GENERAL EMERGENCY PROCEDURE
Tenants, Port Users and Contractors who become aware of an incident within the port estate must:
1. Immediately contact the Emergency Services (999) 2. Then inform Orwell Navigation Services (ONS)……01473 211066 3. If ONS not available Port Security (Out of Hours……01473 230935) 4. Port security at C/Quay Gatehouse Mobile 079684 72599
ONS Duty Operator or Port Security will on notification of an incident commence a log of events and establish if the caller has contacted the emerg ency services. If such a call have not been made the duty operator will:
1. Immediately contact the Emergency Services (999) 2. Inform Port Security 3. Inform Harbour Master and Port Manager/Assistant Port Manager
First Manager on site will be the Site Incident Officer (SIO) until formally relieved by the Assistant Port Manager or in his absence the Operations Manager or Harbour Master or Assistant Harbour Master.
Site Incident Officer Duties:
Assess scale of incident and decide whether an emergency exists or is likely.
Confirm Emergency Services and ONS have been called
Ensure a roll call is carried out and all staff are accounted for
Attend Emergency Services Forward Control Point
Assess required scale of ABP’s response
Directs available resources
Nominate representatives to attend the appropriate Command and Control Centres
If appropriate set up a Co-ordination Centre with ABP’s Support Incident Co-ordinator (SIC)
Support Incident Co-ordinator Duties
Be responsible for and man the Co-ordination centre (ONS, West Bank House, Cliff Quay Operations Office or Old Custom House)
Keep a log of all events
Inform Senior Managers and Heads of Departments
Inform Corporate Communications Head Office Phone No 02074067825
Inform Port Users as appropriate
Exercise direct operational control of areas not affected
Receive weather information
Arrange for relief of site personnel, catering etc.
Ensure evidence is preserved and site re-habilitated

ABP HEALTH & SAFETY POLICY
Statement of Intent
1. ABP recognises its responsibility to its employees and will do all that is reasonably practicable to ensure their health, safety and welfare at work.
2. ABP will, so far as as is reasonably practicable, ensure that health and safety of other persons are not put at risk by its undertaking.
3. Directors and Managers of ABP give matters of Health and Safety equal importance to those of economy and productivity. Improvement in health and safety performance year after years are one of ABP’s business objectives.
4. The Directors and Managers of ABP believe that injuries and ill health suffered at work can be prevented through effective management control and action
5. ABP will provide health and safety information, instruction and training to its employees at all levels.
6. The Directors and Managers of ABP will monitor the implementation of this policy and the health and safety performance of the company.
7. ABP will provide competent resource in the field of health and safety to provide guidance to Directors and Managers.
8. ABP seeks co-operation from all employees in matters of health and safety at work. We are all directly responsible for health and safety at work.
9. ABP, through its health and safety programmes, will promote individual job health and safety awareness amongst its employees.

1.3
ENVIRONMENTAL STATEMENT
“It is the policy of ABP Port of Ipswich to conduct its business and perform its operations within the framework of sound environmen tal practices in order to improve the environment in all its aspects”
Emergencies give rise to abnormal environmental effects that would not occur under normal circumstances. For example, emission to the atmosphere of noxious substances during a fire, high risk of oil pollution in the dock and river following collisions or groundings of vessels, the risk of pollution through drains , sewers and interceptors during flooding.
This book covers all emergencies that may be considered likely within our territory and adjacent sites. The procedures in many cases overlap or compliment the procedures of other bodies, authorities and emergency services. It gives names and phone numbers, where stocks of emergency items are held and who to contact for any particular emergency.
The Environmental aspect is also covered and highlights those areas where the environmental elements should be considered. It does not indicate where in the list of priorities this consideration should be given. That can only be decided by the “man on the spot” coupled with the events as they occur.
In the aftermath of any emergency there is the cleaning up and disposal of contaminated materials. In the case of hazardous materials we must follow the advice of the authorities or manufacturer, in others we must comply with the Environmental Protection Act “Duty of Care” and ensure proper disposal.
Our normal work procedures ensure that risks are kept low and chances of emergencies occurring are therefore minimised.
This book contains procedures to be followed in the event of an emergency and is regularly monitored and updated.

