December 10, 2008 was indeed a historical day for the Philippine Nurses Association of America (PNAA). It was at the Rizal Hall of the Malacanan Palace, Manila, Philippines where the PNAA representatives received one of the most prestigious Presidential Awards given till this day by a Philippine President, the “Banaag Award.” Her Excellency President Gloria Macapagal-Arroyo (GMA) presented the award to PNAA at a lunch banquet of Filipinos from around the globe. President’s Message Leo-Felix M. Jurado President 2008-2010

Good evening ladies and gentlemen!

The time has come for me to lead the journey. Almost two decades ago, I landed my feet in this bountiful land --- America. Who would have thought then (not even myself) that after some years I will come to lead this growing giant ethnic association—the Philippine Nurses Association of America. I stand before you tonight with excitement and trepidation because to lead an organization such as PNAA is not just a fan-fare but it requires physical stamina, emotional balance, intellectual acuteness and the ability to keep all these together in-check. It is comforting though to know that the association comprises of intelligent and dedicated volunteers committed to making sure that every president is successful in furthering the vision of the PNAA.

“Shining through the PRISM of PNAA, Honoring our Traditions, Advancing our Future” is my administration’s mantra. The PRISM stands for: Professional Linkages; Regulatory and Legislative Agenda; Inter-agency Collaboration; Services and Program Development; and Managing Organizational Resources. There are strategic initiatives in each of the PRISM. I also thought that without honoring our past, we will be stifled in advancing our future. As they say, “ang hindi marunong lumingon sa pinanggalingan ay hindi makakarating sa paruruonan” (Loosely translated: He who does not look back from where he comes, will not reach his destination). Our PAST as an association is enriched by the sacrifices and determination of our past presidents and leaders who provided us their footprints in the sand. Each of them contributed their sweat, blood and tears in making PNAA a solid and steadfast organization today. As we advance our future, we honor their heritage. As we advance our future, we make the PRISM alive.

The time is NOW when we need to strengthen our linkage with other healthcare, nursing and community organizations. We can not stand alone. We need to spread our sphere of influence and power by collaborating with them. We need to stand up and be counted in every regulatory and legislative agenda affecting our association and our profession. We can not just watch on the wayside - we need to be in the circle of discussion. We also need to manage our resources more effectively and efficiently so

we can provide adequate services to our membership. I challenge every PNAA member here tonight to

renew your commitment to the association. If you want the recognition as first class professionals in this country, let us keep the PRISM shining. There is no room for apathy and indifference. Help recruit and retain members. Volunteer to be officers. Perform your job efficiently. Be role models in your work places. Confront every bit of discrimination. If each one of us does these, we will make PNAA reflectively shine in every corner of our adopted land.

Ten years ago, I completed my term as the 15th President of the Philippine Nurses Association of New Jersey with pride and accomplishments. Tonight, I accept the responsibility to be the 15th President of the Philippine Nurses Association of America. I am deeply humbled and honored to have gained your trust and confidence to lead this mighty PNAA. I solicit once again your endless support. Together, we will continue to make history.

The Banaag Award is one of the four categories of awards in the Presidential Awards System for Filipino Individuals and Organizations Overseas. The system was established in 1991 by the signing of Executive Order No. 498. It was spearheaded and institutionalized by the Commission on Filipinos Overseas (CFO). The awards are meant to recognize Filipinos and other individuals or organizations that contribute to Philippine development and progress, or promote the interests of Filipino communities, according to spokesperson of Commission on Filipinos Overseas. The first and second sets of awards were given in 1993 and 1996 by former Philippine President Fidel Ramos, and since then, they have been given biennially.

The four categories of awards are as follows: Lingkod sa Kapwa Pilipino (Lingkapil) Award is conferred to Filipino individuals or associations that contributed significantly to the reconstruction, progress and development of the Philippines; the Kaanib ng Bayan Award is afforded to foreign individuals and organizations that have given similar exceptional contributions to the Philippines communities’ progress and development, or have advanced the cause of Filipino communities abroad; the Banaag Award is given to Filipino individuals and organizations for their contributions which benefited a sector or community in the Philippines significantly or have advanced the cause of overseas Filipino communities; and the Pamana ng Pilipino Award is conferred to Filipinos abroad whose talent and industry have brought the country, the Philippines, honor and recognition through excellence and distinction in the pursuit of their work or profession.

Secretary Dante A. Ang of the Commission on Filipinos Overseas, in his written, printed message,

stated that “as the Philippines celebrates December as the month of overseas Filipinos, the Commission pays tribute to this year’s 2008 Presidential Awards System”, including the PNA of America (PNAA). He further stated that the recipients of the awards are “being honored for their fidelity to their Motherland, and for their demonstration of concern for their families and loved ones and for the country’s less privileged”.

The Presidential Awards ceremony was held at the historic Rizal Hall of the Malacanan Palace. For the year 2008, the Philippine President Gloria Macapagal-Arroyo honored 31 distinguished Filipinos and organizations from 13 different countries around the globe at a luncheon, from 12 noon till past 1pm. While the honorees and organization representatives were being called to receive their awards one at a time, the other guests

were enjoying the delicious meals served by the Malacanan food crew that were made of assorted greens with pomelo, mango balls and Laguna cheese served with lychee vinaigrette, cream of calabasa soup, guinataang sugpo with buco meat, beef mechado and pandan tia, and bibingka malagkit. The entire

presidential ceremony was very remarkable and historical to most of the attendees. A closing remark was delivered by a Pamana ng Pilipino Award recipient, Mr. Rico M. Hizon, the first Filipino male anchor of the British Broadcasting Corporation (BBC) World based in Singapore.

Two days prior to the actual event, on December 8, 2008, individual recipients and organization representatives were invited and came to the pre-awards dinner hosted by the Awards Secretariat in cooperation with the CFO at the magnificent Pan Pacific Hotel in Malate, Manila. It was a welcome dinner for all the award recipients and an opportunity to network with everyone. PNAA was represented by Leo Jurado and May Mayor at this event. It is also worth mentioning that the award recipients and organizational delegates that came from different countries abroad were provided port courtesies and transportation by official

Dina Krenzischek, Ph.D., RN Council of Presidents PROBLEM STATEMENT: Historically, the Philippines routinely experience calamities every year with varied intensity and impact among the Filipinos. The Philippines being a tropical island surrounded by the Pacific Ocean is vulnerable to such calamities including earthquakes, typhoons and floods. Furthermore, the economic status of the Philippines complicates the hardships of the disaster victims. In the Filipino culture, “sharing” is a core value that naturally emanates from within oneself. Therefore, creation of a disaster support program is imperative and defining the goal, objectives and methodology of the program will foster increased understanding and awareness of this special mission. It is the intent of this program description to encourage Filipino nurses to share and allow creative fund raising strategies for our Kababayans who are in desperate need of our help in times of disaster. We believe that each one of us has stewardship within us and we will succeed as a team if given an opportunity. GOAL: To create an organized PNAA humanitarian relief mission to the Philippines in the event of declared disasters. PURPOSE: The PNAA Kababayan Emergency Preparedness Funding (KEPF) Program supported by the PNAA Chapters in collaboration with PNAA will provide a proactive and immediate source of emergency funding to help relieve the suffering of disaster

victims in the Philippines. RESPONSIBILITIES: A. Chapter Presidents

• Set annual financial goal for the PNAA KEPF. • Define fund raising activities or other means to

generate the money needed to support PNAA KEPF.

• Submit annual financial contributions to PNAA in January of each year.

B. Circle of Presidents Representatives (COP) • Educate new or uninformed Chapter Presidents

about the PNAA KEPF. • Clarify any questions or problems that may

occur. • Refer unresolved problems to the PNAA

President. • Provide reminders to the Chapter Presidents

starting October. C. PNAA Executive Board

• Receive, record, secure, and distribute funding for disaster victims with highest needs.

• Accountable in allocating emergency funding to a reputable non governmental organization or clearly identified community in the Philippines.

METHODOLOGY: A. Chapter Level

• During Chapter Executive Board and General Assembly, share the PNAA KEPF information and motivate members to create strategies for fund raising.

• Get members informed, involved and engaged. • In developing your annual projected financial

budget, set a goal and be generous. Create a line item budget for this program annually.

• Submit your contributions to PNAA when you submit your annual membership dues in January.

• Contributions depend upon the Chapter's goal. No minimum amount.

• As applicable, follow up on your PNAA receipt for your own record after a month.

• Member's request form for funding must be signed by requester (active member), Chapter President and one Chapter Executive Board member. A requester can not be an approver.

B. PNAA Executive Board • The PNAA treasurer will receive contributions

from the Chapters and direct contributions to the PNAA KEPF account. The PNAA treasurer will provide receipts to the Chapters.

• The President / designee in consultation with the Executive Board will: Allocate PNAA budgeted funding to be added

to the Chapters' KEPF account. Identify the area of disaster victims with

highest needs and distribute money as mentioned above.

Approve member's request form. BENEFICIARIES : A. PNAA MEMBER A. PNAA member with a minimum of one year membership, may request for disaster humanitarian relief if direct family is affected in the declared disaster area in the Philippines. Nuclear family includes: spouse, children, grandparents, parents, brothers, and sisters. Exclusion: aunts, uncles, cousins, friends, neighbors or other relatives. Priority Criteria (not inclusive):

• Unable to use the home due to major damages • Absent or lack of sources of basic needs, i.e.

food, water • Loss of family member or major injury • No access to main source of basic supplies

Financial benefit will be determined including setting a limit depending upon the availability of funding. The PNAA Executive Board will be responsible in allocating funding based on the highest needs of the disaster victims throughout the year. Complete request form to obtain PNAA KEPF. • Two signatures from the Chapter President and

Executive Board member will be required with

the request form. • Two signatures from the PNAA Executive Board

including the President will be required to release the funding.

B. NON-GOVERNMENTAL/COMMUNITY GROUPS

The non governmental organization / community group in the Philippines who is / are designated to distribute funding will provide documentation to PNAA Executive Board how the funding was allocated. This will be communicated to the COP during the annual report.

DOCUMENTATION • Chapters’ contributions will both be documented in the Chapter and PNAA budget finance reports. PNAA receipts will be filed by the individual Chapters and PNAA will keep the 2nd copy of receipt. REPORTING: • PNAA Executive Board will provide an annual

finance status report to the Chapter Presidents through the COP at the national conference Executive Board meeting.

• Report will include the following information: • List of Chapters and amount given. • Annual total net income, expenses and balance. • Where funding was allocated and to whom. • Total number of members' requests for funding

I had the opportunity to learn the ropes of leading the “pack” at an early age. From elementary school through nursing school, I was active in school activities and student council. I was either an appointed team leader, or elected class President, or the President of the student council. I learned that in order to successfully get things done I had to energize and mobilize others to achieve good results with our school projects and school events.

To get things done, vision matters. “Vision means thinking big, maintaining perspectives…thinking in a very special way, tuning your mind” (Koestenbaum, 2002, p.42). Vision serves as a guide towards the future, therefore, vision must be communicated to the entire team. When the goals and the organization’s compelling vision is clearly defined and shared throughout the entire team it promotes trust in the organization. It gives everyone a sense of being in the same boat and a sense of appreciation for being included, thereby creating a sense of ownership. They are motivated or energized to participate in developing the plan of action to achieve improved outcomes.

Effective leadership requires passion and commitment to serve others. The question should focus on “What can I do to help you achieve your goals?” As a leader, I am there for the team. I emphasize to them that I am available 24/7 for questions or concerns and not to hesitate in letting me know if they are unable to resolve issues or if there are complaints or mistakes. My goal is to encourage growth in those with whom I work, build their confidence, develop their skills and have the opportunity to become more autonomous to serve others inside and outside the workplace. By doing so, I also grow in the process and have a sense of accomplishment that I fulfilled my mission to teach people how to fish.

