Pirates of the Old Dominion Camporee and Webelos-Ree

October 13-15, 2017

We will be camping at Camp Highroads with a day filled with patrol competitions using scout skills and team work. Registration Information

Register on-line Registration is available on-line at: https://scoutingevent.com/082-oddf17

The registration form is included in this package. All units planning on attending should register as soon as possible. Payment for the registration fees will be based on the final counts at check in on Friday night This registration information will be used to establish program plans and to assign campsite locations.

All fees should be paid on-line. Any remaining fees (for additional campers) will be collected during the Friday night check-in period.

Directions Camp Highroads Get Directions: Google Maps From Route 50, turn right onto State Rte 734 (Snickersville Turnpike). Turn right onto State Rte 763 (Lime Kiln Road). Turn left onto Steptoe Hill Road.

Parking and Traffic Control Units are encouraged to car pool as much as possible. All vehicles will need to be parked in the field next to the horse paddock. There will be a drop off for immediately off loading at the entrance to the paddock but scouts should expect to hike to their campsites. The

vehicles will immediately move to the parking area. Trailers will not be permitted at the campsites.

Campsite Assignment For units that register by October 6, their campsite assignment, a Camporee map, and any other relevant Camporee information will be emailed to them the weekend before the Camporee. If you don’t receive one, park in the lot and stop at the CAMPOREE HEADQUARTERS. You will need to get your site assignment and a map before you enter the camping area.

Checking-in and Paying Fees After arrival, as the unit is setting up camp, one leader must go to the Camporee Headquarters to complete registration by turning in a completed registration form and paying all remaining required fees. To assist the staff, please pay with checks or money orders. These should be made payable to "NCAC BSA." A single check per unit is the preferred method of payment.

Late Arrival and Early Departure If your unit is not going to arrive Friday night please indicate this on your registration form. If your unit is going to leave Saturday night, make sure you also indicate this on the registration form.

arrange for a service project your unit can do Saturday afternoon.

Check-Out Procedures Each unit will receive a checkout and program evaluation form at registration (see appendix). A troop leader, preferably with input from the SPL, will complete the evaluation portion of this form. After you have vacated your campsite and have a commissioner sign the checkout form. Return stakes to Camporee Headquarters along with the Campsite Check Out and Evaluation Forms. Additional copies will be available from the Camporee HQ or from the Commissioner Staff. Patches and ribbons will be handed out at the next Roundtable.

Leaders Meeting There will be a meeting for leaders (Scoutmaster or Assistant, Cub Leader, Crew Advisor, etc.) and Senior Scouts (SPL, Crew President) from each unit on Friday evening at 8:30 PM at the Camporee Headquarters. Webelos Leaders will meet again Saturday morning after the opening ceremony at the flag pole.

Religious Services On Saturday evening, we are working to provide opportunities for the scouts to participate in Catholic, Protestant, Jewish, and LDS services, and Muslim communal prayers. The locations of each of the

Services will be confirmed at the Friday evening at the Leader’s meeting.

Emergency and First Aid

First Aid / Fire & Ambulance Service The First Aid Station will be set up near the Headquarters area and will be marked with a prominent sign. All injuries, even minor ones treated in the campsite, must be brought to the First Aid station personnel for treatment and/or recording.

In the event that fire or ambulance services are needed, send a runner to the Camporee Headquarters or First Aid Station, so that an emergency call can be placed and the Camporee Director can be notified. If the emergency call is placed from a cellular phone within your area, you still must send a runner to the Camporee Headquarters to notify the Camporee Director of the emergency and to arrange for the emergency equipment to be directed to the correct location.

Emergency Contacts It is recommended that units have access to several cellular phones, which can be used as a primary contact for members of their Unit. Anyone calling other camporee contact numbers must know the individual's type of unit (Pack, Troop, Team, Crew, or Ship) and number and, if possible, the unit leader's name.

Parental Authorization In case of serious injury or illness requiring emergency medical services or hospital treatment, a health history record and permission form signed by a parent or

guardian is required. This form must be accessible to the unit adult leader/leaders at all times. If a Scout is brought to the First Aid Station for any type of treatment, his parental authorization form should be available for review by the Camporee staff. All participants – Webelos, Boy Scouts, Ventures, Leaders, Staff, and Parents must have a Health Forms and all youth must have an Activity Consent Forms.

Campsite Logistics

Availability of Water – NOT available at campsites Water will be NOT available at the campsites or the program areas. There will be a water source, however, it is recommended that the units bring in water.

Canteens should be carried during the program on Saturday. Proper hydration is key to keeping our Scouts healthy. To avoid the serious consequences of dehydration, ensure everyone regularly consumes water, especially as they travel to and from program areas and while in the areas. Washing of dishes at the central water location is prohibited.

