Laskey-Clifton of Reedsport is the general contractor on this job with SHN Engineering of Coos Bay providing engineering services all under the auspices of Oregon State Parks and Recreation Department.

The buried part of the lake outlet or culvert when completed will be 300 feet long. It is being constructed in three segments of 100 feet each. The third segment is being worked on this week with placement of the culvert pieces also known as utility vaults or box culverts. Letter to the Editor,It seems timely following our Indepen-dence Day celebration to ask the question whether Port Orford wants to be under the yoke of a few real estate companies and out of town developers, or whether we want some basic planning rules regarding the Battle Rock area.

The law, as presently written, would per-mit a developer to put in a “tire retreading or vulcanizing shop” or …”a wholesale trucking and storage establishment”, all in the Battle Rock area which is currently zoned “commercial zone 4-C”.

In the summer of 2005, the City, in response to a proposal from the Oregon state Department of Land Conservation and Development (DLCD), advertised for a “planning consultant to provide technical assistance to amend the city’s comprehensive plan and to create a refine-ment plan for a special area within the city”. Following this, the City Council unanimously passed Resolution 2006-05 which accepted the intergovernmental agreement with DLCD to expend the grant monies allotted for this project.

This agreement was signed by Mayor Jim Auborn on August 15, 2005.

On October 20, 2005, Shoji Consultants’ proposal for consultations on the Battle Rock area was accepted by the City, and the work on Phase I began. The project was entitled, “Community Goal setting for a Special Area in the Southern Part of the City with Recommendations and Options for Land Use Amendments.” On June 30, 2006, the report was submitted to the City.

During Phase II of the project, timelines were established which called for more public discussion, Planning Commission meetings and for City Council review and decisions in June and July, 2007, regard-ing proposed amendments to our zoning laws for this area.

These zoning changes would first create a new zone around Battle Rock Park which is intended to enhance the economic and aesthetic value of the area by identifying its unique features with planning that can systematically organize the development that does occur in the future.

These amendments would not affect

buildings that are now in existence. The provisions of Measure 37 protect the property rights of the present owners, and all of their heirs.

Don’t be misled by rumors and inaccu-racies. There is no provision regarding the color of paint you want to use on your building. There are no restrictions on murals on the side of your building. None of these ordinances apply to exist-ing buildings. These are only guidelines allowing your city planning department to review new construction.

Remember the disastrous “project” on California Street, in the Hamlet. This is an experience that our city cannot afford to repeat. It happened because there were no definitive rules for the Planning Commission to apply to an out of town developer. Remember this incident and support your City Council’s efforts to sponsor smart growth.

Ryan BaileyAt 5:00 PM on July 3, a beloved teacher, Ryan Bailey, was pronounced dead at Or-egon Health Sciences Center in Portland, Oregon. Ryan taught English/Language Arts at Driftwood School. Although police are still investigating, according to family members, he died as a result of an accidental gunshot wound. Ryan’s step father, Don Turner, said that Ryan had been showing a new gun, that he had just purchased, to a friend. According to Mr. Turner, Ryan had been careful to unload the gun first, yet somehow the gun accidentally “went off.”

Superintendent Ruby Price moved quickly to put out a call for “helping profession-als” in the community to join with the school district crisis care team to antici-pate the needs of the Driftwood students and larger school community. A team of school psychologists, counselors, helping professionals, teachers and support staff members have been available at Drift-

wood School to speak and counsel with students, parents, school district staff and community members. These resources were in place 10:00am-1:00pm Friday, July 6 and continuing Monday through Wednesday, July 9 - 11.