3.6 Evacuation procedures
3.1 CODE OF PRACTICE FOR ORWELL NAVIGATION SERVICE OPER ATORS IN AN EMERGENCY
3.1.1 Duty Operator will, on receipt of information of an emergency, carry out instructions as laid down in the relevant section of the Ports Emergency Procedures and record details of times etc.
3.1.2 Duty Operator will log all instructions as and when received and carried out from Site Incident Officer. (See sections 3.3 & 3.4)
3.1.3 If Duty Operator needs assistance to cover 3.1.2 above he can call upon any adjacent available ABP Port of Ipswich personnel.
3.1.4 Duty Operator will note that the Site Incident Officer, once installed, (see section 3.3) is then in charge of incident operations as far as the Duty Operator is concerned.
3.2 CODE OF PRACTICE FOR MANAGERS IN AN EMERGENCY
3.2.1 First Manager (Duty Officer) on site of Emergency will be the Site Incident Officer and continue in the post until formally relieved by another ABP Port of Ipswich Officer (see section 3.3). If the seriousness of the Emergency demands he will appoint a Support Incident Co-ordinator (see section 3.4).
3.2.2 The Site Incident Officer (SIO) (See section 3.3) shall be the Senior Officer and be sited close to the incident, liaising with the Services. (The Police will normally be the overall co-ordinators .) He shall also liaise with the Support Incident Co-ordinator ensuring that all relevant information is passed.
3.2.3. The Support Incident Co-ordinator (SIC) shall be the Officer in control of the co-ordination centre. (See section 3.4). The Incident Control Centre shall be set up in either the Orwell Navigation Service Offices, West Bank Terminal Office, Cliff Quay Operations Office or Old Custom House.

3.3 SITE INCIDENT OFFICER (SIO)
3.3.1 As soon as he has been made aware of an incident, the Site Incident Officer should:
• Assess its scale, and decide whether an emergency exists are likely. • Confirm the emergency services have been called. • Ensure a Roll Call is carried out so that all personnel are accounted for.
3.3.2 Site Incident Officer will set up Incident Control Point adjacent to the Emergency (i.e. nearest office with internal telephone) picking up the EMERGENCY BOX FROM ONS
3.3.2 Site Incident Officer will then arrange for the telephone to be manned and all information relevant to the Emergency to be recorded. A mobile telephone should be retained for the exclusive use of the Site Incident Officer.
3.3.3 Site incident Officer will advise the Orwell Navigation Service of Incident Control Point Site and Co-ordination Centre and telephone extension numbers. (The Co-ordination Centre could be either the Orwell Navigation Servic e Office, West Bank Terminal Office, Cliff Quay Operations Office or Old Customs House .)
He will also advise number of the mobile phone stressing for Emergency use only.
Responsibilities of the Site Incident Officer
3.3.4 He should assume the duties of the Site Incident Co-ordinator until formerly relieved. (See section 3.4)
3.3.5 His main function is to liaise with the emergency services and to co-ordinate all operations at the scene of the incident. He should:
• Direct the shutting down and evacuation of other areas likely to be affected.
• Ensure key personnel have been summoned. (See section 2 for ABP Port of Ipswich personnel on emergency call.
3.3.6 If appropriate he should set up a Co-ordination Centre with radio, telephone or messenger contact. (Co-ordination centre could be at the ONS Office, We st Bank Terminal Office, Cliff Quay Operations Office or Ol d Custom House.)
Brief the Support Incident Co-ordinator and keep him informed at all times of developments.
Advise ONS of the name and details of Support Incident Co-ordinator and Co-ordination Centre.

3.4 SUPPORT INCIDENT CO-ORDINATOR (SIC)
3.4.1 The Support Incident Co-ordinator will keep a detailed log of the incident:
• All times of events • Who was involved • Witnesses names and addresses • Take statements • What emergency services etc are involved • Inform HM HSE or other officials as appropriate
3.4.2 Support Incident Co-ordinator will inform Port Manager and Heads of Departments of the situation.
3.4.3 Support Incident Co-ordinator shall ensure relatives of the injured personnel are contacted as appropriate. This will be done following full consultation with the Emergency Services.
3.4.4 A relevant Officer / Manager will be nominated as Press Officer and all communications relating to press matter referred to that person. (usually via Head Office)
3.4.5 The Support Incident Co-ordinator, as directed, will call for any ABP Ipswich personnel to assist at the incident. )
3.4.6 Support Incident Co-ordinator to call as appropriate Agents, Tenants etc. (See section 10 for telephone numbers and addresses.)
3.5 EMERGENCY CO-ORDINATION CENTRE
Responsibility of the Support Incident Co-ordinator
3.5.1 The Emergency Co-ordination Centre is the place from which the operations are co-ordinated. It will be attended by the Support Incident Co-ordinator and key personnel. The centre should be equipped to receive and transmit information and directions from and to the Site Incident Officer. It should also have equipment for logging the development of any incident.
3.5.2 Depending on the circumstances, the Support Incident Co-ordinator should then:
• Exercise direct operational control of those parts of the Port outside the affected area.
• Continually review and assess possible developments to determine the most probable course of events.
• In the case of emergencies which involve risk to outside areas from wind blown materials, contact the local meteorological office to receive early notification of impending changes in weather conditions. (See section 2 for Telephone numbers.)

