Aquino confers Order of the Golden Heart with rank of Grand Collar on National Scientist Dr. Fe Del Mundo

resident Benigno S. Aquino III conferred the Grand Collar (Maringal na Kwintas) of the Order of the Golden Heart on National Scientist Dr. Fe Del Mundo during State Necrological Services held at the Department of

Science and Technology compound in Bicutan Thursday.

Del Mundo, the country's

distinguished pediatrician and

National Scientist passed away on

August 6, 2011 at the age of 99.

In his speech, the President said it

was his and the country's honor to

bestow such an award to the

“Grand Dame of Philippine

Pediatricsand Medicine.”

“Ikinalulugod po nating

hirangin si Fe del Mundo na

mapabilang sa Order of the Golden

Heart, Rank of Grand Collar,

bilang pagkilala at pagtingala

sakatangi-tangi niyang

kontribusyon at serbisyo para

iangat ang katayuan ng mga

naisasantabi nating kababayan sa

lipunan,” thePresident said.

He praised Del Mundo for

her selfless service and dedication

to the upliftment of the lives of her

countrymen, especially children,

suffering from sickness and

disease.

“Narating man niya ang

tuktok ng propesyon, hindi niya

nakaligtaang ipaabot ang serbisyo

niya sa komunidad, at isubsob ang

sarili sa pagsasaliksik upang

masugpo at malunasan ang

maraming uri ng sakit,” the

President said.

“Pinatunayan niyang hindi

kailangang may katungkulan sa

gobyerno, o maging matagumpay

na negosyante upang maka-ambag

sa pag-unlad ng bansa. Hindi niya

hinangad na magpayaman at

kumapit sa kapangyarihan, tanging

ang kapakanan at kalusugan ng

mga bata at pamilyang Pilipino ang

kanyang tinutukan,” he added.

Del Mundo, who is a

legend and icon in the field of

Pediatric Medicine, had dedicated

almost a century of her life in

pursuit of excellence and selfless

service to Filipino children,

mothers, families and communities

throughout the Philippines.

Her most significant

researches dealt mainly with viral

diseases, particularly on polio-

myelitis, rubeola, rubella and

varicella that has served as

reference in the use of vacine and

immunizations in the country.

Del Mundo also invented

two devices to help people in rural

communites: a simple inexepensive

incubator made of bamboo and an

improvised bamboo radiant warmer

and photo therapy device that could

cure babies with jaundice.

These inventions reflected her

interest in rural health, particularly

those in underserved and remote

areas.

In1957, Del Mundo

established the Children's

Memorial Hospital (later renamed

to Dr. Fe Del Mundo Medical

Center) which to this day,

continues to admit thousands of

children requiring quality medical

help.

A woman of many firsts,

Dr. Del Mundo was the first female

and first Asian to be enrolled in

Pediatrics at the prestigous then all-

male Harvard Medical School

(1935-1940) as a Philippine

Commonwealth Scholar. She was

also the first woman to head a

government general hospital in the

Philippines when she was

appointed director of the Manila

Children's hospital (later renamed

Dr. Jose R. Reyes Memorial

Hospital) in 1943.

She was also the first

Filipino diplomat of the American

Board of Pediatrics (1947) which

introduced Filipino women and

physicians to the world as well as

the first Asian president of the

Medical Women's International

Association (1962-1966).

In the Philippines, Del

Mundo founded and became the

first woman president of the

Philippine Pediatric Society (1952-

1955), founded the Philippine

Medical Women's Association; and

in 1972 became the first woman

president of the Philippine Medical

Association.

President Aquino lauded

Del Mundo for her achievements

saying that these should serve as

inspiration for “a thousand more Fe

Del Mundos” who will take up the

Aquino convenes second LEDAC meeting next week

resident Benigno S. Aquino III will convene the members of the Legislative Executive Development Advisory Council (LEDAC) where they are expected to discuss the common legislative agenda, the new

administration measures to be proposed and the Philippine Development Plan.

In a media briefing at the

Palace on Thursday, Presidential

Deputy Spokesperson Abigail

Valte said that the second LEDAC

meeting is schedule to be held on

Tuesday (August 16) adding that

the bills that were left behind

during the first meeting will be re-

submitted.

“The second LEDAC

meeting will be on the 16th, that is

a Tuesday and the agenda will

(include) updates on the common

legislative agenda, new bills to be

proposed, and a discussion on the

Philippine Development Plan,”

Valte said.

