INTRODUCTION

The endeavours of the Information and

Public Relations Department is to make people

understand all the welfare schemes of the

Government and to ensure the benefits of such

schemes reach the public in total.

The Information and Public Relations

Department brings transparency in administration

and develop goodwill and cooperation between

the people and the Government headed by the

Hon’ble Chief Minister Puratchi Thalaivi Amma

who has the virtues of fearlessness, noble birth,

protection of subjects, wisdom and perserverance

as said in Thirukkural,

PRESS RELEASE SECTION

Press Release Section is an important

section of the department of Information and

Public Relations which functions 24 hours a day

on all 365 days.

The Press Release Section releases the

announcements, achievements, press releases

and press notes of the Hon’ble Chief Minister and

Hon’ble Ministers, information on Government

welfare schemes, development works,

Government sponsored programmes and related

photographs to the print and electronic media.

They are sent to hundreds of Media houses in

order to reach out to the public, instantaneously.

Acquires the houses of great leaders,maintains them and constructs memorialsto honour them.

It imparts training to students in the artof film making to produce technically

qualified film professionals

Productivity will find its own way to the

person of unfailing energy. With these words of

Thiruvalluvar in mind the Hon’ble Chief Minister

Puratchi Thalaivi Amma works tirelessly to take

Tamil Nadu to the forefront of development. The

department of Information and Public Relations

works with alacrity to take the announcements,

policies, schemes and achievements of Hon’ble

Chief Minister Puratchi Thalaivi Amma to the

people.

JOURNALISTS’ WELFARE

JOURNALISTS’ PENSION

As per the order of the Hon’ble Chief Minister

of Tamil Nadu the monthly Pension was enhanced

from Rs.5,000/- to Rs.6,000/-from 14.09.2011 is

given to retired journalists in indigent

circumstances who had served for 20 years.

Government orders for pension have been issued

to 13 retired journalists during 2012-2013. Pension

has been sanctioned to 122 journalists so far under

this scheme.

Enhancement of DCRG limit from Rs.1.00 lakh

to Rs.2.00 lakh for Retired Press Reporters and

the ceiling limit of annual income from Rs.1.20

lakh to Rs.2.00 lakh, for grant of Journalist

Pension.

JOURNALISTS’ FAMILY PENSION

The Hon’ble Chief Minister, having the

This Section also organizes the press

conferences of the Hon’ble Chief Minister and

Hon’ble Ministers. Important press releases

containing Government announcements are sent

to District Information and Public Relations Offices

so that the media in the districts also publish

them. This Section makes all the necessary

arrangements for the media to gather news about

the functions attended by Hon’ble Ministers,

Secretaries and Collectors and during VIP visits.

Besides, news and photographs of the

Government functions and other programmes in

the districts attended by Hon’ble Ministers are

received by this section through the Information

and Public Relations Offices concerned and are

sent to the Media at the headquarters, by this

section.

JOURNALISTS’ MEDICAL WELFARE FUND

Rs.1 crore has been allocated for this fund

and it has been deposited with Tamil Nadu Power

Finance and Infrastructure Development

Corporation. A maximum sum of Rs.50,000/- is

given from the interest amount, to a journalist in

service, who suffers from serious illness, for

medical treatment.

GOVERNMENT RENTAL HOUSING SCHEME FOR

JOURNALISTS

Tamil Nadu Housing Board is allotting rental

quarters to journalists under special category.

HOUSE SITES FOR JOURNALISTS

Under this scheme, journalists are provided

with house sites at concessional rates in the

districts through the Department of Revenue.

MEDIA ACCREDITATION CARDS

Media Accreditation Cards are provided every

year to media personnel working in newspapers /

welfare of the families of the deceased journalists

in mind, had enhanced the Journalists’ Family

Pension to Rs.3,000/- and a Government Order in

this regard was issued on 14.09.2011. The

enhanced Journalists’ Family Pension is being

given now.