Meals Units should plan for a Friday evening meal (or eat before you arrive), Saturday Breakfast, Lunch, Dinner and Sunday Breakfast. It is recommended that lunch be portable or quickly prepared as it maybe some distance from the program activity to your campsite. Boy Scout Troops are encouraged to host Webelos Dens for meals – or Saturday dessert.

Ground Fires Open flame fires will be permitted provided weather conditions at the time of the Camporee permit. If fires are permitted, they must be above ground at sufficient height and in sufficient container to prevent scorching or killing the grass underneath. Firewood will NOT be available so be sure and bring your own. Campfire ash must be taken home for disposal. No campfire ash can be dumped or left on the property. Fires must not be left unattended and must be extinguished before retiring for the night. All campfires will be completely extinguished Sunday morning.

TITO – Trash in, Trash out Every unit should be prepared to take any trash home with them that they bring. Bring a supply of plastic trash bags to securely bag your own trash. DO NOT leave trash in your campsite. Please keep the campground clean and do not leave bags of garbage unattended; wild animals and birds love unattended garbage.

Camporee Rules Conduct by All Attending the Camporee The Scout Law is the Law of the Camp at all times. A scout is: Trustworthy – Loyal – Helpful – Friendly – Courteous – Kind – Obedient – Cheerful – Thrifty – Brave – Clean – Reverent.

Any individual who does not act as he or she should, may be putting their privileges in jeopardy and jeopardizing future Camporee privileges of the Old Dominion District. Unit Leaders are reminded that their Scouts should have adult supervision at all times.

In addition, all units should have a copy with them and follow the Guide to Safe Scouting.

Knives Sheath knives and knives with blades longer than 4 inches, except cooking knives, are not allowed at the Camporee. If any are found, a member of the Camporee staff will hold them for the remainder of the Camporee. Folding knives that are in a case or worn on a belt are permitted.

Proper Uniform Scout shirt and Scout pants or Scout shorts with proper socks should be worn for the Religious Services on Saturday evening and to the campfire. Venturing Crews and Sea Scout Ships wear unit-designated uniforms. Scout shorts and Scout T-shirts are acceptable during the Saturday program. No military garb or fatigues, including camouflage, should be worn.

Quiet Hours All units will be subject to quiet hours and lights out from 10:30 PM to 6:30 AM. Leaders in each troop are responsible for enforcing quiet hours and lights out. Scouts returning after the evening program should return quietly in respect for those who are sleeping.

Commissioner Corner

Commissioner Service In addition to helping with parking and assisting units in getting to their campsites Friday evening, commissioners will be available at all times during the Camporee to assist Scouts and Scouters whenever necessary. Commissioners may be found at

Camporee Headquarters in the vicinity of the registration table or just look for the friendly individuals wearing purple neckerchiefs throughout the activity areas.

Camporee Campsite Inspections During the day on Saturday, the Commissioner Staff will be conducting campsite inspections of the Troops, Teams, Crews, Ships, and Dens using the inspection form included at the end of this Camporee guide. The purpose of the inspection is to establish or remind Scouts and Scouters of a certain level of expectation for setup and maintenance of a campsite and then to recognize those units that achieves or exceeds expectations.

Inspections will be unit based, with each patrol contributing to the unit as a whole. In other words, a unit with three patrols that each exemplifies ideal campership will be adversely affected by a single patrol that fails to meet the established expectations. Ribbons will be awarded based on the campsite inspection results, with award categories: Award of Merit and Honor, Award of Merit, and Award. Special awards may be given for the top campsites.

Order of the Arrow

Trading Post The Order of the Arrow, Old Dominion Chapter, will host a Trading Post on Saturday. Soda, candy and other snacks will be available for purchase.

This will also be the focal point for OA activities during the camporee. All OA members are encouraged to bring their sashes and stop by the trading post/exhibit during the weekend.

OA Cracker Barrel All Chapter Members are invited to a special, OA-only Cracker Barrel Fellowship Gathering immediately after the Leader’s Meeting Friday Night at Camp Headquarters. Soda and snacks will be provided by the chapter youth leadership. OA Ceremony Team Signups The OA Chapter Ceremony Team will be opening and closing the campfire. Any

chapter members who would like to

participate as a member of the Ceremony Team this weekend, stop by the cracker barrel or trading post and see the Chapter Chief.

