Introduction Atkins Limited (Atkins) was commissioned by Surrey County Council (SCC) to provide details of the actions to be taken in regards to addressing the recommendations within Atkins’ land contamination investigation and quantitative risk assessment report1 for the redevelopment of the former Thales site on Gatwick Road, Manor Royal, Crawley, West Sussex. These details are required to satisfy a pre-commencement Planning Condition, placed on development of the site – see below. The site has been divided into ‘Parcels 1, 2 and 3’ and this document pertains to all Parcels, as per the attached drawing of the proposed phasing plan. The development plans comprise a number of buildings providing office accommodation, an emergency operations centre (EOC) for South East Coast Ambulance services (SECAmb), retail, café and restaurant space, associated parking, and limited soft landscaping. Prior to these recent investigations, other works were completed between 2001 and 2009:

As part of the generic quantitative risk assessment (GQRA), undertaken in March 2014, the following recommendations were made within Section 12.2 of the report:

Controlled Waters: additional monitoring and sampling of both groundwater and surface water should be undertaken to assess fully the risks to controlled waters and to try and establish if an on-site source of the identified chlorinated solvents exists. To support the assessment of chlorinated solvents, further information regarding the previous use and storage of solvents on the site should be obtained, specifically what actions were taken in relation to the three underground storage tanks which were historically present at the site. Where possible, it is recommended the additional groundwater and surface water sampling is undertaken during a period of dry weather when surface water flow in the Brook is reduced and the on-site boreholes are not flooded. This additional monitoring data is to be captured and reported separately within an addendum to the investigation and risk assessment report. The addendum will also include review of further information, provided by Thales, subsequent to the current assessment, with regards to previous materials storage and usage on site;

Asbestos: identified asbestos and asbestos containing materials within the Made Ground across the site need to be managed in the context of the proposed future development. Given the nature of the development, for commercial use, it is considered that interruption of the exposure pathway, through the use of hardstanding and building footprints, would likely be most suitable. It is recommended that areas of soft landscaping are limited and incorporate a geotextile separator / membrane, ideally together with a high visibility marker layer, above existing Made Ground and prior to importation of sub- / topsoil or general fill to facilitate landscaping;

Ground Gas: additional ground gas monitoring should be undertaken in line with CIRIA C6658 to fully characterise risks from ground gas at the site. The building design should incorporate ground gas protection measures commensurate with a Characteristic Situation 2 or low risk gas regime, unless additional monitoring establishes a revised regime. For a commercial property a CS2 regime requires 2 points of protection which, for example, could comprise construction of a reinforced concrete ground slab for the building with limited service penetrations and a taped and sealed membrane installed in line with current good practice; and

Technical note Property/Services: the development design should consider risks to water supply pipes and below-

ground concrete, undertaking a full risk assessment and choosing appropriate materials taking into account the aggressive conditions at the site. It is further recommended that service / utility runs are constructed within ‘clean’ corridors using a geotextile separator on the existing ground formation prior to the placement of imported clean backfill / bedding materials.

These recommendations have been addressed through the following actions:

Controlled Waters

Additional information gained after the date of the GQRA was summarised in a technical memorandum (March 2014), which presented a review of this information in the context of the land contamination regime at the site – including the presence of an electroplating effluent tank in proximity to the groundwater contamination near BH6 (Parcel 1). Additional monitoring was undertaken during 2014 and an addendum report was produced as per the recommendation in July 2014. Following on from this, a detailed quantitative risk assessment (DQRA) for controlled waters was completed in December 2014 following consultation with the Environment Agency. This DQRA concluded that there were no significant risks to the adjacent Crawter’s Brook from the chlorinated solvent contamination encountered within the groundwater under Parcel 1 of the site. The Environment Agency reviewed this assessment as part of the Planning Application for the development and confirmed their agreement with the conclusions. A long-term groundwater monitoring plan for the redevelopment of Parcel 2 is being implemented as per Condition 10 of the Planning Permission, as outlined in Atkins’ ‘Technical Memo: Long Term Controlled Waters Monitoring Plan’ (February 2015).

