3. SCOPE:

This supplemenia! guideline applies to private firms, establi~;hrnPnt'; cr corporations, government agencies or offices, governrnent-o·Nned or coP,r'J:io.:-1 corporations and their respective employees who are recipients of the firea'"iTl~:> L'·v.:;y issued.

4. DEFif..JIT!ON OF TER~f!S:

a. Duty Detail Order - is a written order/schedule issued by a superior t:J f·lis subordinate/s assigning the latter to perform a specific task within or c.1utside his official station which is part of his regular duties usually requiring completion within a 24-hour period.

b. Firearm Bond ·- an amount paid by a firearm holder (individual/juridical), intended as a security to cover the loss of a firearm.

c. Person - means any natural or juridical person. Juridical person refers to partnership, corporation, association or other legal entity, including <:1ny person actin~1 under color or authority of Philippine Laws.

d. e. Long Certificate of Registration {LCR) --- issued to government agencies or offices and governrnent-ownt:od or controi!ed corporations for firearms to be used by their off!c!als and employees, excluding security guards.

f. Lonfl Regular License (LRL) -· issued to private firms, establishments or corporations for firearms to be used by their employees, not to include security guards.

g. Short Certificate of Registration (SCR} - for government oi1'!c!o:i or employee who was issued by his employer a firearms covered by LCR.

h Short Regular License (SRL)- for private employee who was issued by his employer a firearms covered by LRL.

Special Permit (:SP) - issued to government officials and employees for privately owned firearms.

5" REQUIREMENTS:

a. New Ucense

1) For LRL [forrns should be accomplished in tt1e name of the privat~::: firm, establishment or corporation except Private Security Agency (FS/\)}: a) F:outing Slip (Juridical); b) Application -For Firearm License (three copies duly noto:rized Wilh :~x2

picture of company representative or contact person); c) PNP Form 2; d) Permit to purchase firearms and/or ammunition; e) Certificate of Reqistration of Business or Business Permit; f) lncome Tax Return (!TR) of the company; g) Summary of Information to be fii!ed out by t!1e con:p::1ny

repres..:..:r1tative or contact person; h) Order of Payment (OP); i) Special Ban!( Receipt (SBR): j) Firearms Bond from PNP Accredited Bonding Company (Official

Receipt with Original Bond Policy), k) Cover l_etter or Certificate from the OINner/manager of the private firm,

establishment or corporation stating the name and designation of ·~lie officiaifemp!oyee \"fho wil! use the firearm (excluding secur·ity agencies and guards);

!) Clearance of the company representative or contact person frorn Ule PNP Directorate for intelligence (D!) or Nationai Buresu of Investigation (NBl);

m) Drug Test Result of company representative or contact person; and n) LRL Fee.

2) For SRL:

a) Application for Firearm License (three copies duly notarized with 2x2 picture;

b) Ceriificate from the owner/manager of the private firm, eslablishtnenl or corporation that the applicant is the user of the firearm applied for vvhich is covered by LR.L (excluding security guards);

c) Copy of the LRL issued to the privale firm, establishment or corporation with the Official Receipt. of Payment of the license fees made by the holder of the LRL;

d) Certificate of Attendance to a Gun Safety Seminar; e) Neuro-Psychiatric Test and Drug Test results of the applicant; f) Clearance fro111 the PNP Directorate for Intelligence (DI) 2nc!/or hlB!

Clearance; and g) License Card Fee.

Director or Head of Office with equivalent rank stating the n<1me .:::nd designation of the official/employee whn will use the firearm (excluding government security guards);

case of elective officials; e) Certificate from the concerned agency that the applicant is tile end­

user of the firearm; f) Copy of the LCR issued to the Department Secretary/Bureau Director

or Head of Office with the Official Receipt of Payment of the iicense fees made by the holder of the LCR;

g) Certific<::rte of Attendance to a Gun Safety Seminar; h) Clearance from the PNP Directorate for Intelligence (01) <Jnd/or NB!

6. PROCEDURES AND GUIDELINES:

Et. Applications for firearm license under LHL and LCR with1n Metro ivianila shall be directly filed at the PNP, FEO. Provincial applicants may cours1~ their application through the Provinci21!/City Police Office, Regional FES/\GSS and CSG Satellite Office wt1ich shall be fonNarded by the receiving Unit to FEO for processing and approvc;d ir"i c\cr..:o:-d<:J nce with the existing laws, policies and regulations;

b. AI! application folders shall be c!1ecked/verifiecl as to its cornpleteness, conformity and authenticity of the requirements !Jy a processor/briefer f•·tYTl

the Juridical Section, FLO, FEO;

c. Ail original receipts of payments issued by the Land Bank of ~he Phi!r!;pmes (Special Bank Receipt corresponding to the Order of Payment), the bc·r'ding insurano~ fee and license card fe~:;s for SHL. and SCR must be attached to ~he application form;

d . Upon determination of the compliance vvrth the requirements, the .Jundicc:ll Section, FLD, FEO wil! mcomrnend the ;:.~pproval of. the application and prepare the LRL or LCR Certifi r;ate to be concurred by the Chief, FL.D, and AC, FEO before the final approval of C, FEC:

e. After approval, the LRL/LCR shaH be issued by C, FEO for and in beh2if of the Chief, PNP and shall be valid until t!1e issuance of the cc•rT!pulet·ized license card for SRL and SCF:;

t. All records of SRL and SCF<. submitted by the private and government entities shall be under the supervision and control of the Juridical Section but thr::; main file for LRL and LCR will remain under the Records and Computer Section, FLO, FEO;

For private and governmen1 entities that wish to acquire high-puNerecl firearms, a clearance and endorsement must be secured from the Regio;lal Director of the Police Regional Office vvhere their Office is located, certifying therein that there is a necessity for the purchase of high-powered firearrns due to upsurge of lawlessness and criminality, thus they may be allowed to possess and use high-powered firearms, provided further that the user could show proof of Certificate of Attendance Io a. Gun Safety Seminar and h::1ve undergone proper train:ng.

7. LICENSE FEE

Note: The entity has the option to c~wose between two years or four years of renewing their firearms license. The cost of the license cards is not included m the license fee being paid annually, thus, it must be shouldered by the licensee under SRL

a. Authentication per issuance of Order of Payment (OP) - 24.00 b. LRL and LCR - 150.00 per 2~1 F/\s c. Transport Permit - 60.00 d. License Card - 150.00 per F'/\s

8. MISCELLANEOUS PROVISIONS:

a. In case the user of the SF<USCR has been transferred and/or assig n&d w other unit or office, the entity representative or bearer of LRLILCR should inform tile FEO of such changes in writing; and

b. In case of loss, the entity representative is required to submit to FEO a written report with attached excerpt from the police blotter indicating there in the circumstances of such loss. Computer Section , FLO, FEO shall tag the firearm as wanted/loss pursuant to Executive Order No. 580 and the r1 ecessary administrative fine shall be paid by the concerned entity.

D. EFFECTIVITY:

This supplemental guidelines and procedures shall take effect after fifteen ('! S) day;; from the filing of a copy hereof at the Office of the National 1\.dministrstive Registry, University of the Philippines Law Center in consonance \tvith Sections 3 ar1cl 4 , Chapter 2, Book VI! of Executive Order No. 292, otherwise known as "The r~\ev!~~.ed
