French Riviera Chamber of Commerce and Industry:the organization

The network of Chambers of Commerce and Industry in France is organized on alocal, regional and national level. Each local Chamber of Commerce and Industry hasthe unique status of being simultaneously a public agency, a democratic institution anda service company. The French Riviera Chamber of Commerce and Industry serves theinterests of 71,000 businesses in the Alpes Maritimes.

Triple jurisdiction

n Public agencyThe activities of Chambers of Commerce and Industry come under the administrativecontrol of the government (Ministries of Industry, Economy, Finance, Transport and Educa-tion). Chambers of Commerce and Industry retain autonomy in terms of accounting andfinance but their budgets and accounts are subject to ministerial approval.

n Democratic institutionA Chamber of Commerce and Industry is administered by an assembly of elected represen-tatives of local business leaders. These elected representatives appoint the executive boardand its president.

n Service companyA Chamber of Commerce and Industry provides services in four main areas: support forbusinesses through individualized or group services, promotion of local economic activity,management and development of major facilities for the local economy, and training andlearning.

Business leaders representing the economic fabric of the French Riviera

n The Chamber of Commerce and Industry is organized around a plenary assem-bly made up of local business leaders elected by their peers within the framework ofan electoral procedure, for a five-year term of office. The assembly comprises 56 electedmembers, 28 associated members representing socio-professional organizations, and 43technical advisors as heads of services outside the government. Twelve of the 56 electedmembers also sit at a regional level.

n The assembly elects a board, the executive body which establishes the policy of theChamber of Commerce and Industry and formulates recommendations relating to politicaland strategic propositions presented during the general assembly. The board’s general mis-sion is to monitor the activities of the Chamber of Commerce and Industry as a whole. Elected members and staff also make up institutional and sectoral committees as well aswork groups..

Teams of experts serving the needs of businesses and economic development

n The French Riviera Chamber of Commerce and Industry’s staff of 428 implementsthe policies established by the assembly in the four main areas of service provided by theChamber of Commerce and Industry. The mission of the staff comes under the guidance ofa steering committee.

French Riviera Chamber of Commerce and Industry:the missions

The activities of the French Riviera Chamber of Commerce and Industry revolvearound four main missions carried out by its teams of specialists and support teams.

Listening to and representing businesses As a democratic institution, the French Riviera Chamber of Commerce and Industryrepresents its local businesses and retailers. In this respect, it takes a stance in all themajor projects in its area, ensuring the voice of businesses is heard by public authorities andsitting on more than 400 organizations relating to businesses and economic development.

Providing business services, fostering competitiveness By deploying a wide range of group or individually targeted services, the French Ri-viera Chamber of Commerce and Industry supports businesses throughout their life cycle. Itprovides services in the development of innovation, improvement of performance, internationalrevitalization as well as specific programs on the environment, energy management, sustainabledevelopment and so on. The French Riviera Chamber of Commerce and Industry plays a directrole in promoting and strengthening local industry and commerce, particularly by taking partin revitalization projects, creating meetings, events and promoting networks of Rivieraprofessionals. It also aims to help businesses cope with major economic and market changes.

To enhance the competitiveness of both businesses and the economy as a whole,the French Riviera Chamber of Commerce and Industry manages major facilities which areessential for the development and attractiveness of the area. These facilities include four Rivieraports (Cannes, Golfe-Juan, Nice and Villefranche) which the French Riviera Chamber of Com-merce and Industry manages under concession, and the Logistics Business Park (PAL). TheFrench Riviera Chamber of Commerce and Industry is also involved in the management ofairports on the Riviera and retains a 25% stake in the airport company, after more than 50years of operational management of Nice Côte d’Azur International airport.

The French Riviera Chamber of Commerce and Industry’s economic observatoryprovides data and economic analysis of the local area. Data from its economic and territo-rial intelligence system are available on: www.cote-azur.cci.fr/economie06. Other tools used arethe Real Estate Observatory, the French Riviera housing guide for workers, the observatory ofbusiness parks and industrial areas.

Training to improve business performance Through its role in vocational, initial and ongoing training, learning, and professionaldevelopment, the French Riviera Chamber of Commerce and Industry contributes to thedevelopment of skills and promotes local employment. It operates directly in these areas bymanaging a number of training establishments: the Institute of Automotive Training, the Instituteof Aviation Training, the Institute of Pharmacy and Health Training, INB Côte d'Azur (yachtingactivities training) Negoventis (sales training), the International School of Nice, Professionalskills support center, and Point A, dedicated to informing the public and businesses aboutlearning through apprenticeships. This mission is included in the major Regional LeaningCampus project backed by the French Riviera Chamber of Commerce and Industry and itspartners.

