The Tata Institute of Social Sciences, now in its 84th year, continues to impact social policies, programmes and ground-level action for the betterment of society. As a community-engaged University with campuses in Mumbai, Tuljapur, Guwahati and Hyderabad, the Institute's vision is to create socially relevant knowledge and transfer that knowledge through its various teaching programmes and field action projects. With over eight decades of experi-ence, the Institute creates highly knowledgeable and skilled human service professionals and empowers them to find sustainable solutions to people's problems, social issues and social transformation. The Institute has been involved in addressing disasters since the partition of 1947. Student and faculty interventions have continued through the decades whether it be the Bhopal gas tragedy, Latur earthquake, the Tsunami, the Assam riots, or the Uttarakhand floods. The Jamsetji Tata School of Disasters Studies demonstrates our commitment towards developing a scientific approach to understanding and responding to disasters and their impacts. Our Masters' programme in Disaster Management is the first of its kind in the country. This is offered as a Master of Science as well as Master of Arts so that students from various disciplines can join the programme. The faculty members belong to various disciplines and the course admits about 30 students each year. Last year soon after the Kerala deluge, our students and faculty reached out and worked in Kuttanad area of Alappuzha district on tasks assigned by the government to support their ongoing work in long term recovery processes. The students of Disaster Management have always worked actively with various government authorities, multilateral agencies, non-governmental organizations, and corporates. The batch of 2018-2020 will graduate in early May 2020 and it gives me immense pleasure and pride to present these students through this Placement Brochure. I invite you to visit our campus, interact with our committed and sensitive students and discover their innova-tive ideas, commitment and enthusiasm in contributing and responding to social challenges. The Jamsetji Tata School of Disaster Studies (JTSDS) was conceived in 2006 and was established with a generous grant from the Jamsetji Tata Trust, consolidating six decades of TISS's extensive work on post disaster interven-tions, social development, research and teaching. The Masters' programme in Disaster Management is offered since 2007 along with several other certificate and diploma programmes. The courses are multidisciplinary and the curriculum is a unique blend of science and technology and their intersec-tion with human societies and cultures. With the current batch the programme offers three specializations namely: 1. Disaster Policy And Action, 2. Disas-ters And Development 3. Technologies for Disaster Management. Students choose any one. Field education over 3 semesters, prepares students for the world of work. Intersectionalities between development processes, climate change and disasters constitute the broad framework for the Masters' programme. It traverses multidisciplinary domains of the social construction of disasters, current developments in policy, science and technology in the study of disasters.

Values of social and environmental justice have been central to the work of the School and the Masters' programme is located within these very values. Much of our work is concerned with people's experiences of marginalization and distress both in pre and post disaster situations.

As the School completes 13 years of its establishment the journey has seen rich contributions and collective learning. In the Masters' programme students learn that the very idea of disaster lends itself to multiple interpreta-tions. Actors operate with diverse orientations and aligning these can pose operational challenges. In disaster response and recovery, issues of gover-nance and the developmental and cultural contexts need to be grappled with. Knowledge around disasters is expanding exponentially, and while it is impossible to include all of it in a two years Masters' programme, we are confident that our students will be quick learners since they are proficient in “learning to learn”! We do hope that the graduating students, as they get selected, will become a valuable resource to your organization.

It gives me immense pleasure to present the twelfth batch of passing out students of MA/ MSc in Disaster Management for employment in this sector. These are best of the budding professions who have taken painstaking efforts for the last two years to complete the course.

We as teachers have tried our best to equip them to face challenges in the profession. Studying foundation courses offered by the institute has helped them gain an understanding of social and economic structures. The basic and core courses in disaster management have equipped them to gain a detailed understanding of various theoretical frameworks and debates around disas-ters and their management. As part of the choice-based curriculum, they chose to do courses offered by various schools and centres in the institute which has broadened their perspective and knowledge base. Research dissertation was an opportunity for them to systematically explore and study a topic and come up with a dissertation. They have extensively worked in the drought-affected areas of Maharashtra as a part of the internship. They have also done one and half month-long internship with professional groups, voluntary organisations or government programmes. These field interven-tions have helped them to understand disasters in ecosystems approach and as a function of development planning and governance, going beyond relief and response. This is the first batch of JTSDS to have a specialisation. They have pursued one of the three specialisations, i.e. Disasters and Develop-ment; Development Planning and Action; Technologies for Disaster Manage-ment. These Specialisations have helped them develop their knowledge and skills in a specific sector. Thus, these students are an excellent blend of technology and social science orientation as well as theory and practice in Disaster Management.

Apart from knowledge and skills to intervene in disasters, they have also gained the right kind of perspective to see disasters in the framework of vulnerabilities and ecosystems approach. They are well versed with the paradigm shift in disaster management and critically reflect on developmen-tal process, planning and governance.