JOURNALISTS’ FAMILY BENEFIT FUND

Journalists’ Family Benefit Fund is being

given from the Chief Minister’s Public Relief Fund

to families of journalists who happen to die while

serving as Editor/Sub-Editor/Reporter/

Photographer/Proof-Reader. The amount being

paid are as follows:

MEDIA CENTRE IN THE SECRETARIAT

A Media Centre was established and was

inaugurated by the Hon’ble Chief Minister on

12.10.2012 to facilitate the media personnel to

send their news and photographs to their

concerns immediately. News items, Photographs

and video clippings are sent to media houses

immediately for publicity.

The Press Releases, Press Notes and

photographs released to the media in the

headquarters are also sent to district PROs from

the Media Centre, and necessary action is taken

to get them published in the district dailies.

PRESS PASS CARDS

Press Pass Cards are issued to journalists

of periodicals on the recommendation of the Press

Pass Recommendation Committee, constituted by

Bus passes are issued to Government

accredited journalists, on their request, every year,

to travel at no cost in Government Transport

Corporation buses to collect news. This

department reimburses the expenses to the

Transport Corporations.

PHOTO SECTION

Colour photographs are taken with digital

cameras and sent from the Secretariat by e-mail

to about 200 media organizations instantaneously.

Further, photographs of important functions are

sent immediately to the media from the function

site itself by using laptops with internet facility.

75,108 negatives of rare photographs have

been digitally scanned with suitable titles and

preserved for easy retrieval at a cost of Rs. 13.25

lakhs. The remaining negative films are being

scanned with an allocation of Rs.25.89 lakhs.

To enable the public to see the photographs

of functions honoured by the Hon’ble Chief Minister

The district PROs send the details of publication

of these news items in their districts everyday to

the Media Centre at the Secretariat.

Details regarding the publication of Press

Releases, Press Notes and Photographs with

regard to Hon’ble Chief Minister, in the district

dailies are compiled and a report is submitted

everyday to the Government. The Media Centre

plays an important role in ensuring the publication

of Government news in district dailies.

REFERENCE SECTION

The Reference Section brings to the notice

of the Government the important news items

published in newspapers and periodicals.

This section consolidates the news clippings

from dailies, periodicals and upcountry newspapers

and submits them daily for the perusal of the

Hon’ble Chief Minister. News clippings are also

submitted to the Hon’ble Ministers, Chief Secretary

and Secretaries to Government for perusal and

necessary action. In addition to this, important

news items on various Government departments

instantaneously, they are screened with captions

in two large LED digital television screens with

internet connections, fixed near the VIP lifts of

the Main building of the Secretariat and Namakkal

Kavignar Maaligai.

A scanner, two Multi purpose copier

machines, two computers and one printer have

been procured for the Photo Section and are

being used.

MEMORIALS

The Government has constructed

Memorials in honour of the great freedom

fighters who sacrificed their lives for the freedom

of the country and the Tamil savants who

dedicated their lives for the linguistic rights and

development of Tamil language, so that the

younger generation is inspired to commit

themselves to a path of noble ideals. The

Department of Information and Public

Relations, has constructed 55 Memorials,

3 Arangams, 5 Commemoration Pillars and

maintains them.

are scanned and sent to their respective

Secretaries through email every morning.

Important Tamil and English newspapers are

preserved for future reference. They would be

available to the Hon’ble Chief Minister, Hon’ble

Ministers and Secretaries to Government for

reference whenever needed.

As ordered by the Hon’ble Chief Minister,

digitalization of the old news papers, paper

clippings under various headings viz,

announcements, speeches, interviews of the

Hon’ble Chief Minister, welfare schemes,

achievements, Government Orders, Editorials,

stories/essays, reviews/criticisms, statements of

various leaders etc is being done at an estimate

of Rs.75.00 lakhs.

The beautification of the Gandhi mandapamcampus is being carried out at a cost of Rs.11.62crores.

Action has been taken for the creation of newposts for the maintenance of MahamahamKalaiarangam, Kumbakonam and eight newManimandapams which are being constructed.

Works being carried out for Construction ofMemorials for Sindhanai Chirpi Singaravelar andself respect leader Jeevarathinam at a costRs.2.38 crores in Chennai.

Works being carried out to install the statueof Mozhippor Thiyagi Chidambaranathan atKaliyakkavilai, Kanniyakumari District at a costof Rs.8.50 lakhs.