Promoting and supporting local economic activityThe role of the Chamber of Commerce and Industry is to act to create conditionsconducive to economic development and to increase the competitiveness ofcompanies. This concerns, in particular, issues of housing for workers, retail planning, transportinfrastructure, creating business parks and industrial areas, as well as projects concerning thecontrol of energy resources and industrial waste management.

Finally, the Chamber of Commerce and Industry contributes to the attractivenessof the Riviera as a tourist destination, through, for example, the French Riviera Cruise Club,or attracting investment from companies establishing offices on the Riviera, through Team Côted'Azur, the investment promotion agency of which the French Riviera Chamber of Commerceand Industry was a founding member.

Three major areas of expertise: support & monitoring,training, and management & development

n The Chamber of commerce and Industry core business – providing services tocompanies and to the local area. Company services cover all aspects of a company’sdevelopment and life cycle (start up, innovation, internationalization, handover/takeover).They anticipates companies’ needs by setting up training programs and individual andgroup coaching sessions, and contribute towards the development and coordination ofindustrial sectors and projects, for example, that of the Silver Economy market. Activities serving the local area include economic observations, urban planning andsustainable development. The Chamber of Commerce and Industry also serves the interestsof local economic stakeholders by facilitating a number of business networks and onlinecommunities via its Ecobiz collaborative platform, and participates in the promotion of thelocal area through Team Côte d’Azur, its investment promotion agency.

n Through its vocational training activities and institutions the French RivieraChamber of commerce and Industry helps strengthen the performance of localbusinesses by improving the skills of their employees. The implementation of specific vo-cational training programs also helps enhance the attractiveness of the area. The range oftraining solutions offered highlights the Chamber of Commerce and Industry’s position asa key player and reflects its experience in supporting businesses and providing guidancefor young people. Every year some 7,000 companies and more than 5,000 students andtrainees place their trust in the French Riviera Chamber of Commerce and Industry, whichis part of the first regional training network, created by the seven Chambers of Commerceand Industry of the PACA region, offering a total of 1000 training courses and services viaan Internet portal.

n As the operational manager of the four ports of the French Riviera, theChamber of commerce and Industry is involved in developing some of the major infra-structural facilities of the local area and its economy. The four Riviera ports are public portsmanaged by the CCI under concession from the state and under the authority of the GeneralCouncil of the Alpes-Maritimes. The CCI’s mission is to contribute to the economic develop-ment of maritime, nautical and port sectors through the effective management of thefacilities and its recognized added value. The CCI’s model of port management and localdevelopment is based on a framework of sustainable development, including technologicalinnovation, traffic regulation, dialogue with stakeholders, client services, and managementof environmental impact. The ports also play a key role in boosting the dynamism of various economic sectors.

The Chamber of Commerce and Industry is present at the heart of each of themajor economic areas of the Riviera, in line with their specific needs and expectationsas well as those of their companies. It provides companies with solutions and services fromseven local sites - Nice, Cannes, Sophia Antipolis, Antibes, Grasse, Menton, and from EcoValley in the Plaine du Var. This local presence is further reinforced by the French Riviera Chamber of Commerce andIndustry’s mobile task force which covers areas where there is no local office. Each of themembers of the Chamber of Commerce and Industry’s assembly also represents an impor-tant point of contact for Riviera businesses.

Resourcesand INVESTMENTS

n IFAERO flight simulator: €1.2 M An investment in operation since 2014, funded entirely by the

French Riviera Chamber of Commerce and Industry, placing the

Flight Training Center of the Institute for Aviation Training as the

European leader for the training of professional pilots to European

Aviation Safety Agency standards.

n Regional Learning Campus: €85 M with participation from the State (€ 14 M), the PACA Regional Coun-

cil (€ 24.4 M). The feasibility study for the creation of the campus is

being co-financed by the European Union through the European

Regional Development Fund. The 24,000 m² campus set in the

heart of the Eco Valley and the Nice Côte d’Azur Metropolis will

open its doors in 2018.

n Port facilities: €105 M The four ports managed by the French Riviera Chamber of

Commerce and Industry generate an economic impact for the

Alpes Maritimes of €250 M. Investments are constantly being made

to improve services for port customers: car parks, pontoons, access,

renovation of sea walls, environmental protection systems, cruise

passenger relations, and coastal services ...
