School Vision Statement

“St Luke’s College is a Catholic school committed to seeking truth and justice, and to developing the potential of the whole person. The school is open to the challenges of the Pilbara and aims to build a strong school community that is both adaptable and unified”.

Aims of St Luke’s College

The fundamental aim of St Luke’s College is to provide an environment that assists parents in the growth and development of their children by imparting Christian values based on the teachings of Jesus. In so doing, the College aims to provide a complete education which promotes the physical, intellectual, emotional, moral, social and spiritual development of each child.

School Name

The name of St Luke’s College was selected as an appropriate title for the new secondary school in the Parish community of Karratha. St Luke’s joins with St Peter’s (Dampier Parish) and St Paul’s (Karratha Parish and Primary School) symbolising their mission as disciples in witnessing to Jesus and spreading the Faith. St Luke, as author of a major portion of the New Testament, is characterised by the qualities of compassion, patience with suffering, prayer and joy.

School Logo

The logo of the College features two crosses, one in bold detail, the other a smaller one in silhouette. The cross is the universal sign of the Christian. The larger cross is the symbol of Jesus Christ, our model, brother and guide. This also implies sacrifice to others. The smaller cross is the symbol of our cross. We are called to be followers of Jesus Christ and face the challenge of carrying our crosses as Christians. The road through the cross and to the horizon, with the name of the College on either side, represents the journey of life. The stage students spend at the College contributes to their formation as Christians. The rising sun on the horizon is both a symbol of the Pilbara where it is much in evidence, and a symbol of Christ, the Light and Life of the World.

School Motto

The College motto is “Seek Truth and Justice”. The students are challenged to know Christ and in their search for truth, to deepen their relationship with Him. Justice implies that they put into practice what they know to be right and good, and use their gifts and talents in the service of others. College History

St Luke’s College is the first Catholic secondary school to be built in the Pilbara. The courageous decision to build the Karratha Catholic Secondary School, as it was first named, was officially announced on September 3, 1986, as a joint venture between the Catholic Education Commission of Western Australia and the Ministry of Education WA. From very humble and Spartan beginnings in government-supplied transportables at Karratha College, the transformation has been dramatic: St Luke’s College has evolved its own identity, school song, Catholic ethos and the beginnings of distinctive traditions. Its establishment represents a significant commitment to the development of Catholic education in this remote region.

On February 4, 1987, the first 92 students enrolled at the College, together with the foundation staff. Fewer than one third of these original 92 students completed Year 12 at the College. This gives witness to a distinctive characteristic of the social and economic characteristics of the community of Karratha, namely the transitory nature of a high proportion of the population. This was especially evident during the foundation years with fluctuations in employment during the construction phase of the Natural Gas Plant by Woodside Offshore Petroleum. St Luke’s College has had to develop greater flexibility in its policies and decisions in order to cater for the many problems that this has presented.

Three Christian Brothers, Br John Bowman (Foundation Principal), Br Olly Pickett, Br Peter Green and Presentation Sister, Sr Perpetua Waring (Deputy Principal) provided the nucleus of the team that laid the secure foundations of the College. Father Michael Morrissey, Parish Priest and College Chaplain, was actively involved in all aspects of the development of the College.

From the outset, local business, the community and strong parental involvement have been significant in the establishment of the permanent campus in Rosemary Road. The campus was built over three distinct stages. The school community made its long-awaited move to the permanent campus at the beginning of Term 4 in October 1988. The official opening and blessing of Stage 1 on June 8, 1989 was performed by Bishop Hickey and Mrs Pam Buchanan, MLA. Stage 2 was well on the way to completion at this time with the final stage, the Administration Block, being completed in July 1991.

In 2009 a further stage of the College was finalised when the Gym/Performing Arts Centre was completed. The Performing Arts Centre is now a facility being used by many bodies and organisations in the town. Its versatility allows it to be used for sporting, cultural and dramatic activities. In the same year and with the assistance of the Roebourne Shire, the development of the St Luke’s College / Whelan Oval began. This Oval has now become an integral part of the town’s sporting facilities.

Pastoral Care

The school places a major emphasis on pastoral care. All students are grouped into four Houses divided into Pastoral Care Groups (PCGs). The organisation of the school’s management of behaviour and other school routines are centered on the House system and individual House Co-ordinators. The teacher-student ratio allows teachers to know the students in their care and to provide them with the attention that enables them to become part of the College community. The idea of community is central to Catholic teachings and beliefs.