Asbestos

Asbestos of varying types was encountered within five samples taken from the Made Ground (out of a total of 35 samples taken from all soils) during the initial GQRA investigation. An additional asbestos sampling program across Parcel 2 of the development, and including the stockpile of demolition materials present in the northwestern section of the site, was undertaken by Wilmott Dixon (as the contractor for the development works) in early 2015. This included six locations within the bund present along the northern boundary of the site, and 13 locations within the stockpile. Trial pits were excavated to depths of 5 m, with samples being taken over 1 m depth ranges. All samples were reported as not containing asbestos. Potential asbestos containing materials (ACMs) were visually identified in four locations within the stockpile during investigation, including pieces of potential asbestos cement pipe, asbestos sheet, and a vinyl tile. The asbestos sheet was identified as chrysotile in type. The analytical results and sample location plan are appended to this technical note. Investigation results from the remainder of Parcel 2 are currently pending.

Based on this testing, it is considered the stockpile does not present a significant risk in terms of asbestos content as asbestos encountered during the additional sampling was all cement bound, and it is considered this material can remain on site in its current location or be reused as part of the redevelopment, subject to meeting the necessary geotechnical and any other pertinent requirements for reuse within the scheme.

The site is to be built up in accordance with the design, with suitable material. The Made Ground present at the surface of the site, which in places has been demonstrated to contain asbestos fibres, is considered suitable for use as part of the development works if below areas of hard landscaping (e.g. below car parking areas), and is not utilised within any areas of soft landscaping. There is a slightly increased risk during piling activities and the excavation of pile caps below the proposed buildings due to the presence of asbestos within the Made Ground. These risks will be managed accordingly through good practice.

Appropriate health and safety measures will be implemented during any movement or placement of this material considering the risk of asbestos, including but not limited to dampening down of soils, segregation and sheeting of stockpiled, excavated Made Ground and provision of appropriate PPE to include, as a minimum, suitably rated dust masks and disposable coveralls for ground workers managing / handling the Made Ground. Based on the contractor’s health and safety risk assessment(s) it may also be considered

Technical note necessary to delineate works on site into ‘clean’ and ‘dirty’ areas, in the context of handling the Made Ground, in line with CIRIA guidance9 and for use of a decontamination unit when staff are moving between the designated areas. Site welfare facilities shall also be maintained throughout the duration of the ground works so that clean, washing facilities are available in the event ground workers come into contact with contaminated ground. .

Ground Gas

A full ground gas risk assessment was undertaken for the site during 2014 and discussed within Atkins’ Addendum Report, including six rounds of monitoring over a four month period. All monitoring results were indicative of a CS2 (or ‘low risk’) ground gas regime for the site, which for commercial developments requires two points of protection in accordance with UK guidance10. For the Parcel 2 development, it is considered the protection measures for the proposed EOC / office building will include a selection of the following:

a) Reinforced concrete cast in situ floor slab (suspended, non-suspended or raft) with at least 1200 g damp proof membrane (DPM).

b) Beam and block or pre-cast concrete slab and minimum 2000 g DPM/reinforced gas membrane. c) Possibly underfloor passive venting or pressurisation.

All joints and penetrations through slabs etc will be taped and sealed. All gas protection measures will be installed and verified in line with current good practice guidance with appropriate records provided to Crawley Borough Council Environmental Health team. Confirmation of the design of ground gas protection measures will be provided by the development contractor.

Property/Services

In line with general good practice for laying services within a brownfield site, and considering the conditions encountered at the site (including corrosive soils with high and low pHs, the presence of certain hydrocarbons within the soils, and slightly acidic groundwater), all services will be laid in a corridor of clean fill with geotextile membrane surround. Appropriate water supply pipe materials and concrete types will be chosen for all below-ground works in line with current guidance.

