Homes must have passed pre-drywall inspection on or after Jan. 1, 2020, and be submitted in the program’s online incentive system on or after Jan. 1, 2020. All homes must meet a HERS Index of 60 or lower and satisfy all program requirements in effect on the date the building permit is issued. Incentives are available only for measures associated with the gas, electric, or combination service provided by DTE.

Program Purpose

To increase the energy efficiency of residential new construction in the DTE Energy service territory by:
– Partnering with local builders and raters to secure sustained commitments to build and verify participating homes
– Providing builders with incentives for building energy efficient homes
– Providing all partners with technical educational opportunities and support as well as providing builders with sales/marketing support
– Conducting comprehensive quality assurance– Driving increased consumer awareness of and demand for
energy-efficient new home construction

Eligibility Requirements

• Homes must be in DTE Combo, Electric, or Gas service territory as evidenced by city/town, zip code, and ultimately a DTE meter number
• Qualifying structures include– Site-built single-family residential homes– Detached condominiums– Connected housing with three stories or fewer, individual meters for
natural gas and/or electricity, individual heat and domestic hot water equipment, and individual entrances to each unit. Additionally, the connected housing must be four units or fewer*• Condos, apartments, duplexes, flats, townhouses, row houses,
cooperatives
• Mobile homes and manufactured homes are not eligible.
*Exception: Townhomes with eight units or fewer, with a DTE Gas Meter are allowed.

• Builder must work with a Certified Home Energy Rating System (HERS) Rater in order to participate in program
• Rater must complete two inspections during construction:1. Pre-Drywall/Rough Inspection (visual inspection of insulation)2. Final/Post Construction Inspection (includes diagnostic testing- duct blaster
and blower door)
• Homes with a pre-drywall inspection after January 1, 2020 must meet a minimum HERS Index of 60
• Program is funded through December 31st, 2020 or through depletion of funds
– All homes must be submitted prior to December 31st, 2020

• All homes must meet a minimum HERS Index of 60. After that pre-requisite is met, Builders are eligible for the Pay for Performance (Performance) incentive. The Performance incentive will pay $10/MCF of natural gas saved, and $0.25/kWh compared to a code built home.
– Calculated based on the HERS Rater submission in the Program's online incentive system.
• Additionally, Builders may also earn supplementary incentives through two bonus tiers (Silver and Gold). Each of the incentives are a la carte and independent; Builders can mix and match Silver and Gold measures to maximize their incentive.
• The maximum level of incentives allowed are as follows:– $1,400 for a combined gas and electric (combo) house
– $1,000 for a gas only house
– $750 for an electric only house

Performance Milestones

• In order to track program progress, performance milestones are utilized for Production Builders (build more than 20 homes/year) and quarterly updates are required for Custom builders (build less than 20 homes/year)
• These are designed to keep program participants on track to deliver the program savings goals (and maximize incentive opportunities)
• Program incentive budgets will also be monitored against the pipeline to ensure incentive funds are not oversubscribed

Facilitation of QA/QC

• Each program participant will be required to participate in program QA/QC (above what RESNET requires)
• QA/QC team is comprised of ICF staff– ICF is an accredited, non-competing HERS Training Provider
• Solid and consistent communication between builders/raters/program staff is required to ensure coordination and minimize rebate delays
• 5% of all program participating homes will receive field QA/QC from program staff. ICF will contact Rater, upon selection.– On-site field inspections will be facilitated by the use of ICF’s

Who will submit Program Incentive Applications

• Builders must use a RESNET approved HERS Rater(s)
to provide testing and certification of qualifying homes.
• The Builder's chosen Rater(s) must be registered with – and approved by – the Program, in order to be eligible to submit Incentive Applications on behalf of Builder.
– If Builder is working with a Rater that is not already participating in the Program, the Builder’s Rater must be certified and submit the online Rater Program Participation Application (located on MichiganRebates.com).
• Rater must complete two inspections during construction1. Pre-Drywall/Rough Inspection (visual inspection of insulation)
2. Final/Post Construction Inspection (includes diagnostic testing- duct blaster and blower door)
• For online Program Incentive Applications to be considered complete, the following supporting documentation must be uploaded by the Rater:
– A Confirmed Ekotrope or REM/Rate file for each Registered Home
– A PDF of Registered Home plans, upon request

How often will program incentives be paid

DTE will pay incentives directly to Builders twice a month.
• Monthly cut-off dates are as follows:‒ The 5th and the 18th of each month‒ From these cut-off dates, check should be mailed within
10 – 15 business days.
• All homes’ Pay for Performance and Bonus incentives submitted within the same timespan will be paid in the form of a single incentive check• An email will be sent to Builders and Raters every Friday,
automatically, detailing home statuses and incentive amounts for each individual home

and minimize the potential for delays associated with the code inspection process

• Both Ekotrope and REM/Rate™ users will use the Ekotrope portal to register and submit projects to DTE
– A confirmed Ekotrope or REM/Rate™ file is required for each Registered Home
• Raters are not required to purchase Ekotrope licensing to submit projects
– REM/Rate™ users will receive credentials to Ekotrope with basic access to reporting and registration/submission to DTE

All homes must go through a two-step process to be paid by the Program. Once the home completes the final step of the two-step process, DTE will batch and pay the homes that were submitted.
1. The first step is reserving the rebate. The reservation needs to occur prior to the Rater performing the pre-drywall insulation inspection.– Slide 25-26
2. The second step is submitting the confirmed rating after final inspection.– Slide 27-30

in home information
2. Click “Project Info” on the project’s profile
3. Click “DTE” tab, update status to “Under Construction,” fill in the Program form, click “Save” to close the form
4. Click “Submit Project” on the project’s profile and click “DTE Energy”
• You may submit in “Under Construction” status multiple times. If you learn that the expected completion date has been moved, update the DTE tab and resubmit

• Complete HERS Rating as usual in Ekotrope or REM/Rate™ and register to RESNET
–REM/Rate™ users must export the final REM/Rate™ project to an XML file, then import to the existing Ekotrope project’s profile using the import icon (bottom left)
–Mark the final design as the "Master Design" by clicking the blue ribbon next to the recent upload

• After final/post construction inspection is complete, you can run a report to determine the Pay for Performance incentive that will be paid to the Builder
– In addition to Silver and Gold Bonuses (Slide 10), DTE pays for performance:
• $10/MCF ($0.965/Therm)
• $0.25/kWh saved
• All DTE Program savings will be calculated using the Michigan Fuel Summary Comparison Federal Minimum Equipment Report

• After final design is complete in Ekotrope, submit the project to DTE
1. Click “Project Info” on the project’s profile
2. Click “DTE” tab, update status to “Final Submission,” complete the remainder of Program form, click “Save” to close the form
3. Click “Submit Project” on the project’s profile and click “DTE Energy”
• You may only submit in “Final Submission” status once. Be sure everything is filled in correctly, since you cannot make modifications after submission
