This is an ongoing information process, started in January in New Zealand.

Introduction

Regulatory decisions are required to preserve the frequency resources necessary for the production of events.

Not doing so will have catastrophic consequences for all upcoming events such as the Asian Cup 2019 as well as the EXPO 2020.

APWPT

APWPT is an international non-profit organisation, which represents the needs of all users of the Programme Making & Special Event (PMSE) sector.

Members from 17 countries make up the network. The main member group are 21 professional associations that represent more than 25.000 members.

All major audio PMSE manufactures are our member and give substantial input.

APWPT ambassadors are the interface to national PMSE users –as Bruno Marx is in the UAE.

The Application PMSE (SAB/SAP)

PMSE (Programme Making and Special Events) are all wireless production tools for content and event production.

SAB/SAP is an ITU term and means the same. ITU is a sub-organisation of the United Nations.

WRC-12 decided to implement mobile service in 700 MHz after WRC-15.

Current PMSE use in 700 MHz can’t be continued. ITU study group JTG 4-5-6-7 suggests SAB/SAP usage

in the remaining duplex gap (733-758 MHz) and guard band (694-703 MHz). Here the question remains if the UAE could support a decision at WRC-15 concerning duplex gaps and guard bands?

APWPT’s critical Comment to presented IMT Spectrum Demand

APWPT and others believe that IMT (mobile phones) wireless demand is being overestimated.

APWPT is concerned that 5G networks will be built parallel to GSM, UMTS and 4G networks, with substantial waste of spectrum resources.

APWPT requests short-term upgrade of 2G/3G networks to 4G, that is more spectrum efficient.

Efficient spectrum use requires use of the latest technologies, so 4G/5G must be used in all mobile frequency bands.

Our manufacturers clearly state that usable technology is in the pipeline.

Before investments and R&D planning security is needed.

It is not acceptable to change regulations frequently.

PMSE users also want an acceptable ROI. The PMSE useful life is up to 8 years.

Who believes that digitizing PMSE isthe only solution to spectrum loss?

Prof. Dr. Fischer, University Nurnberg-Erlangen (Germany) sees these common misunderstandings: “Digital is better! – That’s wrong!” “It can be better, but it also can be worse.”

Studies show digital PMSE supports the necessary production quality & reliability, but doesn’t save spectrum.

Alternatives for PMSE as a matter for the WRC 2015

ITU study group JTG 4-5-6-7 suggests Continued SAB/SAP (PMSE) operation in 470-694 MHz The usage in the remaining duplex gap (733-758 MHz)

and guard band (694-703 MHz)APWPT notes: this can be affected by AI 1.3 (PPDR).As a result, 25 to 30 MHz have to be identified in alternative SAB/SAP spectrum.

To identify alternative spectrum in 1200-1600 MHzAPWPT notes: European CEPT is already studying the bands 1350-1400 MHz and 1492-1525 MHz. APWPT represents PMSE users in the relevant groups.

Conclusion

We are in a demanding situation, even without further complications.

Because of propagation, body effect,Intermodulation, interference and more,PMSE are tools that require professional expertise and the support of regulators.

Spectrum reallocations will seriously impact PMSE. A solution is needed now.

The situation becomes uncontrollable without dedicated frequency allocation for our PMSE.