In order for the members of the team to succeed, they must be given the tools and training to

empower them to do their job effectively and efficiently. Processes, protocols, policies and procedures were developed in our organization to serve as a guide for everyone. Having worked in several process improvement projects as a consultant, I have learned that it is costly to fix things at the back end. It is so much easier to do it right the first time. Since the process at our organization is cross-functional, effective open communication plays a major role in mobilizing the team in getting things done. Lateral integration and coordination among team members and employees is achieved by direct and informal contact. A clear understanding of the importance of open communication and direct contact gives one a sense of openness, integrity and the feeling that the management cares. Face to face communication is encouraged if deemed necessary. To facilitate easier communication among the team members, everyone in the clinical department has been provided with a mobile phone for text messaging or phone conferences.

Ongoing training and open communication are essential to clarify existing protocols and review outcomes or end-results. Once the process is clearly

understood and the desired result is achieved, there is less need for direct supervision from the managers or team leaders. The team focus is shifted towards collaboration and coordination across the organization to keep the desired outcomes at a maximum level and strive to achieve excellence.

I believe that people are the organization’s most important assets. One of my goals is maintaining 99.1% customer satisfaction. Therefore, I strive to focus on what needs to be done to retain the effective and efficient employees. I value the importance of active listening. “Even in business people need to be heard; they need to be understood” (Koestenbaum, 2002, p.119). I let them know that I recognize that they are experts in their own field of practice or line of work. As such, I get them involved in the brainstorming process in developing the plan of action to achieve the desired goals of an organization. I seek their input on what management can do to improve the processes for better outcomes. As Ken Blanchard (2007) stated in his book, Leading at a Higher Level, I

On August 9, 2008, the Philippine Nurses Association of Texas – Cameron County, Inc. (PNAT-CC, Inc.), a Local Chapter of Philippine Nurses Association of America (PNAA) that serves the Lower Rio Grande Valley (LRGV) of TX, in the Brownsville–Harlingen–San Benito Metropolitan Statistical Area (MSA), has celebrated its Second Year Anniversary by presenting the Spirit of Nightingale Awards (SONA) 2008 in a glamorous and very entertaining Gala Night named “A Broadway Night in Brownsville” held at the Holiday Inn Hotel, Brownsville, TX, under the directorship of the very dynamic, energetic and our Vice-President Sandy Lalata. This was held on the day after the Educational Seminar was organized for public attendance on August 8, 2008 entitled “Increasing Community Awareness on Cancer and Stroke Improves Healthcare Delivery”.

This year’s SONA was graced by no other than our current PNAA President Leo Jurado who presented the Modern Nightingale of the Year Award 2008 to Ms. Cherry Sloan-Medrano, RN, BSN, OCN of MD Anderson Physicians Network, in Houston, TX. Her extensive work on cancer education and cancer awareness in the Metropolitan Houston area has made her a stand-out. Coincidentally, she is also the immediate past President of PNA – Metro Houston (PNA-MH). Last year in 2007, Mr. Jurado presented the same award for the first time after it was created to honor excellent nurses that demonstrated exemplary work in accordance to the leadership, ideals and advocacies of the Pioneer of Modern Nursing, Ms. Florence Nightingale. The very first Modern Nightingale of the Year Award for 2007 went to Ms. Yoko Sugimoto, RN of Harlingen, TX.

For this year’s SONA, it was enormously attended by more than 300 residents who wished to witness the presentation of top nominees and the ultimate award of the night.

Being the founder of the SONA myself, I have seen its value and reputation grow in the hearts of the people in the community. Together with our annual Gala Night shows that were hits, this event has been the talk of the town and among healthcare professionals. Not only that it has become one of the major annual events in the healthcare world, it also has become a great carrier in making PNAA and PNAT-CC, Inc. more visible, more viable and more vital to the progress of community health care delivery. Moreover, the PNAT-CC, Inc. Executive Board has decided to make SONA as an annual tradition or event as it is the only one that exists on this part of deep South Texas. A number of deserving nurses have worked hard and have shown commitment to modern nursing like Ms. Florence

Nightingale, They need to be honored and recognized. As the SONA Awardee number three for this year, Yolanda Estrada, LVN, states that she is deeply honored for the award

she received and would like to see more of this event grows annually. Some previous attendees have promised already to attend next year’s SONA as it is on its way to become our annual mini-Oscar Awards for nursing.

Again, seeing SONA grow is one of our major goals in the future. It has a great potential to become an ambassador of goodwill for this organization and to the nursing profession. As it has been a rewarding experience for us, the organizers of SONA, it surely allows us to advance the noble cause of making a difference to the ones we love and care - our clients.

The rest of this year’s 2008 SONA Top Nominees are as follows: Alicia Co, RN, BSN; Erin Hahs, RN; Amelia Casanova, RN, BSN; Mildred Cister, RN; Lenore Ramos, RN, BSN; Gene Danugrao, RN, BSN; Olivia Aguilar, RN; Aniceta Mendoza, RN, MSN; and Sara Bolivar, RN. Founding Member Initiative

Dear Fellow PNAA Member: As you know, PNAA is the only nationally recognized Philippine Nurses Or-ganization in the United States, and has been in existence for almost 30 years. Although our visibility, vitality and viability have significantly increased, our credibility can be significantly further enhanced by having a permanent ad-dress. Dino Doliente, of PNA Maryland, and Chair of the 30th PNAA Annual National Conference has recently encountered a situation where a government agency (CMS) representative asked him for the PNAA address. He told him that the address is that of the current President. There is nothing wrong with a residential ad-dress, and this has worked for us for many years. However the need to look ahead is important and is per-haps overdue. We have come a long way to make this organization become what it is today; and we continue to look into the future. Not too long ago, PNAA was responsible for getting the Philippines as an NCLEX site. This is a goal that one of the PNAA leaders, Filipinas “PI” Lowery, Past President had envisioned and has become a reality before she passed away. “PI” was a PNAAF Trustee when she passed on. There is no doubt that the hard work and the perseverance of the PNAA leaders, PNA Chapter leaders, and all PNAA members significantly contributed to the visibility, viability and vitality of the organization. We are proud to be PNAA members; and we now want to go further by acknowledging the significance of this organization nationally and internationally by placing PNAA in a permanent location, where historical re-cords and archives can be kept for future generations of Philippine Nurses to visit and use. To make this a reality, PNAAF launched the Founding Member Initiative (FMI) in 2007. I urge that all PNAA leaders and members participate in this endeavor. The FMI ad hoc committee consisting of the Re-gional VPs and PNAAF representatives is working on getting the details worked out including the location of the building. You may give suggestions to your respective Regional VPs or PNAAF Board of Trustees. I urge that all PNAA leaders and members participate in this endeavor. The contribution for a Platinum membership is $2500.00 and for the Gold membership is $1000.00. Donations from family, friends, or business associates are also welcome. Common Problem of the Elderly: Abuse Sofia E. Bole, BSN, RN, CCRN 2008 PNAAF Fellow, Nursing Competence in Aging

In today’s care environment and social structure, most often the couples of the sandwich generation go to work while the elderly parents are left in the nursing homes or some type of elderly care facility. Also, many of the elderly in their 80s and 90s live alone at home or in senior citizen homes. When interviewed, they verbally expressed that they do not want to be a burden to their families “but my family comes frequently to check on me.” Some simply do not have relatives “but I have a friend who takes care of me.” With advancing age and physical decline, most elderly are vulnerable to abuse.

Elder abuse is defined as

“a single or repeated act, or lack of appropriate action occurring within any relationship where there is an expectation of trust which causes harm or distress to an older person.” This is a definition adopted by the World Health Organization based on the expectation of trust of the older person toward their abuser.

In 2006, the International Network for

Prevention of Elder Abuse (INPEA) designated June 15th as World Elder Abuse Awareness Day (WEAAD) to raise awareness of elder abuse and highlight ways to challenge such abuse. The common denominator in abuse is the use of power and control by one individual to affect the well-being and status of another, older individual.

Several types of older people abuse that is

universally recognized include: physical like hitting, punching, slapping, burning, pushing, kicking, restraining, false imprisonment/confinement, giving too much medication or the wrong medication; psychological like shouting, swearing, frightening, blaming, ridiculing, constantly criticizing, ignoring or humiliating a person; neglect that is depriving a person of food, heat, clothing, or comfort or essential

medications; sexual, e.g. forcing a person to take part in any sexual activity without his/her consent, including forcing them to participate in conversations of a sexual nature against their will; and financial like illegal or unauthorized use of a person’s property, money, pension book or other valuables (including changing the person’s will to name the abuser as heir), often obtaining fraudulently power of attorney, followed by deprivation of money or other property, or by eviction from own home. Abandonment occurs when the abuser deserts an elderly, dependent person with the intent to leave the elderly unattended at a place for a time period as to endanger their health or welfare.

Some countries also recognize the following

as elder abuse: rights abuse when denying the civil and constitutional rights of a person who is old, but not declared by court to be mentally incapacitated.

S e l f - n e g l e c t occurs when the elderly persons neglect themselves by not caring about their own health or safety. This can

lead to illness, injury and even death. Common abusers of the elderly include

anyone in a position of control or authority, or anyone who grooms an older person in order to establish a relationship of trust. An abuser can be a partner, a relative, a friend or neighbor, a volunteer worker, a paid worker or a practitioner (e.g. social worker, bank worker or solicitor). Relatives represent the majority of abusers.

There is a limited study on the nature and

extent of elder abuse. Many cases of abuse are unreported. One study suggests that around 25% of vulnerable older adults will report abuse in the previous month. A study in Canada suggests that approximately 70% of elder abuse is perpetuated against women. More than 1.5 million people reside in 17,000 nursing homes nationally. One in four persons will spend at least one year in a nursing home, and one in eleven will be a nursing home

Trim to a Healthy Heart Remedios Solarte, MSN, RN, NP PNAA Executive Director

Trim to a Healthy Heart is an 8-month incentive program designed for chapters to demonstrate the highest percentage of weight loss through the development of heal thy l i fes tyles . The competition started on October 1, 2008 and will run through May 31, 2009. While this is a competition for all PNAA chapters, the ultimate goal is for members to take time to care for themselves and be role models to their patients and the communities they serve. Fourteen chapters are participating in this competition: Oregon/Washington from the Western Region: San Antonio from the South Central Region; Pennsylvania, New York, New Jersey and Metro Washington DC from the Eastern Region; Illinois, Michigan, Greater Kansas City, Greater St. Louis, Ohio, Indiana and Wisconsin from the North Central Region. Congratulations to Regional Coordinator Redd Knotts for a 100% participation of her region. The winners will be recognized at the 30th National Annual Convention in Baltimore, Maryland in July 2009. The grant money is for the Leadership Institute Mentoring Workshop intended to advance the leadership mentoring education and training of the chapter leaders. Each regional conference host chapter will receive $2,500.00 in addition to the PNAA Foundation donation of $1,000.00. The topics for the leadership Mentoring Workshop based on the Circle of Presidents (COP) needs assessment survey are the following:

Succession Planning – A panel discussion and speakers are mostly presidents within the region (one from a tenured/stable chapter, one from 2-3 year old chapter, a speaker from PNAA, and one new and young member of a chapter)

Continuing Education Providership

At the 29th PNAA National Convention General Assembly Meeting in South Padre Island it was approved by the General Assembly for the PNAA Education Committee to start the process of acquiring an ANCC provider status for PNAA educational programs. Currently, PNAA Foundation through the California Board of Nursing is the provider of continuing education (CE) for PNAA. The ANCC standards for CE Providership and Approver are the National Standards and PNAA wants to conform to these standards.

Human Rights Committee Report Mary Joy Garcia-Dia - Chair; & Clemencia Wong – Vice-Chair

The Committee reviewed the Human Rights Policy and Procedure that was revised in 1995. It also reviewed the guidelines initiated by Jeanette Livelo, Human Rights Chair 2006-2008 regarding the process of handling human rights case referrals. The committee approved the proposal to create a Human Rights Handbook that includes the policy and procedure, case referral process, voluntary code of ethical conduct for the recruitment of foreign-educated nurses to the United States and other relevant information. Once the content is finalized, the committee will submit the handbook and the revised policy and procedure to the EB for approval by 1st quarter of 2009. The approved handbook will be distributed to the chapters as reference material and serve as a tool on handling human rights cases.