Tuition Fees

Two levels of tuition fees are applicable - Lower School and Upper School. These fees are reviewed annually by the School Board. A one-off, upfront payment for all levies is payable by a date that is determined on an annual basis. Tuition fees and the per family annual charges are payable by either: • Annual Fee in full before the start of Term 2 • Three equal term payments • Nine equal monthly instalments (paid April to November) • Eighteen equal instalments fortnightly (April to November) • Thirty-six equal instalments weekly (March to November) • Other - by negotiation with the School Principal Subject Levy / Amenities Fee / Other Fees

In the case of a small number of specialised subjects, a levy is charged to cover materials and services. This will apply to subjects such as Outdoor Education, Electronics etc.

College Yearbook

The College Yearbook is published each year and a copy forwarded to each family.

Library Books

Library books that are not returned by students are charged at replacement costs.

Equipment

On occasions, students will use equipment belonging to the college, computers and calculators are examples. In such cases contracts are signed, bonds are collected, and negligence becomes the responsibility of the student and family.

Student Breakages

Parents/Guardians will be sent an account if their child is responsible for damage of College property.

Insurance

The College is covered by an insurance policy for public l iability and for accidents, for example, injuries sustained in games or in other ways. Cover for such accidents is for activities during school time or while on school organised outings.

School Uniform

Wearing of full school uniform is compulsory at the College. Uniforms are available from the Uniform Shop near the Gym. The Shop is open from 11.30am - 3.15pm each Tuesday and Thursday during school term. Uniforms can be ordered online through the QuickCliq website (www.quickcliq.com.au).

Managing Student Behaviour

St Luke’s sets high standards of behaviour and personal neatness. The College has a Student Code of Conduct which incorporates the philosophy that all members of our school community – staff and students alike – have a right to be treated with respect and courtesy. It is our responsibility, along with parents a nd the school community, to help our students develop socially acceptable behaviour. Homework

Homework and study assignments are set for the students by the subject teachers. Fundamental to academic progress in secondary schooling is the development of sound study skills, particularly revision skills. Though individual needs vary widely, it is suggested that one to one and a half hours of homework and study per day be undertaken by Year 7 students, increasing steadily to three to four hours for TEE students. Parents should ensure that the necessary conditions of time and place be made available to their children at home to ensure that homework and study are completed. Students will be assisted in their Homework by the Peer Support Program run by the College Leaders and the Homework Club run by the House Coordinators.

School Attendance

Parents are urged to avoid removing their children from school during the term, e.g. for holidays. Such holidays outside of the normal inter-term breaks can severely hinder academic progress. Due to course requirements, no tests or exams will be given early. Should a student be absent from the normal school program due to illness, a phone call first thing in the morning is required and then written notification is required when the student returns. In the case of absence other than illness, a written notification is required beforehand followed by a note on return to school.

Withdrawal

The Principal is to be notified in writing if a student is to be withdrawn from the College before the end of the school year. A term’s notice of withdrawal is required. Please note that the College requires that parents pay full term fees if they withdraw a student prior to the conclusion of a term. A written reference may be requested if applying for an enrolment position in another Catholic school.

Curriculum

Years 7 - 10

All students experience a common course of outcomes in Religious Education, English, Mathematics, Science, Humanities and Social Sciences, Physical Education and Health Education. Year 7 & 8 students also undertake Chinese. In addition to these year-long subjects, Year 7 & 8 students rotate through four units drawn from The Arts and Design and Technology areas. Each unit lasts a semester. Year 9 & 10 students can develop their interests in particular areas by selecting four elective units, each running for a semester. The actual subject offering varies over time, depending on teacher availability and student interest. The current offering includes Art, Drama, Literature, Electronic Learning Skills, Photography, Outdoor Education and Technologies (Metal, Electronics, Information and Food).

Assessment and Reporting Procedures Each student’s progress is monitored through direct observation and by formal assessments. This progress is judged against a continuum of specified outcomes. Progress in the continuum is reported twice a year through formal reports and a grade is given at the end of the year. This grade will be an indication of the student’s progress in relation to the target for the year. To complement the formal reports, interim reports (which focus on behavioural outcomes) are issued at the end of Term 1 followed by a Parent/Teacher interview opportunity. At the conclusion of Semester 1, there is a formal report which is followed by a Parent/Teacher meeting in Term 3.