Brotherhood Conversion Opportunity Youth and adult Ordeal members who completed their ordeal before January 10, 2017 are encouraged to seal their membership in the order as a brotherhood member. A sign-up form is included at the end of this package. It should be turned in at registration Friday night or at the OA Trading Post. Candidates must then participate in the Brotherhood walk Saturday evening which will take approximately 30-45 minutes. Candidates should meet at the OA Trading Post at 4:45 PM. The induction ceremony will then take place Saturday evening after the campfire program. There is no cost for the Brotherhood conversion

CAMPOREE PROGRAM INFORMATION Pirates of the Old Dominion

Scout (Troops, Teams, and Crews) Program Details

Scouts will compete with their patrols/teams/crews during the day on Saturday. All patrols/teams/crews should consist of at least 4 scouts but no more than 10 scouts. In the spirit of fair games, Adult leaders may briefly observe their patrols but may not accompany them or offer them guidance during the games. Violating this rule could result in a penalty against scout spirit points for the patrol. Adult leaders will be running stations. Patrols/Teams/Crews will need to have with them the following gear to be prepared to compete in the patrol competitions: Each patrol should carry the ten essentials. In addition each patrol member should have:

Water bottle

3 foot piece of rope

Scout neckerchief

Patrols not carrying these will be deducted

points at stations! The troops should have material to erect a flag pole and create camp gadgets.

Adult Leaders & Senior Scouts Needed for Boy Scout Program

Each competition will be “hosted” by a troop participating in the Fall Camporee. The troop is responsible for staffing the competition with scouters, parents, and/or senior scouts. Every competition must have at least one adult present at all times. The

ODD will provide all needed materials. Units will be assigned to competitions on a first come basis. Units which do not volunteer for a competition prior to the Camporee will likely be assigned to host one at the Camporee. Boy Scout Program Activities The Camporee theme will be “Pirates of the Old Dominion” with events related to scout skills and team work. Jolly Roger: Ships Flag Each camp erects a flagpole using lashing techniques and stakes to secure it to the ground (no digging of holes). The flag pole is to be at least 10 feet tall but not taller than 15 feet. If must be made from multiple poles and cannot be a single pole 10-15 high. Construction must be done on site with poles or bamboo, ropes, and stakes. You cannot dig a footer hole in the ground. The more lashings on the pole and the better the lashings, the more points. The taller the pole up to 15 feet, the more points. You must be able to raise and lower your flag. All patrols/teams/crews in a campsite can work together and will get the same score for their flag pole judged by the commissioners. Extra points will be awarded if you find some way to decorate or design your flag pole identify your unit or patrol. All poles, bamboo, stakes and ropes must be taken home and nothing left at the camp site.

Ransom (Extra Points) Bring one breakfast serving to Camporee HQ between 7:30 and 8:00 AM. Points based on presentation, being hot (if it should be hot) and edible. Blimey! Surprise us with your building skill. Build a camp gadget bring to Camporee HQ. If too large to carry, arrange a time to have a commissioner visit your site to score. Yo Ho Ho Skits and Songs. The best will be selected to perform at the campfire. Don’t have a skit or song prepared? There will be books to use. Extra points. Blindman’s Knots Scout equipment: 3 foot piece of rope Each patrol lines up in relay formation and all Scouts blindfold themselves. For each patrol, a leader passes a familiar knot down the line. Each Scout has up to 10 seconds to try to identify the knot by touch only. The Scouts are then given the length of rope and asked to reproduce the knot without the blindfold. Hunt for Booty (Treasure) Use GPS units to find hidden treasure. Bring an item to trade. Walk The Plank Walk along a series of two-by four with hands behind back and blind folded. Obstacles, such as a space between planks, will be placed in way and the Patrol Leader must guide the prisoner to avoid them. Son of a Biscuit Eater Scout Equipment: Matches and fire starter Dutch oven biscuits

Binnacle Scout Equipment: Compass Binnacle is where the compass is kept on board the ship. Compass points game. Ahoy, Matey: Flag Signals Using flags to communicate a message. Scallywag A scout is given a word or phrase to draw without speaking. The patrol needs to guess it. Ten Essentials + six Each patrol walks silently around the board of items. All of the items are then removed and put in a pile. The patrol members walk around the board again. As each player passes, he replaces an item in the correct square without talking. A player may use his turn to move an item he feels has been incorrectly placed. They continue walking around the table until all of the squares are covered. Bandage Relay Scout equipment: Scout neckerchief or triangular bandage Each Scout selects a buddy from his own patrol. The name of a bandage is announced. On signal, one Scout from each team ties the named bandage on his buddy. The judge checks bandages as they are finished. As soon as a bandage is approved by the judge, it is removed, and the Scout on which the bandage was tied now ties the same bandage on his buddy. When the judge approves both bandages for each team in the patrol, the patrol has finished the first round. They use another type of bandage for the second round, and so on.