Last Oct. 28, 2008, Leo Felix Jurado, Rey

Rivera, Lolita Compas, PNA-NY President Leonila Mariazeta, and some board members, PNA-NJ President Madelyn Yu, and the Human Rights Committee Chair met with Pia Cayetano, Philippine Senator and Chair on Senate Health Committee to discuss ethical recruitment in general. The meeting addressed several issues including the Sentosa Case, the proliferation of substandard nursing schools in the Philippines, and pre-departure orientation process for overseas workers. Future meetings will be scheduled with the Senator’s next visit to the US.

The PNA-NJ Chapter referred one case to the

committee which involves a registered nurse that is currently detained at the Elizabeth Detention Center. A Filipina nurse lost her legal status related to “inefficient” processing of her working visa by the recruitment agency. Madelyn Yu, PNA-NJ President reached out to the Philippine Consulate. Both Madelyn and the Chair of the Human Rights Committee were apprised of the case by Atty. Leandro Lachica, who actually visited the nurse in jail. Based on the documentation and Atty. Lachica’s

The PNAA-PAC Phoebe Cabotaje Andes, MA, RN

The creation of a PNAA POLITICAL ACTION COMMITTEE was approved by the g e n e r a l a s s e m b l y d u r i n g t h e 2 9 t h PNAA National Convention in South Padre Island, Texas, on July 20, 2008.

The committee will be the political arm of PNAA, it is bipartisan, and a non-profit organization (not 501(c)3). The purpose is to promote political empowerment; and supports candidates for federal office who have demonstrated advocacy for Health Policies through political legislative activities. The PNAA will endorse and contribute funds to Federal candidates sensitive to the needs of the Nursing Profession and to the Filipino population in particular.

The main function of the PNAA-PAC is to raise funds for political contributions. Just $5.00 or more from each PNAA member will mean Filipino worth, Filipino clout, Filipino power. Money is power. The committee is exploring how the ANA -PAC operates with success. Members of the committee are: Phoebe C. Andes, Chair; Brenda Cohen, Vice-chair, Members: Antonio Jayoma; Ernie Rosas; Myrna Santos. The committee is still seeking members who believe: "United We Stand, Divided We Fall." _________________________________________________________

Human Rights assessment, the committee recommended for PNA-NJ to spearhead fundraising activities to help this nurse financially, support petition letters, and schedule visits for moral support. The committee will continue to monitor the case through Ms. Darlene Borromeo, one of the committee members assigned to work with the chapter.

REGIONAL REPORTS Eastern Region

Vicky Navarro, MSN, MAS, RN Professional Linkages

The Eastern Region is promoting relationship with PNAA Foundation by inviting Araceli Antonio, President to present during Leadership Program and held a meeting with ER members of PNAA Executive Board, PNAA (Leo Felix Jurado) and PNAAF Presidents. We included Pete Calixto, Educational Chair to participate in Succession Planning Panel during Leadership Program.

We wrote letters to Philippine Legislators and RP Secretary of Foreign Affairs to extend term of Mr. Enrico T. Fos as Consul and Second Secretary, Head Cultural Section Embassy of the RP, Washington DC. Mr. Fos has been very Supportive of PNAA and the Eastern Region. Regulatory and Legislative Agenda

Every Chapter contributed at least $300.00 to the legal fees of the Sentosa Case. We are supporting PNANJ on assisting the nurse being detained for visa problems. We will establish the goal to have 100% of chapters free from CGFNS qualifying exam. Inter-agency Collaboration

Every chapter committed to contribute $2,500 for Gawad Kalinga. We plan to work with Gawad Kalinga on Gawad Kalusugan. Services and Program Development

The template has been provided for Leadership Program (as recommended by the Circle of Presidents) to be replicated in the other 3 regions: Succession Planning, Conducting Meetings, Successful Presentation, Balancing Scholarship with Leadership.

Managing Organizational Resources Effectively and Ethically

We managed Eastern Region Conference expenditures within revenue and allotted funding for the Leadership Day. We are awaiting final accounting. Regional Appointments by chapter presidents: Aurora Polutan as Regional Treasurer. However, Ms. Polutan had resigned due to an illness. Fracel Solar was nominated and agreed take the position. Jenny Aying Ramos serves as Regional Secretary. Alice Andam, Parliamentarian - in -Training is being mentored by Letty Hermosa for Regional Meetings. Madelyn Yu, presided during Regional Meeting. Chapter presidents will take turns in presiding during regional meetings to be mentored by V. Navarro. Members from other regions supported the Eastern Regional Conference with manpower and resources for the Educational Day, Leadership Program and sponsorship in the form of Ads for the Gala night program. We plan to have each chapter be a gold or platinum sponsor i.e. Founding Members Initiative for a PNAA headquarter. We continued with Regional Awards: MVP Most Valuable PNA ER member: Vernie Bacolot; Rookie of the Year: Jennifer Dizon; and Eastern Region Special Award: Jenny Aying Ramos.

North Central Region Sofia E. Bole, BSN, RN, CCRN

The North Central Region (NCR) has a 100% participation in the “Trim to a Healthy Heart” PNAA project from October 2008 to May 2009. Thanks to Redd Knotts, Immediate Past President of PNA Indiana who is the Region Coordinator. The objective is to lose weight among participants. PNA Ohio will host the 10th NCR conference scheduled for April 24-25, 2009.

We had a conference call on November 30, 2008 to iron out some minor kinks in the regional conference activities where chapter leadership and participation is encouraged. Congratulations to PNA Indiana on the approval by the Indiana Board of Nursing to remove CGFNS in the state through their initiative. It now awaits public hearing.

REGIONAL REPORTS North Central Region Continued from page 12 PNA Greater St. Louis, Emy Tabayoyong-President, Rosa Williams, President Elect will take over in January 2009. Induction of new officers was held September 20th. PNA GSL has been networking with the Filipino community through a joint picnic with the Philippine Medical Association, sponsored a Gawad Kalusugan concert on October 18. On November 29, participated in the Gawad Kalinga Paskuhan activity and on November 18, celebrated PNA birthdays and bonding for teamwork. PNA Illinois, Remy de la Cruz-President. In August PNAI was awarded the Health O Rama award from the Philippine Week Committee, met with the NCLEX reviewers and able to recruit five new members. PNAI president received the Tandang Sora award in Nursing by Gintong Pamana Award Foundation, Inc. One of the PNAI Board Members was chosen in the English Proficiency Standard Setting Panel. In September , PNAI had a successful Hawaiian Luau fundraising. Some members participated in the Free Flu Vaccination project in the Chinese community, and attended the UST Christmas Party. PNA Indiana, Mattie Upano- President. The highlight of their achievement is the approval by the Indiana State Board of Nursing on November 20th, the Removal of CGFNS Qualifying Examination. President Upano, at a luncheon with Governor Mith Daniels on Sept. 29th approached the Governor about the proposal, in turn, his office initiated calls to Professional Licensing Agency, Indiana State Board of Nursing and Indiana State Nurses Association. CGFNS Removal Task Force include Lina de Jesus, Redd Knotts, Emma Tolentino, Mattie Upano. Members volunteered at the Genaserrett Free clinic, Wellness Screening: BP, BMI and glucose test at the Chinese community festival and at St. Michael’s Church. Volunteered at the Flu Clinic. Met with Sr.

Remy Junio, Dean of St. Paul College of Nursing, Dumaguete, Philippines and met with the Global Scholars Alliance recipients from the Philippines currently studying and working in Indiana. Conference attendance and networking with Indiana Philippine Medical Association. Fall Educational conference on: Anaphylaxis, Importance of Electoral and Legislative Process. A member participated in Ambassadors for children, Amman, Jordan. PNA Ohio, Lilian Palanca-President was inducted into office on September 12, 2008. This is a joint report between the current and Immediate Past President Bessie Schiroky. President Leo Jurado inducted the new officers and attended by NCR-VP Sofy Bole. Ohio as the Host Chapter for the 10th PNAA North Central Regional conference, the regional planning is ongoing. Annual Summer Picnic and ongoing volunteer work for Make a Wish Foundation. Formation of Sik-Sik Club as a participant to the PNAA Trim to a Healthy Heart. PNAO folk dancers performed at a fundraiser for King’s Garden Orphanage in Bataan, Philippines. Also performed at the Filipino Festival Church fundraising, networking with other Filipino community organizations. Presentation on Philippine Culture for the Medical Nurse Managers and Clinical Instructors at the Cleveland Clinic. President participates in PNAA website teleconferences. Involved in Mentorship Program of newly arrived Filipino nurses at Cleveland Clinic (ongoing). Launching of the new website: www.pnao.org. PNA Greater Kansas City, Leila Busch-President. Joined the PNAA “Trim to a Healthy Heart” Project. Several volunteer activities like setting up for the Health Fair on August 22 – 23. Volunteered for the Golf Tournament fundraising. PNAGKC has been busy preparing and sorting out supplies for two medical missions to the Philippines: October 27-31, Bihol Medical Mission; shipping of medical supplies for the upcoming Cebu Medical Mission. Networked with Rotary Club members getting supplies ready for the Cebu mission. Had Family Camping and Picnic, and participated in flu shots vaccination project.

South Central Region Merlita A. Velasquez, BSN, RN

In addition to my responsibilities as VP for SCR, I am also the Line Officer to some committees which includes Budget & Finance, Membership, Ways & Means, and the Sunshine Fund. It is a pleasure toI coordinate and collaborate with the hard working and passionate Chairpersons of these Committees.

The SCR (12) presidents are collaborating very well thru emails in the planning preparation for the incoming 9th SCR Conference on May 8-9, 2009. The Conference will be hosted by PNA Gulf Coast President Orpha Minegue. The SCR Education Committee, composed of James Puspos and Gemma Rio are working closely with the SCR presidents and PNAGC Education Committee, under the guidance of National Education Chairperson Gloria Beriones. Flyers will be sent out soon.

PNA-South Florida Ana Javellana was inducted with her Executive Board were inducted for 2008-2010. PNANEF Romy de Vera was inducted with his Executive Board were inducted for 2008-2010. PNA RGV will have their induction of 2009-2011 Executive board on December 13, 2008.

As the immediate past Treasurer, the transition and mentoring process is still on-going with the National Treasurer, Aster Vargas. We have agreed that the 2008 ITR will be prepared by the Houston CPA. Final accounting report for 2008 will be submitted to the EB as soon as the 5k run income is finalized.

Membership Chair Jeanette Livelo is actively exploring numerous value-added incentives for membership drive and marketing strategies. Her committee is also developing a template for the Membership Form. Watch out for memos and submit renewal members list and $20 (each) before the January 1, 2009 deadline.

Ways & Means Chair Ernie Rosas reported

that the first 5K run in SPI was very successful. This fund-raising initiative is fiscally successful, as well. He had many "lessons learned" which he plans to implement during the Baltimore Convention.

Newly created Sunshine Fund, chaired by our National Treasurer Aster Vargas, has been initiated. The First donor was PNA RGV. The first recipient was Pete Calixto.

Last but not the least, Good news is regarding our National PNAA theme song which was launched by May Mayor and financially sponsored by our forever PNAA philantropist Clarita Miraflor. I was able to personally talk with Maestro Ryan Cayabyab during his Gk tour in Houston last November 8. He agreed to compose the music to our theme song. He promised to get back with me as soon as he is ready.

And I will always be grateful for all you

prayers, mass cards, you have offered for my husband Eddie during his difficult time of illness. Your love and caring gesture are great emotional support for us.

The activities of the Western Region are reflections of this administration’s - shinning through the PRISM of PNAA, honoring our tradition, and advancing our future.

