The proceeding of the Public Hearing for obtaining Environmental
clearance before installation of M/s Dugda 2.5 Mtpa NLW Coal Washery,
Dugda, Bokaro, held on 27.01.2016 at Milan Kendra, Near Dugda Coal
Washery Guest House, Dugda, Dist : Bokaro.
In pursuance of the notification no. 1533/E.I.A. dated 14/09/2006 and revised notification no. S.O. -3067(E),
dated 01/12/2009 issued by Ministry of Environment &Forest , Govt. of India, New Delhi, the notice , issued by
Jharkhand State Pollution Control Board, Ranchi was published in the Hindi Daily “ Prabhat Khabar” (Dhanbad
Edition) and the national English newspaper “ Times of India” (Delhi Edition) on 26.12.2015 in the process to
get Environmental Clearance.
In pursuance of the above notification, the Public Hearing was arranged on 27.01.2016 at 11.00AM on the
Milan Kendra, near Dugda Coal Washery Guest House, Dugda, DistBokaro, which was presided by Sri Jugnu
Minz, Addl. District Magistrate, Bokaro, Public hearing was done for getting environmental Clearance for
Dugda 2.5 Mtpa NLW Washery.
Sri Mitilesh Jha, Asstt. Scientist , Jharkhand State Pollution Control Board, Ranchi, Sri Manoj Kumar, Asstt.
Scientist Officer, Jharkhand State Pollution Control Board, Regional Office, Dhanbad, Smt Priti Lata Kishku, C.O.
Dugda, Sri Chandra Shekhar Prasad, GM (Washery Construction Division), Koyla Bhawan, BCCL, Sri Goutam
Kundu, GM (Wastern Washery Zone), BCCL, Sri A.K. OJha, Project Officer (Dugda Coal Washer), Sri Bijay Modi,
Chief Manager (Environment Deptt),Koyla Bhawan, BCCL and several other senior officials of BCCL and CMPDI,
were present during the Public Hearing. Inspite of them, Public/citizens from the nearest villages like Dugda
Basti, Dugda Purbi, Budhsera, Dugdasouth, Budhidih, KarmaTand, RatariBasti, Chanduadih, BeraBasti and all
other nearest villages were present in the Public Hearing.
At the outset, the proceedings of the Public Hearing was started with the welcome of all the invitees by Sri A.K.
Ojha, Project Officer, (Dugda Coal Washer). Sri Amit Raj Mishra, Asstt. Manager, CMPDI, Dhanbad presented
the technical knowhow regarding the proposed project, to apprise the citizens present in the hearing.
The chairman has apprised the citizens/public about the aim of this Public Hearing. With the permission of the
chair, Questions & Answers session were started. Thereafter, the citizens present in the public hearing has
started to put forward several questions and suggestion one by one mostly related to e.g. Water, Electricity,
Medical facilities, Education and employment to the land losers.
The questioners put forded by the villagers and citizens were answered by Sri A.K. Ojha, Project Officer, Dugda
Coal Washery. The chairmen, on behalf of administration assured the villagers that the problems related to the
land will be solved according to the law.
The videography of the whole proceedings of the Public hearing had been done and the DVD of the
proceedings and Question- answers session of the Public Hearing is enclosed herewith.

The Chairman, on behalf of the administration assured the villagers to give all essential help to solve any
problems. The Chairman, thanked to all and with his declaration, the proceeding of the Public hearing were
concluded.

Employed should be given to the Raiyat
or Local Land Loosers whose land were
acquired in the year 1957-58 and in the
year 1983-84 . Facilities should be given
for water and electricity under welfare.
Previously in the year 1992, settlement
has been done by DC that for two(02)
Acre Land employment should be given
to the Raiyat but till only 22 persons
have got employment. Trees should be
planted.
Twenty two (22) people have
been employed for acquiring
land previously and eight (08)
applications are under process.
All the applications will be
processed under company rule.
Other facilities will be given
according to rule. Trees will be
planted.
2. Sri Dhirendra

Basti
Please see the land acquired in the year
1957-58 and 1983-84. In 1992, Rs.288/
decimal was paid as compensation. It
should be paid again on present value.
CISF prohibits while passing through
washery premises. Local people only
should get fourth class job.
All the proceedings are done on
the basis of the rules of the
company. The compensation in
respect of land acquiring has
been done according to the rule
& law. The problem related to
passing through washery
premises will be solved with
discussion at local level
management. Preference is
given to eligible people for
fourth class job & its equivalent
job.
3. Sri Lakan Chand

Inspite of two (02) acre land,
employment should be given on two (02)
decimal land. Fundamental facilities like
Electricity, Water, Education etc. should
be given to villagers.
Employment and other facilities
are provided only on the basis
of R.R. Policy of the company.
Other facilities will be provided
on the basis of rule only. Govt.
pond, Govt. School, Community
hall, Marriage Hall, playground
etc. will be taken up under CSR
of the company.
4. Sri Raju Kevat,

Employment should be also given to
those people whose small land is
acquired. All jobs of fourth class should
be given to local villagers.
Employment and all other
facilities will be provided under
the rule of the company.
5. Sri Bodhan
Yadav,
Budhsera
Employment should be given to literate
unemployed and local land losers.
Employment should be given to local
I.T.I & Diploma. The job which is not
filled by local should be filled by outsider.
The payment did not received for the
land acquired in the year 1957-58
Preference is given to eligible
local people in facilities related
to employment and for payment
the process is done according to
the rule & law.

