Mindanao in the PDP Chapter 9: Peace and Security
• The government shall exert all efforts to win peace and ensure national security.
• The peace process shall center on the pursuit of negotiated political settlement of all armed conflicts and the implementation of complementary development tracks to address its causes.
• Anchored on conflict prevention and peace building in conflict-affected areas.
• National security shall involve the whole-of-nation approach, focusing on internal stability, upholding the sovereignty and territorial integrity of the state, capability and preparedness against natural calamities and disasters, and reform and modernization of the security sector.

• Internal Security Challenges
- Pursue negotiated political settlements with the MILF, CPP-NPA-NDF
• Complete the implementation of Final Peace Agreement with MNLF (1996)

Proposed Strategies (NSS)
General principles and parameters
• The NSS should directly support national objectives of inclusive growth, which
requires economic growth, employment generation and poverty reduction.
• Increase transportation and communication linkages of all modes (land, air,
water) among settlements and key production (including tourism) areas
• Build up competitiveness of second tier metros starting with Metro Cebu and
Metro Davao
• Improve linkages with rest of hierarchy and with tourism clusters
• Prevent land conversion in specified areas (to be determined) but also designate
areas for urban expansion; focus on increasing productivity, market connectivity,
and rural incomes.
• Disaster risk reduction measures
Vision for Mindanao’s Development Envisioned by 2020 is a peaceful and socially-inclusive Mindanao with a strong, sustainable, competitive, ICT-driven, agri-industrial, and resource-based economy that is responsive to local and global opportunities.
