1. GENERAL mOO' SITUATION. Although statistically there was an overall reduction in the number of enem;y initiated ground incidents, the general tempo of enEIIlY activity equaled or was greater than in the previous week. The number of company size or larger attacks wnicn were recorded increased fran three to five, the number of platoCXl size or mnaller attacks remained at the same level with 16 recorded for the week, and assaults 'by fire increased fran 14 to 23 incidents for the week. Only' in the area ot narass1ng fires was tnere a marked decrease in the actual number of incidentB (trCIII. 319 down to 232). EneD!i1 incaning remained at substantia1.1T the same levels as the previous week, 1,464 vs last week's 1,716, and en~ confirmed KIAls were down to 1,)68 as opposed to 1,709 for the ' past week.
Despite a noticea~le decrease in terror1a, other counterlntell1gence and Vel-related activ1ty genera1l1 lncreased tnroughout the Corps area. Numerous lntelligence reports ind1cate that the VC are presentq maldng extensive preparations t.o intensify their political, proseqting, propaganda, and terrorist activities in support 01- the summer of'f'ensive and to influence the Paris talks • Increases in reporled espionage, sabotage, and political and proselyting efforts support this view. Viet Cang propaganda continued to view recent events opt1mistica.lJy and speciticalq pointed to the recent announcement of a lim1ted U.S. troop withdrawal as proof that the Viet Cong have defeated the U.S. The VC cla.1m the U.S. will soon be forced to withdraw canpletely' after which the GVN will be unable to resist the VC. WhUe several propaganda reports mention the recent f'omation of the "Provisional Revolutionary Gonrnmentn , it is not yet a general theme and it is probable that cadre have not 7et received specific ln8tr~ction8 on the line to be taken concerning the proviSional govermnent.
