This community has a strong history of civic involvement with our legislature; letters to legislators and the Colorado Board of Education last spring may have influenced our reduced testing burden. A Note From Principal Vidulich

When president Obama and Governor Nikki Haley both called for civil discussions this past week, I reflected on what it is we try to teach our children about conflict. In our classrooms, debates are taught to be about ideas and solutions for problems. But in the process of constructive argument, personal barbs and dismissively rude comments about opponents will actually lose points. Learning that because you dis-agree with another person does not make them evil or even necessarily wrong, is a

hard lesson when many of our models on both sides of the aisle get more airtime when they are outrageous. You’ll notice that our local representative Mike Foote will be appearing at Monarch High School on January 28th at 6:00pm. See his recent OP/Ed piece for the Daily Camera included in this bulletin. He will be discussing TABOR and infrastructure funding—the effect on our roads and funding for K– 16 Education. Help us make a great start in 2016 by taking a moment to participate in the Pirate Pride Challenge!

What is the Pirate Pride Challenge? The Pirate Pride Challenge is LMS's one and only fundraiser. That's right, no wrapping paper sales, no jog-a-thons, no pledges. Just a check writing campaign where 100% of your donation goes DIRECTLY towards your child's education. Why does LMS need money? Unfortunately the funding coming into schools is not keeping up with the expediters we face. Nearly every program at LMS is supported or enhanced with your fundraising dollars. Including:

6th grade transition and the Pirate 360° program Expensive musical instruments – such as percussion for choir, a tuba for band and cello for orchestra. In-house intramural and activities such as Art Club, Tennis, Ultimate Frisbee, National Junior Honor Society, Technology

Student Association and more Chromebooks and Chromebook carts to support classroom learning LMS Student Opportunity Fund – Allowing students to have what they need to fully participate in Pirate PRIDE 8th grade Rite of Passage field trip sponsorships Celebrations such as Honors Evening, Poetry Night and The World Expo, 8th grade Continuation Ceremony and Dance Classroom and department mini-grants for supplies and enrichment

All of these programs are possible because of the generosity of the families at LMS. That's right, our school is awesome be-cause of you! How much do you need? In order to continue to provide all of these programs, we need to raise $90,000 by the end of the school year. To meet this ambitious goal, we ask that each family consider donating $150.00 / student. If $150 is too much right now, considering mak-ing a monthly donation of just $30 each month from January until the end of the school year. That is only $1 per day from now until May 26, 2016 to make a positive impact on your child's education and the LMS community. Of course, if you can give more please do. if you cannot donate the full amount, please give what you can. Every dollar makes a difference. So far for the 2015-2016 school year we have raised $39,196 and are at 43% of our goal. Thank you! Obviously we still have a way to go and your donation, no matter how big or how small, will get us one step closer to our goal. We are counting on our you and know that together our LMS community can make this happen! Thank you Pirates.

We Want to Keep Our Warm Welcome at The House of Pride

Important Changes for adults entering the building: The district has asked all schools to tighten protocols for adults entering the building dur-

ing school hours. Our Greeters will still be here every day to welcome you to the building and get you what you need. Everyone entering the school will be asked to show an ID before being let in. Lunch, instrument and forgotten items delivery:

If you are in a hurry or do not have your ID with you—We will have a forgotten items table in the front foyer. If you need to deliver something to school please place it on the table and label it with your students name and grade and we will get it to them asap.

Adults entering the building the before 8:30. Please sign in when entering the school and plan on exiting before 8:30 when classes start.

CMAS and PARCC information coming soon

Please keep an eye out for an email next week from Boulder Valley School District and from

Jonathon Dings, Executive Director of Student Assessment and Program Evaluation. This

letter will outline many of the details of the PARCC and CMAS tests that will be administered

in April, including information and the process for test refusal.

I have been running LMS’s program for almost six years, but will have my last child graduate in May and mov-ing on to high school. A 24-year-old constitutional amendment championed by a discredited anti-government crusader and convicted tax evader is now having profound effects on how your state legislators are budgeting for important areas like schools and roads. The 1992 TABOR amendment to the Colorado Constitution may require us to cut from those already under-funded areas despite your clear direc-tions to us otherwise.

Let me explain this unfortunate situation a little further: TABOR requires the state to return tax revenues if those revenues exceed an amount based upon an arbitrary equation. When the economy does well, the state must return money it could otherwise use to invest in the future. The condition of our under-funded schools and clogged roads account for nothing in the cold calculus of TABOR's allowed revenue formula.

Colorado's schools and roads suffered greatly when the economy and tax revenues crashed during the last recession. Now that our economy is improving and revenue has increased, the state cannot invest in those necessary areas. Tax money comes in, and then the state turns around and sends some of it back out. Meanwhile, public school systems are hurting and roads are crumbling.

When I walk neighborhoods, go to meetings, and talk to constituents in my eastern Boulder County district, I almost always hear concerns about our schools and roads. I listen and try to assure them that I will do my best to make sure the state legislature in-vests in those important priorities. But the reality is those investments will not happen when we return $156 million, as we will this year.

Worse, again because of mandatory TABOR provisions, we will be returning tax money and cutting state programs this year. While the exact form of the cuts will be decided during this legislative session, it likely means less money for higher education, K-12 edu-cation, roads and Medicaid providers. If you think our roads and schools are under-funded now, wait until you see what happens after the TABOR cuts.

There are solutions to this dilemma. A short-term answer is for the state legislature to pass a bill exempting a fee paid by hospitals from the TABOR-mandated revenue cap. This fix would treat this obscure fee separately from TABOR revenue limits, just as we do with college tuition payments or state lottery receipts. I and a majority of the House of Representatives supported that bill last year, but it failed in the Republican-controlled Senate.

Even if some opponents of this approach change their minds this year and allow the measure to pass, it would only be a short-term fix. A longer-term fix will have to come from the ballot box. Because TABOR is a constitutional amendment, it can be changed only by a majority vote of the people.

Voters approved TABOR in 1992 by a 52-48 percent margin because proponents of the amendment argued that it would allow Coloradans to vote on tax increases (even though popular votes on taxes occurred well before TABOR). Slipped into TABOR, though, were a number of devices designed to suffocate government. One of those devices was the revenue cap that we are deal-ing with today.

It is my hope we'll see citizen-led ballot measures this fall to deal with this issue. TABOR is a good solution for those who believe we should cut spending no matter the consequences. But for those who believe Colorado's state government should provide roads and schools and other services at levels adequate to support our future prosperity, TABOR is cutting off our nose to spite our face.
