On 10 June (luckily 2011), Platinum Gazette photographed a bullmunching away at this rubbish dump in the middle of Steelpoort.This photograph was taken on Wednesday and a disgruntledresident phoned about the issue yesterday just before going topress. According to Steelpoort Town Management themunicipality’s truck broke down, resulting in the mess at theparticular crossing which is under fire for other reasons as well.Street lights are out of order, making it very easy for the very easyladies of the night to ply their trade at the trucks using thecrossing as a truck stop (with no administration of traffic justicein sight). By day the trucks at the crossing present a real traffiicdanger to other motorists. Greater Tubatse Municipality’sresponse was still awaited at the time of going to press.

On 27 June 2011 Tubatse police arrested a27 year old man in connection with dealingin dagga.

On that day the Police receivedinformation about a person who is sellingdagga in Praktiseer. The Police followed upthe information, identified the place of sellingand managed to arrest theman. Dagga of0.170g was also recovered and confiscated.

The accused, Khutso Moshwana, paidan admission of guilt fine of R1000.

On the same day the Police arrestedanother man in connection with dealing indagga.On that day the Police receivedinformation of a person who is selling daggain Praktiseer. The Police followed up theinformation and managed to arrest a 28 yearold man. Dagga of 1.780 kg was alsorecovered and confiscated. The accused,Willy Mnisi, paid an admission of guilt fine ofR1500.

On 2 July 2011 Tubatse Police arresteda 28 year old man for assault with thepurpose to inflict grievous bodily harm.

The arrest follows after an incident in inGa Makofane village on 02 July 2011 wherethe suspect assaulted a 30 year old manwith an unknown object after they had anargument. The case was reported to thePolice in Tubatse on the same day and thesuspect was also arrested the same day.The victim was taken to the local clinic formedical treatment.

The suspect (Edward Mapotsane)appeared in the Praktiseer Magistrate‘sCourt on 04 July 2011 and he was releasedon warning.

The case was postponed to 17 August2011.

On 01 July 2011 Tubatse Police arresteda 26 year old man for common robbery. Thearrest follows after an incident in GaMashamothane on 30 June 2011 where a 30year old man was robbed of R700 cash. On01 July 2011 the matter was reported toTubatse Police and they made follow upsthat led to the arrest of the suspect. Thesuspect (Thabo Komane) appeared in thePraktiseer Magistrate‘s Court on 04 July2011 and he was granted the bail of R500-00. The case was postponed to 12 July2011.

On 03 July 2011 Tubatse Police arrestedtwo men aged 29 and 53 years old fordriving motor vehicles under the influence ofalcohol. James Lesese (53) was found

driving motor vehicle under the influence ofalcohol on 03 July 2011 in Praktiseer on theroad to Penge; he was the arrested and paida fine of R1000.

On the same day Justice Mokwena (29)was also arrested for driving motor vehicleunder the influence of alcohol in Riba crossand he paid a fine of R1000. The Police saythey have a Zero Tolerance approachtowards drinking & driving and arecommitted to reduce this crime.

The Police say they are not trying toprevent anyone from having a good time,just be responsible about doing it! Yourblood may not have an alcohol content ofmore than 0.05%. This means that evenafter what you may think is a “small drink”,you could be over the limit.

If you have more than 350ml of beer, ORif you have more than a single tot of brandyor other spirit, you may already be over thelimit. Remember that these levels of alcoholwill remain in your system for up to EIGHThours after consumption!

Do not take chances - rather stay whereyou are until you have sobered up, orarrange for alternative transport home fromwherever you plan to drink, and make suchplans in advance to ensure that you are notleft stranded.

What will happen if youare caught over the limit?

Members of the South African PoliceService, the various Police Departments andother law-enforcement agencies are morefrequently conducting road blocks andmanning other checkpoints to discouragepeople from drinking and driving.

If you are stopped at such a roadblock,and if it is determined that you haveconsumed more than the legal limit ofalcohol that you may legally consume whiledriving, you will be arrested and chargedwith driving under the Influence of Liquor.

You will be held in custody until you areable to post bail (in certain instances bailmay be denied), depending on priorconvictions against you, as well as thecircumstances surrounding your arrest.

You may also lose your driver’s licence,or have it suspended. And, of course, youwill have a criminal record!

