another term, was an act of defeat or a tacticalretreat to gather his troops scattered by thesurprise fire he faced in Kyankwanzi?

The man who has for long cast an image ofinfallibility, looked on in surprise as people hehad counted on as allies, jumped to themicrophone to reveal he had been planning asurprise shot at his boss using the very partystructures he was supposed to be mobilising.

By the time most newspapers went to press onTuesday, at least 190 MPs had signed onto theEvelyn Anite (Northern Youth MP) resolution,urging President Museveni to stand again in2016 as the sole NRM flag bearer, raisingspeculation that the battle lines had been drawnand Mr Mbabazi had chosen not to endorse themove. But a few minutes to 10:00pm onTuesday, another list was released indicating MrMbabazi was signatory number 202 on theendorsement document, behind Vice PresidentEdward Kiwanuka Ssekandi at 201.

But what events played behind the scenes?While many were surprised by Anite’s proposalat the luncheon at the presidential farm inNgoma Subcounty in Nakaseke District, wherethe MPs had been taken for a tour, the plan hadbeen long in coming.

Lunch at Ngoma farmThe Saturday afternoon lunch was to spark a series of events that left Mr Mbabazi and his campdumbstruck. After the luncheon, Ms Anite was asked by the deputy Caucus chair and MP for NdorwaWest, Mr David Bahati, to move a vote of thanks for the lunch the President had served them. Havingthanked the President for the meal, Ms Anite took a surprise turn asking Mr Museveni to accept thatNRM fields him as the sole candidate in the 2016 presidential elections without going through theprocess of primaries. This was greeted by clapping, first from a few members, and eventually nearlyeveryone present. Many, however, seemed confused and surprised by the move.

Earlier on the opening day of the retreat, President Museveni had spoken about creeping intrigue whichwas dividing the party because some party leaders were jostling for positions.

On return to Kyankwanzi, invigorated by the response she had gotten at the farm, Ms Anite and her teammoved to have the resolution formalised. It is here that speaker after speaker revealed details of meetingsand planning that Mr Mbabazi had reportedly been involved in as he schemed for a presidential bid in2016.

Wellplaced sources in the party told Sunday Monitor that the Kyankwanzi retreat for MPs and indeed alarger party meeting of the National Executive Committee (NEC) had been severally postponed afterintelligence briefs to Mr Museveni warned of a surprise upset.

“NEC should have met like six months ago but the party chairman got intelligence information that if hecalled it, he would have been upstaged and literally thrown out of the party,” a source told this writer. Itis then that Mr Museveni reportedly started working on his own strike back.

This newspaper has seen a dossier, one of many, according to our sources, that the President receivedjust before the Kyankwanzi retreat, which partly dictated the urgency to deal with the Mbabazi question.

At least three issues stand out of the brief, a copy of which this newspaper has seen: Mr Mbabazi’salleged mobilisation efforts, his financial muscle and access to important foreign constituencies referredto as “increased visibility with diplomats, especially from Western European countries”.

This is of little surprise in the only country on the African continent that doesn't havea "problem with leaders who overstay in power"!

It's just that we are a nation of forgetters!

Recall that it is less than a year since the longforgotten General Sejusa claimedthat he, in addition to the also forgotten Gen Aronda Nyakairima and AmamaMbabazi were being setup to be 'bumped off' or framed for opposing the "Muhooziproject"?

Well, no prizes for guessing the next big fish we are just about to collectively"forget"! The tiny detail of this "forgetting" is outside the scope of this comment, but I will justpoint out that the bigger they are, the harder they fall!

I’m very disappointed that the Daily Monitor could equate President Museveni’spolitical strategies to playing chess. It was a wrong caption to match an otherwisegood story. However Chess is a game of rules to which all players must subscribeto, and for which they must take responsibility for actions. President Museveni’sdisregard of rules [Constitutional order] and disregard of responsibility for his actions[extralegal handling of political opponents (‘enemies’) makes him a misfit in thegame of chess or at best, your paper should never have paired him with the game ofChess. Moreover the intellect involved in playing chess is hardly of the type that themilitary or certain Generals can claim to redeploy and transplant for governing aState.

This is not just me alone. Even the greatest chess player of all time; GrandmasterGary Kasparov, agrees:“Chess helps you to concentrate, improve your logic. It teaches you to play by therules and take responsibility for your actions, how to problem solve in anuncertain environment.I have some strategically vision, I could calculate somefew moves ahead and I have an intellect that is badly missed in the country

The twopage brief refers to a subject named “India”— apparently the codename for Mr Mbabazi –detailing his alleged schemes. “For a while now, may be two years, fairly accurate information has beencoming in that India has, instead of organising his family [NRM], is busy erecting structures for apossible 2016 bid,” the brief reads in its introduction.