All types of cooperation will be given for
plant installation. All expected facilities
should be given to us on plant
All facilities will be provided
under rules of the company.

installation. Level of ground water has
gone down so arrangement should be
done for supply of water after installing
Filter Plant in which water should be
taken from intake well.

Land taken but job had not been given.
Local people are migrated outside for
job. Take land and give job and job
should be given to the local people only.
Employment against acquired
land is given on the basis of the
rule of the company and in
future if land will be acquired
then all the facilities will be
provided under the rule of the
company.

There are major problems related to
health. There is Dugda Hospital but it
has not proper facilities. Water of hand
pump is not good. Facilities in Hospital
should be increased and supply drinkable
water.
Suitable action under rule will
be taken in this regard.
9. Sri Kailas

Land losers has not got facilities against
land acquired in the year 1957-58.
Interview has taken in the year 1987-88,
they should get employment first. School
should be made for the children of land
losers. Mineral water plant should be
erected/ build for drinking water.
All the essential facilities will be
provided under rule in the
villagers of land losers and
suitable action under rule will be
taken under the CSR of the
company and all other facilities
will be provided under the rule
of the company.

Please clarify that this washery is buildup
by BCCL or outsider company.
This washery is proposed to be
buildup by BCCL on Build
Operate and Maintain System
(BOM).

In colony, filter water of Damodar river is
supplied but care is not taken for nearby
villages. Arrangement should be done.
Suitable action under rule of the
company will be taken in this
regard.

A list of employment should be prepared
before land acquired for this new plant.
There is no need of land
acquisition for this plant at
present.

Please do arrangement between
Management and those whose land will
be acquired before the administration. All
the manpower should be local, there
should be an agreement. Outsider should
be employed only when there is no
availability of skilled labor in the area.
There is no need of land
acquisition for this plant
installation at this time but all
the action will be taken under
the rules of the company.

Local unemployed should be provided
employment so that they do not migrate
to outside. The facilities of water,
Electricity, Irrigation, Education, health
etc. should be provided to the villagers.
All necessary action will be
taken under the rule of the
company and all facilities will be
provided under CSR. The
facilities of Govt. Pond, Govt.
School etc. are provided under
CSR. Medical facilities are
provided in the villagers by
Medical Van.
15. Sri Bajnath
Soren, Budhidih
Provide employment to the land losers.
Don’t cheat we welcome the plant for
development by heart. Development
All action will be taken
according to the rule of the
company.

should start on land so that Naxal
activities and terrorism do not develop,
the dream of Digital India of our
respected Prime Minister should be
completed.
16. Sri Jagadish
Kewat,
DugdaBasti
We have got one job while six (06) acre
land acquired in 1983-84. A certificate
should be given to the land losers for
identification.
All action should be taken
according to the rule of the
company.
17. Sri Nandal
Mahtha,
Amaratand
D.V.C. has acquired 12.5 Acres land but
do not provided employment. This plant
will be constructed by departmental or
by the contractor. If this will be
constructed by the contractor, please
ascertain that Identity card should be
given to labours and all facilities should
be provided by the contractor.
This plant is proposed to be
build up on B.O.M basis (Build
–Operate Maintain) Scheme by
Bharat Coking Coal Limited.
Employment and other facilities
to local people will be provided
under the rule of the company.
18 Sri Vijay Kumar

Budhidih
Evaluate your work done under CSR. The
work of plant construction may be done
by those whom BCCL had award the
work of Plant Construction .The work
should not be done by any sub-
contractor. Do the Plant Construction, do
the employment and help the land
losers.
Evaluation of this will be done.
This should be ascertain that
the main Contractor should not
get work done by sub
contractor. Employment to the
local people will be given under
the rule of the company.

An enquiry should be done for the
damage occurred to the land by entering
dirty water of washery.
This should be solved by the
discussion with the local
management and it should be
ensured in the construction of
new washery that water will not
go outside washery premises.

We support for new Plant Construction
and employment to people. It should be
ensured for coal availability to both the
washery.
Coal availability will be ensured.

We have not got any facilities while forty
one (41) dismal land had taken from our
forefather e.g. Company Quarters not
been provided. If company do not need
land please return the land. An
agreement should be made that land will
be acquired against employment only.
Employment is given against
the land acquired on the basis
of R.R. policy under the rule of
the company.

Management has not provided any help
in the primary school which I had
established by own. Arrangement of
medical treatment to the land losers
should be made in the hospital of
washery.
The facilities under the rule of
the company under its C.S.R.
are provided. Facilities for
medical treatment to the land
losers are available in the
hospital of washery.

Information regarding Public
hearing has been given in the
newspapers according to the
Proposed Dugda NLW Washery A-III-36
rule. In addition one week in
advance of the Public Hearing
advertisement by mike and
loudspeakers was made in all
the nearby villages

in view of the affected area like
Budhsera, Chanduadih, Dugdabasti, etc.

washery and not after the construction.
Arrangement should be done for