On Friday 01 June 2011 a Burgersfort taxi stopped at the crossing at the new EngenGarage on the main road to Lydenburg to pick up passengers at about 20:45. Thedriver was suddenly attacked and he was pulled from his vehicle. His attackers sped ofwith the vehicle. The incident was relayed to a Protect Security vehicle. The securitycompany quickly found the vehicle in the open field at accross the nearby school. Thesuspects fled when the security company arrived and got away. The matter wasreported to the Police.

In another incident thieves targeted The Gass City on 02 July 2011. The dug theirway through to the premises underneath the electrical fence, then took to the roof ofthe building from where they tried to gain access. The Group 1 Security alarm wasdamaged in the process, but still triggered. The suspects fled when the securitycompany arrived on the scene.

‘We must speakwith one voice’

The Eastern Limb Steelpoort Valley Producers Forum (SPF), whoamong others facilitates the Sekhukhune Executive Mayor, LocalMayors and General Mining Managers Forum, visited GreaterTubatse Municipality last week Friday for an information session,which was attended by the new mayor, Cllr Nkosi Josias Mahlake, anumber of councillors, senior officals and heads of departments.

The delegation by the SPF was welcomed by the Acting MunicipalManager, Mr Lemon Phala, who told the SPF delegates that the newcouncil promised to be much more lively and diverse after the localgovernment elections in May as there are more oppositionrepresentation in the Council and a large number of new councillorswho are willing to face the challenges of the future. He stated thatthe relationship and partnership between big business enterprisessuch as the mines in the area and government must be improved andsolidified, with the terms of reference in the partnership between thegovernment and the private sector clearly defined. He said theaccountability of structures should be investigated and structuresshould define how they measure their success. He added thatcommunities have needs such as employment and shills and effortsand resources should be geared to achieve human resourcesobjectives.

After Mr Phala’s welcome, the Chairman of the SPF ExecutiveCommittee, Mr Bertus Bierman from Anglo American Platinum HeadOffice, took the floor with a presentation explaining the functioning ofthe SPF. He inter alia highlighted the areas the partnership needs tofocus on. With regard to water it is Municipalities’ vision to supplywater for all, while mines should focus on water delivery to impactedcommunities to enable sustainable mining. Roads are also needednot only for accessibility of communities, but also for mines in termsof safety and production. Another focus point is sustainableelectricity delivery to communities and mines, while Human Resourcedevelopment should strive to equip local people for job opportunitiesin the area.

Ms Cindy Topham said: “It’s not going tomake a difference apart from a negativeimpact on sponsorships. Parents must teachtheir children to be responsible with alcohol.It does not depend on advertising”.

Ms Nthabiseng Komane and Ms Ntabiseng Molobela said: “No, stopping the advertising willnot stop people from drinking. It will only cause joblessness. It is like smoking. When thetobacco companies stopped advertising, people did not stop smoking. The same applies toliquor. Advertising does not have much affect on the usage of liquor. Goverment will alsosuffer in a way with less tax income from alcohol sales.

Mr Gaonyatse Moroke said: “Sports aresponsored by liquor. Some people make aliving from the industry of liquor. People don’thave jobs and this will cause more people tosit without jobs. Just look at the negativeimpact the trading hours of liquor sales had inBotswana. Let the liquor stay. Just enforcethe law so that people drink responsibly”.

Mr Given Ramathoka said: “No, people willnot stop drinking. People must just drinkresponsibly. They must not stop theadvertising. They must rather arrest tavernowners who sell liquor to children”.

Ms Petra Selala said: “It won’t work. Peoplewill still drink. Alcohol has contributed to oureconomy and that money will now have tocome from somewhere else. It’s a problem”.

Ms Mpho Motlohi, Ms Catherine Chipane and Ms Ipfi Mbedzi said: “The economy will godown. SAB sponsor teams and give us cheap tickets to watch the rugby and soccer. Theyalso give money to charity. The best will be to make the legal drinking age between 21 and 24instead of stopping the advertising. Also make liquor more expensive. We give our childrencarrry money and even a child can afford a bottle of Castle. If it is too expensive they won’t beable to afford it. Tavern owners must also get rules and not sell to children. Make it difficult toget a licence to sell liquor. If a tavern owner sells liquor to children close the tavern”.

Ms Susan Nkoana , Ms Bohadi Velaphe, Ms Juliet Chara and Mr Thabizo Thabalala said:“They should not stop the advertising. They must enforce the law and not sell to under 18children. People will not stop drinking. Government must enforce the laws they made”.