• Where the emergency is prolonged, arrange for the relief of site personnel and the provision of catering facilities.
• Ensure that proper consideration is given to the preservation of evidence. • Control rehabilitation of affected areas after the emergency.
3.5.3 The Emergency Co-ordination Centre should therefore contain the following. (Documents and the necessary Plans will be in Emergency Box.)
1. A plan or plans of the Port:- (copies of port plans in Emergency Box), showing:
• Details of areas where there are large inventories of hazardous materials, including tanks, drum storage or compressed gas cylinders. (See Specific Emergency Plans in section 09.)
• Details of sources of safety equipment. (See section 09 Emergency Plans.)
• Stocks of other fire extinguishing materials. (See section 09 Emergency Plans.)
• Site entrances and road systems, updated at the time of the emergency to indicate any road that is impassable.
• Assembly points, casualty treatment centres. (See section 09 Emergency Plans and Location of First Aid Equipment.)
• Location of the works in relation to the surrounding community. (See Port Plans in Emergency Box.)
• Location of lorry parks. (See Port Plans)
• Details of rail sidings. (See Port Plans)
2. Note-pads, pens, pencils to record all messages received and sent by whatever means.
3. Nominal roll of employees or access to this information. (See section.02)
4. List of key personnel, telephone numbers. (See section 2 of Port Emergency Procedures). . For information on Agents / Tenants Telephone numbers see section 10.
5. Additional plans which may be marked up during the emergency to show:-
• Areas affected or endangered.
• Deployment of emergency vehicles and personnel.
• Areas where particular problems arise.

• Area evacuated.
• Other relevant information.

3.5.4 The Emergency Control Centre should be located, designed and equipped to remain operational in an emergency and should be in such a position that will not be compromised by the incident. (i.e. toxic fumes etc.)
3.6
MANAGEMENT OF SECURITY

Details of Evacuation Procedures and Routes
Upon notification of an incident and subsequent decision to evacuate the port, Orwell Navigation Services (ONS) will contact ALL direct employees departments and all port tenants by telephone , informing them of the need to leave the Port Estate. The evacuation of the premises will be the responsibility of the individual companies and departmental heads within ABP Ipswich. After the initial muster personnel may be subsequently relocated to safe upwind location which will be determined by the consequence or actual emergency.

4.1 SERIOUS ACCIDENT:

• Liaise with the Emergency Services to ensure that the nearest relative of the injured person is informed, as soon as possible.
• If the person injured is not an employee of ABP- Ipswich then contact should be made with his/hers employers or other responsible person.

4.2 ACCIDENT:

• n throw a life ring or the Markus Lifenet to the vicinity of the person/s in the water. • Telephone emergency services: EMERGENCY 9 – 999, if required due to the
severity of the accident Inform them of exact location of accident, nature of incident and as much information as possible with directions to correct port entry gate.
• Call for help and a First Aider if required • DO NOT ENTER THE WATER • Notify ship’s crew, in the area, of the incident to prevent ship movements or
propeller activity • Stay in the area and if possible keep visual contact with the person/s in the water • Direct/assist from the quay, the person if conscious, to a chain-hold or emergency
ladder • If required, arrange for an escort to meet Emergency Services at Port entrance. • Following treatment of the person/s, record the details on a General Incident or
ABP Accident Report form • Relocate life ring and Lifenet, if used, to their designated locations

4. IF NECESSARY
• The Harbour Master will arrange for a boat to be manned to search for the occupant of the vehicle.
• Keys for boats with starting instructions are available from the ONS.
5. ONS SHOULD:
• ALERT ships moving in the area, warning them to proceed with caution and to maintain a good lookout.
Consideration can then me made as to possible pollution resulting from leaking substances from a submersed vehicle and it’s recovery from the water.
4.3 RABIES REPORTING PROCEDURE
The following procedure should be followed in the event of any animal suspected of being infected with rabies being aboard a vessel in the Port:
1. Take note of the name, address etc. of the person reporting so that they can be called as a witness, if required.

4.4
HAZARD SHEET FOR EMERGENCY SERVICES
The following advice applies to a fire in which Ammonium Nitrate fertilisers are involved and are decomposing. During the decomposition brown and or white fumes are evolved.
1. Avoid breathing in fumes. Fight fire from upwind outside of the building if possible. Use self-contained breathing apparatus if fumes are entered.
2. Tackle a major decomposition with copious quantities of water, preferably with high pressure water jets.
3. Do not use Co2, dry powder or foam extinguishers, nor sand or other smothering agents.
4. Evacuate all personnel not involved in fire fighting away from the scene of the fire and, in particular, keep people away from the fumes.
5. Ensure maximum ventilation as quickly as practicable. . 6. Keep adjacent fertilisers cool by spraying with water, the more the better. 7. Decomposing heaps of ammonium nitrate based fertilisers shall not be
smothered in any way. Where safe to do so, heaps should be dismantled or opened up in order to gain better access to the decomposing fertilisers.
8. If practicable and safe to do so, attempt to prevent molten ammonium nitrate entering the drains where explosive confinement could occur. Prevent or minimise contamination of water courses. In the event of such contamination inform the Environment Agency.

7. Fires on small craft may be dealt with by using Marine Department craft and portable pumping equipment provided by the Fire Service.

