He Kupu Whakataki | IntroductionIn accord with Māori custom we first acknowledge all of our people. We greet the living and pay ourrespects to those who have passed from this life.  We make tribute to the ancient and recent ancestors of the Pūkahakaha East 5B lands, and to their descendants, the hapū of Te Waiariki, Ngāti Kororā and Ngāti Takapari.  Greetings and salutations to you all.

This document has been informed from a series of wānanga held in 2012‐13, where we consulted with andreceived feedback from the beneficiary owners of Pūkahakaha East 5B. These activities set in motion thestrategic direction for the Pūkahakaha East 5B estate, and development of this strategic plan.

The plan signals new opportunities for economic growth as we look to build our own infrastructure and manage our own business affairs. The ultimate aim is to have Pūkahakaha East 5B estate returned full and unfettered to the beneficiary owners. We will secure and safeguard the land and assets and ensure theycontinue to derive a sustainable and brighter future for the generations to come.

The following pages contain a brief historical overview of Pūkahakaha East 5B.  Our vision is lofty, but it isalso courageous, as it echoes the aspirations expressed at the wānanga and hui‐ā‐hapū.  Our objectivesdescribe the work to be done over the next five years, while keeping focused on our priorities of‘Our People, Our Knowledge, Our Land and Assets’.

This is an organic living document to spearhead our combined efforts and continuing journey as we work tobecome independent of the Māori Trustee and Te Tumu Paeroa.

He Kupu Tuku Iho | Historical Overview1873 ‐The Native Land Court issued a Certificate of Title and Crown Grant for Pūkahakaha East Block in thefollowing tūpuna: Kamira Te Mahara, Watonio Motuhinau, HohepaMahanga, Haki Kopa, Rawiri Te Hinu,AnitipaWero, KereamaTe Peke, KerepetiTe Peke, RaharuhiTe Taonui, Henare Te Moananui Kauteawha

1911 ‐ Pūkahakaha East Block was partitioned into Pūkahakaha East 5 vested in the following tūpuna:HohepaMahanga, Rawiri Te Hinu, Hohi Kereama, Erueti Kereama, Te Manako Kereama, Rarihi Kereama,Mehe Kairau, Wiremu Kairau, Kaitu Kairau, Ani Reu, and Henare Te Moananui Kauteawha

1948 ‐ Pūkahakaha East 5 was then partitioned into the following: Pūkahakaha East 5A containing land to be set aside as Te Karaka Urupa Pūkahakaha East 5B awarded solely to Keti Hohaia Pūkahakaha East 5C vested in Ani Reu and 56 others; then sold to NgaronoaMahanga

Also in 1948 the Court appointed: NgaronoaMahanga, Raiha Kimete, ParateneTe Manu Werengitana,Ringi Tenetahi and Hemi Wetiwha, as trustees of Keti Hohaia’s estate. The Court further vested the estateto the Taitokerau Māori Land Board, and then into the administration of the Māori Trustee. Further variationswere made to the Trust Order determining the beneficiaries of Keti Hohaia’s estate and to provide grantsfor marae and education.

From 2002‐2011 successive applications were made to the Chief Judge, Māori Land Court, resulting in ahui‐a‐hapū held at Ngunguru Marae in July 2012. Called by the Māori Trustee, the hui‐a‐hapū appealed tothe descendants of Te Waiariki, Ngāti Kororā and Ngāti Takapari, to address directives of the Chief Judge.Wānanga held during 2012‐13 provided a forum for the beneficial owners to discuss the future directionof Pūkahakaha East 5B. New Advisory Trustees for the Pūkahakaha East 5B Trust were later selected.

This priority focuses on building governance capability and capacity for Pūkahakaha East 5B to be returned to the beneficiaries independent of the Māori Trustee. We will reflect on the learnings gained from our many relationships, including with the Māori Trustee and Te Tumu Paeroa, to identify our strengths and address areas for development. We will assess opportunities and safeguard against the things that may threaten them, and evolve to assert Rangatiratanga over our own resources.

Develop and implement a Marae support plan aligned to an innovative Investment Strategy for the Pūkahakaha East 5B estate

Uplift the cultural imperatives of Te Waiariki, Ngāti Kororā, and Ngāti Takapari hapū, through support for wānanga, language revitalisation, and cultivation of mātauranga Māori

We want to see our Marae flourish, and to envision a future where papa‐kāinga are part of thesurrounding landscape, providing for extended whānau living. Our Marae should have the abilityto become fully established, to develop their own economic base, and to think about a future wherethey can provide contemporary services whilst maintaining traditional practices.

We will invest in our Marae in a sustainable manner, to support and strengthen existing Marae activities, and to encourage future activities that preserve our language and keep the customary  practices ofTe Waiariki, Ngāti Kororā, and Ngāti Takapari culturally strong.

Develop and implement policies, processes and procedures that support best environmental practices. These are the footprints we leave for future generations of Te Waiariki, Ngāti Kororā and Ngāti Takaparito follow

Manage and maintain ancestral and traditional taonga and sites of significance

Engage and collaborate with key stakeholders to ensure our legacy for future generations

Our physical sustenance relies on how we live with, and on the land. Therefore we will invest in ourenvironment in a sustainable manner; building new and strengthening existing relationships wherethere are shared interests in the preservation, protection, and management of our natural resources.

We will provide our tamariki, mokopuna access to opportunities to learn about protectionand management of the natural environment, through partnering with others who share ourphilosophical position.