Government has proposed that theadvertising of alcohol be seriously restrictedin all media.The Department of Social Developmentjoined forces with the departments of scienceand technology, health, correctional services,safety and security, trade and industry andeducation to pull through with the restrictionof alcohol advertising.Ms Conny Nxumalo, the chief director of theDepartment of Social Development said that“though revenue generation was important,the government had to weigh up the effect ofalcohol abuse on society and the fiscus”. Sheadded though that it will not be an outrightban of advertising, but rather seriousrestrictions.Other issues under revision forimplementation include raising the age ofeligibility to puchase alcohol from 18 to 21years, monitoring compliance with licensingconditions, stiffer sentences for drunkendriving and public drinking.According to independent marketing analystMr Chris Moerdyk, a total ban on alcoholadvertising could result in serious incomeloss for especially the media.An estimated R800 million will be lost onsports sponsorships and development grantsand marketing expenditure.Government will lose an estimated R280million in VAT. SABC will lose about R400million, DStv and e.tv could lose R500 millionand radio, lifestyle magazines andnewspapers up to R900 million.He also points out that a ‘conservative’estimation of job losses foresee at least 2500 people losing their income. This willdirectly affect about 30 000 peopledependent on the money earned by these 2500 people. Overseas similar bans had noinfluence on the abuse of alcohol. In Canada,Denmark and New Zealand they lifted thebans on alcohol advertising that were put inplace to help reduce alcohol abuse andalcohol related social problems.

Levels of alcohol were particularlyhigh for transport-related deaths and homicides,with 63% of transport-related deaths and 69% ofhomicides in PE, for example, having levels abovethe legal limit for driving (0.05g/100ml).Trauma unit statistics (2001) – MRCIn Cape Town, Durban and PE, 39% of traumapatients had breath alcohol concentrations (BrACs)greater than or equal to 0.05g/100ml (Durban:22%, Cape Town 36%, PE: 57%). Levels of alcoholwere particularly high for transport- and violence-related injuries with, for example, 73% of patientswith violence-related injuries in PE and 46% ofpatients with transport-related injuries in CapeTown having levels above the legal limit for driving(0.05g/100ml).Demand for specialist treatment services(2003) – MRCOf 5886 persons treated at 52 specialist substanceabuse treatment centres in Cape Town, Durban,Gauteng, Mpumalanga, and PE in the first half of2003, 52% reported having alcohol as their primarydrug of abuse, with a further 13% having alcoholas a secondary drug of abuse.Fetal alcohol syndrome – FARR/Wits (1997-2003)

In research conducted in the Western Cape(Wellington), the prevalence of FAS among Grade1 learners was found to be 46 per 1000 in 1997 and75 per 1000 in 1999. Similar research conducted inGauteng and De Aar in 2001, and Upington in 2003found FAS prevalence rates of 19, 103 and 75(estimate) per 1000 respectively.Alcohol and risky sex (2003) - MRCResearch conducted in Atteridgeville among personsaged 25-44 years found a significant positiveassociation between various measures of alcoholuse (past month use, frequency and problem use)and having multiple sexual partners or sexualrelations that are regretted in the past 3 months. Forexample, the correlation between quantity of alcoholconsumed and the number of sexual partners(lifetime) was 0.436 (p<0.001).Alcohol and family violence (2000) – MRCBetween one-third to a half of arrestees in CapeTown, Durban, and Johannesburg charged withoffences categorised as “family violence” reportedbeing under the influence of alcohol at the time ofthe alleged offence.Academic failure and absenteeism (1997) – MRC/UCTAmong grade 8 and 11 learners in Cape Town asignificant association was found between pastmonth use of alcohol and the number of days absentfrom school and repeating a grade. 3. The municipality has no obligation to appoint any bidder and reserves the right to appoint biddersindividually and/or collectively to execute the above contracts, and negotiate further conditionsand requirements with the successful bidder.

4. In terms of the National Treasury’s Regulation, no bid will be accepted from the persons inthe service of state and bidders failing to comply with the requirements of the bid documentwill be submitting non-responsive bids. 90 working days after the bid closing date is ourvalidity period.

5. Successful bidders who are outside the area of jurisdiction of the Greater TubatseMunicipality shall be required to sub-contract at least 30% of the scope of work to alocally-SMME-based service provider registered on the municipal database, only whereapplicable.

On Saturday last week the juniors took onthe women in a round of golf at TubatseChrome Club. This friendly competition wasthe result of a few golf clinics hosted by theclub to promote the sport amongst womenand children in the area. The competitionwas played in IPS format.
