•Anyone in who is legally in Canada can file a complaint if they think their individual rights are being infringed upon
People legally in Canada are either :
canadian citizens
permanent residentss
people legally visiting the country
(Permanent residency refers to a person's visa status: the person is allowed to reside indefinitely within a country despite not having citizenship. A person with
such status is known as a permanent resident. )
