DATA FOR ITAP APPLICATION PROJECT DESCRIPTION Replacement of Porter County Bridge #110 carrying County Road 600E over Crooked Creek to meet current INDOT and FHWA standards due to deteriorated condition of existing structure and load rating/posting of 16 Tons.

PURPOSE FOR THE PROJECT To replace this approximately 50-year-old bridge with a poor superstructure in order to achieve condition ratings of “7” or greater on all bridge elements. The need for this bridge replacement is due to the existing side-by side prestressed box beams that have spalls, seepage, cracks and exposed, rusting prestressing strands, with several that are broken already. Box beams in this state of disrepair rapidly deteriorate and expected life is not more than a few years at best. In addition, the substructure concrete abutments are also showing signs of age, with minor cracks, wearing of the concrete and rust holes in the steel sheet piling that was left in place around the abutments when they were originally constructed. Waterway adequacy of the bridge appears adequate, as the bridge spans the main channel of this creek, which is well defined and maintained in this rural farming area. The structural deficiencies will continue to worsen rapidly over the next few years and replacement in 2025 will become increasingly needed to ensure continued use without the need to lower the load limit even further on this bridge.

PLANNING SUPPORT Replacement of bridge #110 aligns with the bridge asset management plan of Porter County, NBIS SI&A recommendations, and INDOT bridge funding letter of October 8, 2019.

SAFETY CONSIDERATIONS Replacement of the structure will improve the condition of the bridge, which will ensure continued safe use for the travelling public and the new structure will include upgrades to current safety features such as bridge and approach railing, as well as superelevation rate of the roadway cross section, which is likely substandard at this time.

ECONOMIC DEVELOPMENT IMPACT For most bridges, even those in rural locations like Bridge #110, there is an economic benefit linked to maintaining them in good condition and assuring they provide efficient and safe routes of travel, even on rural local routes such as this bridge site. Residential, commercial, agricultural, school, and emergency vehicle traffic all gain economically by maintaining efficient routes and keeping bridges open.

OTHER CONSIDERATIONS Porter County is systematically rehabilitating and replacing bridges in a budget conscious manner. Each funding request is prioritized and submitted with thorough consideration of the entire bridge inventory and overall county infrastructure.

Porter County Bridge #110, a single-span, adjacent prestressed concrete box beam bridge, carries County Road 600E over Crooked Creek in east central Porter County, Indiana, just east of the City of Valparaiso. Originally built in 1971, the bridge is approximately 46.5’ long with a 23.7’ clear roadway across the structure. The structure is built square to a channel that is skewed about 20 degrees in relation to the bridge centerline, thus the bridge abutments do not align well with the channel flow. There is a bituminous wearing surface on top of the concrete box beams, without a waterproofing membrane, which has allowed water and road salts to infiltrate the beams causing advanced deterioration. Large spalls exist, with exposed and rusted prestressing strands. Several of the exposed strands are rusted through and are no longer acting as part of the beams support. These severed strands have caused the load rating on this structure to be reduced to 16 Tons. The bridge has side-mounted steel W-beam rail that is not to current design standards. The substructures consist of full depth concrete abutments that may be from the previous bridge at this site, as these abutments have steel sheeting driven around them with concrete pumped between the sheeting and the existing abutments, which may indicate these older abutments had scour issues prior to the reconstruction. The steel sheeting is severely rusted with numerous rust thru holes. The Superstructure is currently rated 4, Poor Condition.

At the project location, County Road 600 East has an estimated 2018 AADT of only 80 VPD, with no known truck traffic according to the latest NBIS report, except during planting and harvest seasons. However, this area will become increasingly utilized as it is located within a few miles of the growing city of Valparaiso.

No reinforced concrete bridge approach slabs are present. Approach pavement appears to be chip and seal, with extensive alligator cracking and minor potholes. Off the bridge, the approach shoulders are grass and in fair condition. There is a very short amount of approach guardrail with buried end sections off the ends of the bridge, with a very short run of curved w-beam rail at the northwest corner where a field entrance exists immediately off the end of the bridge. There is also a field entrance located approximately 75’ off the southeast corner of the bridge.

Current bridge condition ratings vary from Poor to Satisfactory per the May 2019 NBIS report. The following items have been identified:

1) Wearing Surface – 5 – Fair – 2” bituminous chip and seal with transverse and longitudinal cracks at the beam lines and ends 2) Superstructure – 4 – Poor– 21” Side-by-Side Prestressed Concrete Box Beams – Beam spalled, Cracked, w/ exposed and rusted thru

prestressing strands in several locations 3) Substructure – 6 – Satisfactory – Concrete Abutments - minor cracks and a few spalls; Steel sheet piling around the concrete toewall

has rust thru holes and undermining of the concrete toewall that was installed at some point to protect the concrete abutments 4) Channel – Abutments skewed about 20 degrees to the flow centerline; the channel is reported as having a sand and gravel bottom 5) Approach Roadway Alignment – Alignment is good for 35 mph design/posted speed limit, structure is in a horizontal curve with fairly