With their committed professional involvement in the field, they not only will contribute to the agency where they work but will also contribute to the sector. I wish them all the success while welcoming them to the noble profes-sion of Disaster Management.

Disaster Studies is emerging globally as a full-fledged academic discipline. As a field of practice it demands specialisation to meet with the ever-dynamic challenges posed by disasters. Recognising that academic education and training in the field of disaster management requires a multidisciplinary approach, the Centre for Disaster Management was established in TISS in 2006, with a generous grant from the Jamsetji Tata Trust. The Centre consolidated nearly sixty years of TISS's committed work in disaster situations and introduced a full-time, taught Masters' programme in Disaster Management in 2007 and during the last decade has conducted research and trainings in various areas.As scientific evidence linking climate change to the intensity and frequency of natural disasters mounts, countries face several developmental, financial and humanitarian challenges. The unequal burden of disaster mortality and economic losses on regions of low development highlights the need to examine cycles of resource degradation, poverty and conflict. These affect human well-being in complex ways. Stresses on water availability, agriculture and ecosystems, the potential for conflict over natural resources, population displacement and migration as a result of sea-level rise, natural hazards or other large-scale biophysical, ecological or social disruptions- are issues that the School is concerned about. The course work, research and field projects conducted by students and faculty members reflect these concerns. The School's work upholds principles of social and environmental justice and is concerned with human and ecological security. It aims at generating critical discourse around the way disasters and their management are conceptualised and theorised.Currently the School offers several programmes, including MPhil and PhD, although the Masters' programme MA/Msc in Disaster Management remains the flagship programme with 40 students enrolled each year. The global online Certificate course on Disaster Management in partnership with IFRC, Geneva was introduced in 2013 and each year 2 cohorts of about 30 practitioners from across continents, register for this programme.The School demonstrates synergies across natural sciences, social sciences and humanities with a focus on building people-centered and participatory approaches towards disaster risk reduction and disaster response. It has carried out systematic work in areas of disaster governance, poverty and exclusion, food security, conflict, human security, public health, psycho-social care, GIS and logistics in relation to disasters. The School has 3 Centres that have a dynamic and iterative relationship, each leveraging the strength of the other two in collaborative partnership. These are:Centre for Disasters and DevelopmentCentre for Disaster ManagementCentre for Geo InformaticsThe School over the last decade has worked in partnership with both international and national bodies such as the IFRC, UNISDR, Geneva, the UNDP, the NDMA, state governments and civil society organisations and have signed several MOUs with many international universities through which research and academic exchanges are carried out. Academic and applied work include issues of development, vulnerability and disasters, exploring practices that contribute to dynamic decision making and effective policy formulation and implementation. Disasters, are not simply dramatic events, but also are socially constructed and the discourse around it is embedded within the larger social and political context. For example, the politics of humanitarian aid has implications for geo-political assertion of power. The School aims at fostering critical thinking in the field of disaster studies and disaster management and promotes multidisciplinary approachesWhile the concerns of disaster management are focused, the idea of disaster studies is constantly expanding the boundaries of the emergent discipline which is engaged with newer challenges - at both theoretical and temporal levels.

TISS offers one of the most dynamic Masters course in Disaster Management in India. The rigor and hard work requited to put in by students throughout the two years' duration trains them to meet the varied range of challenges from one end of spectrum to another. The conceptual clarity imparted through foundation course subjects, social and developmental needs oriented core subjects along with economics, governance & policy making, technical and disaster specific courses such as emergency response, recovery and rehabilitation, disaster risk reduction, disaster governance etc. makes the JTSDS students shine bright in professional world.

The learnings from responding to various disasters and conflict situations ranging from 1948 Partition Refugee Camps, 1984 Bhopal Gas Tragedy, 2004 Indian Ocean Tsunami, 1992 Mumbai Riots and the most recent 2013 Uttarakhand Floods, 2015 Nepal Earthquake to name a few translated directly into the Unique course producing outstanding Disaster Management Professionals. The Master’s programme in Disaster Management, offered by the Jamsetji Tata School of Disaster Studies, aims at enhancing knowledge, capacities and skills, and perspective on disasters. While enabling an understanding of disasters from the vantage point of science and technology in prediction, mitigation and response, the programme also fosters a critical perspective on the notion of disaster and current approaches to disaster risk reduction, response and recovery. It seeks to locate these approaches within the framework of an understanding of questions of development, climate change; challenges related to globalisation; social, economic and environmental justice; and state and civil society dynamics. Students are required to select one of the 3 specialisations :

The programme flows from foundation and perspective courses to thematic and skill-related courses. The programme endeavours to cultivate appropriate values, a strong multidisciplinary knowledge base and skills essential for intervention in disasters and for reducing disaster risks. Students will have opportunities to deepen their focus through the choice of specialisation selectedThe two-year programme includes intensive contact classes, together with supervised fieldwork and internships. Research dissertation is a compulsory component of the programme. The Institute offers a choice-based curriculum where the students are free to choose courses of eight credits from any other School or Centre of the Institute.As an emerging field, the need for qualified personnel within disaster management practice and research is high. Students who graduate with this degree will find opportunities in the disaster risk reduction and management sectors, and allied developmental sectors, in government and non-government organisations and consultancy firms. They could also go on to pursue research, training and teaching careers in disaster studies and allied areas.