During first LEDAC

meeting held last February 28, the

majority of the 23 priority bills

gained a “broad consensus” among

the members during the

discussions.

Among the priority bills

that were discussed were the

proposed creation of Department of

Housing and Urban Development,

the amendments to the National

Health Insurance Act, the

postponement of elections in the

Autonomous Region in Muslim

Mindanao (ARMM), moder-

nization of the Armed Forces of the

Philippines (AFP) and the proposed

reorganization of the National Food

Authority (NFA), among others.

The 2nd Siargao Surfing Festival will officially commence on Sep. 17 & will end on Oct. 3 in Cloud 9, Gen. Luna, Siargao Island, said Surigao del Norte Prov'l Tourism Officer Ivonnie Dumadag during the recently held Kapihan sa Kapitolyo. She said the surfing festival will feature a series of 3 surfing events, the 13th Siargao National Surfing Cup, the 17th Siargao International Surfing Cup, & the Billabong Pro Junior Asia.

Pantawid Pasada, one of the noble programs of the Aquino administration, Butuan official says

BUTUAN CITY, August 11 (PIA) – City councilor Atty. Audie Bernabe recently said the Pantawid Pasada Program of the Aquino administration is one of the noble programs, helping the transport sector to mitigate the impact of oil price hike.

During the ceremonial

turn-over of Pantawid Pasada cards

held in one of the local resorts here,

Councilor Bernabe emphasized that

the program of the Aquino

administration is the answer to the

predicaments felt by the transport

sector.

“Ang programang ito ay

nakakatulong sa transport sector

upang maitawid nila ang kanilang

pamumuhay sa kabila ng pagtaas-

baba ng presyo ng langis (This

program helps the transport sector

to cope with the unstable oil

price),” Bernabe said.

Meanwhile, Bernabe

urged the transport sector-

beneficiaries to craft a resolution

acknowledging the national

government for coming up with the

program that will surely benefit the

transport sector.

According to the Regional

Office of the Department of

Transportation and

Communications (DOTC) here,

around 1,700 franchisees have

qualified to avail the program.

DOTC-Caraga Regional

Director Atty. Alim Pangandaman

further said the distribution of the

cards will be made as soon as

possible through the DOTC district

offices in all the provinces and

cities in the region.

The Pantawid Pasada

Program of the national

government aims to provide

assistance to the transport sector,

such as jeepneys and tricycles, to

cushion the impacts of oil price

hikes as the growing unrest in

the MiddleEast and North Africa

continues to create uncertainty in

the international and local markets.

This would also aid in

mitigating the continuous increase

in fares, which may eventually

cause the rise in inflation

1,600 PUJ operators in Caraga to benefit Pantawid Pasada program

BUTUAN CITY, August 11 (PIA) – More than 1,600 operators of Public Utility Jeepneys in Caraga Region will benefit the Pantawid Pasada program of the national government.

The statement was made

by Department of Transportation

and Communications (DOTC)

Caraga Regional Director Atty.

Alim Pangandaman in time with

the ceremonial distribution held

recently here.

According to Dir.

Pangandaman, out of more than

2,000 franchisees registered in their

office, more than 1,600 and close to

1,700 have qualified to benefit the

program.

When asked on the

DOTC’s criteria of how the

beneficiaries were selected,

Pangandaman said those

franchisees whose franchises are

not yet expired will likely to benefit

the program.

Pangandaman further said,

operator-franchisee must also

comply the complete requirements

before they will qualify.

For the operators to

qualify, they should present the

original franchise certificate;

Official Receipt/Certificate of

Registration (OR/CR) of the motor

vehicle; two valid IDs of any of the

following: driver’s license,

passport, GSIS/SSS, Philhealth,

Voter’s ID, Professional

Regulations Commission (PRC),

firearms license, seaman’s book.

Said two IDs must be photocopied

and submitted to DOTC.

After the documents are

verified by the DOE and LTFRB,

the releasing officer will sign the

form which will be used by the

claimant as confirmation that

he/she has received the Pantawid

Pasada Card. The releasing officer

will likewise stamp “CLAIMED”

at the back of the franchise

registration.

Meanwhile, Atty.

Pangandaman urged the jeepney

operators to bring their drivers

when claiming the card. He said the

drivers are the direct persons to use

the card.