Northern California – Cherinia Tinio President PNANC Retreat was held on August 23, 2008

at Sheraton Hotel. PNANC‘s successful Educational Conference and General Membership Meeting was held on October 15, 2008 at the Grosvenor hotel at San Francisco, CA. The TORCH newsletter was published and was mailed to all members. We have newly appointed PRO, Joseph C. Mojares. We already have two board meetings this year and have attended Filipino Resource Center second anniversary and Siliman University Induction of officers as part of our PNANC visibility to the community. We are also hosting and collaboratively working with Lions Club, FEU, and UP for the Filipino Veterans WWII Christmas Party that is going to be held on December 6, 2008 at the War Memorial Opera House at San Francisco, CA.

Central California – Maricon Estebar, President Philippine Nurses Association of Central

California had their annual Fall Seminar last October 11, 2008 at Piccadilly Inn. The theme was: Nursing Profession: Curriculum Trends and Impact on Nursing Programs, Education, Research, Management, Leadership and Practice. Stephanie Robinson, Director of Nursing, Fresno City College and Michael Russler, Chair, Department of Nursing, California State University, Fresno, CA.and two of PNACC previous scholars, Maureen Rico and John

Biltz were part of the panel presentation. Attendees were awarded with 6 continuing education units.

The 19th Annual Dinner Dance - Induction of PNACC 2008 - 2010 Executive Board and Scholarship Awards was held on November 15, 2008. Three scholars were awarded this year; Ferdinand Rios of Fresno City College, Ruby-Lhee Andres & Melanie Olino of California State University, Fresno, California. Joyce Eden, MHA, RN, President of Nursing Leadership Council of Central San Joaquin Valley was the keynote speaker. and Nancy Hoff, founder of PNACC Chapter did the induction of the newly-elected officers.

Southern California – Brenda Cohen, President In August 2008, PNA Southern California had

an Executive Council Meeting and New Members Welcome and Luncheon Reception. In September, we provided First Aid Services at the Filipino American Arts and Culture Festival in Point Fermin; PNASC/PNASCA Family Picnic; Executive Council/Advisory Board Meeting and PNASCA Induction of Officers and Fundraising Event. A planning meeting of Filipino American community leaders convened by Philippine Consul General Mary Jo Bernardo Aragon on the occasion of the visit to Los Angeles of Her Excellency Gloria Macapagal Arroyo was held in October. The Theme: Looking Thru the PRISM: the Future is Here was the focus of the Fall Seminar in November. At this event, the General Assembly, ratified PNASC Constitution and Bylaws; announcement and presentation by NOMELEC of newly elected Executive Council 2009-2010; Executive Council and Advisory Board Members at a Reception for Phil. Pres.Gloria Macapagal Arroyo.

On December 11, 2008, the PNASC president was invited as representative to the Multicultural Advisory Council of the Linfield-Good Samaritan School of Nursing. We ended the calendar year with a PNA-OR/WA meeting, a Christmas Party and PNA-OR/WA as host of the Christmas Simbang Gabi. Hawaii – Joe Jacob, President.

Joe Jacob was inducted by Leo Jurado as president of PNA Hawaii and his better half Marianela Jacob as the president-elect (a first in PNAA History). Senator Clarence Nishihara of Hawaii, the dean and several faculty of the University of Hawaii, and many community leaders attended the event. PNAH is also looking at possibly lobbying for the removal of CGFNS exam as a requirement prior to taking NCLEX. PNA Hawaii proudly achieved a partnership with the University of Hawaii on two research projects namely “Diabetes and Health is Wealth. “ Yearly, PNA Hawaii participates with the Cancer Society Relay of Life, Volunteer to the Medical Reserve Corps.” Other activities include Immunization School Program, Partnership with Nursing Advocates and Mentors, volunteer to the annual health fair at Leeward Community College. Gives free NCLEX review program, a member of the Hawaii Community Scholarship Foundation, offered in-service seminar to Hawaii Foster and Care Homes Operators funded by Western Union. Arizona – Macbeth Torno, President.

Interagency Collaboration, Services with the community and professional linkages have been the focus of Arizona Chapter. They have been very active in participating with community health fairs and fund raising programs.

Colorado – Edith Pasion, President. August 3rd, 2008- PNACO celebrated the

second anniversary with a potluck lunch at the Lakehouse at Southshore attended by members and their families and friends. Election of the 2009-2010 was also held with Grace Senger accepting the position of President Elect for 2011-2012. October 25th, 2008- PNACO collaborated with the Colorado Asian Health Care and Promotion in conducting the Filipino Health Fair and Flu Immunization Clinic at the Aurora Municipal Center. There were over 70 people availed of the screening test for Cardiovascular Diseases, Diabetes, Asthma and Allergy and Bone Density Testing. Over 90 people were given free flu shots. Educational booths in Diabetes, Cardiovascular Diseases and Medication Safety were staffed by the members of PNACO. November 8th, 2008- PNACO was one of the sponsors of the Saklolo 2 and the 6th Annual Filipiniana event of the National Federation of the Filipino American Associations (NAFFAA). Also featured in this event was the Lifetime Achievement Award which was given to Edith Pasion, founding president of PNACO, for her volunteer work in several organizations in the Metro Denver area especially for her achievements as 2 term president of the Philippine American Society of Colorado.

CHAPTER REPORTS PNA of Delaware Valley, Inc. Aurora B. Polutan, RN President

Professional Linkages PNA-DVI is a Member of the Filipino

Executive Council of Greater Philadelphia, Inc, which is composed of 25 organizations. We gave monetary award to “Filipiniana Youth Award” for deserving high school students. We awarded $1,000.00 nursing student scholarships to two deserving students this year. It was given by late Mrs. Eleanor Read – a Delaware Valley philanthropist. We consistently send delegation to the PNAA National and Regional conventions and provided financial support and participated in the 1st PNAA 5K Walk held during 29th PNAA Convention. At least one member is participating in Scholarship committee at the national level of PNAA. PNA-DVI continues to make efforts in fostering cooperation and peaceful co-existence with two Philippine Nurses organizations that are not affiliated with PNAA in the Delaware Valley area.

Regulatory and Legislative Agenda PNA-DVI supported PNA NY and PNAA

Human Rights Committee on the Sentosa Case and contributed to the legal fees. We donated $1,500.00 towards “Gawad Kalinga” housing project in the Philippines through the Filipino Executive Council of Greater Philadelphia (FECGPI).

Inter-agency Collaboration PNA-DVI is a member of FECGPI which is

the umbrella organization of the area and is involved in humanitarian projects like the “Gawad Kalinga”. PNA-DVI attended the FECGPI annual Coronation of Bb. Pilipinas and gala celebration last June 6, commemorating the Philippines Independence Day. We also participated in the picnic the following day and responsible of the First Aid Services.

Managing Resources PNA-DBI is operating within budget. We

have our ongoing recruitment of younger nurses and retention of recent active members. We are encouraging active members to attend PNAA regional and national conventions by giving an incentive funding of $100. Four members attended the 11th Eastern Regional Conference in Charleston, South Carolina and two members were at the 29th PNAA convention in South Padre Island, Texas.

PNA El Paso Tess Ernest, RN President

PNA El Paso held the following activities during the last quarter of 2008. On November 28,29 and 30, members of PNA El Paso took part in a Cultural Diversity Workshop in San Marcos, Texas. In collaboration with Fabens High School, PNAEP members participated in a Career Day on December 10, 2008 inviting students to become nurses. In keeping with the Filipino tradition, PNAEP celebration the holiday season with the following events: On December 15, 2008- Christmas Caroling; On December 20,2008 - Simbang Gabi; On December 21, 2008- Posadas by PNAEP; and on December 31, 2008- PNAEP New Year's Party.

Adopt a College or a School of Nursing

The purpose of this initiative is to coordinate activities that will foster education in colleges and schools of Nursing in the Philippines. Activities include: Sending books/journals; Nurse Balik-Turo Scholarship; Exchange faculty; Webcasting and others as deemed necessary

Interested chapters may submit to PNAA

Adopt a College/School of Nursing Committee (ACSNC) the name of the college they would like to sponsor. The role of the chapter is to identify the college or school they want to adopt and decide what services they can give to foster education of nursing students. Scholarship and exchange faculty are encouraged if the chapter has funds. The services planned for the college/school must be documented and an Action Plan submitted to the ACSC committee before implementation. At the end of the school year, a program evaluation will be completed by both the college/school of nursing and the adopting chapter.

The role of PNAA in addition to coordinating the activities of the chapter is to support a scholar from the Philippines. This will be a long term project although planning is underway. Webcasting is more of a long term goal of the committee which requires knowledge and skills with technology.

The Nurse Balik-Turo is a part of the

initiative and it can be done not only in colleges or schools that have been adopted but also in schools/colleges that are not adopted. All individuals interested in participating in the Nurse Balik-Turo as a presenter/speaker must submit a letter of intent to participate in the program. The applicants must submit biodata as required and complete the 5 Column Form for Presentation Activity. The

applicants may make arrangement with the School/College or Institution where presenting and notify the PNAA ACSC. They may also request PNAA ACSNC to make the arrangement if so desired

The Criteria for Selection of Faculty include: Understands the Mission, Vision and Values of PNAA; Must be a member of the PNAA; Has participated in any of the educational, community or inter-agency activities of the PNAA or any of its chapters

Additionally, applicants must possesses skills, knowledge, and competencies in a special field pertaining to any of the following areas; Has experience in a special field for at least five years; Has special training, advance degree/education or certification in a special field; Has conducted research, quality improvement project, survey or study in a special field; Has presented or taught on subjects/topics related to special field at the state, regional or national level; Has served as a consultant in a special field.

Finally, the applicants must possesses the required technological requirements: Has access to personal emails; Proficient in Power Point presentation and Word Processing; and Has access to electronic signature capability

The ACSC will inform the presenter of the details of the program upon review of all required documents. Program Evaluations will be completed at the end of each presentation and submitted to the ACSC.

representatives of CFO upon their arrival to the Ninoy A q u i n o I n t e r n a t i o n a l Airport (NAIA), Manila, Philippines. I was one of those who were given such treatment to my surprise. There was a sign bearing

my name as I walked towards the luggage claim area that caught my attention and a huge, ostentatious, fragrant sampaguita lei was draped around my neck. I felt very honored and special. Overall, I was very impressed with it. That was truly remarkable indeed.

I had to treat this Malacanan event as once-in-a-lifetime and I did cherish it. I enjoyed every minute of it with the rest of the PNAA delegates that were with us. It was a remarkable and honorable experience not only that I witnessed the culmination of all the successes, hard work, and dedication PNAA and its leaders given and shared to the Filipino and Filipino-American nurses and all the various ethnic communities in the US of America, but it also gave me opportunity to step into the grounds and halls of the elusive Malacanan Palace and to see a sitting Philippine President in person, on a personal level for the very first time. What an accomplishment! I thought it might be the first and last trip to famous Presidential mansion house for me. I know I would never forget this very meaningful trip and thank you PNAA, courtesy of its current President Leo Jurado, for this extraordinary experience.

For the immediate PNAA Past President May Mayor, it was a very nice gesture for the President to ask on her on the status of the Sentosa nurses while receiving the Banaag Award from her. It simply showed how much she care about the fate of Filipino nurses abroad. It is not easy task to remember all the issues and problems plaguing the Filipino nation as the President and much so with the accused “Sentosa (Filipino) nurses” of New York.

And lastly, as we browsed through the souvenir program of the event, we found a long list of outstanding award recipients from the years past. Some of individual awardees that caught our attention were great PNAA leaders and former presidents like Lolita Compas, Phoebe Andes, and Emma Nemivant, all in the Banaag Award category. As May Mayor put it, she would like to see more Presidential Award recipients from the PNAA organization in the future as more of its members and local chapters doing significant service to humankind as they move its goals forward around various ethnic communities all over the USA, and in the Philippines or globally as well.