Field Work: 3 (Internship 1)

Location: Placed in Different Drought affected Villages of Lohara Taluka in Osmanabad district of Maharashtra

Method of Training: Division into 7 groups of 5 people each

Level of Engagement: Three namely; 1. Village Community 2. Village Administrative Machinery and Facilities such as Gram Panchayat, Anganwadi, Primary Health Centres, Schools, etc. 3. District and Block Administration.

Skills Learned and Practiced: Preparation of Village level Disaster Management Plan and Village level Development Plan. Participatory Rural Appraisal – Social and Resource Mapping, Mock Drills for Government Schools and Awareness Campaign for Disasters, Focused Group Discussions with different groups, Door to Door Surveys, Village Hazard, Risk, Vulnerability and Capacity Assessment, Evacuation Plan of Village, Critical appraisal of various developmental policies and schemes such as PDS, Swachh Bharat, Jalyukta Shivar, Baliraja Chetana Abhiyan, etc., Meeting various government functionaries at district, block and taluka level such as District collector, District Disaster Management Officer, Sub Divisional Officer, Block Development Officer, Panchayat Samiti, Gram Sarpanch etc., Identification of strategies for Ecosystem based Disaster Risk Reduction.

We helped in raising awareness of various disasters at village level, Conducted Mock Drills and School Safety Measures, Recommendations of Hazard-Risk-Vulnerability through Disaster Risk Reduction Approaches of the villages.

Duration: 3 days and 2 days

Location: Different villages in Murbad Taluka, Thane District and Worli Koliwada, Mumbai District, Maharashtra

Method of Training: Division into small groups of 5 students accompanied by fieldwork coordinator.

Key Tasks: Hazard, Risk, Vulnerability and Capacity assessment conducted through observations and household surveys. Fieldwork designed to make students aware of the different vulnerabilities and risk faced by rural and urban communities.

Skills Acquired and Key Learning: HRVC, Event tree analysis, risk perception among skills acquired. Understanding of working with the community and differences between the urban and rural community as key learning

RESPONSE TO DISASTERS:KERALA FLOOD RELIEF WORK

In keeping with tradition and, as a response to the devastating floods in Kerala in August 2018, TISS reached out to the Government and the people of Kerala through the Jamsetji Tata School for Disaster Studies (JTSDS).

The JTSDS worked with various institutions, including the Kerala State Disaster Management Authority (KSDMA), which requested for a GIS-based mapping of culverts, gruel centres and PDS stores in Kuttanad, one of the worst-affected regions. Six faculty members and 37 students were engaged in this activity for two weeks, and the team has submitted its report. The JTSDS is also part of a UNICEF-supported partnership that focuses on accountability to the affected populations, and ensures that the voices of the people, especially the marginalised, find a place in the Government of Kerala’s recovery programme. The aim of the Institute’s engagement is to work towards risk-informed development programming at the gram panchayat level as well as in sectoral programmes..

Flagship EventsJTSDS 2018 Roundtable Conference:

The 2018 JTSDS Roundtable Conference had been held with a special focus on questions regarding practices in disaster relief and rehabilitation, sensitive to specific geographies and cultural contexts. The focus was on the effects of the 2004 tsunami had on the Andaman and Nicobar Islands, the challenges faced in the world of humanitarian aid, relief and rehabilitation and on post-disaster recovery and rehabilitation. A multi-sectoral group of experts presented their experience and evidence, and these discussions helped enrich disaster discourse and future response processes, especially in eco-fragile regions. The school organized this Roundtable Conference in partnership with King’s College, London at the Old Conference Hall in Main Campus.

4th World Congress on Disaster Management:

The World Congress on Disaster Management organized in Mumbai at IIT Mumbai, from the 29th of January to the 1st of February was attended by the students of JTSDS, TISS. The major theme of the Congress this year was to deliberate on some of the most critical issues and challenges of implementation of the global frameworks on building resilience to disasters. It had been organized jointly by the Government of Maharashtra, Disaster Management Initiatives and Convergence Society (DMICS), Indian Institute of Technology (IIT) Bombay and Tata Institute of Social Sciences (TISS) Mumbai.
