Pulmonary Training Program Accreditation Board

The Pulmonary Training Program Accreditation Board accredits and certifies hospitals or institutions for adult pulmonary medicine training. It shall

Two (2) hospitals were re-accredited for 3 years:

Four (4) new pulmonary fellowship training program were approved on a

provisional status: Perpetual Succour Hospital – Cebu City Chong Hua Hospital – Cebu City Makati Medical Center The Medical City

Annual evaluations of the following hospitals were made:

C. BOARD RESOLUTIONS

1– 8: Board resolution regarding the transfer of signatories for the different bank accounts and investment portfolios (8 board resolutions).

9 The profit sharing ratio base on Net Income for the 2013 Midyear Convention will be 50%-50% sharing, equally divided between the College and the host chapter, Northern Mindanao Chapter. Further approved that starting fund of P 200,000 will be issued to the chapter for reimbursement after the convention.

10 In response to the request of PMA to all specialty/subspecialty societies to extend a similar amnesty program to their members, the PCCP Board of Directors approved a similar amnesty program for diplomates and fellows. PCCP members with unpaid back dues for more 3 years shall pay only three thousand pesos plus the current year’s membership fee (Php 900.00). Those with 1-3 years back dues shall pay the corresponding annual membership fees (Php 900.00 per year) plus the current year’s membership fee. Please refer to the table below:

This program will be applicable to PCCP Diplomate and Fellows only and is offered until September 30, 2012.

11 That the official name of Council on Complementary and Alternative Medicine (CAM),

an ad hoc council of the PCCP, be changed to the Council of Healing and Integrative Medicine (CHIMe) to avoid confusions on title terminology.

12 Transfer of Bureau of Internal Revenue (BIR) registration from BIR Revenue District Office # 38 to BIR Revenue District Office # 39. Further approved the authorization of Ms. Beng Gucaban from VGA Accounting Firm to process the transfer of registration.

13 For the next two (2) years, the Specialty Board shall conduct feasibility study on the proposal that oral examinations will be given by the accredited training institutions as cumulative evaluation for clinical competence as specified in the Core Curriculum in Adult Pulmonary Medicine.

14 The PCCP, thru the Council on Tuberculosis, will lead and collaborate with the Philippine Society of Microbiology and Infectious Diseases (PSMID) to update the “Philippine Clinical Practice Guidelines on the Diagnosis, Treatment, Prevention and Control of Tuberculosis”. The guideline will integrate revisions in local policy, release of international standards and availability of newer local and foreign medical evidence since 2006.

15 Establishment of Endowment Fund which will serve as retirement credit for PCCP staff, subject to procedural guidelines and consultation with proper authority.

Meeting with SSS president on medical matters relative to enhancing SSS guidelines in granting of medical benefits to PCCP members. The College was ably represented by Dr. Vince Balanag, Dr. Geraldine Garcia, Dr. Glynna Ong-Cabrera

Dr. Dina Diaz, Dr. Camilo Roa, Jr. and Dr. Joel Santiaguel represented the College as resource persons in the Employees’ Compensation Commission (ECC), which has recently amended the conditions for compensability of lung ailments and added two other lung diseases in the list of occupational and work-related diseases.

PhilHealth consultative meeting to review and evaluate the 23 PhilHealth Case Rates implemented on September 2011.

Department of Health, Philippine National Formulary - the PCCP through Councils on Asthma and COPD formally submitted recommendations and comments on the current list and application of respiratory medicines.

Active in smoke-free campaign together with the Philippine Medical Association, Philippine College of Physicians, Department of Health and Metro Manila Development Authority. PCCP served as resource organization and lobbyist for the passing of Sin Tax Bill in the House of Representatives and Senate in the Philippines

PCCP sits in the Sector-Wide Anti-Tobacco (SWAT) subcommittee on Smoking cessation and a collaborator in drafting Clinical Practice Guidelines on Tobacco Dependence Treatment

The PCCP has signified its support to Alyansa Laban sa Sigarilyo! (ALIS), a newly formed coalition of pro-health advocates for a tobacco-free world.