Markers, paper, and other writing imple-ments were available for students to write letters, remembering Mr. Bailey. Letters were being posted on a memory board in the front foyer of Driftwood as well as being sent to the family. Jessica Good-ell wrote, “Mr. Bailey was my favorite teacher. Almost everyone’s. He changed a lot of lives. He may not be with us in real life, but he will always be in our hearts. His sense of humor was awesome. He was so funny, but never tried to hurt anyone. He was the coolest. Everyone loved him.” A card from Jasmyn Wenner said, “Mr. Bailey is the coolest teacher ever! We will all miss you. You made class so fun. I will miss you a lot.” And Paula Fink said volumes with her “We miss you, Mr. Bailey.”

Teacher Kim Nye was on hand to meet with students on Monday morning. In her words, “Ryan Bailey was a fun and car-ing teacher. The students really enjoyed his sense of humor in the classroom and

we teachers enjoyed his humor in the teacher’s lounge. I worked everyday in the classroom next to Ryan. I saw him watching and caring for the students in his doorway whenever they were switching classes. “Arivderci” was his dismissal to the students each class. Ryan was a supportive teacher to work with, always allowing me to change his schedule to accommodate my field trips. He was a thoughtful man; he helped me adjust as a new teacher to Driftwood school and he very much helped his students adjust to life in middle school. The students have said so many nice things about Mr. Bailey; I fill my mind with those sweet thoughts.”

Driftwood staff member Bonita Stout spent much time reaching out to students who were in Mr. Bailey’s classroom, mak-ing sure that every student knew that she was available to talk, checking in on them by phone and/or in person.

The family of Ryan Bailey will be hold-ing memorial services in Forest Grove, Oregon and in Colorado, where Ryan lived for many years. A celebration of Mr. Bailey’s life and the planting of a memorial tree at Driftwood School will be held in September.

Baling Winter HayBy Brice Wagner

On July 5 the Marsh Ranch on Elk River is curing, windrowing and baling their winter hay. Joe Marsh is baling hay with his White 90 HP tractor mated to a John Deere bailer. Joe has had good luck with his John Deere baler this year running smoothly. Hay harvest is just starting on the Marsh Ranch as Joe had chose not to gamble on the weather forecasts lately, and missed getting his first hay crop rained on. Previously, we had over one inch of rain. Local hay is still salvageable after being rained on but it drops the protein/feed value of local clover and grass hay. Marsh’s cattle require thousands of bales per year through winter. Their first calves arrive from late December, January and on. Cattle are fed daily to supplement the

slow growing season of winter pastures. The supplement of the majority of local ranches is home grown hay. Some live-stock operations also choose to put up no hay and practice rotational grazing which is another different type of cattle operation.

Local “home grown” hay requires ma-chinery, and much time spent on both maintenance and harvesting with each operation’s equipment. Local hay harvest equipment consists of generally two trac-tors, a mower or windrower (trucks, or pickups pulling gooseneck flatbed trail-ers, hay conveyors, and much manpower for the normal 55-65 pound grass bales. Marsh’s found a good used tractor in Coos County and now have a baler tractor as well as a rake tractor. Jean Marsh who also is Driftwood Elementary School’s

librarian was anxious to try her new to her “rake tractor” as she enjoys running farm equipment. The north wind was blowing fairly hard but their tedder/rake handled the crop perfectly as they laid out the windrows north/south so the wind didn’t get a chance to “roll” the hay as it can when windrows are laid sideways to the north wind.

Editor’s Note: Brice Wagner is a retired dairy farmer. When he retired it left only one dairy farm in Curry County – The Guerin Ranch in Langlois. Brice also was on the Port Orford Volunteer Fire Department for over 20 years and served on the Rural Fire Board for ten years and enjoys traveling the back roads of Curry County.

