PRIMARY PURPOSE OF THE POSITION To assist the Coordinator with construction and maintenance of Council’s infrastructure services including but not limited to the functions outlined in your area of responsibility, in accordance with agreed service levels, including working with other sections as required. Important components of this position include co-ordination of mid and short-term planning, development of works programs, Health and Safety system development and progression, and risk management. The Works Overseer is responsible for delivering services as per the Area of Responsibility, Functions and Measures outlined below:

POSITION DESCRIPTION

KEY ACCOUNTABILITIES AND RESPONSIBILITIES
LEADERSHIP AND RELATIONSHIPS Instruct and supervise staff and contractors work.
Assist in staff performance appraisals.
Work effectively in a team based environment.
Provide effective customer service.
Resolve customer conflict and negotiate desired outcomes.
Build relationships with key stakeholders, statutory authorities and community groups.
Attend local and regional professional network meetings, trainings and conferences.
OPERATIONAL AND TECHNICAL RESPONSIBILITIES
Assist with the maintenance and construction of infrastructure assets in accordance with agreed service
levels;
Where required undertake technical duties to allow the ongoing operations of the Works Program such as but not limited to:
- Construction site set out and levels;
- Construction project estimates;
- Monitoring project budgets;
- Completing private works estimates;
- Undertaking procurement activities;
- Implementing Project Specific Plans (PSP); and
- Preparing Traffic Control Plans.
Assist with day to day operations as outlined in your area of responsibility;
Receive, prioritise and action customer requests in accordance with Council procedures and standards.
WORK, HEALTH AND SAFETY (WHS) Responsibilities
Ensure compliance to the requirements of Council’s WHS Management System;
Ensure safety systems are implemented to address legislative compliance;
Ensure relevant risk assessments/controls are identified, developed and implemented;
Ensure adherence to developed Safe Work Method Statements (SWMS)/Risk Assessments (RA) and Safe
Operating Procedures (SOP’s);
Develop site/ project specific SWMS/RA where identified and required;
Ensure staff and contractors have completed relevant inductions (workgroup and site specific);
Ensure staff are provided with necessary instruction, training, information and supervision to enable works undertaken to be carried out safely;
Ensure relevant competencies and licenses are held by staff undertaking work;
Conduct necessary audits, workplace inspections and risk identification procedures;

Ensure non compliances are rectified and auctioned accordingly;
Ensure all hazards, near misses, incidents and injuries are reported as per Council requirements;
Advise immediate / relevant supervisor of any hazard or risk outside area of control or delegation;
Investigate all injuries and incidents within area of responsibility;
Remedial and corrective actions are implemented to prevent reoccurrence;
Ensure that relevant staff are consulted with regards to changes to premises, plant, equipment, work process that may impact on safety;
Ensure the provision of safe plant, equipment and Personal Protective Equipment (PPEC);
Ensure relevant sections of Council’s Contractor Management Procedure are adhered to;
Commitment to Council’s Injury Management and Recover at Work procedures;
Ensure that relevant staff are consulted with regards to changes to premises, plant, equipment, work process that may impact on safety;
Conduct Toolbox talks;
WHS performance review of direct reports;
Implement disciplinary actions for breaches in accordance with relevant Award.
WHS Authorities
Decide and act on any matter of Council WHS management within, area of responsibility and delegation.

FINANCE MANAGEMENT
Seek and submit quotations for project work in accordance with Council's Procurement Policy.
Monitor and report on the financial activities of the Team to Works Coordinator, including financial performance.
Ensure expenditure is within delegations and budgetary limitations of Team and all transactions follow transparent processes and Provide input to budget development for Team expenditure.
PEOPLE MANAGEMENT
Lead the staff by example by being visible, inspirational and by modelling and instilling the values of the organisation;
Lead the setting of goals, priorities, and missions and inspire staff to achieve it within the agreed timeframe;
Facilitate the investigation of grievances, and non-compliance of organisational values and expectations in partnership with HR;
Lead the provision of performance management where required and encourage positive culture of service and support through promoting the values of the organisation;
Lead the team culture through the provision of support, assistance, mentoring, and setting expectations;

Promote a strong customer focus and team culture that builds respect and support for each other throughout Council’s operations;
Lead staff appraisals, coaching employees and compliance with Council’s Code of Conduct.
Prepare team work plans and allocate duties to achieve priorities;
Plan and oversee all activities of the team to ensure service standards, objectives and priorities are met;
Where required review and sign all timesheets and ensure their accuracy for staff under your supervision;
Provide training and development opportunities for staff within budget.
Facilitate Team meetings.
Coordinate and participate in relief duties of other team members as required.
CUSTOMER SERVICE
Build relationships and partnerships with key stakeholders, statutory authorities and community groups;
Provide technical advice and information to Council, Council staff and the community on Council’s infrastructure planning process, goals and targets and achievements;
Ensure all Customer Service Requests within area of responsibility are responded to within Councils Customer Service Charter;
Utilise appropriate communication methods to market both service levels and performance internally and where appropriate externally;
Ensure all plans and reports required to be produced for and by Council are provided within identified timeframes and are of suitable quality, and attend Council and external meetings as required;
Prepare reports and statistical data on activities for the information of Council, community and relevant Government Departments including Grants Commission, asset valuations data and renewal.

Perform other tasks and duties as directed by the Supervisor which are within the limits of the employee's skill, competence and training;
Ensure self and team observe requirements of the WHS Legislation, relevant to the job and adhere to Federation Council Policies and Procedures regarding WHS;
Ensure self and Team observe appropriate Federation Council Policies and Procedures regarding day to day operations including Equal Opportunity, Dress Code, and Code of Conduct;
Promote and deliver Councils Corporate Values of Embracing Change, Quality Outcomes, Accountability, Collaboration and Customer Focus.
Undertake, attend and successfully complete all training requirements that have been identified by the organisation.

Operate machinery, small hand tools and minor plant items;

JOB REQUIREMENTS
ESSENTIAL
Qualifications and Experience
Certificate IV in Civil Construction Supervision or currently enrolled in and can complete within 12 month period or similar qualifications, plus experience in the field;
Mine Production Manager Certificate or ability to obtain within the 6 month probation period;
Current and valid Class C drivers licence;
New South Wales Construction Induction Certificate (White Card);
New South Wales Traffic Management Certification in Prepare a Work Zone Traffic Management Plan.
Specialist Knowledge and Skill
Demonstrated project management skills within an Infrastructure Maintenance works environment
including financial management, planning and delivery through to evaluation and monitoring;
Proven ability to schedule and implement work programs, including the management of resources,
across a range of activities;
Demonstrated knowledge of construction methods, techniques and materials and the practical
applications and limitations of plant and equipment used in civil construction;
Ability to read Engineering Construction and Traffic Control Plans and to set out works from plans and
survey information;
Excellent and practical knowledge of WHS requirements including the ability to proactively manage risk and WH&S requirements within area or responsibility.
Familiar with a range of software packages such as MS Excel, MS Word, Email systems, customer request systems, Internet searching and Records Management systems such as Content Manager.
Understanding of NSW local, state and federal government roles and responsibilities.

Proven ability to:
