Last week saw a bakkie of a security company burned (photograph) before protestors dispersed. They also caused damage and looted the training centre across the R555 road from the smelter. According to Xstrata Alloys spokesperson in Johannesburg, Mr Songezo Zibi, the company did not receive, neither was it attempted to hand over a memorandum of grievances last week. This week, as Platinum Gazette spoke to him, Mr Zibi said the company expected to get a written memorandum with grievances from the troublemakers in the road. Speaking by telephone, Mr Zibi told the newspaper yesterday “the situation is very deurmekaar at the moment”. He said it is not that Xstrata did not know about the grievances of jobseekers in the area, but that expectations exists that could not immediately be fulfilled. He said the protesters blocking the road had a big issue with the lack of job opportunities for people with qualifications less than matric. He also pointed out that even when job seekers do have matric, they should preferably have passed certain subjects to be able to be trained in a primarily high skilled environment. At the moment, although the company try to accomodate those jobseekers without matric, opportunities are very limited and even if this situation can be improved, employment may only take place over a long period as opprtunities arise. Mr Zibi said people should also understand that although the Lion 11 Project will create a large number of jobs, all these employment opportunities will not be available immediately and at the same time. Employment opportunities will be created as the project develop. Mr Zibi said traditional leaders voiced their concerns about local employment with the opening of Magareng Mine. The issue was discussed at that stage and the company also contacted local government leaders and the Office of Limpopo Premier, Cassel Mathale, so that the issue can be discussed between all stakeholders. A meeting in this regard will be held soon. Mr Zibi said there is also an expectation among the protesters that people living the closests to the project must be given priority when vancancies are filled. “Like in people living three kilometres from the project have more right to be employed than people living seven kilometres from the project. It does not work like that”, he said, saying the company is looking at employment in the whole municipality as local employment, while other factors such as skills levels also play a very important role.

Jobseekers stillat loggerheadswith Xstrata Lion

Roads around Xstrata’s Lionsmelter near Steelpoort wasclosed just before PlatinumGazette went to pressyesterday, the secondThursday in a row which sawresidents from villages in thearea voicing their concernsabout local employment bythe mining giant.

Last week saw a bakkie ofa security company burned(photograph) beforeprotestors dispersed. Theyalso caused damage andlooted the training centreacross the R555 road fromthe smelter. According toXstrata Alloys spokespersonin Johannesburg, MrSongezo Zibi, the companydid not receive, neither was itattempted to hand over amemorandum of grievanceslast week. This week, asPlatinum Gazette spoke tohim, Mr Zibi said thecompany expected to get awritten memorandum withgrievances from thetroublemakers in the road.

Community members, health workers, care givers, government departments, traditional leaders, patients and NGO’s such as the AurumInstitute, gathered at the Madiseng Care Centre at Ga Madiseng at Riba Cross on Wednesday for a TB awareness campaign. A large numberof children and representatives of other care groups were also present at the event.“Tuberculosis and HIV/Aids, are family, they go hand andhand you know”, one member of the Aurum Institute told Platinum Gazette. “Today we have our mobile clinic’, we will also test for HIV, peoplemust know their status and be informed” another told the newspaper. The event not also addressed the problem of TB in the community, butalso gave the opportunity for messages of hope and support from various roleplayers, while the audience was also entertained by variousgroups such as choirs.

Platinum group metals (PGMs) explorationand development company Nkwe Platinum,resumed share trading on the Australian stockexchange last week after it regained its 64%interest rights to the farm Eerstegeluk nearBurgersfort.

This comes after the Department of MineralResources (DMR) awarded the rights to EersteGeluk to the Roka Phasa community, withNkwe major shareholder Genorah Resourcesas the economic partner. Roka Phasa claimedto hold the rightful title to the farm, but lastyear rival community Bengwenyama alsoclaimed ownership and brought an applicationagainst Genorah over a lack of consultationwith the community. The South AfricanConstitutional Court then stripped Genorah ofprospecting rights on Eerstegeluk andNooitverwacht, which form part of thecompany’s Tubatse project.

Nkwe said of the two farms set aside inthe original ruling, Eerstegeluk was the primaryproperty, having the most accessible PGMsresources at the shallowest depth, and around80% of the Joint Ore Reserves Committee-compliant resources.

“Nkwe is pleased that the DMR decisionhas been made and that all parties concernedcan now move forward with certainty,” said MDMaredi Mphahlele.

He added that the formal awarding of thedecision in respect to the Nooitverwacht farmwas still outstanding, however, the companyexpected an outcome which would provide a

joint ownership scenario, with Nkwe’s partnershaving a 50% interest.

The Nooitverwacht farm has not beenfactored into any of Nkwe’s current or futuremine development plans, and so far only sixintersected holes have been drilled on the farmfor an initial general geological understanding.

Mphahlele said the current delineatedresources on the Nooitverwacht farm wouldrepresent only 7% of the total resource heldby Nkwe prior to the Constitutional Court’sdecision. He added that Nkwe was currentlyevaluating how the Nooitverwacth farm wouldintegrate into future development plans. Nkwevoluntary suspended its share trading inDecember, after the Constitutional Courtruling.

Mphahlele further commented: “Probablythe most disappointing aspect of what hasoccurred has been the many misconceptionsthat have been circulated regarding whathappened and the parties involved -

I would like to point out a few salient pointsnow that Nkwe has effectively regained all itsmaterial interests in the Tubatse Project: -given tribal history and shifting allegiancesthere will always be issues regarding who doesrepresent relevant communities but the keypoint that we have always made is that weactually have in the past and will continue tomoving forward work losely and constructivelywith representative bodies to ensure all ourresponsibilities in empowering and assistinglocal communities are positively discharged;

- the key individuals behind the applicantsin the case had been previously involved inthe funding and running of prior ‘community’land claims involving mineral rich farms andlawyers acting on a ‘success fee’ basis withan interest in the project moving forwardshould the case be successful. This was notan action driven by desperate and downtrodden communities at the mercy of Nkwe’sunconscionable actions as certain sections ofthe media would try and purport; - at the endof the day none of this would have happenedif their wasn’t a general view that the farmshave significant value through the explorationand development of the underlying PGMmineralisation - that is Nkwe’s job from here -realise the inherent value for its shareholders.

Nkwe also updated shareholders about theGaratau project saying:

“As previously announced, the BFS inrespect to the Garatau Project is completedfrom a key inputs perspective and it hashighlighted all relevant cost inputs, theextremely robust nature of the geology, itconfirmed that the metallurgy is notcomplicated by any intrusive factors and thatprocessing will be consistent with existingoperations on the Eastern Bushveldt complex.It has also confirmed that all necessaryinfrastructure is either available or will be madeavailable to support a project of this magnitude.

Putting the foregoing aside as beingsatisfactory Nkwe focused on optimising themining method, project timeline and cash flow

timing. The Board felt that an innovativeapproach was worth investigating to bring theproject to production in the shortest possibletime frame.

To this end we engaged additionalconsultants to apply their expert knowledgeof platinum mining and the construction andoperation of PGM plants.

Proposals have been put forward whichinclude rapid access to the Merensky Reef viadecline and short shaft access. Revised miningmethods designed to accelerate undergrounddevelopment and a staged development of theUG2 based on rapid main shaft development.Early development of a smaller scale 200,000– 250,000 oz per annum plant followed bylarger scale plant development.

Based on the recent re-award of the EersteGeluk farm by the DMR, the development of asmaller initial plant is obviously enhanced bythe potential for additional ore from that farmtogether with earlier stage ore from theGaratau decline access being available.

The current optimisation process providesfor a substantial upgrade of overall projectvalue and an enhanced potential forshareholder returns.

The Company anticipates the finaloptimised project path forward beingcompleted by May 2011 (given the potentialfor the Tubatse Project to now form part of theinitial development) with a strategic partnerand mine development decision soonthereafter”.

Burgersfort and surroundings are full of talented amateurphotographers and people who are interested in takingphotographs.The Burgersfort Photography Club are inviting all theseindividuals to come and join them for their monthlymeetings and become members.“The idea is to learn from each other,” the Club’scommittee said. Often people are unsure about thetechnical things their camera can do and many knownothing about the basics such as an F-stop and what thismeans. No camera is too small and even if you do notown a camera but have an interest in photography, you

are still welcome. Young and old are invited to open theireyes to the beauty captured through the lens.They have an annual membership fee of R250 per personand contributions towards snacks at the meetings are alsorequested.The group gathers once a month on a Monday. At themonthly meetings they try to learn something aboutsubjects such as lighting, composition etc. They also enterphotographs on a subject decided the previous month (thisis not compulsory). Last month their subject was black andwhite. This month it is The Human Form.The winning photographs will be published in Platinum

Gazette in the future. Last month’s winner wasMs Santie Carelse who took the photograhs ofthe tree, zebra and piano. Ms Daryll Geddescame fourth and fifth with her rose and trees inthe mist photographs.The next meeting is this coming Mondayevening (28 March) at 18:30 at the home of oneof the committee members in Burgersfort. On Saturday 19 March the Calvin College debate teamparticipated in the fifth annual Vice Chancellor’s Trophycompetition at the University of Limpopo. The learners (photobelow) Evidence Madigage, Pebetse Phasha, Lesedi Ngwato,Refiloe Maphanga and Lebo Ramaube represented the schoolin public speaking and debate. The team reached the semi-finals and Refiloe Mphanga was one of the top 20 speakers. 32Teams took part in the competition. On the photograph with themis Mr Andrew Vandwani their teacher.The school also came first on the regional level and thirdnationally in the National Schools Moot Court Competition. TeteloMashigo (on photo right with her teacher Mr Hayi Nyakudya)and Lerato Moraba participated. The competitions wereorganised by the Faculty of Law at the University of Pretoria, theDepartment of Justice and Constitutional Development and theCentre for Human Rights in conjuction with the Department ofBasic Education. Calvin beat Hoêrskool Middelburg, HoërskoolLydenburg and Steelcrest High School in the semi-finals. Teteloand Lerato were acting aslawyers representing ayoung boy who was unfairlyexpelled from school. Thealso successfully repre-sented the Department ofEducation which was beingsued by the boy.68 Grade 8 learners fromCalvin College left forPilgrim’s Rest on Monday15 March. They attended anEnviro-school. Activities likestalking the lantern,treasure hunting, a 15kmwalk to a waterfall andcompleting an obstaclecourse made sure the groupunderstood and learnedabout their environment.Learners also worked ingroups.
