CONCLUSIONS
Inclusion of the offences of child sexual abuse and child pornography in the list of crimes considered
very serious and the consequent change to the
legislation directly related to this classification.

Creation by every State of a national archive of processed
images, so as not to scatter resources when it comes to identifying
previously identified offenders and victims (main goal) and to
contribute effectively to charges being laid and assessment of the
penalty in several investigations, as well as to the Interpol Database

� International coordination in the areas of research, prevention, training, undercover agents, institutional representation and
international co-operation.

Speeding up the mechanisms which allow, in due time, police
forces to obtain the data identifying the crime scene, where it is
important to quickly gather other extremely volatile evidence.

Establishing a reasonable and unique time limit for retaining traffic data and allowing police authorities to gain direct access
to it in serious cases like the dissemination of images depicting child
sexual abuse, subject to later judicial validation.

Compulsory identification of users of prepaid data
communications and telecommunications services, cybercafé users
and users of other places providing Internet access.

Allowing police authorities to block sites containing images depicting child sexual abuse, subject to validation by the
competent judicial and prosecuting authority.

Breaching bank secrecy when crimes against children are at stake.�
Making it compulsory for ISPs to provide families with children
with the technical means necessary for their protection, as well as
to provide criminal investigation with all the means possible for
legally controlling the communication programmes they offer in
their networks.

Criminalisation of deliberate, repeated and persistent access to web pages containing images depicting child sexual
abuse and of viewing this type of content hosted online.