Year 11 & 12

The Upper School Curriculum is structured as per the Curriculum Council guidelines for Western Australian Certificate of Education (WACE). The students are offered a range of pathways including Course of Study units, Endorsed units and VET units. Students will complete 20 or more units over the course of Year 11 and Year 12, leading to Secondary Graduation at the end of Year 12. Students who wish to go on to further study at university must qualify through the examination process, after meeting the WACE requirements for graduation. Course of Study units include the English, Mathematics, Religious Education and all other units that ar e run through classroom-based education at the College. VET units are usually associated with a TAFE run course and are offered as both classroom based, online and face to face contact at the local TAFE College. Endorsed programs are other ‘learning’ experiences undertaken by the students that can count as points towards their WACE. Some examples are Workplace Learning, Recreational Skipper’s Tickets, school trips and Bronze Medallions amongst many others. The College aims to meet the needs of its students by offering a comprehensive range of subjects. The details of these offerings vary from year to year. A course information booklet is produced each year to give detailed information of the available options. Please note that participation in the English, Mathematics and Religion and Life Courses of Study are a compulsory component of every student’s education at St Luke’s College.

Christian Service Learning

To assist in the holistic development of students, all students are required to complete Christian Service Learning (CSL). The focus in this CSL is a personal contribution to self, family and friend and then to the greater community. There are many avenues available through the college, but it is incumbent on students to access their own opportunities to help those less fortunate. Students graduating are required to have completed a minimum of 20 hours since year 10.

Physical Education and Sport

Physical Education is seen as an important subject in developing the whole person and is compulsory for all students. The student is encouraged to develop skills in a variety of sports, especially team games and to be aware of and work towards personal fitness. The program is designed to expose students to a wide variety of sports, both individual and team. Tuition in the fundamental skills of these sports is given in physical education lessons and students are encouraged to develop these skills in their own leisure time in their own interest areas. All students in Years 7 - 10 participate in Physical Education classes. Upper School students may choose Physical Education Studies as part of their course of study. At all times good sportsmanship will be insisted upon, and students will be expected to display good manners in competitive situations. Displays of bad temper or offensive language will not be tolerated. Similar expectations apply when students are dealing with personnel from external agencies which are either visiting or delivering educational opportunities. Students will be required to wear correct sports uniform, both for physical education lessons and when representing the College in inter-school sport.

Inter-School Sport At a whole-school level, St Luke’s College participates in Inter-School swimming, athletics competitions and other events as they arise. Co-Curricular Activities

The College endeavours to provide activities for students outside of the normal school program. These include: • Sporting teams in local competitions and representative teams which compete in the Pilbara Region (swimmi ng,

athletics, netball) • Reflection Days & Year Camps provide the opportunity for students at all year levels to interact and reflect

recreationally & spiritually • Students undertaking First Aid, Dive Course, Skipper’s Course • SWL (Structured Workplace Learning) • Christian Service Learning • Academic and Cultural Trips locally and in Perth • Upper School Ball • Drama and musical presentations /productions, e.g. Rock Eisteddfod, Debating

Parental Involvement

Both parents and teachers are committed to the education of the children and such a process requires cooperation and a sense of partnership. The following structures are seen to assist Parent / School interaction and communication.

6. School Board

An Annual General Meeting is held at the beginning of the school year. This meeting is to elect the College Board and the P & C. Parents can nominate to serve as Board Members. Board Members are elected. Meetings are held once a month during term time. Alternatively, they can volunteer to be involved in the P & C on a full-time basis or just in the occasional activity.

7. Homework, Study Planner and Diary

Parents are encouraged to take an active involvement in their child’s homework and study program. The homework diary is seen as an important means of communication between the school and the home, particularly if difficulties should a rise in the understanding of concepts taught. Year 7 students are issued with a Student Planner that is an organisational chart to assist them with planning and parents to monitor progress. This should be stuck on a wall or board in the student’s room.

8. Tuition and Homework Club

With the assistance of the North West Shelf Venture, students are provided with after-school tuition each day. In addition to the tutoring, there is a Homework Club which operates at lunchtime 4 days a week. This provides students with ample opportunity to complete all work. Please stress the importance of accessing these invaluable facilities.

Financial Assistance

Both the Commonwealth and State Governments provide various forms of financial assistance for families. Often parents are not aware of the assistance available to them.

• ABSTUDY (Commonwealth) - provides assistance for tuition fees to all Aboriginal and part-Aboriginal students after their 16th birthday. The allowance is income-tested. Application forms are available from the Department of Education, Employment & Training. • Education Allowance (State) - provides direct additional assistance for families who have Health Benefits /Health Care cards. Applications are available from Centrelink or the College. • Book and Clothing Allowance (State) - provides a set, direct payment for each student in secondary school for families who have Health Benefits/ Health Care cards. 1. The College collects personal information, including sensitive information about pupils and parents or guardians before and during the course of a pupil’s enrolment at the school. The primary purpose of collecting this information is to enable the school to provide schooling for your son/daughter.

