Mr. Jung Moon Ho invited all the participants to a welcome dinner. The chairperson’s summary is found in [Annex 4] .

SITE VISIT TO DISASTER RELATED FACILITIES AND A SEOUL CULTURE TOUR 21. Participants visited four disaster related facilities: Seoul Emergency Operations Center (SEOC), Incident Command Training Center (ICTC), Eun-Pyeong Fire Station (EPFS), Yeouido Water Lifesaving Center (YWLC).

SEOC

With the integrated situation control functions of the Disaster Status Control Center and the Civil Defense Control Agency, The SEOC acts as a general control tower for disaster management with scientific safety networks established in the system.

ICTC It is the large-scale disaster training center for the fire fighter based on the simulation with 3D VR technology.

EPFS As one of the 24 fire stations in Seoul, it is responsible for controlling Eun-Pyeong district.

YWLC There are four centers in charge of rescue of the Han River. Among them, the rescue teams from Yeouido shared the rescue system for the Han River

22. Seoul Culture Tour Foreign participants were guided by SMFDH staffs as they went on tours to historical/ cultural districts in Seoul.

OPENING REMARKS BY MR. JUNG MOON HO

Good morning. Ladies and Gentleman,

My name is Jung Moon Ho, Commissioner of Seoul Metropolitan Fire & Disaster Headquarters.

We welcome all of the safety officials from around the world. I'm happy to meet you at this meaningful

event.

Since the first conference was held in Tokyo in 2003, there have been 15 conferences including this one

and Seoul has hosted three of them. The Network for Crisis Management is also expanding into global

cooperation, and the status of crisis management conferences is becoming higher.

Many people from all over the world participated in the conference, including the academia, industry

and civil servants. Thank you for Tokyo, Taipei, New Taipei, Jakarta, Kuala Lumpur, Singapore, London,

and Brussels, and Deputy Mayor Lee Je Won, Joo Chan Sik, Chairman of the Committee attending the

conference.

And thanks Professor Kim Chan-Oh and Ana Cristina Thorlund who will give keynote address on

"Prospect of National Disaster Management System in Korea" and on "Sendai Framework for Disaster

Risk Reduction“.

Recently, 6.5 million residents of the United States were evacuated because of Hurricane Herbie and

Irma. In 2013, Typhoon Highien landed in the Philippines and more than 6,000 people lost their lives.

As a result, there have been enormous human and economic losses worldwide caused by natural

disasters. However, it can only be regarded as a part of the disasters that can be carried out in the

future.

Due to the abnormal weather phenomena, urbanization and aging, disaster risk are increasing. In

particular, urban spaces are difficult to predict the extent of disaster damage due to the densification of

development of underground space. While disaster risk factors are gradually increasing, it is essential to

draw up a draft plan to mitigate the risks of disasters.

The theme of Crisis Management Conference in this year is “Development Direction of Future-oriented

Disaster Management” This conference is about how to combine new technologies, such as big data, IoT,

and artificial intelligence, to prepare for disaster management, when social demands for scientific

disaster management are growing.

Now, humans have entered a period of upheaval that they has not been experienced for tens of

thousands of years since our ancestors began living on Earth. The Fourth Industrial Revolution literally

evokes revolution in the economy, politics, and every aspect of everyday life. This revolution gives

mankind a feeling of excitement and fear at the same time.

The impact of the fourth industrial revolution will be sweeping the world much more quickly and wider

than expected. The importance of preparation cannot be overemphasized. This conference will be a part

of the preparation.

Distinguished guests, both inside and outside!

Safety is the most basic prerequisite for enjoying a happy life. It's not easy to generalize because cities in

the world are different from each other. However, the experience and examples of disaster response in

each country will be a great help for all member cities.

I hope that this meeting will be a creative and productive, which will serve as an opportunity to deal

WELCOME SPEECH BY MR. LEE JE WON

Ladies and gentlemen, it is pleasure to meet you. Thank you for coming all the way here to attend this

15th Crisis Management Conference. It is a great pleasure to host the CMC. I sincerely welcome you all.