B. The APSR and PCCP were awarded by the Philippine International Convention Center (PICC) the Top Client Award for associations for generating the highest income that the center has collected when it hosted the APSR Congress Manila in November 2010.

C. The College takes great pride and pleasure that this year’s recipient of the APSR Medal Award is Dr. Teresita de Guia from the Philippines. The award is given to an APSR member who has contributed significantly to the advancement of respirology in the Asia-Pacific region in fields other than research but including major achievements in advocacy, teaching, clinical practice or leadership. Effective December 2012, Dr. de Guia was appointed as Treasurer of the APSR from 2012-2014.

The College sent communication to all Associate Members regarding Mutual Recognition Agreement and the Physicians Act of 2012, its implementation and on how it will affect the members’ practice in ASEAN region and in the Philippines. They have been encouraged to take the PCCP certifying board exams in order to avoid any future problems whenever a board certification becomes mandatory for the practice of specialization.

C. Membership Directory 2012 was distributed on May 2012 exclusive for the diplomates and fellows of the College.

D. PCCP Branding. The Board has approved the distribution of members’

identification that conveys “Your doctor is a Board-Certified Pulmonary Specialist”. PCCP logo and member’s name appears conspicuously in the signage.

E. Since the year 2010, Fellows of good standing 69 years and below were already

enlisted with the Philam Life Insurance Membership Benefit Package. Summary of benefits include life insurance, accidental death and dismemberment and terminal illness with a total amount of P 50,000 coverage.

6. Publications

A. New editor-in-chief for the Philippine Journal of Chest Diseases was appointed,

Dr. Isagani Rodriguez. Dr. Rodriguez represented the College in the National Medical Writing and Review workshop in Marco Polo Hotel, Davao City on 26-27 July 2012. The activity was jointly organized by the Philippine Council for Health Research and Development and the Philippine Association of Medical Journal Editors.

B. Dr. Jose Hesron Morfe, editor-in-chief of PCCP Newsletter, also released its latest issue during the PCCP 2013 meeting.

7. E-Review Project

Now on its fourth year, the Executive Board has continued this project which is aimed to help PCP eligible graduates review the topics that would be given by the Specialty Board in the Diplomate Certifying Examinations. A total of 55 enrollees have registered, classified as 21 newly graduate from training and 34 practicing associate members. The review was offered from July – December 2012. The review program, through the valuable support of faculty from the different training institutions, has provided board eligible members a better chance of passing the certifying board exam. The continuation of this project and an increase in the number of examinees taking and actually passing the examination is a testament to its success.

8. Corporate Social Responsibility and Advocacy

A. Sin Tax Reform 2012 Republic Act 10351 (An Act Restructuring the Excise Tax on Alcohol and Tobacco) otherwise known as the Sin Tax Reform 2012 was signed into law in Malacañang. Dr. Galvez recognized Dr. Limpin and TOHAP Council’s great efforts in advocating this bill.

B. Community Service: Medical Mission and Patient Education Lectures Regular conduct of medical clinics and lay fora participated by PCCP members

and fellows-in-training from the 12 accredited hospitals. This is held every 2nd and 4th Saturday of the month at the Health Service sites of German Doctors.

Donated fund of P 20,000 to Habagat (August 6-7, 2012) flood and typhoon victims through the Philippine National Red Cross and P 30,000 to Pablo (December 4, 2012) typhoon victims, coursed through the Southern Mindanao Chapter.

C. World TB Day Commemoration

March 23, 2012 – with the theme “No TB, Today, Tomorrow, Ever” organized by the Philippine Coalition Against Tuberculosis held at the New Bilibid Prison in Muntinlupa City, Philippines. The activity focused on the issue of tuberculosis in prisons as the prevalence of the disease in this special group has been found to be a great deal higher than in the general population due to the specific nature of the prison population.

D. World No Tobacco Day Celebration

May 28, 2012 – Theme: Saving the Youths from Tobacco Industry Interference. The Tobacco Control Summit was held in collaboration with the National Youth Commission and the Department of Health. Youth participants were invited to get involved in anti-tobacco advocacy and oriented on the ill effects of smoking.