Works being carried out for the installation ofthe statue of Mozhippor Thiyagi KeezhapaluvurChinnasamy in Tiruchirapalli, at a cost ofRs.8.79 lakhs.

Work in progress for renovation of KamarajarIllam in Chennai and KamarajarManimandapam in Kanniyakumari, at a cost ofRs.62.00 lakhs.

Gopala Naicker Manimandapam built inVirupatchi at a cost of Rs.69.00 lakhs wereinaugurated by Hon’ble Chief Minister on20.02.2013.

Former Chief Minister Omanthur RamasamiReddiyar Manimandapam built in Omanthurat a cost of Rs.69.00 lakhs and Renovatedand Modernised Mahamagam Kalaiyarangamat a cost of Rs.63.00 lakhs were inauguratedby Hon’ble Chief Minister on 20.02.2013.

Hon’ble Chief Minister inaugurated ThiyagiSubramaniya Siva Memorial at Papparappatti,Dharmapuri District on 18.07.2011 built at acost of Rs.40.00 lakhs.

In order to give protection to Perarignar AnnaMemorial and Bharat Ratna Dr.MGR Memorial,15 security personnel have been posted andclose circuit Televisions (CCTV) have beeninstalled at an estimate of Rs.11.90 lakhs.

Ramps have been constructed in 25 Memorialsat a cost of Rs.39.56 lakhs, in order to helpthe disabled persons to visit these memorials.

Refurbishment of Mahatma Gandhi statuelocated on Marina Beach, at a cost of Rs.11.95lakhs.

Works have been started for installing a statuein memory of Kavimani Desiga Vinayagam Pillaiat Suseendram in Kanniyakumari district, at acost of Rs.10.80 lakhs.

The Government of Tamil Nadu celebrates

the birthdays and observes the death

anniversaries of Freedom fighters who dedicated

their lives for the freedom of the country and

Tamil savants who rendered yeoman service to

Tamil language to educate the public about their

greatness and sacrifices. On these occasions, His

Excellency the Governor, Hon’ble Chief Minister,

Hon’ble Ministers and other dignitaries pay floral

tributes to the portraits kept near their statues.

The release of all the advertisements of

Corporations and Undertakings are centralized

through this Department. The advertisements are

released based on their importance, the target

group and the target area.

Tender advertisements are released

through the National Informatics Centre, on the

Government website www.tn.gov.in, so that these

advertisements reach the public. Tender forms

can be downloaded free of cost from the website

www.tenders.tn.gov.in.

in newspapers as well, transparency in Government

administration is ensured. It facilitates

participation by all eligible persons in Government

Film Awards to the best Tamil feature films, best

actors, best actresses and technicians to

encourage the Tamil Film Industry. The

Government constitutes a committee to select

these best feature films, best artistes and

technicians.

year to the best films selected by this Committee :

Serial, actors, actresses and technicians too.

Members of 41 Associations of Tamil film

industry are eligible for membership of the Tamil

Nadu Cine Workers Welfare Board. 18,000

members have been enrolled, till date.

Qube Digital Technology

With the technological advancement

present day films are screened in theatres through

satellites and Qube Digital Technology as times

have changed from the use of projector with

carbon sticks. More than 60% of the theatres in

Tamil Nadu have been upgraded to the Qube

Technology. Since Video magazines of Tamil Nadu

Films Division were produced in 35 mm films so

are taken in 35 mm film. It is released through

the Films Division, Government of India,

Chennai and Madurai Branches to all the theatres

in Tamil Nadu.

VIDEO NEWS MAGAZINES

Tamil Nadu Films Division produces Video

News Magazines in C.D format containing the

programmes of important welfare schemes,

announcements and development activities of the

Government. These Video News Magazines are

sent to all the District Information and Public

Relations Offices for field publicity through video

vans in places where people gather in large

numbers. Video News Magazines produced are

as belows :

MGR GOVERNMENT FILM ANDTELEVISION TRAINING INSTITUTE

MGR Government Film and Television

Training Institute is an advanced Technical

Training Institute imparting Film Techniques and

aesthetics of Film and Television Production and

Allied Subjects and Film Appreciation.