2. Some of the information we collect is to satisfy the school’s legal obligations, particularly to enable the school to discharge its duty of care.

3. Certain laws governing or relating to the operation of schools require that certain information is collected. These include Public Health and Child Protection Laws.

4. Health information about pupils is sensitive information within the terms of the National Privacy Principles under the Privacy Act. We ask you to provide medical reports about pupils from time to time.

5. The school from time to time discloses personal and sensitive information to others for administrative and educational purposes. This includes to other schools, government departments, Catholic Education Office, the Catholic Education Commission, your local diocese and parish, medical practitioners and people providing services to the school including specialist visiting teachers, coaches and volunteers.

6. If we do not obtain the information referred to above, we may not be able to enrol or continue the enrolment of your son/daughter.

7. Personal information collected from pupils is regularly disclosed to their parents or guardians. On occasions information such as academic and sporting achievements, pupil activities and other news is published in School newsletters, magazines and on our website.

8. Parents may seek access to personal information collected about them and their son/daughter by contacting the School. Pupils may also seek access to personal information about them. However, there will be occasions when access is denied. Such occasions would include where access would have unreasonable impact on the privacy of others, where access may result in a breach of the School’s duty of care to the pupil, or where pupils have provided information in confidence.

9. As you may know, the school, from time to time, engages in fundraising activities. Information received from you may be used to make an appeal to you. It may also be disclosed to organisations that assist in the school’s fundraising activities solely for that purpose. We will not disclose your personal information to third parties for their own marketing purposes without your consent.

10. We may include your contact details in a class list and school directory. If you do not agree to this you must advise us now. 11. If you provide the school with the personal information of others, such as doctors or emergency contacts, we encourage you to

inform them that you are disclosing that information to the school and why, that they can access that information if they wish and that the school does not usually disclose this information to third parties.

RATIONALE The provision of a Catholic education at St Luke’s College recognises that there are a series of constraints imposed by financial considerations. A key factor is the commitment that parents/guardians are asked to undertake to support the College by payment of fees. The Fees Policy will apply to all families without exception.

DEFINITION For the purposes of this policy, school fees shall be considered to be tuition fees, compulsory levies, subject levies, lock and locker hire.

SCHOOL BOARD RESPONSIBILITY The inability to pay school fees shall never be the reason for the exclusion of any child from St Luke’s College. However, where parents/guardians refuse to pay school fees when they have the financial capacity to pay, it becomes a matter for justice that they shall meet their commitments. A family may discuss their financial situation with the College Principal and apply for a fee remission in cases of financial hardship.

SCHOOL FEE ACCOUNTS Fee accounts are sent to parents/guardians at the commencement of Term 1 and regularly throughout the year. Families must select one of the following options for the payment of per student Tuition Fees, Levies and other per family annual charges of the Yearbook, Building Levy and P&C Levy. Option 1

Payment of all fees, levies and charges in FULL in one instalment by 10 April 2020. This option is available via direct debit or credit card.

Alternatively, payment may be made by cash, cheque or by direct deposit into the College bank account.

Option 2

Payment of fees, levies and charges in three (3) equal instalments, due on 11 March, 10 June and 9 September 2020. This option

is available via direct debit from bank accounts using the Direct Debit Scheme or by providing the College with your credit card

details for automatic payment on the dates specified. In addition, payment may be made by cash.

Option 3

Payment of fees, levies and charges in nine (9) equal instalments, due on the 11 March 2019 and each month thereafter

through to 11 November 2020. This option is only available via Direct Debit from bank accounts using the Direct Debit Scheme or

by providing the College with your credit card details for automatic payment on dates specified.

Option 4

Payment of fees, levies and charges in eighteen (18) equal instalments, due on 11 March 2020 and fortnightly thereafter

SPLIT BILLING The signed enrolment form is a contract between the parents/guardians and the Principal. This contract is enforceable by the Principal, usually to recover unpaid fees agreed to in its conditions, against any party who is a signatory. The parties are said to be ‘jointly and severally liable’, which means the Principal can enforce the contract against one or both. Principals have the discretion to vary the enrolment agreement to waive full or partial liability under it for either or both parties for whatever reason the Principal sees fit. Any such variation should be made in writing and signed by all parties, as would any contract variation.

Families who wish to split their account equally between two parties must provide written advice to the College, signed by both parties, authorising the account to be divided equally. The authority should be returned to the Finance Office by Friday 6 March 2020.

