1. KEY RESPONSIBILITY AREAS

Branch responsibilities: • Lead, support and motivate branch library staff providing strategic direction and day to day guidance • Problem solve and maintain appropriate decision making within the branch • Actively build and maintain morale through open communication and leadership that fosters a sense of team unity • Identify opportunities for staff development including via regular performance conversations ensuring they are implemented • Facilitate effective working relationships between staff within the branch and across the service • Undertake customer service, reader development, general information desk duties and provide relief to other service points as required • Work as part of the team to provide relevant, well maintained collections following MPLS Collection development policy and CREW (Continuous Review, Evaluation Weeding) guidelines • Interpret library services and procedures to patrons and others in the community • Provide excellent reference and information services to the Monash Council & community • Foster a strong customer service ethic, ensure regular customer feedback is sought and acted upon • Ensure that Occupational Health & Safety policies and procedures are implemented and safe work practices adhered to at all times • Ensure that Council’s Code of Conduct is adhered to • Other duties as directed Responsibilities as part of the Library Leadership Team: • Actively contribute to the planning, development and implementation of Library Services policy and strategic directions • Work as part of the leadership team to ensure continuous improvement of the library service • Communicate current awareness of professional development issues to library staff • Contribute to the improvement of the Division's services, practices and procedures: e.g. Library Strategy, other Council strategies, plans, policy frameworks and quality processes • To be responsible for administration/authorization of daily staffing levels at the branch

3. ORGANISATIONAL CONTEXT

In 2015 Monash had an estimated population of 185,037 residents. Forty five percent (45%) of its population were born overseas, making Monash one of the most cosmopolitan municipalities in Victoria. Monash is close to the demographic centre of Melbourne. The municipality has a highly skilled and well-educated workforce, with 13% having a degree or higher education. Monash residents also enjoy a high level of home ownership that is considerably higher than the Melbourne average. Five Divisions deliver the Council’s programs and services. They are:

The Community Development and Services Division provides a wide range of community focused services that are relevant, of high quality and based on best commercial principles. The Division delivers services in:

• Home and community care • Positive Ageing and Senior Citizens’ services; • Early Years services and Immunisation • Youth & Family services; • Arts including Monash Gallery of Art; • Libraries; • Community information; • Sport and Recreation facilities and programs; • Aquatic and Leisure Centres; • Community strengthening and planning; and • Economic Development

Information & Arts Unit The Information & Arts Unit includes responsibility for Cultural Events, Community Arts Grants, Monash Gallery of Art, Cultural Development, Public Art, Monash Federation Centre and Monash

Public Library Service. Monash Public Library Service provides library and information services to the Monash community through six libraries at Clayton, Glen Waverley, Mount Waverley, Oakleigh, Wheelers Hill, Mulgrave and via virtual access at www.monlib.vic.gov.au. The service also includes a Home Library Service and local history services at the Monash Federation Centre. The incumbent of this position is required to contribute to the achievement of the Council’s vision through effective teamwork with colleagues, including those in other Divisions, and in developing sound working relationships with a range of internal and external parties.

4. ACCOUNTABILITY AND EXTENT OF AUTHORITY

Accountability and extent of authority includes: • Accountable to the Coordinator, Library Operations for the efficient development and implementation of library and information services, operating independently within budgetary, strategic and policy parameters • Accountable to the Coordinator, Library Operations for the supervision of branch library staff and local interpretation of library services strategic and policy parameters • Accountable to the Coordinator, Systems & Resources for reporting on progress with Bibliographic Teams action plans and Library Strategy actions

5. JUDGEMENT AND DECISION MAKING

• This position requires the application of specialist knowledge based on practical experience and theoretical knowledge of public library services at a professional level. It requires sound judgement for liaison, negotiation and decision making with staff and the community including volunteers • The position requires diplomacy and an awareness of operating in a political environment • Provide leadership and support to branch library staff including supervision and performance management of library staff reporting to this position • Make informed decisions on a daily basis regarding the supervision of branch library staff, services and customer service • Contribute to policy development analysis thorough awareness of current and future library trends and issues • Where established practices are not in place, an innovative approach, based on professional knowledge and judgement is necessary

6. SPECIALIST KNOWLEDGE AND SKILLS

• Extensive knowledge of information technology relevant to library services • Well developed conceptual and analytical skills • Experience and proficiency in online and database services and resources • Understanding of the role of the public library as a community resource and its role in Local Government service provision • High level computer literacy & information literacy skills

9. QUALIFICATIONS AND EXPERIENCE

• Current tertiary qualification in Librarianship/Knowledge Management or Information Technology recognised by ALIA • Substantial experience in a public library environment is desirable • Demonstrated experience in the supervision of staff • Current Victorian driver's licence

11. OTHER RELEVANT INFORMATION

General conditions of employment at Monash Public Library Service • All positions are required to work at any service point within the library service • All positions include regular shiftwork, including evenings and weekends • Working conditions are governed by the Victorian Local Government Authorities Award and the Monash City Council Enterprise Agreement

PORTFOLIO RESPONSIBILITES TITLE: LEARNING TECHNOLOGIES LIBRARIAN 1. POSITION OVERVIEW The Learning Technologies Librarian is required to provide high quality library & information services to the community. This position will facilitate the integration of learning technologies into the delivery of the library’s services and add value to the library’s offerings through use of current and new technology. The position is responsible for leading the Library Web Development Team and ensuring the integration of new technologies in the Library Management System (LMS) and Content Management System (CMS). The position will be responsible for project managing content digitization projects and be a leader in championing eSmart principles in the whole of service delivery. They will work with other members of the Library Leadership Team to build library staff capacity in digital literacies. 2. POSITION OBJECTIVES • To work with Library Leadership Team, the Web Development Team, Bibliographic Teams, and

the Electronic Services Librarian to develop/implement and evaluate service delivery strategies relating to new learning technologies and social media

• To promote online resources including e-books and online databases to library staff and the Monash community

• To plan and implement technology related training to the public and staff • To project manage any digitization projects

3. KEY REPONSBILITY AREAS • Coordinate delivery of eLiteracy programs for the staff and the public e.g. Senior’s Internet