It is one of the three major institutes in

India. The other two are Film and TV Institute of

India, Pune, and Sathyajit Ray Film and Television

Institute, Kolkata.

Financial Support For Students

Final year students from different branches

form 14 units and each units is trained to

produce short films. The Government have raised

the reimbursement of cost for the production of

Students Diploma Films from Rs.8,000/- to

Rs.15,000/- per film.

Short Film Award

The Government of Tamil Nadu appreciates

and encourages the students by presenting an

award titled “MGR Government Film and Television

Training Institute Award” which consists of One

Sovereign Gold Medal, Cash Award of Rs.5,000/-

This Institute is run by the Government of

Tamil Nadu and is functioning under the

administrative control of the Director of

Information and Public Relations.

DIPLOMA COURSES

All the Diploma Courses offered in the

Institute are approved by the All India Council of

Technical Education (AICTE), New Delhi.

Any degree will be a pre-requisite

qualification for admission in Screenplay and

Direction Course and for the other courses, a pass

in Higher Secondary is the qualification. Fourteen

students are admitted in each discipline.

Notification for admission to courses is

published in leading Tamil and English newspapers

and admissions commence in July of every

academic year. Tuition fees of Rs.15,000/-, Special

Under Part II schemes of 2012-2013, the

Government has sanctioned Rs.3.00 lakhs to

conduct National Seminar for the benefit of

students. A photo copier costing Rs.60,000 and

a minibus with 30 KVA Generator costing

Rs.15.00 lakhs have been purchased.

As per the orders of the Hon’ble Chief

Minister a new course Animation and Motion

Picture Visual Effects will be started at an

estimate of Rs. 9.50 Crores during the academic

year 2013-2014.

The Preview theatre in the Institute is being

renovated at a cost of Rs.99 lakhs.

CINEMA, VIDEO AND CABLE

TELEVISION NETWORKS

Film industry is one of the major industries

in Tamil Nadu and Tamil Nadu is the largest

producer of Films in India in Tamil, Malayalam,

Telugu, Kannada and Hindi. Viewing of movies in

Cinema theatres is an important mode of

entertainment for persons in lower and middle

income groups. Government have, therefore, been

extending concession to encourage growth of

variety and quality in the film industry.

In Tamil Nadu, 1046 number of Cinema

Theatres are functioning under the following

categories:-

To regulate the cinema industry, the

Government had enacted the Tamil Nadu Cinemas

(Regulation) Act 1955. This Act provides for grant

of licences to private individuals for exhibition of

films in cinema houses. As per the provisions of

the Act, the Collector is the Licensing Authority

in the districts and in respect of Chennai, the

Commissioner of Police is the Licensing

Authority. The Joint Commissioner of Land

Administration is the Appelate Authority and the

Government is the Revisional Authority against

the decision of the Appellate Authority. Apart from

the above act, the Tamil Nadu Cinema (Regula-

tion) Rules’ 1957 were framed to provide proper

maintenance of cinema theatres, including struc-

tural soundness of buildings with basic ameni-

ties etc. Last year, the Government regulated

the screening of films which are likely to cause

breach of peace in the State by invoking section

7 of the Tamil Nadu Cinemas (Regulation) Act,

1955.

CABLE TELEVISION NETWORK SYSTEM:-

The Cable Television Network Regulation)

Act’ 1995 (Central Act), regulates the Cable

Television Network all over India. As per the

amended Cable Television Network (Regulation)

Act of 2011 (No.21/2011), District Magistrates,

Sub-Divisional Magistrates and all Police

Commissioners have been designated as

Authorised Officers to take action against

offending Cable Television Operators for

contravening section 3, 4A, 5,6,8 & 9 (or) 10 of

the Act. Accordingly, the Government have issued

notification. The Commissioner of Police in

respect of Chennai, Trichy, Tirunelveli, Madurai,

Salem and Coimbatore cities, the Collectors of

the District concerned and in respect of other areas

the Sub-Divisional Officers in their respective local

limits of police jurisdiction have been authorized

to take action against offending the Cable Television

Networks (Regulation) Act’ 1995. Further, the

Government have issued instructions to all the

District Collectors / Commissioner of Police /

Superintendent of Police for strict action against

the offenders who violates the above said act.