Dear Robin Thank you for the details received 2 March 2015 in connection with pre-submissions to satisfy proposed Planning Conditions in relation to application CR/2014/0764/OUT for Parcel 2 of the development. We have the following comments to make:

Condition 6 We have reviewed Technical Note, 14-147-08A which confirm that the attenuation systems will be designed to accommodate the 1 in 100 year 30% storm. It is also stated that the required storage will be provided as permeable paving, with the discharge rate set 16l/s for the whole site. As the surface water drainage from this site discharges to the Crawters Brook, it is essential that the risk to flooding elsewhere is not increased as a result of this development. The discharge rate of 16l/s for the entire site, derived from 6l/s for Parcel 1, 5l/s for Parcel 2 and 5l/s for Parcel 3 appears acceptable.

Condition 8 Key points to note under Sections 1.11 to 1.14 of 'Technical Note 14-047-08A' by Odyssey Markides dated 24th February 2015 are:

Surface water drainage from Parcel 2 will discharge via porous paving/geotextile layers to infiltration with overflow discharge to Crawter's Brook.

The area of identified contamination in Parcel 1 will be subject to further assessment for surface water drainage proposals in due course.

We consider the information provided will be sufficient to discharge proposed Condition 8 for Parcel 2.

Condition 9 Having reviewed the document ' Technical Note Piling Risk Assessment: Development Parcel 2' by Atkins dated 27th February 2015 we note no significant ground contamination has been identified in Parcel 2. The document has identified and discussed a number of potential pollution scenarios in relation to piling activities. The use of non-displacement piles is the proposed methodology. It is recognised that piling activities may disturb and mobilise previously unidentified contamination. Concurrent groundwater and surface water quality monitoring is proposed to monitor such events, including a cessation of piling activities for further assessment should such events arise. We consider the information provided will be sufficient to discharge proposed Condition 9 for Parcel 2.

Condition 10 We have reviewed the document 'Technical Note Long Term Controlled waters Monitoring Plan: Development Parcel 2' by Atkins dated 27th February 2015. Key points noted are:

Single rounds of water quality monitoring are proposed for pre-construction, during construction after below-ground works are substantially completed, and post-construction.

The sampling points are three boreholes (BH6, BH102 & BH103) and Crawter's Brook upsteam and downstream of the development site.

A satisfactory suite of analyses is proposed.

Any elevated concentrations will be reported to the Environment Agency for review and assessment.

A final Controlled Waters monitoring report will be provided to demonstrate that pre-construction baseline conditions have not been significantly compromised.

We would like to request that the monitoring frequency is revised to "A minimum of one round ..." rather than a single round at each stage. This would then commit to additional sampling and review to be undertaken should unexpected concentrations be encountered. With this change, we would consider the information provided to be sufficient to discharge proposed Condition 10 for Parcel 2.

Condition 11 We reviewed the document 'Technical Note Recommendations within Generic Quantitative Risk Assessment: Parcels 1, 2 & 3' by Atkins dated 27th February 2015 and the comments relating to Controlled Waters have been accepted. Condition 12 The step by step approach as proposed in the document to support the discharge of Condition 12 appears acceptable. As a note, it is not until the entire site has been redeveloped will the figure of 16l/s be achieved, though as each Parcel is completed the drainage situation will show improvements over the existing condition. For future reference please note we will respond to consultations within 30 days of receipt of the documentation as per our agreement. Morning John / Karrie, Many thanks again for your time and invaluable support at last Wednesday’s meeting to discuss the water related planning conditions for the former Thales site, Gatwick Road, Manor Royal, Crawley. As discussed last week the project team has prepared a set of concise pre-application submissions relating to conditions 6 – 12, focussing on Parcel 2, where appropriate. As mentioned we would be very grateful for your pre-application comments on these submissions and will be in a position to forward these on later today and Monday next week. At present we have four concise draft submissions; one covering conditions 6 and 8 (surface water drainage) and one each for 9 (piling risk assessment), 10 (long term monitoring plan) and 11 (investigation recommendations). A submission for condition 12 (drainage construction management plan) is still in preparation and, as discussed last week, for condition 7 (unsuspected contamination), which is a compliance condition, we have provided the contractor some text for inclusion in their construction management plan, such that Atkins is contacted in the event unsuspected contamination is identified. I’ll be back in touch later today and Monday with the draft submissions for your review and comment. Please note we have tried to keep these ‘punchy’, whilst covering the key issues so I would hope could be reviewed within the time allowed under the current agreement.