5.5 FIRE INVOLVING HAZARDOUS SUBSTANCES ON SITE PLA N
In the event of a fire involving hazardous substances the following must be observed.
1. The area around the fire must be evacuated. Personnel should be directed to a safe UPWIND location. Note: Wind direction can be readily assessed by sig hting the wind socks located around the port. There are 2 on Cliff Quay and 1 on West Bank.
You should NOT ATTEMPT RESCUE Await the Fire Department.
2. Inform the Emergency Services as soon as possible giving as much information as possible including:
• The exact location of the fire with directions to correct port entry gate.
• The type of hazardous material involved
• The quantity of substances involved
• From which direction to approach the site, indicating if toxic fumes are being created and the wind direction and drift

3. It is important that molten chemical or water run-off is not allowed to enter drains or pipes as this could increase the hazard and cause severe environmental damage.
4. If acetylene gas cylinders or explosives are involved in the fire a minimum evacuation area of 200m must be enforced and instructions then taken from the fire officers on site.
5. Consider with the Emergency Services whether the off-site emergency plan should be invoked. Residents and occupiers of properties down wind of the fire may need to be evacuated if it is deemed that there is a threat of toxic fumes reaching them.
6. Use gatehouse control to ensure that unauthorised personnel cannot approach the site, thereby placing themselves in danger.
7. Arrange for medical assistance and ambulances if necessary.
8. Update the ONS Operator and Duty Officer as frequently as possible.
9. If fire involves Ammonium Nitrate and the scale could affect any of the other tenants”, then they must be informed without delay. “Listed Sites” are IAWS.and LBTF ( ECO OIL)

5.6 SUFFOLK FIRE SERVICE MARINE/DOCK INCIDENT
1. PORT EMERGENCY PROCEDURE:
Covers the attendance of the Suffolk Fire Service to an incident occurring within the area of ABP ,including wet dock, marinas etc
2. LOADING AREA
Any Quayside berth available, where access is available by ladder or pontoon.
3. VESSEL FOR TRANSPORTATION

Personnel and equipment transportation to be arranged between Suffolk Fire Service and ABP Ipswich Harbour Master.
The work boat and Haven Hornbill will be used for transporting the Fire Service on the water when required or the fire departments on craft.
In the event of any Port Emergency involving a vessel alongside, then one of these boats will be mobilised as part of a first attendance of fire service manpower and equipment.
Both craft are fitted with marine radio and will contact Ipswich Port Radio Channel 68 or Harwich VTS on channel 71.
5.7 BOMB THREAT EMERGENCY PROCEDURE
If a bomb threat is received the following procedures must be observed:
• If the threat is received during normal office hours at the Old Custom House (OCH), complete the bomb threat form immediately ( page 43) and inform the Port Manager and the ONS .
• If the bomb threat is for the Old Custom House call the Police on 999
• If the bomb threat is for another area of the Port and not OCH following the call to ONS fax 230915 a copy of the bomb threat form. {Bomb threats from the Marina report to ONS.}
• Once the ONS has been informed contact the Port Security at Cliff Quay No1Gate
or West Bank No6 gate (which ever area is at risk) and fax a copy of bomb threat form
• ONS on receipt of the faxed bomb threat form will contact the Police on all occasions other than when the bomb treat has been received at the OCH and concerns a threat just to the OCH .
• ONS will then contact the Port Facility Security Officer or Deputy
• If the threat is received outside normal office hours then it is more than likely the ONS will receive the call. In which case they must complete the bomb treat form (Page 43 )and follow the above procedure.
If the Police call with information regarding a bomb threat this information must be acted on immediately. The Duty Officer and Port Facility Security Officer must be ADVISE AT ALL TIMES:

The Port Facility Security Officer or Deputy will need to know as much as possible about the threat and on this information a decision will be made on what further action needs to be taken and which other departments need to be informed.
These may include:
• HM Customs See section 2 for Tel. No
• Suffolk Joint Emergency Planning Unit See section 2 for Tel. No
• Any other organisation as felt necessary by their location.
The action to be taken could be one of the following:
• Full scale alert with possible evacuation of certain areas of the Port.
• Minor threat with a warning to areas to keep a lookout for suspicious packages.
If a serious threat occurs or a suspicious package is found then it is likely that the Police or Bomb Squad will take over control of the situation and it will then be up to all persons employed by ABP Ipswich to offer every assistance.
It is likely that any bomb threat would be received either in the post or by telephone .If a postal threat is received then it is very important that the letter is handled minimally. Inform police as soon as possible.
Should the threat be received by telephone, the person receiving the notification of the threat must try to note down the actual words of everything said and extend the conversation to obtain as much information as possible about the nature of the threat. It is important to obtain as much of the following information as possible.