VIDEO ACT AND RULES

The Tamil Nadu Exhibition of Films on

Television Screen through Video Cassette

Recorders and Cable Television Network

(Regulation) Act’ 1984, regulates the exhibition

of films on television screen through Video

Cassette Recorder (VCR) in the State. This Act

provides for the grant of license to the individuals

for exhibition of films on television screen through

Video Cassette Recorder (VCR) and for running

Video Libraries. The respective District Collectors

/ Commissioner of Police, Chennai acts as the

Licensing Authorities.

VIDEO PIRACY CELL

The Video Piracy Cell, Crime Branch, C.I.D.,

Tamil Nadu is functioning under the direct control

of the Additional Director-General of Police

(Crime), Chennai. He is assisted by 1

Superintendent of Police and 1 Deputy

Superintendent of Police at the State level. There

are twelve units functioning at Chennai (2), St.

Thomas Mount, Vellore, Salem, Coimbatore, Trichy,

Cuddalore, Madurai, Dindigul, Virudhunagar and

Tirunelveli in the State. Each unit consisting of 1

Inspector of Police, 1 Sub-Inspector of Police and

minimum of 6 Grade-I Police Constables. The

service of this cell is also being utilized to check

the violations relating to the Copy Right Act /

Information Technology Act 2000. The details of

The Hon’ble Chief Minister has issued orders

for construction of a new building with adequate

space at Taramani at a cost of Rs.5.83 crores for

The Hon’ble Chief Minister has also ordered

the purchase of a CTP (Computer to Plate) machine

TAMIL ARASU SUBSCRIBERS

The total number of subscribers to the Tamil

and English editions of Tamil Arasu is 71,073.

about the welfare schemes, also enjoys the

amusement activities.

Central and State Government

Departments, public sector undertakings and

private concerns take part in these exhibitions.

The Government Exhibitions apart from creating

awareness among the people regarding

Government schemes and achievements and

entertaining the general public also provide

employment opportunities. Various cultural

programmes are being organized in the exhibitions

which benefit artistes who live in impoverished

conditions.

Government exhibitions are organised every

year in Coimbatore, Madurai, Salem, and were

organized once in two years in Vellore and

Tirunelveli. Presently exhibitions are organised

EXHIBITIONS

“Every one should get everything and

there should be no need for any need”

In accordance to the high thoughts of

Hon’ble Chief Minister Puratchi Thalaivi Amma,

the Government is implementing various schemes

for the welfare of the people. The Exhibition wing

of the Information and Public Relations

Department exhibits these welfare schemes so

that even people living in remote parts of Tamil

Nadu are able to understand the welfare schemes,

through Government exhibitions. People visiting

Tiruchirapalli, Tiruvannamalai and Thoothukkudi.

Best pavilions of the Government

departments are awarded prizes. So far, 143

Government Exhibitions have been organized by

the Information and Public Relations Department

and a sum of Rs.29.51 crores has been earned as

profit for the Government.

Department participates in the pageantry

procession at the Republic Day Celebrations in

Chennai and New Delhi every year. This

department co-ordinates the procession of the

pageantry of floats in the Republic Day

Celebrations in Chennai. With the backdrop of

Fort St.George, where from the Hon’ble Chief

Minister rules the State of Tamil Nadu

Implementing the schemes for the welfare of the

people and the majestic portrayal of the

REPUBLIC DAY PAGEANTRY PROCESSIONPRIVATE EXHIBITIONS

The department of Information and Public

Relations frames rules and regulations for the

conduct of private exhibitions for the benefit and

recreation of the public and grants permission

for holding private exhibitions on the

recommendations of the District Collectors

concerned.

ANNUAL FLOWER FESTIVAL AT NEW DELHI

Every year this Department represents

Government of Tamil Nadu in the Annual Flower

Festival (Phool Walon-Ki-Saire) organized for the

promotion of National Integration and Religious

Harmony in New Delhi. Tamil Nadu bagged the

first prize in the flower festival held during 2011

and November 2012.

Government earns revenue through these

exhibitions besides providing employment

opportunities to thousands of people.