There was a great turnout of support for the Port Orford Skate Park Addition fundraiser on July 4. There were a lot of our local skateboarders skating the bowl along with a lot of out of towners who showed up to skate also; some from Portland, Eugene, the Willamette Valley area, Arcata, California and even a couple from Las Vegas, Nevada. Some came just to skate; others were staying in the area for a few days. It was a great mix of talented skaters of all ages. The PO Skate Park committee sold three differ-ent styles of t-shirts including last year’s “American’s First Cradle, this year’s “It’s a Family Affair” and a new one “Happy Drops In”. All seemed to be a big hit and there are still some available. They also had cotton candy which went pretty well as did the tickets for the “Quarter Pipe”. The drawing for the “Quarter Pipe” was held at 3:30pm with our local youngest skater Happy drawing the winning ticket for them. The winner was Jack Pruitt of Port Orford who immediately insisted on drawing another name. That winning ticket belonged to Carol Malley of Port Orford. She is the winner of the “Quarter

Garden Club Potluck Meeting

Every wonder what it’s like to be a member of Sunset Garden Club? Find out at our July 13th outdoor pot-luck meeting. It will be a great orientation for new and potential members. We’ll gather at the Day Use Area of Humbug Mountain State Park, at 11:45. Bring food to share. A grill will be available, and we’ll provide plates and utensils. If you want to carpool, come to the Port Orford Senior Center at 11:30. The Day Use Area is off of Hwy101 on the right, 6.45 miles south of Battle Rock Park, after passing through the curvy part of the canyon.

We will be getting better acquainted with each other and planning the next year’s activities. Old members, this is a great chance to bring a gardening friend as a guest. Everyone, whether old, young, male, female, experienced gardener or complete beginner is welcome, so come and enjoy the beautiful setting with us, on Friday, July 13th.

Pipe”!! Shortly after that a skater named Scott Lambright came up and offered the PO Skate Park committee a Numchuck long board deck to raffle off. Even though the crowd had thinned out it was decided to go for it right then. Scott even bought a $5 ticket to start things off. In the space of about 30 minutes tickets were sold and Andrew Houck drew the ticket for it…the winner was Scott Lambright who then turned around and gave it away to Valerie Reed of Arcata.

The PO Skate Park committee can not say Thank You enough to all of the skat-ers, our community, out of towners and supporters who showed such generosity over the Jubilee weekend and on July 4. They have a ways to go to meet their goal but this gave them a much needed boost. Thank You! Her interest in Scot-tish piano began in 1993 at the Valley of the Moon Scottish fiddling school where she became a student of the Cape Breton pianist, Barbara MacDonald Magone.

Mildred Hill Concerts is a program of Zion Lutheran Church in memory of Mildred Hill, who was the soul of music in the church for well over 30 years. Endowment funding and guidelines for the series is provided by the families of Mildred Hill. Sacred, secular and classical concerts, workshops, and outreach to youth are some of the goals of the program.

Mini Golf TournamentOn Tues. July 3, the Friends of Buffington Dunes sponsored the first Mini Golf Tournament at Buffington Park Mini Golf Course.

25 participants vied prizes (donated for the event by Linda Nelson and Wendy Thomas). 1st place Golf Bank was awarded to Clifford Dow with 21 strokes, and 2nd place of a tub-o-tees went to Robert Burgess with a close 22 strokes.

Although the mini golf course events were not completed yet, the crowd still had a fun family afternoon. Next years tournament will be more organized and with more events and prizes…See ya all next year.

Port Orford StabbingAt approximately 5:00am, Thursday, July 5, the Sheriff’s Office 911 Dispatch Center received a call from Wilson L. Thompson, age 28, reporting that he had been stabbed. Port Orford Police and Port Orford Ambu-lance responded to the location at 42570 Port Orford Loop Road. Thompson was transported to Curry General Hospital due to stab wounds in the neck and shoulder area and cuts on hands.

A Captain and Sergeant from the Sheriff’s Office were called out and responded to Port Orford to investigate the incident that had occurred outside the Port Orford city limits. A Sheriff’s Deputy was called out to respond to Curry General Hospital to interview the victim. Sheriff Allen Boice also responded to the hospital to assist in the investigation.

Shortly after Sheriff’s Sergeant Ted Longton contacted Port Orford Police Chief Mark Creighton, a Christopher S.

