December 18, 2018 Kyle Moselle Department of Natural Resources Office of Project Management and Permitting 400 Willoughby street Juneau, AK 99801-01019 Dear Mr. Moselle, PLAN OF OPERATIONS MINOR MODIFICATION POGO MINE STRIP VEIN EXPLORATION Northern Star (Pogo) LLC requests a minor modification to the Plan of Operations (F20189500 - approved on May 24, 2018 and amended November 6, 2018) to support exploration infrastructure development across the Goodpaster River. Northern Star (Pogo) LLC requests approval to extend the underground Strip Vein headings below the Goodpaster River into the area represented by claim blocks ADL Pogo 1647, 1648, 1649,1547, 1548, 1549, 1447, and 1448. The area represented by the claim blocks is shown on the attached Figure 1 – Strip Vein Exploration. The planned exploration drift and cross section of the exploration area is shown in Figure 2 – Plan View Showing Cross-Section Location and Figure 3 – Cross-Section of Proposed Exploration Drift, respectively. Exploration activities will be performed concurrent with production activities to facilitate safe and efficient mining practices. All waste rock will be characterized as PAF or non-PAF material and hauled to the DSTF for containment or staged in above ground stockpiles, respectively. All ore generated from the exploration and production activities will be transported to the mill and processed. All material handling actions will follow the waste and ore management procedures outlined in the approved Plan of Operations and the Waste Management Permit (approved May 24, 2018 and amended November 1, 2018). Activities will be conducted from the portals located within the current Uplands Mining Lease (ADL 674057) and Millsite Lease (ADL 416949). All actions will be conducted in accordance with the current Plan of Operations (F20189500) and all Pogo Mine permits, including the APDES (AK0053341), Air Quality (AQ0406MSS07 and AQ0406TVP02), and MSGP (AKR060000), and WMP (2018DB0001).