PHOTO EXHIBITIONS

As ordered by the Hon’ble Chief Minister,

Block level mini exhibitions are being organized

in each district in order to disseminate information

on the Government’s welfare schemes and

achievements among the people. A sum of

Rs.10,000/- was allocated to each district.

Photo exhibitions were conducted in all 32 disticts

during the financial year 2012-2013 and 3,41,240

people visited and were benefited.

Small multimedia Publicity campaigs are also

organised during Collector’s Mass Contact

Programme.

Hon’ble Chief Minister, the float of the Information

and Public Relations Department received the

second prize for the best display of Government

schemes in the Republic Day Celebrations held

in 2013. The float of this department received

the first prize in the Republic Day celebrations

held in 2012.

INDIA TOURIST – INDUSTRIAL TRADE FAIR

This Department participates in the All India

Tourist and Industrial Trade Fair (Island Grounds)

in Chennai every year where the policies, activities

and achievements of the Government with

photographs and models are displayed.

This department also participates every year

in India International Trade Fair, New Delhi

displaying the policies, activities and

Panchayat Unions. 4,42,310 people visited. Steps

are being taken to hold such Mini Exhibitions in

Hon’ble Chief Minister has ordered to

Rs.38.50 lakhs was allocated at Rs.10,000 per

Panchayat Union. In the first stage, in the

financial year 2011-2012, Mini Exhibitions were

held in 97 Panchayat Unions. 4,02,100 people

The Information and Public Relations Offices

in all the 32 districts form a vital part of the

Information and Public Relations Department. The

District Information and Public Relations Officers

disseminate information relating to the welfare

schemes and activities of the Government besides

creating awareness among the people through

print and electronic media.

the work of the Information and Public Relations

Officers in the districts, the district offices have

been upgraded with modern communication

equipments.

New vehicles

The Hon’ble Chief Minister Puratchi Thalaivi

Amma handed over 14 new vehicles viz, 7 Tempo

Gama Jeeps, 5 Tempo Traveller Video Vans and

2 Motor Cycles purchased at an estimate of

Rs.79.57 lakhs for the office of the I & PRO in

districts and headquarters, at Secretariat on

12.10.2012.

Information and Public Relations. Apart from

publicising the details of Government schemes

and achievements, the District Information and

Public Relations Officers create awareness among

the public so that the benefits of Government

schemes reach fully to the beneficiaries. With a

view to facilitate the work of the Information and

Public Relations Officers in the districts, the district

offices have been sanctioned Rs.27.00 lakhs for

furniture, Rs.23.40 lakhs for Machines and

Equipments and Rs.4.05 lakhs for Computer

related items. Action is being taken for the

purchase of the above items.

Officers release Government press releases and

photographs to media, organize video shows in

places where people throng in large numbers, press

conferences and publicity through local cable TV

of the State Information Centre, Tamil and English

daily newspapers and periodicals are kept for the

public to read. Many readers make use of this

facility every day.

Periodicals and newspapers are preserved

for future reference by the Government. Reference

materials are provided to Hon’ble Ministers and

officials as and when required. Notes for

Government functions organised by the

department of Information and Public Relations

are also given. Necessary reference books are

also made available to Tamil Arasu for information.

REGISTRATION OF BOOKS

The Director of Information and Public

Relations is the Registrar of Books as per the

Newspapers and Books Registration Act, 1867.

Two copies of all the books published every year

are received from publishers and registered in

this office.

INFORMATION CENTRES

Information Centres are functioning in

Chennai, Madurai, Tiruchirapalli, Thanjavur,

Coimbatore and New Delhi. Books, newspapers

and periodicals are made available in these

Information Centres for the use of school and

college students, teachers and research scholars.

STATE INFORMATION CENTRE

The State Information Centre, which was

located in Omanthurar Government Estate,

Chennai has been shifted to the first floor of

Bharathiyar Illam, Triplicane. A library and a

reading room are functioning in this Centre.

Books on various subjects such as history,

biographies of leaders, children’s books, science,

politics, etc. are available. Proceedings of the

Tamil Nadu Legislative Assembly, publications of

the Assembly and Government publications are

available here for reference. In the reading room