The person receiving the call should try to note impressions of the voice such as:
a. Sex of caller
b. Approximate age
c. Type of accent
d. The way in which the threat was delivered
e. Taped message, read out, bad language, well spoken, evidence of
being under the influence of alcohol / other substances.
f. Characteristics of the caller's voice
g. Background sounds, e.g., street, machinery, traffic, music, voices
h. Did it appear to be from a call box?
i. The time and length of the call

5.8 Delays in Loading Explosives to Ship
In the event of a delay in vessel loading, lasting more than 24 hours, the explosives must be kept on the vehicle and parked in the designated parking area, as required under Regulation 32 of DSHAR. On the West Bank this is adjacent to Ro-Ro 2 linkspan, at a point away from passing vehicles. For the loading of explosives, within a freight container on Cliff Quay, the lorry will be requested to arrive at the port just before loading and vacate the port with the container if it cannot be loaded

5.9 Explosive Ordnance Device
Shells and other ammunition found in sea dredged aggregate along with any unknown chemical located in the port area giving off flames through spontaneous combustion , should be treated as an explosive ordnance device.

3. If advised by the Police /Bomb squad clear surrounding area including buildings up to 50 metres ( this may be extended on advice from Emergency Services and MOD) If necessary, arrange a role call

Volatile Chemicals
The course of action when dealing with these chemicals is dependant on the history of the substance involved, amount and location. There is no way of knowing if we are dealing with an explosive ordnance device or a chemical spillage, unless we know the history of a substance. This will normally be left to the Emergency Services to make this distinction.

The
Timber Treatment Plant
West Bank
The following chemicals are now used and stored in the Timber Treatment Plant:
1. Tanalith “E” 3494. This is the main preservative and is stored in bulk tanks. “Harmful”
2. Tanagard 3755. Stored in 640 litre plastic container and added to the Tanalith automatically by pump. “Corrosive”
3. Antifoam 1478. Stored in 25 litre plastic containers and added to the Tanalith automatically by pump. “Harmful”
First Aid following exposure to the above:
Inhalation: Remove patient to fresh air, keep warm and at rest, in half-upright position. Loosen clothing and seek immediate medical advice.
Ingestion: Do not induce vomiting, give 250ml of milk to drink followed by water, both sipped slowly. Seek medical advice immediately.
Eyes: Immediately wash out with plenty of water for at least 15 minutes, irrigate eyes thoroughly whilst lifting eyelids. Obtain medical attention immediately.
Skin : Remove contaminated clothing immediately and drench skin with plenty of water, then wash with soap and water. Seek medical advice if necessary.
In case of accident or if you feel unwell, seek medical advice immediately.

EXPLOSIVES
LICENCE DETAILS
The Health & Safety Executive has granted Associated British Ports Ipswich an Explosives Licence under Regulation 36 of the Dangerous Substances in Harbour Areas Regulation 1987, permitting explosives to be brought into, carried and handled, within the Harbour area at the RoRo berth West Bank and Power station Berth . Cliff Quay.
TYPES OF EXPLOSIVE
Explosives are allocated to Class I under the United Nations classification scheme for dangerous goods. Class I is sub-divided into six divisions:-
Division 1.1 Substances and articles which have a mass explosion hazard.
Division 1.2 Substances and articles which have a projection hazard; but not a mass explosion hazard.
Division 1.3 Substances and articles which have a fire hazard and either a minor blast hazard or a minor projection hazard or both; but not a mass explosion hazard.
Division 1.4 Substances and articles which present no significant hazard.
Division 1.5 Very insensitive substances which have a mass explosion hazard. (For emergency planning purposes they should be treated as Division 1.1 explosives.)
Division 1.6 Extremely insensitive articles which do not have a mass explosion hazard.
EXPLOSIVES INCIDENTS
Likely to fall into one of two categories:-

i Those where the explosives initiate without warning.
eg when a load is dropped from a considerable height.
ii Those where the explosives initiate after becoming involved in another event such as an adjacent fire.
EMERGENCY ARRANGEMENTS
If an explosion occurs without warning, there is little that can be done to prevent injuries. In this case the main priorities are
• the safe rescue of casualties • the evacuation of the uninjured • any action that will prevent the incident spreading to other explosives,
dangerous goods or property It is important to keep to the limits specified and minimise the number of people
involved. If the explosives are not imminently threatened by another event, it may be possible to
prevent them becoming involved, eg by spraying them with water. If they are threatened or have already become involved, the action required will depend on the types and quantities of explosive present. If in any doubt as to their type, they should be treated as Division 1.1.
Division 1.1 and 1.5 Explosives The main hazard from Division 1.1 and 1.5 Explosives is an explosion affecting virtually
the entire load almost instantaneously. The blast will shatter anything close by and severely damage buildings in the surrounding area. The flash and firebrands thrown out may start secondary fires. Apart from those at most risk close to the explosion, people will generally be better off out in the open and not in buildings or under structures which might collapse on them.
With these type of explosives, rapid evacuation is the primary course of action. Based
on the maximum quantity of explosives liable to be present, everyone involved in the operation to at least the distance shown in the Licence headed “Distance to Other Explosives or Persons in the Open”.
The absolute minimum for RoRo 1 and RoRo 2 is 8m to 48m with the Power Station
57m to109 m. The distance from berth within which buildings may only be occupied by persons
essential to the handling operations., is the safeguarding distance SD2 from the Licence.
RoRo 25m to 145m