PAYMENT DEFAULT • Parents/guardians who have not paid their fees in full after the due date (without contact with the Principal or Business

Manager) will be sent a reminder statement and letter seeking payment within 14 days. • Parents/guardians who do not respond within 14 days (either by payment of fees or discussing their situation with the Principal or

Business Manager) will receive a phone call. • If there is still no commitment or arrangement from parents/guardians within another 14 days, an interview

will be arranged with the Principal and Business Manager. Confirmation of this interview will be sent in writing to parents/guardians.

• Should there be no response or action within 14 days of the letter, the school Principal shall send a formal registered letter with a final notice, seeking payment and outlining the possible outcomes, including legal action, which could occur if payment is not received within the specified timeframe.

• If, despite this last letter, there is no response or action the school Board may approve to engage the services of a debt collection agency or a solicitor to recover outstanding fees and any additional costs.

NEW ENROLMENTS Students enrolling in the first half of the term are required to pay a full term’s tuition fees. Student’s enrolling after that time will be

charged half a term’s tuition fees. All compulsory levies will remain static and therefore no apportioning of these levies will be

applicable. The cost for enrolling at the College is $60. This is a non-refundable charge.

ENROLMENT ACCEPTANCE Once accepted, an enrolment fee of $300 is to be paid in advance. This is credited to the family account against school fees. The fee will not be refunded if families change their mind regarding enrolment.

WITHDR AWAL OF STUDENTS The College must be given a full term’s notice in writing prior to a student’s withdrawal. Without such notice, the College reserves the right to charge a full term’s tuition fee in lieu of notice. Any compulsory levies charged will not be refunded. Unless special allowance has been made by the Principal, families wishing to hold a place for a student taking extended leave will be charged the full tuition fee and compulsory levies.

PARENTS/GUARDIANS WHO LEAVE OWING SCHOOL FEES Any parents/guardians who owe fees after their child/children leave/s the College will receive a final notice from the College. If this achieves no results within 14 days, the account will be handed over to the College’s debt collection agency. If necessary, the School Board, in conjunction with the Director of Catholic Education in Western Australia, will issue a summons to recover the money owed to the College. All expenses, costs and disbursements incurred by the College in recovering any outstanding monies, including agency fees and solicitor costs shall be charged to the parent’s/guardian’s account. The admission form signed by parents/guardians is a binding legal agreement with the College to pay these expenses, costs and disbursements to the College and indemnifying the College in relation to such monies is a condition of a student’s enrolment. The College reserves the right to take the appropriate action where reminder notices are persistently ignored or payment arrangements are not made with the College.

The tuition fee includes all tuition, subject costs (except those listed below), locker hire, insurance, resources and compulsory religious retreats for Years 7-12.

The annual statement of the family account is issued in February of each year.

Education Perfect includes online homework for Maths, Science and English.

The lock fee contributes towards the supply and maintenance of student padlocks.

The bus fee contributes towards the transportation of students to a variety of school events including, Masses, Retreats, House events, and PE lessons.

The Payment Option section (refer page 4) and the College’s Fees Policy (see School Fee Accounts) provide a breakdown of options available to families for the payment of Tuition Fees, Levies and Annual Fee Per Family. All Year 12 fees, levies and charges must be paid in full by the end of Term 3 (25 September 2020).

Subject levies are charged to offset the additional expense and resource-heavy nature of specific subjects, such as Art, Materials Design and Technology, Outdoor Ed, Food Technology, Photography etc. The elective subjects offered are subject to change at any time.

Any students transferring into or out of an elective subject before the School Curriculum and Standards Authority deadline in Semester 1 or 2, will incur charges of, or be refunded 100% of the subject cost, whichever is applicable.

All students in Year 11 who commence a Certificate course are charged a $150 additional course fee. This is to assist the College with the cost of the additional resources and auspicing costs associated with these courses. The fee is outlined in the Year 11 Handbook presented to students at the parent information evening.

Bring Your Own Device (BYOD) Specifications

Background

St Luke’s College uses a Bring Your Own Device (BYOD) program. The school, in consultation with its

information technology provider and stakeholders, has determined specifications appropriate for

usage at the College. Students will need to bring their own computer device to school. iPads, Android

tablets and Chromebooks may not be able to be connected to the College network and are not

regarded as sufficient for our student requirements.

If your child already has a laptop or tablet which meets the requirements listed below, they are

welcome to continue use this as their BYOD.

The device specifications identify the minimum and recommended requirements for student devices.

This will seek to ensure that the functional activities that the devices are required to support are met.

Use of Devices

Students will use their devices in class for a variety of tasks, and the devices must be fit for purpose

and capable of carrying out these functions. Use requirements for a Year 8 student will be different

from those of a Year 12 student.
