1 IntroductionThe Macedon Ranges Positive Ageing Plan(thePlan)setsoutfourthemesandrelatedactionsthat,together,createaframeworkforsupportingolderpeopletogrowanddevelopasindividualsandachieveasenseofpurposeandmeaningintheirlives.ThePlanprovidesaframeworktoprioritiseneedsandallocateresourcesforservicesandprogramsintheMacedonRangesShiretargetedtowardolderpeople.ThePlanhasbeenpreparedwithconsiderationofavarietyofsourcesofevidence.Informationhasbeendrawnfrom:• Demographicdataandpopulationforecasts.• Currentlocal,stateandnationalpolicies.• Internationalbestpracticeguidelinesfor

supportingtherightsofolderpeopleandcreating‘age-friendlycommunities’.

Inaddition,inputandideasfromcommunitymembers,Councilstaff,organisationalrepresentativesandserviceprovidershasformedavaluablesourceofinformationforthecreationofthePlan.

2 Context and Background

2.1 AnagetoliveOverthecourseoflife,individualsgainadepthandbreadthofexperience.Amongstotherthings,peoplemaylearnprofessionalskills,raisefamilies,contributetolocalcommunityorganisationsandmakemanysocialconnectionsandfriendships.Thecapabilities,achievementsandexperiencesaccumulatedoveraperson’slifecontributetoeachindividual’ssenseofidentityandworth.Aspeopleage,circumstanceschange.Forexample,lossofthesocialconnectionsandsenseofpurposethatmaybeassociatedwiththedeathofapartnerorlovedone,transitionintoretirementorchildrenleavinghome.Overtime,individualsmayexperienceadecreaseintheirphysicalandmentalcapabilities.

Throughouttheworld,peoplearelivinglongerthaneverbeforeandenjoyinggoodhealth.ThisdemographicchangerecognisesthatolderpeopleintheMacedonRangesaspiretogrow,continuetolearnanddevelopasindividualsandachieveasenseofpurposeandmeaningintheirlives.Additionally,theexperienceindividualsgainovertheirliveswillcontributetoandenrichourcommunity.Inthiscontext,opportunitiesarerequiredtocapturetheenergyandcapabilitiesofolderpeoplesothattheycanlivepositivelyandcontinuetheirjourneyofpersonalgrowthanddevelopmentwithinasupportivecommunity.

2.2 Council’sroleinpositiveageingCounciliscommittedtodeliveringandfacilitatingservicesandprogramsthatareaccessible,affordableandresponsivetotheneedsofolderpeopleandtheirfamilies.Theaimistoensurethatolderpeoplecancontinuetogrowanddevelopasindividualsandachieveasenseofpurposeandmeaningintheirlives.Councilaimstocreateanenvironmentwithinwhicholderpeoplelivingintheshireareabletoparticipateinacommunitythatvaluesandsupportsthem.Councilhasmadeacommitment

tobecominganage-friendlycommunityandwassuccessfulinobtainingmembershiptotheWorldHealthOrganisation’s(WHO)GlobalNetworkofAge-friendlyCommunitiesinAugust2015.Inthiscontext,Councilrecognisestheimportanceofsupportingolderpeopletobesociallyengagedandmakehealthylifestylechoices.Councilalsounderstandstheimportanceofensuringtheshiresbuiltenvironmentenablesolderpeopletoparticipatefullyincommunitylife.

2.3 ExistingservicesandsupportsMacedonRangesShireCouncilprovidesarangeofhighquality,accessibleservicesandfacilitiestosupportolderpeople,includingthefollowing:

Home Support ProgramCouncilprovidesarangeofservicesdesignedtosupportolderpeopletolivesafelyandindependentlyathomeforaslongaspossible.Theseincludedomesticassistance,shoppingassistance,deliveredmeals,homemaintenanceandpersonalcareassistance.

Community MealsOlderpeopleandtheircarershaveaccesstoregularmealoptionssuchastheCasseroleClubprogramwheredinersareconnectedwithalocalcook,communitylunchesetc.

