Dedicated Marine Program• this program will continue this summer due to the success of last year’s pilot
programKnowledge Sharing Program
• newly employed officers will be mentored by experienced traffic officers with theHighway Safety Division and Detachment Traffic Specialists
Collision Reporting Centres• Napanee is being considered as a site for one of 2-3 possible future collision
reporting centresCommunity Safety Grants
• the traditional 1000 Officer Grant will continue for 2017 and transition to the PEM(Police Effectiveness & Modernization) grants in 2018
• communities guaranteed to receive same funding as in previous years under the1000 Officer Grant

Unfounded Sexual Assault Complaints• Departments are examining their data of this category• 3818 flIes have been reviewed and it appears to be a data issue rather than a
service delivery issue• Inspector Finnegan has no concerns with any investigations he looked at• it’s not a systemic problem with any of their investigations
RESOLUTION #03-2017: McCracken & SchermerhornThat OPP Inspector Finnegan’s report be received.
CARRIED.
Community Table UpdateInspector Finnegan advised that there have been forty-five meetings to date andfeedback is that the L&A Situation Table is a fantastic operation with a high functioninggroup of participants. Sixty-one situations have been brought forward with six notmeeting the threshold. To date, eighty-two people have been helped. Data for 12months hasn’t been analyzed yet to determine if there are any indicators.
MUNICIPAL ENFORCEMENT ISSUES
By-law Enforcement ReportErm Andoney, By-law Enforcement Officer reviewed the By-law Enforcement Report.Yard maintenance complaints have increased and illegal dumping is an issue for theDepartment. He requested that the OPP increase patrols around the Market Square.The Community Safety Officer advised that she will discuss the issue with him.
RESOLUTION #04-2017: Schermerhom & McCrackenThat the report from the By-law Enforcement Officer be received.
CARRIED.CamerasRaymond Callery, CAO advised that requests from the OPP for camera footage haveincreased and our IT Dept. is looking for a secure method to transfer this data to theOPP. The Acting Staff Sergeant will contact Dave Nicholson, IT Clerk to come up witha solution.
Correspondence - PEM (Policing Effectiveness and Modernization) GrantRaymond Callery reviewed the PEM grant and the 1,000 Officers Grant and how thefunding will operate in the future.

STAR Pilot Project
• STAR is an acronym which stands for- Satellite TechnologyApprehension Response
• A dual-barreled launcher mounted in the grille of a law enforcementvehicle. If police are engaged in a potentially high-risk traffic event,the officer can deploy a projectile (tag) containing a GPS module,which adheres to the back of a fleeing suspect’s vehicle. The officercan then back off and follow the location of that vehicle in near realtime tracking with the assistance of dispatchers utilizing a securedweb portal.
• The OPP has three vehicles equipped for this pilot project. TheLondon Provincial Communications Centre will have the ability totrack via GPS and deployments that may take place.
• The pilot commenced on the May long weekend in Western Region.

Community Street Crime Units
• Beginning in April 2017, a new program will combine the OPPOrganized Crime Enforcement Bureau Community Drug ActionTeams (CDAT) initiative and the Detachment-based Street CrimeTeams to form the Community Street Crime Unit (CSCU).
• This new operational structure represents a partnership between theOrganized Crime Enforcement Bureau (OCEB) and Field Operations,and is designed to tackle community level drug and property crimes -
two offences that are often interconnected.• All CSCU resources have been redirected from both OCEB and Field
Operations; supporting the Reinvestment pillar of the OPP’sStrategic.
• 4 officers have been selected from the detachment to support thisnew initiative.
OPP Community Satisfaction Survey 2016
• 381 completed surveys were broken down into the following groupsfor analysis: Napanee 120, Loyalist 101, Kaladar 60, Deseronto &Tyendinaga 55 and Stone Mills 45.
• 97.6% of respondents felt very safe’ or ‘safe’ in their community.• 80.5% of respondents said the OPP were ‘very involved’ or
‘somewhat involved’ in their community.• 91.6% of respondents were ‘very satisfied’ or ‘satisfied’ with the
OPP’s ability to work with communities to solve local problems.• 83.8% of respondents were ‘very satisfied’ or ‘satisfied’ with the
OPP’s visibility in their community.• 91.9% of respondents were ‘very satisfied’ or ‘satisfied’ with the
OPP’s visibility on the highways.• 89.0% were ‘very satisfied’ or ‘satisfied’ with the ease of contacting
the OPP.• 82.3% of respondents were ‘very satisfied’ or ‘satisfied’ with the
OPP’s enforcement of aggressive driving laws.

• 90.6% of respondents were ‘very satisfied’ or ‘satisfied’ with theOPP’s enforcement of drunk driving laws.
• OveraLl, 91.5% of respondents were ‘very satisfied’ or satisfied’ withthe quality of police service provided by the OPP.
Staffing
• Our staffing levels have been abnormally low but we are now startingto improve.
• We have two new recruits who arrived in February, KaleighROBINSON and Matt RUTHERFORD. We have four recruits arrivingJune 5th, Jason BAILEY, Melody GRATTIN, Darrin GOVERS andDavid ARMSTRONG.
• Despite staffing shortages we continue to achieve significant resultsin proactive traffic enforcement initiatives.
Canada Road Safety Week
• The OPP laid close to 9,400 speeding charges and 165 street-racingcharges during Canada Road Safety Week. Officers also laid 649seatbelt-related charges, 482 distracted driving charges and 124alcohol and drug-related impaired-driving charges, as well as variousother traffic-related charges, on motorists whose driving behavioursthreatened safety of other road users.
Proceeds of Crime Grant Application
• A grant application was submitted asking for 34,000 on behalf of theNapanee Police Services Board.
• The establishment of a Community Safety and Well Being Plan is thenext logical step in strengthening our proactive and collaborativeapproach to risk-based community safety. There is tremendous valuein prevention focused community collaboration. The grant application

is for funds to retain the services of the Global Network forCommunity Safety in assisting Greater Napanee and eventually all ofLennox and Addington County in establishing a highly practical,functional and action oriented community safety and well-being plan.
• The grant application was denied.
Detachment Audit
• OPP Detachments are audited every four years by the QualityAssurance Unit.
• An audit took place on May 29, 30 and 31 and the exit meeting tookplace on June 2nd Some very minor issues were identified butoverall the audit results were extremely positive.
• Our property vault and financial records were 100% compliant.
Project Safe Trade
• Project Safe Trade is a community safety initiative that is“municipality driven” in keeping with the community mobilizationconcepts. The purpose is to create a ‘community safe zone’ at anOPP detachment parking lot, or other “safe” location in which tofacilitate online property transactions. The perceived presence of lawenforcement ideally may deter unlawful behaviour. Creating a“community safe zone” in detachment parking lots is about movingonline transactions away from secluded parking lots or other areasthey occur in and bringing them to a public place.