Power Station Berth 165m to 250m Buildings need to be cleared of people to at least the distance shown in the Licence
headed “Distance to a Passenger Vessel” and if possible, the SD2 distance above.
Limiting distance to a passenger vessel RoRo 1 and RoRo2 is 25m to 148m with the Power Station quay being 172 m to 328m
As projectiles are a possibility, assembly points should be on the far sides of buildings
to shield people from any explosion. The assembly point should not be immediately outside a building, because of the risk of flying glass and other debris.
Division 1.2 Explosives
The main hazard from Division 1.2 Explosives is missiles; some fast, some lobbed and including firebrands, possibly whole or part sub-munitions, packaging etc. Some may explode on impact. The fragment throw will not necessarily depend on the quantity of explosives involved. There could be secondary fires.
Incidents involving Division 1.2 Explosives are characteristically sporadic explosions of individual articles over a prolonged period, possibly several hours. The best protection from this type of explosive is shelter; but it is essential that people stay well clear of windows. People in the open should be evacuated as far as possible, at least 400m and more if possible.
Division 1.3 & 1.6 Explosives
The main hazard from Division 1.3 and 1.6 Explosives is intense radiant heat. The explosives are liable to burst into flames, probably violently, without warning. There could be flying firebrands as well as flame jetting. The best protection is a combination of distance and shelter. If it is not possible to evacuate people to the “Distance to Other Explosives or Persons in the Open”, they should be advised to seek shelter behind buildings wherever possible.
Division 1.4 Explosives
Division 1.4 Explosives, if initiated, give rise to a serious, but localised fire. Emergency procedures for fires should be adequate for this type of incident.
INFORMATION TO EMERGENCY SERVICES
i Evacuation
Terminal’s Emergency Plan needs to specify when and how evacuation is organised. In adjacent office blocks, close all curtains and blinds.

ii Access
Adequate means of escape and access for emergency services need to be maintained whenever explosives are present. As an accident could occur to a vehicle going to or from a berth, the Emergency Plan for the Terminal needs to cover such foreseeable incidents.
iii Emergency Information
If an incident occurs, the Emergency Plan must be implemented quickly and the emergency services informed of all hazards without delay. The berth operator needs to notify the Master of an Explosives Ship, of the emergency arrangements at the berth as soon is practicable, after the ship has berthed. This must include written details of the signals to be used in an emergency and how to call the Emergency Services. (The berth operator will supply the Emergency services with information on the type , quantity and location of all explosives at a berth and details of any other dangerous goods.).
PARKING ROAD VEHICLES CARRYING EXPLOSIVES IN PORT A REAS
In the event of unforeseen delays in a movement of explosives through a port, a parking area may be used to hold the explosives vehicle, without the need for the area to be licensed as a magazine under the Explosives Act 1875, for a period of up to 24 hours.
The following precautions should be followed:
• Inform Explosive Security Officer 07764 906861 • Security arrangements to be made • Cargo to remain on vehicle • Area to be sited away from occupied buildings and operations • Area to be designated under Rule 32(1) of DGSA Regs • Area not to be used for keeping any other hazardouse substances

No loading, unloading or handling of explosives shall be carried out if a vessel carrying bulk supplies of flammable liquid with a flash point below 23 c is berthed within 300 metres of the RoRo Berths.
1. Only explosives detailed in this licence may be handled 2. Vessels with explosives can only berth in areas as specified in the
licence 3. Explosives shall only be loaded or unloaded at t he berths specified in
the licence 4. In respect of a place so specified:
(a) the quantity of explosives present shall not ex ceed that specified (for the Division of explosives concerned) in colum n 1 of the schedule , except that where the explosives include those in compatibility groups A,B or F the aggregate quantit y present shall not exceed one third of the quantity so speci fied , unless the explosives in compatibility groups A,B or F
(1) are separated from other explosives so as to pr event communication of explosion to those other explosive s: and
(2) do not exceed one third of the quantity so spec ified
(b) no loading or unloading shall take place while (1) any person not involved in the explosives handl ing
operation is present in any building within the dis tance specified in column 2
(2) any passenger vessel is within the distance spe cified in column 3
(3) any other vessel or vehicle containing an unrel ated consignment of explosives, or any person not requir ed to be involved with the loading or unloading operat ion, is within the distance specified in column 4
(4) any other special condition
5. Where the quantity of explosives present is not specified in column 1 of the schedule, the quantity shall be rounded up and treated as the next higher quantity for ascertaining the distances
6. Where explosives in different Divisions are car ried together then (a) distance between the explosive and object. F or the purpose of
applying the schedule , all explosives(with the exc eption of 1.4) shall be deemed to be in the division amongst them which comes highest.
(b) Except that where explosives in Division 1.5 ar e carried with explosives in Division 1.2 then, for the purpose of this schedule shall be deemed to be in Division 1.1