Bucket Brigade The patrols line up in single file. A full jug is in front of the patrol leader and an empty one is at the end of the line. Mark the empty jug 1⁄4 inch below the waterline of the full jug. On signal, the patrol leader fills his cup with water from the jug. He pours the water into the cup of the next Scout in line, who pours it into the next Scout’s cup, and so on to the last Scout, who pours the water into the jug at the end of the line. This process is repeated until one patrol has emptied the front jug and filled the other jug. Note: If water is spilled, it’s possible that the patrol will be unable to reach the mark even though it empties the front jug. Blind Man’s Tent Challenge Set up a tent while blindfolded and in complete silence. The Patrol leader is not blindfolded and is the only member who can speak. Island Hopping Place the squares in a single line on the ground, perpendicular to the finish line. Each patrol member stands on two of the sheets, facing the finish line. One sheet should be left unused at the rear of the patrol line. On signal, the extra sheet of paper is passed up the line from the last player to the first, who places the sheet down in front of him and steps onto it with his rear foot. Each Scout in line advances by moving his rear foot to the newly vacated sheet ahead of him. The remaining empty sheet is passed forward and the process is repeated. If a Scout steps off a sheet, the entire patrol must move back and start over.

Shipwreck Give one hoop to each patrol. The patrol members hold onto the sides as they run the length of the playing area until a leader yells “Shark!” At that instant, all of the patrol members jump onboard their ship. Peg Leg - Hopping the Gauntlet Procedure: Hop on one leg from one side of the field to the other. If the leg touches the ground, must return to the start.

WEBELOS-O-REE PROGRAM

The Webelos-O-Ree will be held as part of the Fall Camporee. Our Webelos will be able to see their future in a Scout troop – as they have the opportunity to participate in age appropriate activities. This two-night campout offers a number of engaging activities throughout the weekend. The purpose of the Webelos-O-Ree is two‐fold: 1. It is designed to give Scouts a jump‐start towards earning a Webelos badge and/ or an Arrow of Light award; 2. The entire weekend is designed to inspire scouts to continue on the trail to Boy Scouts and a new troop.

Program information will be provided by email and instructions will be provided at the main cub leaders meeting Saturday morning at the camporee.

Adults Needed for Webelos-O-Ree Program

Each activity station will be “hosted”, supported and staffed by Pack Leaders,

Scouters, or parents coming from participating units. Packs will be assigned to preferred stations on a first come basis. All Packs that participate in the Camporee will need to have two people serving in some capacity running activity stations. While instructional material and some materials for running the stations will be supplied, volunteers will be requested to provide any special items that may be needed to supplement those provided. VENTURING ACTIVITIES FOR CREWS, TEAMS, AND SHIPS (V3)

Ultimate Challenge Rope Course: Camp Highroads may be able to offer a discount on the Ultimate Challenge Rope Cope course. The regular rate is $45 and it takes 3 hours. This would be open to the older scouts not participating in the patrol challenge. Course would be booked with Camp Highroads directly – not through the Camporee.

SERVICE PROJECT

Units will dismiss right after closing ceremony to go to the service project location. Information on specific project locations will be provided at the Friday evening leader’s meeting. The service project will be from 9:15 to 11:00 on Sunday. We will be trimming trees and cutting brush. It will be an 800 to 900 yard walk to the site.

Bring bow saws and loppers and make sure all have work gloves. Be sure to bring enough water to drink. Scouts are encouraged to wear long sleeve shirts and long pants. We don’t want any injuries so wear the proper attire.

We can use all the gas powered weed whackers that you can bring. These must be used by adults only. Make sure to bring plenty of your own fuel, plus tools and goggles, etc.

If there are any changes we will get the word out as soon as possible.

When the service project is complete units may go home.

The service project hours should be reported in each unit’s part of BSA Journey to

Excellence Program. The projects and hours are entered on the Journey to Excellence website:

CAMPFIRE PROGRAM The campfire will provide an opportunity for units to lead songs, skits, cheers and similar entertainment. What is appreciated are quick (one to maximum of two minutes), fast action, and humorous, Scout-spirit skits. Enclosed is a form to register skits for the campfire, the form may be turned in at registration or at the HQ tent any time before 3:30 PM on Saturday. Skits will be auditioned between 10 AM and 3:30 PM on Saturday to determine timing and order of performance (contact and location to be provided at the leaders meeting). Patrols or units presenting skits at the audition may be awarded bonus points in the competition (even if they are not used for the campfire). Units may offer more than one skit; the number of skits scheduled for performance at the campfire will be determined by programmatic and timing considerations.
