Compliance Requirements under Pipeline Contract

Required Compliance Items include ALL of the following:
Credit Report
Social Security Trace
Criminal Background Checks at ALL THREE of the following individual levels for the place of residence for
the last 7 years.
Local
State
Federal
Candidate-signed Non-Disclosure Agreement (agreement can be found on Compliance tab - candidate will
fill out name on first page, sign last page where indicated, and the entire completed/signed document must
be scanned and uploaded into the candidate’s profile)
Fingerprinting (National Crime Information Center check) (if applicable)
Military Record (if applicable – if not applicable, just note “completed” on the compliance tab)
***Load NEWLY DATED files for Education, Credentials and References – you do not need to redo these
but they must be loaded with new file names for the current calendar year.

• 3% Increase to all Labor Categories on DC Rate Card (NTE Rates)
• New positions starting 10/1 and after

• Check with CAI to confirm
• Once POs are received Managers must LINK new PO in PASS (User Maintenance task)
• If your resources are not seeing the new PO:
• Have resource check with manager to ensure User Maintenance has been done in PASS

Time Entry FY20
Best Practices for Time Entry
• New Resources
• New POs - Managers must LINK new PO in PASS (User Maintenance task)
• If your resources are not seeing the new PO:
• Have resource check with manager to ensure User Maintenance has been done in PASS
• Time entry by Noon Monday ensures enough time to get approvals by Noon Wednesday (when PASS file is send to CAI)
• Screenshots – have resources send screenshots prior to Wednesday PASS file deadline to ensure approvals have been made
• Contact CAI (Bonnie) if you see a timesheet needs to be approved

Pay for an entire month rather than the 4 and 5 week cycle
Deadline extended for when time has to be submitted and approved
Example: If time is entered and approved and receive by CAI in PASS file by the 9th of month it will make
payment for that month
***Time must be submitted, approved and received by CAI in Wednesday’s PASS file (runs at NOON)

Penalties

For each violation (resource) Supplier will be suspended from actively
working on Pipeline positions for 3 calendar months (any submittals will
be rejected)
Current engaged resources who are found to be sub-layered will be removed from
violating supplier’s representation
Current engaged resources who are compliant will remain engaged with current
supplier
Active candidates will remain in process and can be engaged during suspension
Multiple, subsequent violations will result in removal from Pipeline and transfer of
resources to other vendors
Falsifying documents during CAI Employment Audit will result in removal from Pipeline
and transfer of resources to other vendors.

CAI’s on site team conducts quality control for each requirement
Validate the ERTR from the candidate is sent following proper process
Reviews résumé content and computerized scores for submitted candidates
Call candidates meeting requirements to review experience and accuracy of the information in the résumé.
Baseline information covered during call:
Validation of submitting firm
Location and availability for interview/start
Skills and communication validation
Current and prior experience
Forward the profiles of only the most qualified candidates

Roles and Responsibilities - CBE Suppliers
Maintain industry standards for technical screening of candidates
Perform pre-employment technical screening for quality control
Respond to PeopleFluent requirements when posted by CAI
Submit qualified candidates
Ensure candidate submissions and documentation are compliant
Ensure engaged resources submit PASS timesheets on time
Pay resources in a timely manner
Work with CAI to resolve any personnel issues

Email critical job-specific details to candidate, so they are informed.