Now, urbanization is occurring in many cities in the world. Urbanization can largely contribute to

improve quality of life of many citizens in cities, however, from other side, there are many challenges,

such as climate change, weather anomalies, tsunami, floods, and so on, and that can increase the

impact of risk.

According to a global insurance company Lloyd’s, bigger cities would be more vulnerable to economic

impact coming from disaster. The participants today are from big cities and authorities who engage in

crisis management, and it’s important to overcome these challenges we are facing, by cooperating each

other. I hope we can exchange information, share expertise and tighten our friendship through this

conference. I believe it would be a valuable experience for all the participants.

For international participants, especially those who are visiting Seoul for the first time, Seoul has a

history of 600 years and has cultures harmonize tradition with contemporary. I hope you will take this

opportunity to find various cultural heritages and cultural facilities around this beautiful city.

Good morning

My name is Joo Chan Sik, Chairman of Urban Safety and Construction Committee of the city council in

the Seoul Metropolitan City.

It is really meaningful that the Seoul Metropolitan Government is hosting the 2017 Crisis Management

Conference in Seoul city hall.

Also, I would like to express my gratitude to both Deputy Mayor, Lee Je won and Commissioner

of Seoul fire department, Jeong Mun-ho, who participated in the conference to assist us in organizing a

crisis management meeting.

The 3th crisis management conference in Seoul has been at the forefront of strengthening information

exchanges and cooperation in foreign and domestic crises by involving disaster expert worldwide.

In particular, this conference, which focuses on "Development Direction of Future-oriented Disaster

Management" will not only be considered extremely important in the world, but also in the hope that it

will become a place for discussion of the safety of various cities.

The world is now experiencing an "Era of Disaster Management Network". and the vast majority of

global disasters, including climate change, infectious diseases, and the security crisis, etc, remind us of

the importance of international cooperation.

I believe that the networks must be expanded further in order to continue to manage the disaster

situation and minimize the extent of the damage.

The crisis management committee and the experts from each city gather together to share the

knowledge and experience, which will contribute greatly to ensure the safety and cooperation of cities

and towns through communication with many cities.

We hope that this conference will be a useful place of knowledge and will develop into an excellent

conference representing one era.

CHAIRPERSON’S SUMMARY AND CLOSING REMARKS BY MR. JUNG MOON HO

Ladies and gentlemen,

Thank you very much for staying with us until the very end of this conference.

We are surrounded with a various environmental changes and I spoke to that at the opening remarks

there are climate change events occurring, and urbanization and rapid aging is leading to increase

vulnerability.

Secondly, we are facing technological change including IoT, Big Data, this scientific response is something

that we must answer because that is the mandate as well.

Erratic climate events and aging population, they are all significant challenges for us, and they are some

challenges we must overcome as members of risk management authorities, and to overcome this

challenges, we must call upon very scientific and technological breakthroughs. We must make use of

these scientific developments in order to have better risk management, but this is not all, as you know.

And I felt this through listening to your presentations, through much share our experiences and to

cooperate together, and even in the fields we must cooperate with other relevant authorities. That is

truely important in facing crisis management and of course this conference allows us to engage in the

information exchange which is all the more important. This allows us to better assess risk factors. And

these opportunities allow us to better come up with the systems to overcome crisis and disasters.

Information exchange is so much more important in the face of this challenges and I believe that this

Crisis Management Conference goes a long way for helping us to achieve this goal, although many

challenges lie before us that threaten the lives and happiness of humanity, but if our member cities work

to pour our efforts together and go toward the same goal, that I believe that we can definitely overcome

these challenges and make this world our home, much better place and more prosperous place.

Member cities that shared our experiences our concerns and our future I would like to thank all the

speakers from 9 cities, I would like to thank all the members from the delegations that have come to

Seoul, in particular the international guests who have traveled long way to be with us today in city of

Seoul, from Tokyo, Taipei, New Taipei, Jakarta, Kuala Lumpur, Singapore, London and Brussels.

Going forward, in terms of this management, I hope we can all engage better ties and stronger ties for

friendship and cooperation. With that, I would like to conclude this year’s Crisis Management
