PHASE 3 NEWS AND VIEWS FEBRUARY 2016 MESSAGE FROM THE PRESIDENT During this month Board and Committee Members will be knocking on your door to explain and actually allow you to vote on the proposed Amendment to update our age qualifications to be a resident of our Community. The Board voted 8 to 1 in favor of the Amendment to be passed. What it does is enforce our standing as a 55+ Community, and raise our minimum age from 16 to 40, while still allowing certified live in aides, as well as family members who might not be of age, to live with any Homeowner who needs assistance with daily health and living requirements. It also allows any family that inherits a home by will or intestate to be able to live there. Most people we have talked to that live here, had two main reasons to buy here; 1) because it is a 55+ Community and 2) because we allow 1 small pet, which tells us there is a huge demand for 55+ Communities. MESSAGE FROM THE PRESIDENT

At this open, general meeting, Monday Feb. 8th (FLYER ENCLOSED) we

will also be discussing possible solutions for the pet complaints we have

been receiving. Another Open General meeting, has been added to our

March 14th meeting, which will require all input for the newsletter to be

submitted by Feb. 15th.

This is a new form that has been approved by both the Fire Department and the Sheriff’s office. Complete the form, place the completed form in your glove compartment of your car and place the “yellow dot” on the inside of your back window. GARBAGE CAN REGULATIONS

County ordinance 96-9 prohibits the placement of garbage cans and other refuse containers curbside for trash pickup prior to 6:00 PM, the day before your regularly scheduled pickup. Additionally, the ordinance requires that all refuse containers be removed from the pickup area the same day collection is made. NOTE: If you do not use a plastic or metal container to put your trash in, put it out prior to 10:00 AM on the morning of trash pick-up.. If left overnight, just in plastic bags, you are inviting raccoons and stray animals to go through them and become a problem to you and your neighbors. PLEASE DO NOT BLOCK MAILBOXES WITH TRASH. PUT IT ON YOUR DRIVEWAY. THE MAILPERSON WILL NOT BE ABLE TO DELIVER YOUR MAIL!!

When walking your dog please make sure that you have something with you to pick up your dog’s feces and take it home with you! Your cooperation will be much appreciated and our neighborhood will be a cleaner place in which to live.

Restrictions, which read as follows:

“If any pet becomes a nuisance, as

determined solely by the Board of

Directors, the owner of such pet

covenants, and Agrees to dispose of

such pet within (10) days after written

Pepsi and Coke, we all grew up drinking these

sodas, never suspecting that they cause

cancer. The potential risk for this disease is

not limited to Pepsi or Coke but includes all

colas and other brown drinks that are made

with a caramel color. These soft drinks often

contain 4-methylimidazole (4-mel), a potential

carcinogen.

An analysis conducted by Consumer Reports

and The John Hopkins Bloomberg School of

Public Health tested 110 samples of colas and

other soft drinks purchased in California and

the New York metropolitan region. Excluding

a clear soda, used as a control, the average

soda contained 4-mel levels ranging from3.4

to 352.5 micrograms per oz. Although the

Federal government does not limit the amount

of 4-mel in food and drinks (Consumer Affairs

did make them aware of this danger),

California law requires manufactures to label

products sold in the state with a warning

about cancer if they expose consumers to

more than 29 mcg of 4-mel per day.

In order to estimate the potential cancer risk,

seven years of data from the National Health

and Nutrition Examination Survey analyzed

the consumption of soda in a typical 24-hour

period. People who drink soda in significant

amounts normally consume from a little more

than one 12-oz. can to almost 2.5 cans. in a

day which puts them at a considerable risk for

cancer.

The additive 4-Mel in carbonated drinks

contributes to about 25% of the diet of people

older than age 2, more than any other source.

This additive, whose other purpose is to color

food brown, is found in other foods as well.

A donation to the WE CARE organization is required on all loaned equipment. 2. A waiver of liability must be signed for all loaned equipment.. 3. SHEPARDS PIE

1 ½ pounds ground beef

1 Tablespoon oil

1 medium onion chopped

1 bag frozen mixed veggies just

defrosted

1 can diced tomatoes drained

2 Tablespoons tomato paste

Mashed potatoes store bought or

home- made( enough to cover top of

casserole)

Salt, pepper and garlic powder to

taste.

POUR INTO CASSEROLE. Cover with

mashed potatoes and bake at 350

degrees until hot and bubbly!

Top with shredded Cheddar cheese

and heat till melted( optional)

container. If you only have your garbage in bags, put them out prior to

animals...you are endangering not only

raccoons out of their attics.