“NRM structures throughout the country are in shambles since the last elections which bred manyfallouts. The friction and paralysis in Parliament and the apparent nonfunctional and alert executive, ispartly attributed to an increasing feeling that he has isolated some ministers, including those within hisdocket.”

“At OPM [Office of the Prime Minister], there are no regular meetings between India and other ministerswho often get assigned through his secretaries or personal assistants. It will be a matter of time beforedisagreements between India and the ministers explode,” the intelligence brief adds.

The fact of the matter is that Mbabazi was made by M7. He is not as self made as innow being portrayed in mainstream media. You also forget that in NRM, power isderived not just from the caucus or even NEC but from the Army High Commandwhere Mbabazi has neither a sit nor much support!. The other issue is that most ofthe general public finds Mbabazi's arrogance quite revolting. He has absolutely nopopular appeal out there. The day he dares challenge M7 directly will be the day hispolitical career ends. I know he is very arrogant and often overrates himself but heis also clever, he can not dare make a direct challenge. What he is doing is simplytry to keep ahead of Kadaga and Bukenya in case M7 retires or when he leaves in2021.

The Mbabazis and company have every right to have a shot on the high seat.Unfortunately M7 short changed his fellow combatants and effectively hijacked andpersonalised, owned, and literally took control of the revolution and change broughtabout by real sacrifices. Our relatives lie nowhere, in trenches and Valleys andrivers. All for the liberation that has been hijacked by an individual. As it appearsnow, the Mbabazis group their goose is ready to eat. Like Ssejusa once wrote, thegenerational gap is here and has repositioned themselves for power come 2021,and that is if m7 can make it there. It gonna be bloody.

Things are starting to boil up in Uganda. As mentioned, if Mr. Mbabazi decides on anaction soon or later but before 2016, another chapter will be opened in Uganda'squest for sustainable freedom. The truth is, oncoming events may not be pleasantbut like I mentioned before, NRM(individuals and or groups) is willing to and veryready to disorganize Uganda as long as they are not in power.

Forgive the innocence of children like Anite and the likes, they surely do notenvisage what they're creating or undoing but have to do as instructed to be certainof a cup of milk tomorrow and not the wellbeing of Uganda or Ugandans.

On the other hand, who knows what Mbabazi's packet holds? If Mbabazi becamepresident, should Uganda expect any better system of governance? Mr. Mbabazihas served in the NRM gov't same time as president Museveni, both holdingmultiple offices. Is Mbabazi wishing thing should be different or simply coveting thefirst chair? One thing should be clear that both men and many others wishing to bethe center of Uganda power line are eligible and no one should marginalize any orthink of them as traitorsAll are Ugandans and any out of all can be president. Thequestion is, where is Uganda amidst the current commotion? Its' very clear to allthat past struggles have produced the most selfish leaders this country has everwished. The plight of the citizens is only relevant when elections loom. So shouldUganda hope for fundamental change with a new leader, Maybe Yes, Maybe Not.

Uganda hope for fundamental change with a new leader, Maybe Yes, Maybe Not.

Uganda is surely experiencing a leadership vacuum especially on domestic policies.A leader willing to uphold constitutional systems, mitigate corruption tendencies,tolerate divergent views, respect all Ugandans from all tribes and devote efforts topromote social services(Unselectivenot only for those who voted a color) is morethan welcome.

Railroading and bribery seem to feature prominently in these caucus gatherings. Iwonder whether there is really any significance to these caucus rumblings. Mbabazihas been a member of the ruling clique for 28 years and counting. Him and thepresident are in the same league. Isn't it time for real change? Come to think of it,unless rigged, Mbabazi could never win a presidential election, which could give theopposition an opportunity. Now it is confirmed, the president is afraid of any internalchallenges.

If it is true that Mbabazi was mobilising against M7(which is almost certainly untrue),then he has had a test of what the result of such a challenge would be whether inNEC or National Delegates Conference. My own view is that Mbabazi was (and isstill) simply trying to secure a pole position in the queue for when M7 leaves office in2021. There is even a theory that M7 could resign the party chairmanship after 2016but well ahead of 2021 to allow the party to prepare a new leader and to allow thenew leader to consolidate himself in time for 2021. Sadly for Mbabazi, there is asignificant and growing number of NRM members who see Kadaga as better suitedfor the top job.