6.1 MARINE INCIDENT:
• COLLISION IN RIVER • GROUNDING • GROUNDING OF VESSEL NOT UNDER COMMAND
6.1.1 When ONS operator becomes aware of a collision, grounding or vessel not under command in the river, he should IMMEDIATELY inform all shipping in the river of the hazard.
6.1.2 The ONS will then advise at all times:
• Harbour Master/Deputy and Duty Officer.
• Coast Guard - Tel: 01255 675518, giving as much information as possible.
• Harwich Haven Control if appropriate - Tel: 01255 243000.
6.1.3 The ONS should try and establish contact on the radio with the ships concerned and obtain a situation report.
6.1.4 The ONS should ascertain whether there has been loss of life or injuries to persons, in which case the Police and Ambulance services should be immediately informed.
The Agents for the ship(s) concerned should be informed as soon as possible. See section 12 for telephone numbers.
6.1.5 If necessary:
The Harbour Master or Duty Officer will arrange for a launch to be manned to attend the scene of the collision and render assistance if possible.
Keys and starting instructions for the boat are held in the ONS.
6.1.6 The ONS should take note of the prevailing weather conditions, including wind speed and direction. The Harbour Master should be kept informed of radio reports at frequent intervals.

6.2 MARINE INCIDENT - VESSEL SINKING
6.2.1 On receipt of a message that a vessel is sinking in the river, the ONS will IMMEDIATELY inform all other shipping in the river of the hazard.
6.2.2 If the lives of the crew are in danger, it may be necessary to contact Harwich Lifeboat, in which case dial:

6.2.3 The ONS will then advise the Harbour Master and Duty Officer.
6.2.4 If the original message came from a source other than the vessel concerned, the ONS should be informed and they will try and establish contact on the radio with the ship concerned as soon as possible.

6.2.6 If necessary:

6.3.1 On receipt of a message that a yacht has overturned or a large piece of timber is floating in the channel or any similar obstruction which may prevent the safe navigation of the channel, the ONS will IMMEDIATELY inform all shipping in the river of the hazard.
If a person’s life is endangered, as may be the case with an upturned yacht, the ONS should:

If the nature of the spillage is not known, assume that the situation is hazardous and follow section 8.3
Advise ONS if Emergency Services have been called.
2. THE ONS OFFICE WILL THEN ADVISE: (at all times)

3 The Harbour Master or Duty Officer will ascertain the correct dispersal procedure. If unable to disperse the hazard with ABP personnel and equipment, the Fire Service should be informed.
In all cases the spillage must be prevented from entering the water course.
8.3 CHEMICAL SPILLAGE OF HAZARDOUS SUBSTANCES ON AB P PROPERTY
When an incident of the above nature occurs, it must be decided as to whether it is an urgent or non-urgent nature.
To help in ascertaining the type of hazard involved, we must ensure that we are in possession of a packing list, a hazardous cargo declaration or ships import manifest indicating hazardous goods or other attached papers. Lorry drivers should have "TREMCARD" showing all hazards. This information can be obtained from the following points outside normal working hours: -
1. Security gate Cliff Quay
2. West Bank Security Gate.
3. ONS has detailed information on all hazardous arrivals.
When it is decided to be of an urgent nature, the following action will be taken.
1. Call Emergency Services: (999) Give following information.
a) Site of spillage
b) Commodity involved - amount
c) If it involves injury to persons
d) Give a contact Telephone number for Commodity information, ICI etc.

2. Do not move packages/containers/trailers unnecessarily.
3. If deemed to be necessary clear surrounding area including buildings up to 50 metres. (Persons should keep upwind of incident).
If necessary, arrange for roll call of persons.
4. If persons are injured, have local first aider in attendance.
5. Inform Harbour Master Safety Manager/ DGSA
6. Contact Alder & Allan Hazardous & Noxious Substances Emergency Response Service if required
If it is decided that the incident is of a non-urge nt nature, the following action should be taken.
1. Isolate the package/container/trailer and contain the spillage. Minimum amount of sweeping. Keep personnel away from spillage.
2. Inform the Shippers, "as per label on package" or per shipping note to arrange
for their expert to deal with spillage.
3. Experts may decide to call in Fire Brigade to clear the spillage on their behalf, if so:
• Inform Fire Brigade Control centre (See section 2 for Tel. No.) giving the following details:
“Incident is of a non urgent hazardous nature and that Shipper – as per label on package e.g. ICI – has been informed and requested to deal with damaged packages.”
“No assistance required at time of calling” or “Shippers are requesting your assistance”.
The emergency will remain in force until the Site Incident Officer has been advised by the Emergency Services that the incident is "safe".
NB. For disposal of damaged drums consult the "Port Waste Management Plan".