There have also been cases of animals coming down into their

Summary of Plat 3 Board Meeting January 11, 2016

The following is a summary only of the Plat 3 Board Meeting. Final approval of the

minutes will be at the next Board Meeting scheduled for March 14, 2016.

Plat 3 Board Meeting was attended by all 9 board Members and 37 residents.

President Parker presided over the meeting.

President Parker reported that at the Organization Meeting held before the regular

Board Meeting, the Board voted to retain the current slate of Plat 3. Officers.

Elected were President Jack Parker, Vice President Alan Schnelwar, Treasurer

Richard Chrzan and Secretary Robert Albertson.

Minutes of November 9, 2015 were accepted as read.

COMMITTEE REPORTS:

Treasurer Richard Chrzan reported current balances.

MAINTENANCE: Director Paula Beberman reported that currently 7 residents

have not paid the 1st quarter payment.

POOL: Director Donald Brause reported that pool coping has been power washed

and painted as well as the tables at the pool were also painted. Pool lock needs to

be fixed correctly. Moving to a different company to repair the lock correctly.

Driveways and sidewalks will be power washed in May/June.

LAKES: Director Mel Goldstein reported that the lakes look good.

NEWSLETTER: If residents have a mailbox for newspaper delivery we will put

the newsletter in that box. Those without a newspaper mailbox, it will be placed at

the residents doors.

RECREATION BOARD: Vice President Rhoda Berman reported that

construction at the “C” building was a little delayed caused by changes in air

conditioning ductwork. New concreted floor is completed. Windows to be installed

followed by interior walls. January 15th there will be a meeting in the B Building

Card Room at 10 AM for all those interested on working on the Delray Villas

Entertainment Committee. Next Show will be Johnny Rogers on Feb 13th. This will

be a Valentines Show and the ladies will be getting a gift and tickets are now on

sale. Our last show was very good and well attended by 170 people.

ALLIANCE: Secretary Bob Albertson reported on meeting held Jan 6th. Fire

Rescue Alarm response for 2015 was 188,000 calls. 29,930 calls were in our local

response area. There will be a Health Fair in February. The date is not know as yet.

There will be a Tech Rally held on Jan 29th at the S. County Civic Center. You

must call to pre register. Contact Paula Beberman for the number to call. There

was a talk given on high Senior Citizen drug addiction.

ROADS AND INTERVIEWS: Director Ricki Stanley reported repair of

the sidewalks on Connie Blvd and Edna Way has been completed and 1

interview conducted for a rental on Candy Way.

PEST CONTROL: Phil Beberman reported high amount ant and spi-

ders due to high amount of rainfall. Hulett is here every Tuesday. You

must call prior to Tuesday for any problems.

LANDSCAPING: Leak in the swale on the south side of Connie Blvd.

The cause of the leak is yet to be determined. Either our landscaper or

Palm Beach Water will be responsible for repair. Safety flags have been

placed. Final White Fly Treatment for 2015 is now being done. When our

annual tree trimming is done Jan/Feb 2016, if there are any dead bushes

or trees on your property, they will be cut and/or removed. The possible

lowering of hedges on the corner of Lucy Drive and Connie Blvd. will be

investigated.

SPRINKLERS: Director Jerry Sulzer reported that some sprinkler pip-

ing had to be rerouted at the rear of Candy Way due to tree roots break-

ing the pipes. All calls for sprinkler problems are forward to Norgen

Landscape immediately.

ARCHITECTURE: No requests received.

GRIEVANCE: Overgrowth around a residence addressed and 3-4 inci-

dents involving pets. Some residents are not picking up after their dogs.

Another incident of unleashed dog attacking a leashed dog. One other

case involving a dog is in litigation. If you see a problem, please report it

and take pictures which are most helpful. If someone has a service dog,

they must abide by Plat 3 rules and covenants.

The Board of Directors is looking to update the Rules for Plat 3 that is

given to new owners and renters. Please contact the board with any ideas

you have with regard to rules and changes and/or additions to our rules

and regulations

UNFINISHED BUSINESS: The Board by a vote of 8 in favor and 1

against has voted to proceed with the proposed 55/40 amendment as re-

ceived from our lawyer. This amendment is for future residency in Delray

Villas Plat 3. Any resident currently residing here would be grand-

fathered and therefore exempt. Once our lawyer has completed his work,

it will go to the whole community for a final vote.

NEW BUISNESS; None.

Next meeting is a HOA meeting and will be held on February 8, 2015 at 7

PM in the A Building at the Recreation Center.