level vertical alignment; Approach pavement is in poor condition

PROPOSED SCOPE NARRATIVE

The proposed replacement (3R) includes removal of the existing bridge structure and construction of the new replacement bridge. The existing horizontal alignment is anticipated to stay the same, as the horizontal curve meets design standards for a 35-mph design speed, which the posted speed limit on CR 600 E. The existing curve radius is approximately 575’, which is above the 553’ minimum radius required for a 35 mph horizontal curve at superelevation rate (e) equal to 6.8%, per the Indiana Design Manual Figure 43-3A(3), Minimum Radius for Design Superelevation Rate emax = 8.0%. It is noted the horizontal curve north of the project location does not satisfy the minimum radius or superelevation rate requirements presented in the IDM. The need for design exceptions for superelevation rate transitions is anticipated. The proposed structure is estimated herein to consist of an approximate 80’ single-span bridge. This is an estimate based on the existing structure length extended with 2:1 spill-thru slopes at each end. This configuration allows for A bank-to-bank span of the proposed bridge with spill-thru slopes, skewed 20 degrees left to align with the channel. This bridge opening will be refined and finalized as part of the hydraulic analysis and preliminary design, once funding is determined and the design process commences. The estimated bridge length will require a grade raise to accommodate the new span length. The existing bridge has a structure depth of approximately 2’, while the proposed structure will have an approximate structure depth of 4’ to accommodate 36” prestressed concrete bulb-tee beams, an 8” composite concrete deck, and the new superelevation rate. Per available hydraulic data, the existing structure appears to have approximately 0.6’ of freeboard above the 100-year flood event. In order to increase the freeboard to at least 1’ of freeboard, while accommodating the structure depth increase, an approximate 2.5’ grade raise will be required at the bridge. This grade raise will mandate approach reconstruction for approximately 400’ in each direction from the bridge. The proposed typical roadway section will consist of two 10’-0” travel lanes with 4’-0” shoulders, thus providing a nominal bridge cross section minimum clear roadway width of 28’-0”. A clear roadway width of 24’ would meet the minimum Level One Criteria for a 35-mph rural local road, as defined in IDM Fig. 55-3D (Geometric Design Criteria for Rural Local Roads). However, due to the rural nature of this bridge site, it is recommended that a minimum roadway width of 28’ be utilized to allow additional clearance for wide farming equipment. Full closure with a detour during construction is recommended, with a limited road closure window of only 90-120 days. Full closure will help keep costs to a minimum, improve the safety of the construction zone and allow for the shortest possible project duration. The detour route proposed would include CR 200 N, west to CR 450 E north to State Road 2, then east on CR 400 N, adding approximately 2.6 miles to a thru trip. The preliminary engineering estimated herein would include approximately 1,100 lineal feet of survey coverage, consisting of the bridge area and 500’ north and south along the roadway. A route survey plat will be necessary due to needed right-of-way to complete the project. A geotechnical study will also be necessary to design the bridge foundations, approach embankments and pavement section, in accordance with INDOT requirements. Coordination with all overhead and underground utilities will be required to determine if they are in conflict with the proposed design, as more fully described in the Utilities section of this report. It is anticipated that the overhead electric and cable lines, along with the buried cable lines throughout the project length will require relocation to accommodate the proposed work.

ENVIRONMENTAL CONSIDERATIONS

Environmental Document Category

CE-2 The project limits dictate that a Categorical Exclusion Level 2 document will be required, due to the acquisition of more than 0.5 acres of right-of-way.

Section 106 MPPA-Category A Porter County Bridge #110 was built in 1971. The structure is not eligible to be listed on the National Registry. There were no historical properties located within 1 mile of the project area per the SHAARD map. The Minor Projects Programmatic Agreement-Section A should apply to this project due to the no affect to historical features.

Stream Impacts <300 LFT Stream impacts to Crooked Creek are anticipated to be less than 300’; therefore, no stream mitigation is anticipated. Crooked Creek is listed by IDEM as a 303 (d) impaired waterway for an impaired biotic community including PCB contamination found on fish tissue. No work within the waterway is anticipated, besides riprap placed on the spill through slopes.

Wetlands Impacts N/A Wetlands are not listed in the area according to the National Wetlands Inventory. Additionally, there were no wetland characteristics observed during the site visit conducted October 2019.

Section 7 No Effect According to the Indiana Natural Heritage Database no ETR species have been located within 0.5 miles of the project site. Section 7 consultation with USFWS will be completed during the completion of the Environmental Document and waterway permitting.

IDEM 401 RGP Required Crooked Creek is designated as a Waters of the United States. Consultation of Section 401 Water Quality Certification with the Indiana Department of Environmental Management will be required for any impacts below the Ordinary High-Water Mark (OHWM) of a Waters of the US.

USACE 404 RGP No. 1 Permit

Required Crooked Creek is designated as a Waters of the United States. Consultation of Section 404 of the Clean Water Act with the United States Army Corps of Engineers will be required for any impacts below the Ordinary High-Water Mark of a Waters of the US. The USACE will be the final ruling of the jurisdictional Waters of the US and any mitigation requirements to impacts to Waters of the US.

IDEM Rule 5 Permit Not Required The proposed project likely results in less than 1 acre of soil disturbance.

FAA Permit Required The FAA Notice Criteria Tool indicates the project does exceed the notice criteria per CFR Title 14 Part 77.9, therefore FAA permitting will be required.

IDNR CIF Permit Not Required Crooked Creek has a drainage area of 21.4 sq. miles at the project location per the USGS Stream Stats Report. The project is considered rural by the IDNR definition. Since the drainage area is less than 50 sq. miles, this rural setting that is more than 2 miles outside of the Valparaiso city limits will not require a Construction in a Floodway (CIF) permit with IDNR.

relocate, or full relocation. Kankakee valley is eligible for reimbursement, therefore minimizing costly impacts should be evaluated