NURSE POWER continued from page 1 DAY 1: JULY 16. PNAA President Rosario-May P. Mayor with her Executive Board and the PNAA Foundation led the Presidents and the Presidents-Elect of the different chapters on the first day for the Leadership Institute. The future leaders of the PNAA

were treated to topics like, “The Joy, Pain, Sacrifices, and Rewards of Leadership Today,” “Platform Building: Shining through the PRISM of PNAA Mission and Vision,” “Emergenetics in Leadership,” “Cornucopia of Leadership,” to name a few. After which, the four different regions led by the Regional Liaison Officers and Regional Vice-Presidents had their Cluster meetings where networking and sharing of best practices among the different chapters occurred.

believe that “People often resent change when they have no involvement in how it should be implemented. So contrary to popular belief, people don’t resist change. They resist being controlled” (p. 216). As such I strive to work on building strong collaboration and teamwork to move to higher levels of responsibility and commitment to excellence.

To be an effective leader in today’s competitive and rapidly changing world requires one to be flexible and have a good sense of humor. Goleman (2002) stated that “Common wisdom holds that employees who feel upbeat will likely go the extra mile to please customers and therefore improve the bottom line…For every 1 percent improvement in the service climate, there’s a 2 percent increase in revenue” (p.15). In my role as a Director of Nursing, I observed that my emotional states on any given day affect the mood of the workplace and the performance of the teams. “Good moods prove especially important when it comes to teams: The ability of a leader to pitch a group into an enthusiastic, cooperative mood can determine its success. On the other hand, whenever emotional conflicts in a group bleed attention and energy from their shared tasks, group performance will suffer” (Goleman, 2002, p. 14). I noticed that my enthusiasm and upbeat feelings have positive results and when I am upset it imparts negative feelings. I have to be more conscious and be more aware of how I handle my actions, reactions and how I portray my emotions. I learned that I need to stay optimistic, be in control of my feelings and/or be in a sober mood even under intense pressure. According to Goleman (2002), “Distress not only erodes mental abilities, but also makes people less emotionally intelligent. People who are upset have trouble reading emotions accurately in other people-decreasing the most basic skill needed for empathy and as a result, impairing their social skills” (p.13).

Working with multiple teams is more complex because it involves leading and managing change which can become chaotic. “The best leaders have a sense of when spending time airing grievances will be useful and when it will not” (Goleman, 2002, p. 34). I recognized the importance of adapting and changing my own reactions rather than expecting others to change their behaviors. I have learned when to avoid disagreements or conflicts and when to laugh or make a small joke

when someone errs. I have experienced that errors or mistakes happen because the team may not clearly understand the process or each team member has a different interpretation of the plan of actions. My focus is to review the processes, instead of blaming the person or the team. I discuss with them that if one makes a mistake, one has to acknowledge that mistake, learn from it and move on.

To better serve those that I worked with as a mentor, a coach, an educator, facilitator, motivator or mobilizer and energizer, I will continue to learn and grow and constantly hone my emotional intelligence. In his book, Visionary Leadership, Nanus (1992) compared visionary leaders to artists. “And the best visionary leaders, like the best artist, are always seeking to communicate directly and viscerally a vision of the world that will resonate them with the deepest meanings of people and cause them to embrace it as worthwhile and elevating”( p.33). I must also strive harder to achieve a healthy balance between my family, professional career, and community services.

To pursue excellence, it is a must to acknowledge the importance of constantly adapting to change for progress. We are constantly learning! “If you think only about the present, or wallow in the uncertainties of the future, your survival is just a roll of dice! It is far better to exercise foresight, set an agenda for the future, and pursue it with everything you’ve got” (Bateman and Snell, 1996, p.555). On the road to the future, there is a passenger, a driver or a road kill. Be proactive and be the driver. Contemplate the future. It pays.

NURSE POWER Continued from page 19 Day 2: July 17. The PNAA Executive Board had their annual meeting on the second day. On the evening of this day, the poolside of the Radisson Resort Hotel was converted to a fiesta and as the host chapter, the PNA South Texas- Rio Grande Valley Chapter welcomed all the attendees to Fiesta Mexicana with a mariachi band, Mexican cuisine, and a display of talents from the different regions. The fresh, warm sea breeze with the full moon provided the perfect backdrop for the nurses who partied and danced to the music of the DJ, Mr. Padini Santiago. Day 3: July 18. The Education Day started with great inspiration from the keynote speech entitled, “Power the Passion for Nursing,” by Faith Fields, MSN, RN, President of the National Council of State Boards of Nursing. Ann McGinity, PhD, RN, Senior VP & Chief Nurse Executive, Methodist Hospital, Houston, TX spoke on “Leading a Culture of Excellence: Strategies for Nurse Leaders.” Rozzano Locsin, PhD, RN, FAAN shared his expertise on “Technological Competency in the Practice of Nursing.” The President-Elect of the PNAA, Leo-Felix Jurado, PhD-c, RN, CAN, APN,C, encouraged the audience to choose service over the pursuit of self-interest in his topic, “Creating our Future through Professional

Stewardship.” The attendees had the chance to attend a

session of their choice during the concurrent sessions in the afternoon from a variety of topics as follows: “Legal Aspects and Implications in Nursing,” by Judge Rodolfo Gonzalez, RN, JD, “Expanding the Role of Nursing in Today’s Health Care System,” by Arthur C. Ko, PhD, RN, and “Nursing Volunteerism:

The Brightside of Professional Dedication” by Pamela Windle, MS, RN, CAN, BC, CPAN, CAPA. Anabelle Borromeo, PhD, RN, Dean of the College of Nursing, FEU came all the way from the Philippines to deliver a very important message, “Building a Culture of Safety: How to Minimize Uh-Ohs in Nursing Practice.” Dula Pacquaio, EdD, RN, CTN, Associate Professor and Director of Stanley Bergen Center for Multicultural Education Research and Practice, UMDNJ School of Nursing furthermore fired up the nurses’ passion for the profession with her speech on, “ Professional Dedication to the Culture of Caring.” Mr. Jayson T. Valerio, MSN, RN, the host chapter’s Education Chairman concluded the day with his well applauded Summary &

Evaluation. The awarding of the winners for the poster presentation was announced by Lucy Ledesma, RN, MSN, FNP-BC, the host chapter’s Poster Presentation Chairperson.

After a whole day of “brain- engaged”

NURSE POWER Continued from page 22 DAY 4: July 19. Nurses are known not only for their knowledge and skills but also for their physical stamina and health awareness. As early as 6:00 the next morning, the registered participants wearing their favorite regional colors, gathered on the shores of SPI beach for the 5K Walk. Health food – fruits, yogurt, juices, and water - was available to t h e p a r t i c i p a n t s . Spearheaded by the PNAA Ways & Means Committee Chair, Ernie Rosas, prizes were awarded to the symbolic runners and winners. The General Assembly was presided by PNAA President May Mayor. Very important issues regarding the future of the organization were discussed and decisions were made by the Membership. Leadership was then handed over to the new president, Leo-Felix Jurado. Faith Fields inducted the 2008-2010 Executive Board during the Gala Night. The 2008 CARE Awards were presented by Beth Rose, Chairman of the CARE Awards Committee while the Scholarship Awards were announced by Cornelio SJ. Obordo and Araceli Antonio of the PNAAF. PNAA President May Mayor delivered her Farewell Message and the 15th President, Leo-Felix Jurado a c c e p t e d t h e leadership with his mantra, “Shining t h r o u g h t h e PRISM of PNAA, Honoring our T r a d i t i o n s , Advancing our Future.” The rest of the evening was history . . . nurses with their families and friends had fun dancing and networking until the wee hours of the morning.

DAY 5: July 20. While some of the attendees packed and headed for the different airports to catch up with their flights home, others chose to go to the Basilica de San Juan del Valle to attend mass. A group proceeded to Progresso, Mexico for a tourist-guided tour and shopping spree, while the rest opted to stay close by in a picnic at the La Isla Blanca where they enjoyed exotic Filipino dishes. The

children were treated to sand cast le building lessons and a variety of beach games. The convention was short and sweet. To quote Remy S o l a r t e , P N A A

Executive Director, this was a week “to celebrate our achievements and deliberate on the issues that affect Filipino nurses.” May Mayor said, “ It is indeed a pleasure and privilege to once again come together as an organization firmly entrenched in the healthcare landscape as a force to be reckoned with.” Leo-Felix Jurado has posed the challenge to the PNAA membership to “let PNAA reflectively shine in every corner of our adopted land.” All of the talents that were displayed in the convention with the support of the PNAA Executive Board, PNAAF, the exhibitors, and the supporters were the fibers that have inspired and strengthened the hardworking Executive Board and Members of the host chapter, the PNAST-RGV, to weave this masterpiece. The attendees went back to their

respective chapters all fired up with excitement, enthusiasm, and renewed commitment to the visibility, viability, and vitality of the organization to build a stronger foundation for the next generation of Filipino nurses.

Indeed, the 29th Annual Conference was an event of a lifetime!

President Leo-Felix Jurado accepted the leadership with his mantra,

The purpose of this National Excellence Achievement Awards is to recognize outstanding nurses for professional excellence, significant contributions to the profession in the various fields of specialty, and sustained involvement with PNAA and/or Affiliate Chapter.

It’s that time again to choose your candidates for the different categories:

Clinical Nursing Nursing Administration Nursing Research Nursing Education Entrepreneurship Community Service

The selected awardees will be honored during the PNAA Annual National Convention. All nominations must be received by the Awards Committee by March 31, 2009.

Nomination Process: The Awards Committee will publicize search for

outstanding Filipino American Nurses nationwide through Filipino newspapers and local PNAA Chapter newsletters six months prior to the convention.

Awards Program Nomination Forms will be sent to all Chapter Presidents six (6) months prior to the Annual Convention.

Chapter Presidents will distribute the Nomination Forms to their respective general memberships and encourage members to participate in the nomination process.

All nominations will comply with the requirements as specified in the Nomination Forms to be considered valid. Ten (10) weeks prior to the convention, the Chairperson will send each committee member a packet consisting of: submitted nominations and supporting documents of all nominees; selection criteria, and scoring sheets. All nominations must be received by the Awards Committee on or before the deadline usually three (3) months prior to the Annual Convention.

CRITERIA FOR AWARDS CATEGORY I: CLINICAL NURSE OF THE YEAR

Nominee must be a paid member of PNAA and the affiliate Chapter for at least two (2) years and in good standing. A letter of validation indicating the number of years is required either from the Affiliate Chapter or the PNAA membership chairperson.

Must be currently practicing in a clinical field of nursing for at least three (3) years, and currently licensed in the U.S. (R.N.)

Must have a significant contribution to the practice of nursing in general, and to PNAA in particular within ten (10) years.

Must have been recognized for meritorious contributions to the practice of nursing in general, and to PNAA in particular within ten (10) years. Must maintain current practice through education, formal or contact hours.

CATEGORY II: NURSE ADMINISTRATOR OF THE YEAR

Nominee must be a paid member of PNAA and the affiliate Chapter for at least two (2) years and in good standing. A letter of validation indicating the number of years is required either from the Affiliate Chapter or the PNAA membership chairperson.

Must have occupied the position of Administrator, Director, or Manager for at least 3 years, currently licensed in the U.S. (RN).

Must demonstrated innovative leadership practice in any health care setting (acute, ambulatory, community, long term facility, chronic) within ten (10) years.

Must have been recognized for significant contribution to management and PNAA within ten (10) years. Must maintain current practice through education, formal, or contact hours. CATEGORY III: NURSE RESEARCHER OF THE

YEAR Nominee must be a paid member of PNAA and the

affiliate Chapter for at least two (2) years and in good standing. A letter of validation indicating the number of years is required either from the Affiliate Chapter or the PNAA membership chairperson.

Must be currently practicing in a field of nursing, preferably nursing research, for at least three (3) years, currently licensed in the U.S. (RN).

Must be a principal or co-investigator of a completed study or project in a health care setting. A copy of

abstract is required for every research study. Must have been recognized for a significant

contribution through research to the practice of nursing in general, and to PNAA in particular within ten (10) years.

Ball of PNAANE, Jacksonville, Florida. PNAGF supports the Good Samaritan Free Clinic in New Port Richey Florida through volunteer hours from its members Cora Timoteo and Lola Pollack every Tuesdays of the week.