Pangandaman added the

distribution of the cards will be

made in every district offices of

DOTC in the region as soon as

2nd Siargao Surfing Festival to commence on September by FEAbkilan SURIGAO DEL NORTE, August 11 (PIA) – The 2nd Siargao Surfing Festival will officially commence on September 17 and will end on October 3, 2011, said Senior Provincial Tourism Officer Ivonnie B. Dumadag during the recently held “Kapihan sa Kapitolyo.”

Dumadag said the surfing

festival will feature a series of three

surfing events, the 13th

Siargao

National Surfing Cup, the

Billabong Pro-Junior Asia, and the

17th

Siargao International Surfing

Cup.

“What is new for this year

is the Billabong Pro Junior Asia,

which is sanctioned by the

Association of Surfing

Professionals,” said Dumadag.

The Billabong Pro Junior

Asia event will take place at the

famous surfing break Cloud 9 in

Barangay Catangnan, municipality

of Gen. Luna in Siargao

Island on September 21-28, 2011.

The event will showcase the best

junior surfers in “one of the world’s

best waves.”

As per report from Butuan City Police Office, at around 11:45 last night, Aug. 10, 2011, an explosion took place at the Macuno Apartment in Santan St., Brgy. J.P. Rizal, Butuan City. Accordingly, the grenade was thrown by 2 unidentified suspects at the 1st door of said apartment rented by a certain Christine Joy Mosquera (whereabouts is still unknown) while Door-2 is rented by NAPOLCOM Legal Officer Atty. Wilfredo Salino, and Door-3 is rented by Mr. Bernardito Macuno.

No casualty is reported. However, because of the said explosion, vehicles of the 3 apartment occupants incurred minor damages. Motive of the incident is still unknown, and further investigation is still on-going.

REPORT ON BURNING INCIDENT

On August 10, 2011

around 1:45 o’clock dawn, a blue

wheeler Dump Truck with plate

number YCW 175 driven by

Reynaldo Besane of legal age & a

resident of Brgy San Vicente,

Butuan City was burned by more or

less ten (1O) unidentified armed

men with high powered

firearms. Initial investigation

revelead that the truck owned by

Orgon Wood Industry located at

Brgy Bingkilan, Butuan City was

about to unload sawdusts at the

company’s dumpsite in Brgy Bit-os

area when a group armed men

appeared, boarded the truck and

ordered the driver and his helper

identified as Genito Daguplo to

drive farther ahead. Upon reaching

a plain, a vicinity of Purok 6, Brgy

Bit-os, Butuan City, the armed men

ordered the driver to stop the

vehicle where another group of

armed men waited and ordered

both to disembark. Immediately,

the truck was poured with gasoline

and burned. The driver and his

helper were then escorted back to

the highway road unharmed.

Estimated cost of damage is Php

3OO,OOO.OO. Further invest-

tigation is being undertaken by

Butuan City Police Office.

On August 9, 2011 around

5:OO PM along the National

Highway of Sitio Langgam, Brgy

Salvacion, San Agustin, Surigao

del Sur, an Isuzu Elf Delivery Van

with palte number KFP 387 owned

by 3J Marketing of 122 Osmeña

Street, Cagayan de Oro City was

help-up by four (4) unidentified

armed suspects. Victims were

identified as Anfel Sayre Cadigal,

29 years old, driver and Joseph

Valiente Trono, 29 years old,

Delivery Truck helper. Both

residents of Cagayan de Oro City.

Initial investigation revealed that

the vehicle was travelling from

Cagwait, Surigao del Sur heading

towards San Francisco, Agusan del

Sur. Upon reaching Sitio Langgam

of the above-mentioned place, the

elf was flagged down at gunpoint

by four (4) unidentified armed men

wearing black shirts and bonnets

armed with two (2) imporvised

shotgun and two (2) caliber

.38 revolvers. Suspects carted the

following items:

1) One (1) wallet

containing personal identification

card and driver’s license card of

Anfel Cadigal;

2) One (1) unit NOKIA

3220;

3) Cash money

amounting to Php 1,8OO.OO from

Cadigal; and

4) Cash money

amounting to Php 2OO.OO from

Joseph V Trono

Suspects immediately fled

towards the mountainous area of

the said place. Personnel of San

Agustin MPS is now conducting

investigation on the case.