Leonard, age 19, of Bristol, Tennessee, approached the officers on West 18th Street in Port Orford. Leonard was bleed-ing from several cuts and was talking about a stabbing incident. Port Orford Ambulance personnel responded to the scene and transported Leonard to Curry General Hospital.

Deputies obtained consent to search the crime scene on Port Orford Loop Road residence of Thompson, and a motel room at the Shoreline Motel in Port Orford where Leonard had been staying. Leonard previously lived in Port Orford and had returned to the area about June 30. Several items of evidence were seized from both locations, including a knife located in the motel room.

Christopher Leonard was arrested and lodged at the Curry County Jail on several charges including Attempted Murder, As-sault 1, Burglary 1 and Criminal Mischief. The Curry County District Attorney’s will handle the prosecution of this case.

06-27 Police responded to a residence on a complaint of burning illegal substances in a burn barrel. The officer checked the burn barrel and found melted plastic. The resident’s burn permit was revoked and they were issued a citation under city ordinance for illegal burning of trash.

06-27 Police stopped a vehicle for a minor traffic violation and arrested the subject for Driving Under the Influence.

06-28 Police were given some found property, and the owner was located and their property was returned.

06-28 Police received a report of a rock thrown through the windshield of a parked vehicle at Port Orford Garage. Police are viewing the video tapes. If anyone saw anyone suspicious in that area please contact the police at 332-9013.

06-28 Police took a report of a break-in at the equipment shed at the city baseball field.

06-28 Police participated in the crosswalk enforcement program at the intersection of

Ninth and Oregon Street but due to heavy rain the program only lasted for about 1 hour. During the enforcement event 15 vehicles were stopped for violating the pedestrian rules. Thirteen warnings were given, two citations were issued and one person was cited for Possession of Con-trolled Substance. The next enforcement operation will be on July 12 at noon.

06-29 Police responded to Ninth Street on a report of a male subject with a gunshot wound. Port Orford Police and Ambu-lance responded, and the male subject was taken to Curry General Hospital in critical condition and later transported to OHSU where he later died of the injuries.

06-29 Police issued two warnings to persons getting involved in the above shooting incident. Interfering with a police investigation can result in arrest and a charge of a Class A misdemeanor. We have had similar instances of persons interfer-ing with Police, Fire and Ambulance calls. Emergency persons are trained to do their work, and any interference can greatly hinder them. If you are told to leave the area just leave and let us do our work. If you are a witness please stand away and contact police after everything settles down. If not you might be explaining to

a Circuit Court Judge why you interfered, and why you shouldn’t spend a year in the county jail.

06-29 Police stopped a vehicle for a minor traffic violation. The driver had a suspended driver’s license, and was cited for the violation. Additionally the vehicles owner was cited for permitting unlawful operation of a motor vehicle and the vehicle was impounded pursuant to city ordinance.

06-30 Police participated in the flag burning detail held at Buffington Park, and retired two American flags during the ceremony.

07-03 Police received a report of subjects recklessly driving on the Battle Rock Beach. They were contacted and given a warning. Remember it is lawful to have a motor vehicle on the beach but the speed limit is only 20 mph and all other rules apply. The Beaches are considered to be Highway 1.

07-03 Police responded to a complaint of loud music in the area of Ninth Street. Upon arrival the music had died down.

07-03 Police responded to a residence with an unwanted subject. The male subject was visiting from Washington, and had no vehicle. He began to cause problems at the residence. Police arrived and the home owner reluctantly agreed to transport the male subject to the bus station in Coos Bay so he could go back to Washington, on a condition that he stop talking, and arguing. Of course the intoxicated subject began to argue again and was trespassed

from the residence, and advised that Fifty miles was going to be a long walk.

07-04 Police were dispatched to a fight in progress at the Port Orford Inn. Police arrived and took a report. The suspect who forced his way into a room had already fled the area. Police are looking for him, and will soon find him.

