Glossary & Definitions Multi Facility Port: Greater Port area operating under the auspices of a Combined Port Security Plan, containing a

number of individual port facilities. Each facility will be operating under a Combined Port Security Plan satisfying

Regulation (EC) No 725/2004 (ISPS) and Directive 2005/65/EC of the European Parliament

Single Facility Port: A single port operating under the auspices of a Combined Port Security plan satisfying Regulation

(EC) 725/2004 (ISPS) and Directive 2005/65/EC of the European Parliament.

Article 2.4 Port: Where the boundaries of a port facility within the meaning of Regulation (EC) No 725/2004 have

been defined by a Member State as effectively covering the port, the relevant provisions of Regulation (EC) No

725/2004 shall take precedence over those of this Directive.

Port Communications Co-Coordinator: Individual for responsibility for dealing with external media enquiries on

behalf of the port

Over Arching Port Security Document: A document developed for Multi Facility Ports, to supplement the individual

Facility Security plans, in line with the requirements of EU Directive 2005/65. It ensures an early and appropriate

overarching response within a port area, to a ship or port security incident involving one or more individual port

facilities.

Port Security Plan: Encompassing the Port Facility Security Plan pursuant to Regulation (EC) No 725/2004 (ISPS) and

the Port Security Plan pursuant to the European Communities (Port Security) Regulations 2007 (Directive

2005/65/EC of the European Parliament), and based on an approved Port Security Assessment.

Port Security Assessment: A port security assessment shall be carried out taking into account as a minimum the

detailed requirements laid down in Annex I of Directive 2005/65/EC & Regulation 725/2004. Port security

assessments may be carried out by a recognised security organisation. Port security assessments shall be approved

by the member state concerned.

Port: any specified area of land and water with boundaries defined by the Member State in which the port is

situated, containing works and equipment designed to facilitate commercial maritime transport operations.

Port Boundary: the security boundary around a port to include not just the entire operational and legal boundary

of the port, but also any adjacent buildings, infrastructure or operations which might have a negative impact on port

operation, should a security incident occur involving such buildings, operations or infrastructure.

Ship/Port interface: interactions that occur when a ship is directly and immediately affected by actions involving the

movement of persons or goods or the provision of port services to or from a ship.

Port Facility: location where the ship/port interface takes place. This includes areas such as anchorages, waiting

berths and approaches from seaward.

Port Security Authority: Member States shall designate a Port Security Authority for each port. A Port Security

Authority may be designated for more than one port.

Port Security Officer (PSO): A Port Security Officer shall be approved by the Member State as per Directive 2005/65

EC. Each port, where practical, shall have a different Port Security Officer, but may, if appropriate, share a Port

Security Officer.

Port Facility Security Officer (PFSO): the person designated as responsible for the development, implementation,

revision and maintenance of the port facility security plan and for liaison with the ship security officers and company

security officers as per Regulation 725/2004.

Security Level 1: the level for minimum appropriate protective security measures shall be maintained at all times

Security Level 2: the level for which appropriate additional protective security measures shall be maintained for a

period of time as a result of a heightened risk of a security incident

Security Level 3: the level for which further specific protective security measures shall be maintained for a limited

period of time when a security incident is probable or imminent, although it may not be possible to identify the

specific target.

1.1 Objectives

To ensure an early and appropriate overarching response within a multi facility port overall, to a ship or port

security incident involving one or more individual port facilities.

To minimize the possible cluster effects of security incidents occurring in one or more port facilities on the

port overall.

To provide the Port Security Officer with an effective structure which will enable him to respond rapidly and

efficiently to any security incident in order to prevent injury to personnel, damage to property or the

environment.

To ensure all appropriate and relevant resources are identified in advance and made available as quickly as

possible during a security incident within the Port.

To enable the PSO to coordinate the response activities with those of the Principle Emergency Services in the

area.

To enable the PFSO of each port facility to share assets and resources from other facilities in responding to

waterside security incidents

1.2 Scope

The Over Arching Document outlines the general guidelines and actions to be taken by the Port Security

Officer (PSO) in the event of a security incident occurring either in the Port or on board a ship within a multi

facility port area.

The greater Port area may comprise a number of port facilities each of which is responsible for producing a

Port Facility Security Assessment & a Port Facility Security Plan. The port authority will also arrange for a port

security assessment to be carried out which will inform the creation of the Port Security Plan including the

Over- Arching Document for a multi facility port.

The Document is intended for guidance purposes only and may be adapted depending on the circumstances

of a particular security incident. The actions to be taken in any given incident will be decided by the PSO.

The Over Arching Document will be activated either on the instructions of the Irish Maritime Administration

(IMA), DTTAS, the Garda Siochana or arising out of a security incident in a port, in a port facility or on board a

ship.

The Over Arching Document will provide the PSO with a quick reference guide to assets and emergency

plans when dealing with a maritime security incident

The Overarching Port Security Document is designed to identify associated individual facilities, internal

and external contacts, assess the possible cluster effects of security incidents occurring in one or more port

facilities within the port overall, and identify waterside security assets and measures available.