Regulatory and Legislative Agenda & Inter-agency Collaboration PNAGF members participated in the ANGKLUNG CONCERT at the Bayanihan Arts Center in Tampa Florida.One of the most unique orchestration with chorus arranged and directed by a young ,creative music genius, Nhick Pacis, a UP graduate and talented Music Director of the Philippine Cultural Center and Connie Chanrasmi, also a graduate of UP, Honarary Member of PNAGF. The music is a blend of famous Philippine songs.

Services and Program Development PNAGF had a successful educational seminar on stroke prevention, rehabilitation and fitness highlighted by ZUMBA, it was attended by 48 persons. This was a good networking event for members and colleagues hosted by the Community Hospital in New Port Richey, Florida. Food was sponsored by Sanofi-Aventis from Yaya’s and different Filipino favorite dishes. PNAGF launched its cookbook project “The Filipino Kitchen” with food tasting featuring selected Filipino best recipes at the Baypines VA Healthcare Systems Auditorium. This is an opportunity to bring awareness to the community about the Philippine culture and its heritage. During the event, Dr. Maria Rafinan from the Gawad Kalinga of Tampa Bay presented the program and its fight against homelessness in the Philippines and the chance for hope to the under priviledged. The attendees also had the chance to learn about the Community Acquired MRSA ant its prevention. The food tasting was well enjoyed by our guests. Proceeds of the book sales will support our scholarship program. PNAGF’s Scholarship and CARE Awards gala was held at the beautiful Bayanihan Arts Center in Tampa Florida. The three recipients for the 2008 scholarship award are as follows Allan Flores RN, BSN, CDN, accepted for the MSN program at the University of South Florida in Tampa. Mary Rose Balunos, RN, enrolled in BSN/MSN program at USF. Ashley Salgado,RN, enrolled in BSN program at USF. Each scholar will be awarded $1000.00.

Managing Organizational Resources Equally and Ethically Congratulations to the PNAGF CARE award recipient for community service, Tita Ravi, RN, MSN. PNAGF welcomes Connie Chanrasmi as she receives the lifetime Honorary Award membership for her dedication, commitment, cultural enrichment and various contributions to PNAGF and the community. PNAGF participated at the annual “Pasko sa Nayon” celebration at the Bayanihan Arts Center in Tampa Florida . PNAGF joined the Christmas Tree contest with its theme, “ Christmas in the Candy Lane”. The participants were judged under the following categories: Most Beautiful, Most Traditional, Most Creative and the Honorable Mention. The event featured Christmas nativities, carols, games, skits, dances and lots of Filipino delicacies like puto bungbong and lechong kawali. There was also a “Parol Contest” and Santa ‘s visit from the North Pole.

PNA Maryland Chapter (PNAMC) Dina A. Krenzischek, Ph.D., RN PNAMC President

Professional Linkage PNAMN linked with the Asian American Heritage in Washington DC and Maryland in both education, social and community service. PNMAC Leader Virginia Alinsao participated in the development of the national ethical guideline for the foreign recruitment.

Regulatory and Legislative Agenda PNAMC has been represented in the Legislative meetings held in Annapolis, Maryland. PNAMC members have been informed re. Legislative issues that need support affecting healthcare and nurses.

Inter-agency Collaboration We continued the Annual Gold Tournament to support the Gawad Kalingan. PNAMC BOD decided to transfer funding to PNAA for the national commitment to build a Gawad Kalingan Village in the Philippines. Some PNAMC members are

involved in their individual churches in adopting families for Christmas. We collaborated with the University of Maryland in co-sponsoring the 1st Annual PNAMC Educational Seminar in Baltimore, Md. We also visited other hospitals for the PNAMC General Assembly to increase visibility. We participated in the Baltimore Annual Fiesta and promoted PNAMC as well as distribution of medical handouts.

Services and Program Development PNAMC conducted quarterly educational program for the members including Hypothermia, Best Practices in Recruitment and Management Seminar, Why Professionals Make a Mistake, and Preparing a Successful Presentation. We developed and piloted PNAMC Educational Funding Program for members attending the annual PNAA conference and the PNAA Eastern Region Conference. At the annual conference, six PNAMC members attended. At the PNAA Eastern Region Conference, nine PNAMC members attended. We had 2009 PNAA Annual Conference Planning Meetings with Washington Metro DC. In progress, we planned the 2nd formal PNAMC Christmas Party with the induction of the 2009 PNAMC BOD. For the first time, we decided to invite the PNAA President, Philippines Embassy Consul in Washington DC, MBON, MNA, MHA for the purpose of visibility and networking. PNAMC BOD decided to participate in the PNAA Kababayan Emergency Preparedness Funding (KEPF) for the disaster victims in the Philippines. Optional members' contributions will be printed with the annual membership application.

Managing Organizational Resources Effectively and Ethically For the Fiscal Year 2008, PNAMC developed the Annual Financial Budget with the goal to balance income and expense. The PNAMC Newsletter was distributed to members and the PNAMC Website updated including the 2009 PNAA Annual Conference. We have planned a Presidential formal endorsement between outgoing and incoming Presidents and a Treasurer formal endorsement between outgoing and incoming Treasurers and Presidents including the auditor.

Philippine Nurses’ Association of Metropolitan Houston Grace Diaz-Font, RN President- 2008-2010

It seems like time is flying by faster with each passing day. It is time to reflect on this chapter’s accomplishments. The year had its ups and down with a number of things worth mentioning. First and foremost, Hurricane Ike hit the Galveston and Houston areas which changed the lives of many including our members. The temporary loss of power and water made us reflect to be thankful for having the basic necessities in life. PNAMH has also been full of activities supporting the 2008-2010 agenda of “Giving Back our Best” This mantra has been the driving impetus of our activities starting from serving our own members and extending to the Filipino and Houston community. PNAMH has always prided itself in carrying the service torch and this year was no exception. The PNAMH takes pride in achieving these milestones showcasing the members’ dedication, hard work and commitment. Highlights of the activities that have contributed to strengthening the fiber of our organization include:

Professional Linkages At the national level, we have two of our local

members (Merlita Velasquez and Gloria Beriones) elected to the PNAA Executive Board as VP of South Central Region and Board Member respectively. We are proud to honor and recognize our members who excel in their field of specialty (Clinical, Education, Research, Administration, Entrepreneurship and Community Service) and award scholarships to deserving Nursing students with Filipino- American descent during the Annual Nurses’ Gala. We are also proud yet humble that two of our members received distinguished awards – a fellow of the American Academy of Nursing (Pamela Windle) and an NCEMNA Scholar (Riza Mauricio).

President George W. Bush Presidential Award for Community Volunteer activities which had its early beginnings in 2007.

PNA Metropolitan Houston Interagency Collaboration Our various Community Outreach activities such as the Y-Me Program for Breast CA Awareness, the Flu Immunization Project, Health Fairs and the upcoming Star of Hope Christmas Party for Kids have been ongoing as a stand alone or joint projects. We collaborate with other community and professional organizations such as the Lion’s Club, the American Association of Critical Care Nurses local chapter, the Hispanic Nurses’ Association and the newly formed Filipino Cancer Network of Metropolitan Houston spearheaded by PNAMH members.

Services & Program Development In keeping with our pledge to continue to provide quality monthly educational activities and Spring and Fall seminars, we awarded a total of 19 Nursing Contact Hours to the participants. We had successful fundraising activities to augment our income including Crawfish Boil, Handmade Afghan Raffle, Selling t-shirts, caps and car stickers with the PNAMH logo.

Managing Organizational resources We are maintaining a vigilant watch on our finances by creating an annual budget using the template from the PNAA. Additionally and despite the economic crunch, the organization has been fortunate to have generous donors and well-off friends. We are achieving a healthy increase in our new membership as well as increase in our “balikbayan” lifetime members. Our total members are 584 (398 active members & 186 lifetime members). Currently, not all Lifetime members are PNAA members. As one can see, much still remains to be done. We will move forward to achieve our goals while catching up with the ever changing world of technology, keeping ourselves updated on evidenced-based practice and developing our young & upcoming leaders. The PNAMH is very fortunate to have such hardworking, dedicated and committed members while dealing with health challenges and life changing events in our lives.

As we start 2009, we will rally once more to achieve the goals we have set before us. I firmly believe that we can do it. We have been known to get our work done and our commitment to achieving this year’s goals is no exception.

PNA – New England, Inc. (PNA-NE) Nelia Francisco, RN, MSHA President

Professional Linkages PNA-NE continued collaboration with Institute of Health Professional/Massachusetts General Hospital (IHP/MGH) on Diversity Initiatives. We have an on-going project to provide lectures in the classroom on topics on diversity. PNA-NE continued collaboration with College Network and Walden University to encourage members for career advancement. PNA-NE continued dialogue with Rhode Island Nurses of becoming a PNA-NE subchapter or an independent PNAA chapter.

Regulatory and Legislative Agenda PNA-NE sponsored a continuing education titled, "Nurses: Making a Difference Every Day Through Professional Advancement" with one of the panelists from the Board of Registration of Nursing - Commonwealth of Massachusetts. We provided support to PNA NY and PNAA Human Rights Committee on the Sentosa Case, including financial contribution for the legal fees.

Inter-agency Collaboration PNANE is collaborating with other Filipino organizations e.g., Filipino Apostolate of Boston who helped with a prayer rally for the Sentosa 27 Nurses; PNA-NE supported the San Lorenzo Ruiz festivity; and our members helped with the forming of the youth choir. PNA-NE supported as First Aiders of the Gawad Kalinga 5K Walk. We supported Mayor Menino’s project on “Bostonian” - an event honoring all immigrants in Massachusetts. PNA-NE coordinated with the German Center for Extended Care to conduct Health Screening to the Assisted Living Facility. PNA-NE held a fundraising event for Iloilo Flood Disaster. Donations were sent to Iloilo,

Services and Program Development PNANE held an educational seminar entitled “Nurses: Making a Difference Everyday through Professional Advancement”. Most of the panelists were PNA-NE members. PNA-NE will hold its General Assembly on 12/13/08 and will also hold a short CE on Updates on Safety Goals 2009 with approved contact hours of 2.7. We will launch a Membership Survey on the newly arrived nurse on their acculturation to the USA and will develop strategy on how to meet the needs of these nurses. We are making improvement on our communication to our members by developing of a “blog” section. We recognize deserving members in excellence in education, clinical, community service, and leadership during Nurses Week We participated in the Educational Program Planning of the 11th Eastern Region Conference.

Managing Organizational Resources Effectively and Ethically PNANE has implemented accurate book keeping and reporting of PNA-NE’s financial status by the Treasurer biannually. We are filing our taxes yearly. We had our election of new sets of Executive Board

2008-2010 last 7/08. The Bylaws Committee spearheaded amendments to Bylaws to be congruent with PNAA Bylaws.

Interagency Collaboration Through its many programs to meet the organizations’ goals, PNANJ has interagency collaboration with the following: Hospital systems & Hospital institutions: Saint Barnabas Healthcare System, Robert Wood Johnson University Hospital System, Atlantic Health Care System, Solaris Health Care System, etc., Bergen Regional Healthcare System., Somerset Medical Center, Riverview Medical Center, East Orange general Hospital., and long-term care institutions; Township committees: Edison Township on Hepatitis B launching; Union Township through the Bayanihan Club in flag-raising ceremonies, heritage days, parades; Ocean Township through the Fil-Am community in health screening activities, parades, heritage days and State and Assembly Resolution for one of PNANJ’s Executive Board member; Bergen Township in its heritage parades; Individual township parishes with health screenings and heritage days; Medical & nursing missions to the Philippines through

its Executive Board & member efforts in active involvement with offering free surgeries in Cebu, distributing humanitarian goods to the victims of Typhoon Frank in Panay; Schools, Colleges & Universities of Nursing during conventions and in everyday efforts in nursing excellence: Seton Hall University, Univ. Medicine & Dentistry of New Jersey, Trinitas College of Nursing, Thomas Edison State College. Continued Collaboration with alumni schools in the Philippines: The University of the Philippines Alumni Association of New Jersey, University of Santo Tomas, and Far Eastern University by continuing efforts in alumni associations goals and activities; Businesses like Xoom money remittance, Western Union, World Financial Group, Kwik Mortgage, Prudential Insurance, Medical Staffing, Phoenix Health Care, AV Technical Institute; and other Filipino organizations like Phil. Fiesta, the Phil. Hearts & Hopes Society.