E. Lung Month and Immunization Awareness

August 2012 - Bakunadong Pinoy Pulmonologists: Taking a strong stand against influenza. The PCCP, in partnership with Sanofi Pasteur, continued the decade-long advocacy on influenza and pneumococcal vaccination. The partnership was aimed to increase the awareness of members and patients on the seriousness of the disease and the benefits of vaccination. A multi-channel approach was used to ensure that information about the disease and vaccination is readily available to the public. www.bakuna.ph

F. World Spirometry Day (June – August 2012)

Tri-media press conferences were held to emphasize the need of spirometry as an important tool to diagnose obstructive lung diseases.

Conducted spirometry screening and free clinics to the traffic enforcers of the Metro Manila Development Authority and other patients from the accredited hospitals and regional chapters.

Launched the Standards the Conduct and Reporting of PFT manuscript which is presently disseminated to the different hospitals in the Philippines.

G. World COPD Day

“PG Course on Cardiopulmonary Exercise Testing and Pulmonary Rehabilitation 101” Held on November 5-6, 2012 at the St. Luke’s Medical Center Global City, the post graduate course was attended by PCCP members and pulmonary fellows in training from the accredited hospitals. Main faculty was Dr. Darcy Marciniuk from the University of Saskatchewan, Saskatoon, Canada. The scientific activity was conceptualized when Dr. Marciniuk attended the APSR Manila Congress in November 2010.

“COPD Olympics / Videolympics” The annual COPD Olympics was held on November 25, 2012 Sunday, at the SM Mall of Asia Centerstage. Now on its 5th year, the activity was aimed to foster fellowship and camaraderie among COPD patients, doctors, respiratory therapists while increasing awareness for COPD. This year's theme is TVland, where participants experienced an actual feel of being in a live TV set and a live TV audience where they participated in games TV game show-style. Also featured were mini- COPD video commercials prepared by the different training hospitals/pulmonary rehab programs in between different portions of the program. “GOLD 2011 Guideline Dissemination” Using the GOLD slides and modifications by various companies with the added Local Burden Data, informal guideline dissemination as CME of pharma companies (AZP, GSK, Novartis, Takeda, BI,) is currently conducted nationwide. Participants are given the COPD Foundation Pocket Guide of GOLD 2011. “Media Briefing” World COPD Day 2012 media briefing was conducted in several press conference meetings. This activity actually started in June 2012 from the World Spirometry Day Celebration and ended in November 2012.

The College, through the Council on Tobacco or Health and Air Pollution, also sponsored and attended series of press conferences covering the passing of Sin Tax Bill.

9. Training

A. Amendment to By-Laws on the creation of Training Com: This committee shall formulate and update the adult pulmonary medicine core curriculum, assist the institutions with adult pulmonary medicine fellowship training programs in implementing these programs, and provide or formulate innovative activities and programs for the improvement of training in adult pulmonary medicine and its specialized branches.

This committee will operate in synchronization with the Accreditation Committee and Specialty Board of the Society so that the training mission of the Society will be ably fulfilled.

B. Developed and submitted core competencies in pulmonary medicine to the Philippine College of Physicians – Residency Training Program Committee as required by the PRC in preparation for the ASEAN Mutual Recognition Agreement (MRA) and the implementation of the Physicians Act of 2012.

C. To reiterate the importance of spirometry testing in the diagnosis and

management of respiratory diseases, the PCCP has formally requested the Philippine College of Physicians that the interpretation of simple Spirometry (basic parameters include FEV1, FVC and FEV1 / FVC ratio) be made part of the knowledge skills and the availability of a spirometer machine (or at least access to) be required to all Internal Medicine Residency training programs in the country.

D. Submitted to PCP/PMA the Pulmonary Core Competencies to delineate

Generalist, Internist (Specialist), Pulmonologist (SubSpecialist). The reports will delineate what pulmonologist can do that an Internist can’t, etc. This will be the basis later for Physician’s Act Implementation.

The PCCP Leadership re-visited the College’s plans for future directions, goals and activities in the High Performing Team Strategic Planning Workshop conducted on June 29-30, 2012. The LRP’s role is to track and monitor the progress of the College plans for the following:
