Important Information You could lose money by investing in a money market fund. Although the fund seeks to preserve the value of your investment at $1.00 per share, it cannot guarantee it will do so. An investment in the fund is not insured or guaranteed by the Federal Deposit Insurance Corporation or any other government agency. The fund’s sponsor has no legal obligation to provide financial support to money market funds and you should not expect that the sponsor will provide financial support to the fund at any time. Fidelity’s government and U.S. Treasury money market funds will not impose a fee upon the sale of your shares, nor temporarily suspend your ability to sell shares if the fund's weekly liquid assets fall below 30% of its total assets because of market conditions or other factors.

Fidelity BrokerageLink® Beginning January 24, 2020, Fidelity BrokerageLink® will be eliminated as an investment account in the Plan and your future contributions will be redirected to the flexPATH Index Moderate Retirement R1 based on your date of birth. If there is a remaining balance in BrokerageLink on January 27, 2020, all investments will be liquidated and the proceeds will be automatically removed from the BrokerageLink account and transferred to the BrokerageLink default fund within the plan, Fidelity® Government Money Market Fund. On or around, February 3, 2020, those participants, who had assets moved to the BrokerageLink default fund and have a balance in the Fidelity® Government Money Market Fund, will be reallocated to the age appropriate flexPATH Index Moderate Retirement R1 based on your date of birth. See the Cowlitz County PUD Default Fund for more details.

Cowlitz County PUD Default Fund

If you have not already made an investment election decision, we encourage you to review the investment options available to you. However, if no elections are made, Cowlitz County PUD has directed Fidelity to invest your future contributions in a flexPATH Index Moderate Retirement R1 based on your current Age and assuming a retirement Age of 65. Simply find your date of birth range in the following chart to determine which flexPATH Index Moderate Retirement R1 your contributions will be directed to.

What Do I Need to Do?

If you are satisfied with how your current investment elections will be modified, as shown previously, no action is required on your part. However, if you do not want these changes to take place, you must contact Fidelity and complete a change of investments. Log on to Fidelity NetBenefits® at www.netbenefits.com/atwork or call 800-343-0860, Monday through Friday, between 8:30 a.m., and 8 p.m. Eastern time. Additional Information

The dates shown are based on the timing and accuracy of a variety of factors, including the transfer of data, receipt of instructions, and receipt of assets. Changes in any of these factors may result in changes to the dates and timing, including the dates on which, and thus the prices at which, assets in your account are sold and/or reinvested.

For a mutual fund, the gross expense is the total annual fund or class operating expenses (before waivers or reimbursements) paid by the fund and stated as a percentage of the fund’s total net assets. Where the investment option is not a mutual fund, the figure displayed in the gross expense information field is intended to reflect similar information. However, it may have been calculated using methodologies that differ from those used for mutual funds. Mutual fund data has been drawn from the fund’s prospectus. For non–mutual fund investment options, the expense information has been provided by the plan sponsor or investment option’s manager or the trustee. When no ratio/information is shown for these options, it is because none was available. There may be fees and expenses associated with the investment option. Expense information changes periodically. Please consult Fidelity NetBenefits® for updates.

A mutual fund net expense ratio is the total annual operating expense from the fund's most recent prospectus after any fee waiver and/or expense reimbursements that will reduce any fund operating expenses for no less than one year from the effective date of the fund's registration statement (this number does not include any fee waiver arrangement or expense reimbursement that may be terminated without agreement of the fund's board of trustees during the one-year period). For other types of investments, the figure in the net expense information is intended to reflect similar information, but may have been calculated differently than for mutual funds. Mutual fund data comes from the fund's prospectus. For non–mutual fund investment options, the information has been provided by the plan sponsor or investment option’s manager or the trustee. When no ratio is shown for these options, it is because none was available. There may be fees and expenses associated with the investment option. Expense information changes periodically. Please consult NetBenefits.com for updates. Important Note if You Use Rebalance Notification

If you are currently using the Rebalance Notification feature offered through your Plan, you may need to adjust your rebalance elections given the changes to the Plan lineup on January 24, 2020. If you have a current investment option that will no longer be offered under the Plan, you will no longer be notified if your account's investment mix strays from the original specification. If you have questions or need assistance with the Rebalance feature, log on to Fidelity NetBenefits® at www.netbenefits.com/atwork or call 800-343-0860.

BlackRock U.S. Debt Index Fund Class 1 FPRS code: OGDZ Ticker: WBRUOX CUSIP: 97183J624 Gross expense ratio: 0.04% as of 11/30/2019 Net expense ratio: 0.04% as of 11/30/2019 Objective: The fund seeks to achieve investment results that are similar to the price and yield performance, before fees and expenses, of the Bloomberg Barclays U.S. Aggregate Bond Index. Fixed income securities also carry inflation risk and credit and default risks for both issuers and counterparties. Unlike individual bonds, most bond funds do not have a maturity date, so avoiding losses caused by price volatility by holding them until maturity is not possible. Additional risk information for this product may be found in the prospectus or other product materials, if available. Short-term redemption fee: None Who may want to invest: Someone who is seeking potential returns primarily in the form of interest dividends rather than through an increase in share price; Someone who is seeking to diversify an equity portfolio with a more conservative investment option. Voya Intermediate Bond Fund Class R6 FPRS code: OV38 Ticker: IIBZX Gross expense ratio: 0.31% as of 07/31/2019 Net expense ratio: 0.31% as of 07/31/2019 Objective: The investment seeks to maximize total return through income and capital appreciation. Strategy: Under normal market conditions, the fund invests at least 80% of its net assets (plus borrowings for investment purposes) in a portfolio of bonds, including but not limited to corporate, government and mortgage bonds, which, at the time of purchase, are rated investment-grade (e.g., rated at least BBB- by S&P Global Ratings or Baa3 by Moody's Investors Service, Inc.) or have an equivalent rating by a nationally recognized statistical rating organization ("NRSRO"), or are of comparable quality if unrated. Risk: In general the bond market is volatile, and fixed income securities carry interest rate risk. (As interest rates rise, bond prices usually fall, and vice versa. This effect is usually more pronounced for longer-term securities.) Fixed income securities also carry inflation risk and credit and default risks for both issuers and counterparties. Unlike individual bonds, most bond funds do not have a maturity date, so avoiding losses caused by price volatility by holding them until maturity is not possible. The fund may invest in lower-quality debt securities that involve greater risk of default or price changes due to potential changes in the credit quality of the issuer. Foreign securities are subject to interest-rate, currency-exchange-rate, economic, and political risks, all of which may be magnified in emerging markets.