Services and Program Development The PNANJ Executive Board spelled out its

mission and goals during the April 19, 2008 induction and is threefold: (1). Strategic growth- the strength of an organization comes from its members, and the number of members recruited enable the organization to carry out its mission. Membership drive is very active in New Jersey, carried out by individual sub-chapters. PNANJ averaged 30 new members each month. The total number of members (including lifetime, and honorary) as of November 30, 2008 =952; (2). People development- succession planning is observed in the PNANJ organization through leadership training programs of its subchapter officers. The subchapter framework has enabled PNANJ to train its leaders in the grassroots level, and arm them with skills to be leaders in the state as well as national level. Managing Organizational Resources Effectively & Ethically

Leadership is very important in this huge organization, and the PNANJ Executive Board has exemplary leaders. Communication is ongoing: quarterly Executive Board meetings, conference call meetings on a prn basis, and subchapter meetings on a monthly basis are important to keep track of the individual subchapter’s activities, coordinated with the state & national goals & mission. PNANJ utilizes all types of communications: newsletter, letters, telephones, electronic mailing, and teleconferencing. PNANJ’s Advisory Board continue to be actively involved with PNANJ activities by mentoring the Executive Board, by being guest speakers in conventions, by offering their place of business to host PNANJ activities, and by continuing to be cheerleaders for the organization. Examples of these include: PNANJ & its subchapters have presented 6 educational conferences since April, totaling 22.3 contact hours; PNANJ offered leadership training, and sent its Executive Board to the Eastern Regional convention and PNAA National convention to participate in Leadership training; and PNANJ has partnered with the media- ABS-CBN, Nursing

Inter-agency Collaboration Sept. 27, 2008 - Present PNANY participated in the San Lorenzo Feast day celebration on September 28, 2008 held in St. Patrick’s Cathedral. Together with the other Filipino – American Associations, we were able to showcase our “Fiestahan” tradition. We collaborated with PNAA, and PNA-NJ to sponsor the Consular Simbang Gabi on December 15, 2008, thus giving us great opportunity to be more visible in the community. We also collaborated with Father Erno Diaz, Director of the San Lorenzo Ruiz Chapel in Broome St, New York to sponsor Simbang Gabi on December 18, 2008. This is another opportunity to extend our community visibility and networking in the lower area of Manhattan. Jan 1, 2008 – Sept. 27, 2008 On June 1, 2008, PNANY joined in the Philippine Independence Day Parade during the 110th Independence Day Celebration and provision of first aid in collaboration with PNA-NJ. On June 7, 2008 – PNANY participated in the Independence Ball Gala Celebration On June 25, 2008, we provided assistance to Consulate Office to arrange visitation of President Gloria Macapagal either at Bellevue Hospital Center or NY Presbyterian-Cornell through Lolita Compas and Rey Rivera. On Sept. 21, 2008, PNANY sponsored a novena mass for the celebration of the Feast of San Lorenzo Ruiz thru Fr. Erno Diaz. Services and Program Development Sept. 27, 2008 - Present PNANY - Participated in the 11th Eastern

Regional Conference on October 24-25. Volunteered to help out in the welcome night program. We held ACLS and BLS Classes on November 29, 2008 at the VA Hospital in New York. This was also a way of recruiting and retaining members. We provided breakfast, lunch, opportunity for networking and we told the attendees our future programs. Additional BLS-HCP classes will be held on December 5, 2008 at the same venue. Christmas Party scheduled on December 11, 2008 to be held at the VA Hospital in New York combined with evening educational program, dancing, opportunity to network with members & non-members, recruit new ones and renewals for those who are due to renew. Jan 1, 2008 – Sept. 27, 2008 On January 12, 2008 – PNA-NY Liaison Coordinator Orientation held at Bellevue Hospital Center to familiarize newly appointed liaisons with roles and responsibilities. On June 5, 2008 – NOMELEC night held at Beth Israel Medical Center. A return of 40% of the ballots is a strong indicator of membership participation in the electorate process.

On Sept. 27, 2008 – held the 79th Anniversary and Biennial Induction/Gala Awards at the New York Hilton Hotel with guest speaker Beverly Malone. Four deserving nurses were recognized as nurse excellence awardees in Administration (Cynthia Margalit), Education (Felicidad Valentino), Clinical Practice (Esther Uy) and Community Service (Leonarda Santos). Presidential awards were given to Clemencia Wong (Executive Board of the Year), Vernie Bacolot (Service Excellence), and Carmen Meliton (Liaison Coordinator of the Year).

PNA of North Carolina (PNA-NC) Jennifer M. Dizon, RN, BSN, MAN President

Professional Linkages PNA-NC has collaborated with other Asian American organizations and local businesses to bring to our community the Triangle Asian American Health Fair 2008 on September 20, 2008. These include 101 Lunge, the American Red Cross; the Chinese American Friendship Association; Duke Raleigh Hospital, the National Association of Asian American Professionals – NC, the NC Chinese Business Association, among others.

Regulatory and Legislative Agenda PNANC has strong and active collaboration with one of the board members of the North Carolina Board of Nursing (Pam Edwards), allowing us to

have an active voice should the need arise for PNA-NC ask for assistance.

Inter-agency Collaboration PNANC collaborate with other Filipino organizations (i.e., Gawad Kalinga, Couples for Christ, Gabriela Silang, Filipino American Performing Arts of North Carolina and Philippine American Association of North Carolina) to bring to our Filipino community Simbang Gabi 2008 on December 19, 2008, an evening mass and hymns in Tagalog, followed by a fellowship dinner (potluck) and a short Filipino themed entertainment.

PNANC supported the 2009 Carolina Medical Mission (CMM) for Davao, Philippines with medical/surgical supplies. We also sponsored two sport fundraising events (Basketball and Bowling) in our community to allow our Kababayans and friends the opportunity to network while enjoying a fun activity. We continue to work with Duke University Education Services for contact hours with no charge.

Services and Program Development PNANC held an educational event on September 20, 2008 entitled “Ignite the Power of Nursing with Technology.” We also have scheduled educational event for senior nursing students in Davao, Philippines in January 2009. We provided a $500.00 scholarship money to a deserving nursing student in Cavite, Philippines for 2008, We completed our annual Book/Journal drive. The beneficiary for this year is the Divine Word College in Legaspi City, Philippines.

We provided IT support for financial accounting of the 5 K Walk, 29th PNAA Conference. We participated in the Educational Program Planning of the 11th Easter Region Conference.

Managing Organizational Resources Effectively and Ethically We are planning a PNA-NC Executive Board Retreat for March 14, 2009 on strategic planning and evaluation of chapter activities. Professional Linkages PNAPA is actively collaborating with the local Red Gross for Blood Donor Drive, the Delaware Valley Senior Citizens Group for blood pressure auscultation, the medical groups (Philippine Medical Association of Greater Philadelphia and UST Medical Alumni Association of Tri-State) for flu injections, blood sugar and blood pressure monitoring, medical missions. PNAPA is also in active participation with NaFFAA in the state, regional and national levels.

Regulatory and Legislative Agenda Supported PNANY and PNAA Human Rights Committee on the Sentosa Case and contributed to the legal fees.

Inter-agency Collaboration PNAPA is very active in collaborating with a church group for feeding the poor and hungry, other area Filipino American organizations for humanitarian projects in the Philippines ( i.e. Gawad Kalinga, Bantay Bata, medical missions, etc.) and other local projects (i.e. Rizal monument fund raising, church building fund raising, etc). PNAPA is a part sponsor of the Simbang Gabi on December 15, 2008 and New Year’s Eve party for a church community on December 31, 2008.

Services and Program Development Educational program development is our number priority in our association’s agenda as needed for our professional development. We are still waiting for the much needed help from the PNAA Educational Committee on how to start the program. We are presently providing financial support for a deserving nursing student in the Philippines. We provided financial and physical support for the PNAA 29th Conference 5K Walk project. We also participated in the Educational Program of the 11th Eastern Regional Conference.

Managing Organizational Resources

PNAPA recently had a successful informal fund raising and an early Christmas gift distribution to children. All food and gifts provided by members of the organization. Treasure’s report to the body after proper review by the auditor will be done at the end of the year.

Professional Linkages PNA-SC collaborated with local, state and national companies, businesses and organizations when we hosted our 11th Eastern Regional Conference.

Regulatory and Legislative Agenda PNA-SC supported PNA NY and PNAA Human Rights on the Sentosa case.

Inter-agency Collaboration PNA-SC collaborates with other Filipino – American organizations like the Filipino Community Center (FCC) and Hiyasmin Cultural Society. In concert with Filipino Prayer Groups, we brought the yearly Misa de Gallo to our community. We also conducted fundraising for the FCC building and for scholarships to deserving college bound students. We participated in the Parish Nursing program at Divine Redeemer Catholic Church and Immaculate Conception through health screening and providing First Aid during the International Food Festival. We supported the Harvest Free Medical Clinic and Helping Hands of Goose Creek. We made monetary contributions to the Carolina Children’s Charity and to the St. Paul Society.

The aging of the baby boomers is predicted to propel a rise in the percentage of the population over age 75 from 5.8% in 1997 to 9.4% in 2025. The population age 65 or older is comprised of approximately 13% of the US population in 2003 and is expected to more than double in number to 71.5 million or 20% of the population by 2030. Medicare and Medicaid paid the nation’s approximately 17,000 nursing homes an estimated $42 billion in 2002 to care for its beneficiaries. Data from the Consumers Union’s “Nursing Home Watch List” documents an increase in the number of nursing homes giving substandard care. In

2003, there were 23 states that fell into this category (including Michigan). More than 50% of the states had more than 30% of their facilities cited for p o o r f o o d s a n i t a t i o n

practices. Underreporting of abuse and understatement of care problems remains a problem in assessing substandard care in nursing homes. Signs and symptoms of abuse include: Unexplained bruises, cuts, burns, sprains or fractures in various stages of healing; bedsores or frozen joints, unexplained venereal disease or genital infections; sudden changes in behavior; staff not allowing visitors to see resident; resident kept in an overmedicated state, loss of resident’s possessions, sudden large withdrawals from bank accounts, or abrupt changes in will or other financial documents. Other signs may come from abusers themselves. They may not call family when resident is in the hospital nor can’t explain odd marks or bruises on the elder, frequent emergency room visits and not contacting you when the latter occurs.

As nurses, we have to be alert on recognizing older people abuse to protect the elderly. Most often these patients are afraid to report because of fear that more abuses could occur when alerting proper authorities. References:

Notes from the PNAA President Good Day PNA America!

Another promising Year - the year of the Ox- Cheers to 2009! I do hope that you all had great celebrations and more so reflecting on the true meaning of the season-- HE is the reason! Keep the Faith!

Just to remind everyone- all chapter presidents' reminders-- Regional VPs and COPs-- please round up your regions.

First, chapter memberships are due, you all have seen the emails from Jeanette Livelo, PNAA Asst. Treasurer, where to submit the money and the membership list and when its due before penalty is applied. Here's Jeanette's email so you can directly email her for questions about [email protected]. It would be nice to see every chapter grow this year, as it will be reflected in the graph. This will reflect our efforts of recruitment and retention.

Second, the Kababayan Emergency Preparedness Fund (KEPF), each chapter is suppose to have done a fund raising of some sort or asked their membership for contribution-- whatever you can help with this initiative, please remit contributions to Aster Vargas, PNAA Treasurer. For details of this initiative, email the committee chair-Dina Krescinchek at [email protected].

Third, Regional VPs and Regional COPs are suppose to follow through the surveys regarding the PNAA Forum of Advanced Practice Nurses. Question about this, please send your email to the committee chair- Jennifer Aying at [email protected].