In-home respiteCouncilprovidesrespiteservicestoolderpeopleandpeoplewithadisabilityandtheircarers.

Exercise and fitnessCouncilprovidesanumberofexerciseandfitnessclassestailoredtotheneedsofolderpeopleaswellasanumberofrecreationalfacilities,communityprogramsandopenspaces.

FacilitiesSupportintheformofgrantsandaccesstofacilities,forcommunity-basedservices,clubsandsocietiesoperatingwithintheshire.

Social support transportCouncilassistsclientswithtransportneedswithaspecificfocusonmedicalappointments.

VolunteeringCouncilcoordinatesvolunteeropportunitiesspecifictoCouncil’sfacilitiesandservices,includingtheCommunitySupportunitvolunteerprogram.

Age-friendly Community Action PlanCouncilhasdemonstrateditscommitmenttobecomingage-friendlybydevelopinganactionplanandbygainingmembershiptotheWHOGlobalNetworkofAge-friendlyCommunities.

2.4 ConsultationsummaryAwide-rangingprogramofconsultationwasundertakenwithinternalstakeholdersaswellaskeyprojectpartners,communitygroupsandorganisationsandmembersofthepublic.

Over50consultationevents(amixofmeetings,workshops,interviews,acreativeexerciseandanonlinesurvey)wereundertaken.Intotal,almost500individualsparticipated.

2.5 PopulationtrendsTheshire’spopulationisapproximately46,000peoplein2016andisprojectedtogrowtojustover64,000peopleby2036.AlargeproportionofallgrowthisprojectedtooccurintheGisborneDistrict(45%).TheRiddellsCreek,KynetonandRomseyDistrictsarealsoprojectedtoexperiencestrongpopulationgrowth.

Theshire’solderpopulationisalsoincreasingrapidly.Toillustrate,thenumberofpeopleaged65+isprojectedtogrowat2.8%perannumto2036,resultinginanadditional5,559peopleaged65+acrosstheshire.Populationgrowthinthe65+agegroupwillbegreatestintheGisborneDistrict,followedbyKynetonandWoodend.ProportionalgrowthinareassuchasRiddellsCreekwillbesignificant.

3.1 Ourvisionforolderpeople

ThePositiveAgeingPlanarticulatesourvisionforolderpeopleandtheirfamilies.Itreflectswhatthecommunityhastoldusandisconfirmedbytheinformationandevidenceavailableonhowtobestsupportthehealth,wellbeing,growthandpersonaldevelopmentofolderpeople.

3.2 Thefourthemes

ThePositiveAgeingPlansetsoutfourthemesandrelatedactions.Thefourthemesare:

3.3 ImplementationCouncil’sCommunitySupportunitwillberesponsibleforleadingtheimplementationofthePositiveAgeingPlanandreportingtoCouncilannually.Acollaborativeapproachisrequiredandinseveralinstances,responsibilitiesmayextendacrossotherareasofCouncilandpartneragencies.Thisincludesarangeofserviceprovidersandagenciesofstateandfederalgovernment,forexamplePrimaryCarepartnershipsandPrimaryHealthNetworks.Emphasishasalsobeenplacedonbuildingcapacityinthecommunitytosupportprogramsthatencouragecommunity-ledinitiatives.ItisacknowledgedthatthesuccessoftheplanreliesonCouncil,identifiedstakeholdersandthecommunityworkingtogether.Whereadditionalresourcesarerequired,Councilwillendeavourtosourcethese.

3.4 MonitoringandevaluationCouncilwillmonitortheimplementationofthePositiveAgeingPlanandgatherevidencewhichdemonstrateswhetherthedesiredoutcomesofthePlanhavebeenachieved.Thisincludesdevelopinginnovativeapproachestodelivertheobjectives.EvaluationfindingswillbereportedtoCouncil,partneringagenciesandthecommunity.
