Here is PM Modi's 10­point global anti­terror plan:

Strengthen efforts to prevent supply of arms to terrorists, disrupt terroristmovements. Curb and criminalise terror financing.

There should be no distinction between terrorist groups or discrimination betweenstates.  Increase international cooperation in intelligence and counter­terrorism.

There are countries that still use terrorism as an instrument of state policy. Isolatethose who support and sponsor terrorism.

Response to terror must counter the changing character of terrorism that nowincludes global links, franchise relations, home­grown terrorism and use of cyberspace for recruitment and propaganda.

The world must speak in one voice and act in unison against terrorism, withoutany political considerations.

 Restructure the international legal framework to deal with the special challengesterrorism throws up.

Immediately adopt a Comprehensive Convention on International Terrorism.

Countries must help each other secure cyber space and minimise use of internetand social media for terrorist activities.

Involve religious leaders, thinkers and opinion makers for a social movementagainst extremism, particularly addressed to the youth. Terror targets society yetuses it as a catchment area for recruitment.

Delink terror and religion. Work together to counter radicalisation.
