D o c u m e n t P u r p o s e & A u d i e n c e

Building on insights from Phase 1, the Initial Findings Overview, the Future State Vision seeks to articulate the future vision of food sovereignty on the Rocky Boy’s Reservation, based on community priorities.

This document aims to provide stakeholders involved in food sovereignty planning with a cohesive picture of:

The community’s food sovereignty vision

Future state goals that comprise this vision, and objectives needed to accomplish these goals

Opportunities for local stakeholder coordination

The impact of connectivity on accomplishing the vision

This document provides a high-level, comprehensive understanding of what a potential future of food sovereignty looks like for the Chippewa Cree Tribe, as well as objectives needed to accomplish food sovereignty goals. By articulating the community’s vision of food sovereignty, the Tribe can begin to think about how to execute this vision. Phase 3, the Community Action Plan, will build on this Future State Vision by identifying initiatives needed to accomplish identified objectives in the short, medium, and long term.

What We Heard | Existing Initiatives & Challenges

Food on the reservation often costs more than typical retail prices.

Residents struggle to access food due to limited local options and transportation challenges.

Some food assistance programs may not consistently meet recipient needs and there is an opportunity to maximize participation in existing programs.

Limited coordination between food assistance programs complicates the provision of holistic support.

There is limited demand for and familiarity with native foods and medicinal plants.

Many community members lack food preparation skills and are unfamiliar with how to prepare raw produce.

A historical lack of available nutritious food options increases the propensity of community members to choose unhealthy foods.

Various infrastructure challenges and environmental factors limit production inputs, including water. Other environmental factors, such as cattle diseases, directly threaten food production.

There is a need for more widespread familiarity with traditional agriculture and hunting practices.

The community needs resources and capacity to process and package food at their desired scale.

F O O D S Y S T E M C H A L L E N G E S

A variety of efforts produce food, including Dry Fork Farms, the Cattlemen’s Association, and community gardens and greenhouses.

Some educational resources exist, including gardening education programs at Stone Child College and Rocky Boy Schools.

There is limited capacity to process and package value-added products, with current efforts limited to the flour mill at Stone Child College.

Many access-related efforts directly provide food to recipients, including Commodities (FDPIR), school and Head Start food programs, meals at the Senior Citizen Center, and community and church food banks.

Other efforts provide funding or benefits, including government food assistance benefits (SNAP, WIC), government income assistance programs (TANF), and gift cards funded by the Tribe during holidays.

Several efforts focus on nutrition education, often specifically targeted to children, including telemedicine nutritionist services, wellness coalitions, healthy lifestyle programs, and cooking classes at the Rocky Boy Health Center.

Other efforts address nutrition-related health outcomes, including diabetes, food insecurity, obesity, and the development of child health measures.

Many community members struggle with a variety of health challenges stemming from poor nutrition.

Food is economically and physically inaccessible, and assistance programs do not fully meet community needs.

There are limited resources and institutional knowledge needed to locally produce and process food at scale.

A variety of efforts seek to promote the safe consumption of nutritious food, resulting in improved health outcomes.

Many efforts focus on making food accessible to the community through financial support or direct provision.

There are emerging efforts to revitalize the local food system through increased production and processing.

As detailed in the Initial Findings Overview, interviews with community members on the Rocky Boy’s Reservation revealed a diverse and dedicated network of at least 38 initiatives working to address current food system challenges, and demonstrated significant opportunities to build on existing work.

This vision rests on collaboration and coordination between stakeholders, increased educational opportunities and knowledge, and an ability to increase investment in community efforts.

A self-sufficient and prosperous community, fed by a local, accessible, and nutritious food system that is rooted in cultural traditions.