There is a also a survey from the Gawad Kalinga Task Force. I understand that the Eastern Region already had a 100% response rate of support for this. What has the PNAA been doing?

The Education Committee headed by Gloria Beriones has been working hard with her committee and the host chair headed by Dino Doliente in the preparation of the 30th National Convention. We hope to provide you with an exciting assortment of activities. The Leadership conference is something you would love to attend and don't want to miss. Rey Rivera, PNAA Pres-elect is helping Gloria to coordinate this. Questions regarding the National Convention should be addressed to Gloria at [email protected]. If you have not booked your hotel for this convention since the rooms are running out very quickly, please do so and email Dino for issues at [email protected].

All the regions are also busy preparing for their regional conferences. The regional education committees in collaboration with Gloria and the Regional VPs are planning all these exciting events. All of them have some ingredients of PRISM sprinkled in their educational programs.

The Website committee has been tremendously at work for the past 5 months ironing up the details of the contract. We are about to sign a contract with an on line company that will bring our association to the most modern website that will provide us access and flexibility to the tune of almost- $20,000.00. That's where our membership money goes. Believe me the committee has been trying conservatively to choose the services we need but as you know, everything costs money. Thank you Website committee for the diligent work- headed by Dr. Rose Estrada and her co-chair Joy Dia. Carmina Bautista has been working with the committee since she heads the Infrastructure Committee of PNAA. There are surveys coming up from this committee- so please respond expeditiously.

The Journal committee under the direction of Nelson Tuazon is gearing up on the preparation of the first PNAA Journal soon to come in celebration with the 30th PNAA anniversary.

The PNAA Membership Committee gears up for an exciting year!

The news of sub-chapter formation among the Eastern Region of PNAA gives added energy and stamina to our team. Led by New Jersey chapter, having the most sub-chapters has more than 900 members as of November 2008, NJ President Madeline Yu reported. That is more than 20 percent increase from their baseline of 711 members last July 2008. PNA Virginia under the leadership of Guia Caliuwagan also announced their first subchapter PNAVA Richmond last October 2008. There are other PNAA chapters who are working diligently to form their subchapters.

As the deadline for renewal of chapter membership comes closer (January 01 to January 31, 2009), the PNAA membership Committee are also brainstorming ways to entice members to renew and to attract new members. During the first quarter of 2009, a revived PNAA brochure will be distributed to the members highlighting PNAA accomplishments and benefits to members. We are also finalizing our membership drive initiatives and possibilities such as membership cards, chapter membership certificates, possibilities for free membership as part recruitment incentives. We will also coordinate with the Website Committee for a more robust, interactive and up to date information to be shared to the members. In the meantime, Filipino nurses all over the country are encouraged to get in touch with their state chapter Presidents to obtain more information about the many initiatives PNAA have for members like you. Please refer to the PNAA membership graph per chapter and help your chapter gain more members.

On October 11, 2008, had a General Assembly to vote on the addition of four more Executive Board Members and the extension of current officer’s term to one more year to align with the PNAA, thus ending in 2010. Did two fundraising activities to support their administrative projects.

Successfully forged relationships with other Filipino organizations in WI to promote PNAWI visibility, viability and vitality. Volunteered at the Philippine Free Center Clinic to serve the uninsured. Have doubled their chapter membership since their inception in March 2007. Will celebrate their First PNAWI Christmas Party on December 7, 2008. Joy Dia, Madelyn Yu with the help of Vicky Navarro are collaborating with the Migrant Heritage based in DC to help this lady. The Adopt-a-School Program and the Balik Turo are heavily coordinated by our executive Director Remy Solarte. Chapters who are considering to adopt a school in the Philippines, please email Remy at [email protected]. Pete Calixto is now in the final stage of formatting the PNAA Policy and Procedure that will be made available to chapters. Jeanette Livelo and her committee is now on the final stage of producing a membership brochure. I know that I may have forgotten something because I am working on my memory (which has failed me many times before) but there are other initiatives out there that I may have left out- it would not have been intended. As you may have noticed that I send emails with different batches- different lists for the Executive Board, Advisory Board, Committee Chairs and Chapter Presidents and Presidents-elect that please take notice if you reply to all- the people you may want to reach may not have been listed there. It is my hope that Chapter Presidents disseminate the information to their chapter membership.

They need to know what's going on in PNAA so you don't always have to explain what can PNAA do for them and I believe I just provided you an appetizer here. I know that this mail is long but I wanted you all to have a flavor of the work that we all do. Sentosa Case Update

We received word that the Appellate Division, Second Department of the New York Supreme Court granted our petition for the issuance of a writ of prohibition. Pertinent excerpts from the decision are the following:

"Accordingly, the prosecution has the practical effect of exposing the nurses to criminal penalty for exercising their right to leave their employment at will. The imposition of such a limitation upon the nurses' ability to freely exercise their right to resign from the service of an employer who allegedly failed to fulfill the promises and commitments made to them is the antithesis of the free and voluntary system of labor envisioned by the framers of the Thirteenth Amendment. While we are, of course, mindful that protecting vulnerable children from harm is of enormous importance, the fact that the prosecution may serve a legitimate societal aim does not suspend the nurses' constitutional right to be free from involuntary servitude."

"Furthermore, the prosecution impermissibly violates Vinluan's constitutionally protected rights of expression and association in violation of the First and Fourteenth Amendments. It cannot be doubted that an attorney has a constitutional right to provide legal advice to his clients within the bounds of the law."

"We cannot conclude that an attorney who advises a client to take an action that he or she, in good faith, believes to be legal, loses the protection of the First Amendment if his or her advice is later determined to be incorrect. Indeed, it would eviscerate the right to give and receive legal counsel with respect to potential criminal liability if an attorney could be charged with conspiracy and solicitation whenever a District Attorney disagreed with that advice. The potential impact of allowing an attorney to be prosecuted in circumstances such as these presented here are profoundly disturbing. A looming threat of criminal sanctions would deter attorneys from acquainting individuals with matters as vital as the breadth of their legal rights and the limits of those rights. Correspondingly, where counsel is restrained, so is the fundamental right of the citizenry, bound as it is by laws complex and unfamiliar, to receive the advice necessary for measured conduct."

PNA SOUTH CAROLINA Embassy Suites and Convention Center, Charleston, SC. We conducted a fundraising event for the 11th Eastern Regional Conference through solicitation for the souvenir journal and exhibits/vendors..

Managing Organizational Resources Equally and Ethically PNA-SC concluded the final meeting for 2008 with the election of new set of officers for 2009-2010. We conducted a Strategic Planning session with the induction of officers for 2009-2010-on January 24, 2009. We are planning the calendar of events for 2009.

PNA South Florida Ana Dagum Javellana, RN, MSN President PNA South Florida 2008-2010 Executive Board was inducted last October 11, 2008 at Hotel Intercontinental Hotel Miami, attended by more than 200 guests which included PNAA President, Mr. Leo Felix Jurado, President Elect Rey Rivera, Gloria Beriones and Mary Joy Garcia Dia, PNAA Board of Directors. Along with the new EB, the Ambassadors and Mentors from 16 different hospitals of Miami and Broward counties were presented to the general audience during the event. The creation of Ambassadors and Mentors will help address the needs of PNASF members from different hospital and they will also serve as a link between PNASF and its members. The new President, Ana Javellana, has set up her plans for the organization highlighting the 2010 PNAA National Convention. List of activities planned for this year and 2009 include, Gen. Assembly and Christmas Party, on December 13, 2008, Educational Seminar on April, 2009, PNASF Nurses’ week celebration, May,2009, Regional Conference participation on May 8&9, Health Fair, June, 2009, National Conference participation, July, 2009, PNASF Silver Anniversary celebration, Oct. 2009, and General Assembly and Christmas Party, December, 2009.

Professional Linkages PNA Tampa is proud to announce that Ma Teresa Ebrada had won a podium presentation for the Sigma Theta Tau International Honor Society for Nursing on November 14, 2008 for her abstract on Palliative Care. The conference focused on "Sharing the Evidence'. She presented the effects of the ELNEC's conference at James A. Haley Veterans Hospital in Tampa, Florida in the utilization of the palliative care consults and hospice consults. The hospital had won a grant and will be establishing a palliative care unit in the future.

Regulatory and Legislative Agenda &Inter-agency Collaboration PNA Tampa is also working for the 501-C application. Donations were made also the Metropolitan Ministries. On October 17, 2008 - PNAT participated on the symposium: Depression: Recognizing Symptoms and Seeking Support. The targeted audience were the homeless Vets which was held at the Salvation Army. On October 26, 2008 - we participated at St Mark's Catholic Church for the Time and Talent Fair Activity.

Services and Program Development On November 19, 2008 - PNA Tampa together with the Asian-Pacific Islander Special Emphasis Program sponsored a Continuing Education entitled Coping with Cultural Barriers Towards a Successful Career. It was held at VA Hospital. The activity was spearheaded by Geal Irvine. One of the speakers was Gwen Iyog.

Western Region San Diego – Elaine Soliven, President PNASD provided community outreach as First Aid responders during the two days in August at the Samahan Cultural Festival at Balboa Park. For fun, the annual picnic at Mission Bay also provided a summer get together for the membership who feasted on Filipino. PNASD celebrated its 34th Anniversary and Scholarship Ball in September. The PNASD continues to be an active participant in the immunization program of San Diego county through the California Health and Immunization Program The Filipino-American Festival celebration in National City on October 3 & 4th provided PNASD a venue to collaborate with the Hispanic Nurses Association of San Diego by providing support and manning the First Aid booth, thus strengthening professional linkages. PNASD also raised $1000. 00 for the American Cancer Society, through the Susan B. Komen 5K walk at Balboa Park on October 19, 2008. Several CEU conferences were given in the month of October and November including topics on Juvenile Delinquency Las Vegas – Christy Sampal, RN, President PNA NEVADA was a participant in one of the local hospital’s Diversity Kick-off on Sep 10, 2008. We also participated in the FIL-AM Heritage month’s celebration last October, 2008. In addition, the very first PNAN website (http://www.pnanv.org) became “live”. PNAN was an invited member &

“Another summer day, has come and gone away,” goes Michael Buble’s song. It’s been a while since I last wrote my piece of editorial for the PNAA Newsletter. Putting pen to paper this time brings nostalgia and excitement. I thank all the writers and storytellers who have been steadfast in our quest to continue to advance the agenda of the PNAA. I also commend all chapter editors – in print and on line – for memorializing our legacy for the future generations to read and learn about. As we tirelessly prepare for the launching of the Journal of the Philippine Nurses Association of America (JPNAA), I can’t help but think of the pioneering efforts of the founding members and officers of our organization. I’m quite convinced that we will not have any objections when I say that PNAA has come a long way!

When our President, Leo-Felix Jurado asked me to serve as Editor in Chief of the JPNAA, a number of things came through mind. It is without a doubt an honor to be asked to part of this critical milestone. But I readily recognized that this is not a one-person job. It also quickly became apparent that this would require time, effort and energy. I am fortunate that the key players have agreed to take on the journey with me. Remy Solarte has agreed to serve as the Executive Editor. Sofie Bole has also consented to serve as the Managing Editor. To supplement the JPNAA with an online version, Rose Estrada will serve as the Online Editor. Of course the PNAA Vice Presidents have enthusiastically accepted the challenge of becoming the Contributing Editors.

Additionally, we have finalized our line up for the Feature Editors - Sarla Duler, Advance Practice; Marlon Saria, Continuing Education; Peregrin C. Francisco, Regulatory; and Brenda Cohen, Legislative. Finally, we have assembled a cadre of professionals who will serve as members of the Advisory Board. I am sure that you will recognize them - Leticia Hermosa, May Mayor, Betty Miranda, Cora Munoz, Dula Pacquiao, Ampy de la Paz, Pamela Windle, and Kathy Yago. I feel very assured about the quality of this Journal – with all these outstanding Filipino-American nurse leaders, scholars, academicians, clinicians and practitioners – who wouldn’t be! We are still looking for more Advisory Board Members—please contact any of the members of the Editorial Staff for your recommendations.