07-04 Police were dispatched to a mo-tor vehicle accident across from Circle K Market. There were no injuries and minor damage.

07-04 Police were dispatched to a fight in progress on Geer Circle. The fight had broken up and the suspect had already left. Police checked the area and located the suspect on 18th Street. A report was taken pending review by the Curry County Dis-trict Attorney for violating court probation for making contact with the resident. He was additionally citied for Possession of Controlled Substance.

07-04 Police were checking the area of Battle Rock trying to locate a subject who was firing illegal fireworks over a building and over fire department personnel setting up fireworks. Police were standing in the area waiting for the person to fire off another illegal and dangerous firework. A male subject quickly ducked in back of the building, looked around, smiled, and then placed his beer can on the ground. As the male subject began to urinate, the three police officers illuminated him with a flashlight and told him to freeze. Un-able to freeze, the male subject composed himself, and was given some remedial training on how to use a restroom, and not drink in a state park.

07-05 Police responded to a report of a male subject being stabbed on Port Orford Loop Road. Two Port Orford Officers initially responded because the address given was inside the city. It was determined that the wrong address was given and police soon located the victims trailer in the county. The victim was transported to Curry General Hospital by Ambulance personnel for several knife wounds. Port Orford Police secured the scene, and checked the area for a suspect. Curry County Sheriff’s Office responded and a Port Orford Police officer and Curry County Sheriff’s Deputy located a suspect near 18th Street. The suspect was transported by Ambulance to Curry General Hospital for injuries, and the Sheriff’s personnel continued with their investigation.

Driver Safety ClassAn AARP Driver Safety class (55 Alive) is scheduled for Monday and Tuesday, July 23rd and 24th, at the Port Orford Senior Center from 9:30 a.m. to 1:30 p.m. each day under the auspices of Southwestern Oregon Community College and spon-sored by the Port Orford Senior Center.

All attendees 55 or older who complete the Driver Safety Class are certified to receive a reduction in auto insurance from their insurance agent per Oregon state law. Drivers who have previously taken the class and received auto insur-ance discounts are urged to renew their eligibility for reduced auto insurance rates by taking the class every three years if 69 years old or under and every two years if 70 or older.

Driver Safety class reviews how to com-pensate for age-related changes thereby reducing traffic violations, crashes and chances for injury - in addition to dis-cussing updated Oregon traffic laws. Membership in AARP is not required for class attendance; the class is now open to all ages.

Pre-registration is required and can be made by calling SOCC at 247-2741 or Erna Barnett (332-0639). Registration is at 9:15 a.m. preceding the first day of class on July 23rd. Cost of tuition is $10 with checks made out to AARP (or cash) and includes a workbook and other materials. (Class starts promptly at 9:30 a.m.).

Paws to ReadSome very special dogs and their trainers are returning to the Langlois Library on July 20 to read with kids. Paws to Read, an affiliate of Bandon’s Assistance Dog Network, has trained volunteer dog and handler teams to encourage literacy by allowing young readers to read aloud to book-loving canines. (The trainer reads to pre-reading kids.) Children of all ages may participate, provided that the child can sit for 15-20 minutes of story time. Be sure to join us at the Langlois Library

Port Orford Weather StatisticsThe City of Port Orford Public Works Department has provided the weather statistics for June. 2.34 inches of rain fell this month with the largest amount on June 29 at .83 of an inch. The high temperature for the month was 67 degrees on June 16 and the low temperature was 44 degrees on June 12. The average high temperature was 61 degrees and the average low was 49 degrees.

Theater 101 Open HouseTheater 101 held an open house on July 4 to show off their new theater located at 1320 Highway 101 in Port Orford. They are located inside the Seaside Plaza build-ing. The grand opening for the theater will be on October 12 when they present Blithe Spirit by Noel Coward. The theater will have 85 seats and present a variety of plays and other live entertainment.