All Ports are required to provide, or to arrange facilities for vessels to dispose of oily waste and bilge water by pumping it ashore instead of polluting the ocean.
Agents may of course employ any firm they choose to remove waste oils, however, should a request be made to ABP Port of Ipswich for this service, the Duty Officer or Harbour Master shall be advised so that they can make the necessary arrangements and contact the following companies:-

8.5 RADIOACTIVE SUBSTANCE - CONTINGENCY PLAN
In the event of an incident involving a Radioactive Package/s on ABP Ipswich property or on a vessel within the Port limits, the following procedures should be adopted. DO NOT ATTEMPT TO HANDLE OR REMOVE THE PACKAGE(S).
1. Immediately inform:
The Senior Person in charge at the Site of the incident and the Ship's Master if on board vessel.
2. Evacuate
Evacuate an area of 20 metres all round the site of the incident and erect a temporary barrier using whatever material is available to mark out the NO GO AREA

The Incident Officer will carry out an inspection of the site, obtain full details of the substance and degree of involvement. He and/or the Ship's Master should then advise the Orwell Navigation Service Duty Officer, giving him as much detail as possible.
4. On receipt of the report, the Duty Officer should inform the Harbour Master or Duty Officer immediately.
The Duty Officer will then arrange to inform as ne cessary

5. On Site
All persons should be kept UP WIND of the incident and, if involving a fire, - KEEP OUT OF THE SMOKE.
If any person or persons is suspected of being contaminated, their clothing to be isolated, placed in plastic bags and the persons should be given a good shower with a thorough washing of the hair, eyes and mouth and await medical inspection.
The Site Incident Officer to contact the Consigner/Consignee seeking their advice as to decontamination and collection etc.

8.6 Operation Cyclamen Radiation Detection (Not in use)
Mobile units operated around the port facilities by HMR&C, a portal is used to detect any radiation from cargo and vehicles leaving the port.
There are 3 levels of detection :
Level 1 the portal alarms.
• The vehicle is moved to an inspection warehouse • Custom officer inspects with hand held scanner and asses the reading • If there is an anomaly they will raise to level 2

• The Custom Officer contacts Radiation Protector Advisor for advice • Vehicle will either be moved to a designated area or cordoned off, if the reading is
extremely high, incident may be raised to level 3 • Customs to inform ONS at this stage • ONS to call either Deputy Port Manager, Operations Manager or Safety

ABP IPSWICH
EMERGENCY PROCEDURES
ABP Ipswich has overall responsibility for the Ipswich Port Area and local managers of other companies are fully responsible for their own individual areas within the port precincts. Although the police, fire service and other emergency services will be involved in the event of a major emergency or disaster and it is important that all parties are aware of the main areas of concern and have a plan to deal with any emergency.
Each firm should have its own plans for dealing with any emergency at its own site and fixed evacuation assembly points as noted on the attached sheets.
Police action in the event of any major incident in the area will be in accordance with the Suffolk Constabulary major incident scheme.
It should be appreciated that, in the event of a serious fire, explosion, possible escape of dangerous gases or an oil spillage into the wet dock or the River Orwell, the affects could involve the neighbouring premises. These could extend beyond the immediate Port area to include:
NEAR CLIFF QUAY
Holbrook Road, small business premises etc, and nearby housing estates.
Evacuation of these premises and/or areas must therefore be borne in mind. (Police will decide)
Movement of shipping away from any berth may also become necessary in such a disaster and this must always be considered by the Police and those in charge at the scene of the incident, although the responsibility for such movements rests with the Harbour Master and ABP Port of Ipswich.
The individual firms involved have prepared lists of their responsible officers, hazard materials, emergency equipment and facilities - see relevant page.in Section 9
The evacuation of premises will be the responsibility of the individual firms under guidance by the Police, and evacuation points are noted on the attached sheets.
Police action, in the event of a major disaster, will be taken in liaison with the Fire Service, the manager of the firm concerned and ABP Ipswich who will, in turn, be responsible for ensuring firms in the immediate area are advised of a possible disaster situation - as per attached sheets.
Access to Cliff Quay is normally restricted to the entrance at Cliff Road/Toller Road junction but concern has been expressed by occupiers of the quay and by ABP Ipswich that this access could be blocked in the event of a serious incident occurring. A second route is available via Greenwich Road.

ABP Ipswich, together with all firms leasing properties in the Cliff Quay area, has drawn up its own plan of action to be used in the event of a major disaster. This provides for a communication point. The Orwell Navigation Service (telephone 01473 211066/217751) which is manned 24 hours a day to be available for advising adjacent firms when instructed to do so by the Duty Officer, Senior Fire Officer present, or the Police. The Orwell Navigation Service will have the names and telephone numbers of senior management for each firm, the equipment available for emergency use and the agreed evacuation and assembly points for personnel.
All movements of ships within the Port are controlled from the ONS. All vessels should, when advised of an emergency, stand by with their radios on and be ready to shift ship if required to do so at a moment’s notice.
ACTION AT SCENE (See Section 3)
The Duty Police Inspector, together with the Senior Fire Officer and a Manager of the firm concerned or the ABP Ipswich will assess the situation and further action will be determined by their 'on the spot' investigation. If immediate evacuation of an area or premises is required, the Police will take overall charge of the operation.
If a major disaster has occurred, the Police will arrange for a mobile communications vehicle incorporating an office, to be set up on site, and will be responsible to liaise with all the other emergency services.
